IAS officer <keyword id="124047" type="PERSON" weightage="20" keywordseo="Ashok-Khemka">Ashok Khemka</keyword>, who came into limelight over the controversial DLF-Robert Vadra Deal, has said that two pages from the files pertaining to the deal are missing. He also demanded registration of an FIR in this case. This came to light after an RTI filed by him revealed that two pages from the files related to the controversial deal are missing. 
 
Chief Secretary PK Gupta accepted that the pages are indeed missing. He also said that an inquiry has been ordered and officials are trying to “reconstruct the file.” 
 "The file noting is a very important piece of record which would establish that the three members were specifically appointed to an illegally constituted Committee by the then political executive, where the only remedy to an aggrieved party was to file a writ petition in High Court, with the pre-determined objective to accord clean chit to black-marketing of colony license by M/s Skylight Hospitality, a company belonging to <keyword id="12593" type="PERSON" weightage="20" keywordseo="Robert-Vadra">Robert Vadra</keyword>, and to discredit my action of cancelling the land mutation from M/s Skylight Hospitality to M/s <keyword id="6362997" type="CITY" weightage="20" keywordseo="DLF">DLF</keyword>," Khemka alleged in a letter written to the Haryana’s chief secretary. 
 
The chief secretary said, "This is a fact that one page of the file is missing, which is two numbers - 1 and 2. I have seen this filed on Friday itself and this page is missing. For this we are instituting an inquiry...if somebody is guilty, we will take action." 
 
"We are trying to reconstruct the file because I think it was six-seven months back somebody asked for information under RTI, somebody other than Khemka. He had asked for information and that information was given to him...We are approaching the Information Commissioner's office to see if a copy of that is available with that office," he said. 
 
"This is serious, now there can be no scrutiny of the matter as to how Krishna Mohan, KK Jalan and Rajan Gupta became members, what were the terms of reference and what occasioned the constitution of the committee when the parties were not aggrieved against my orders and the only remedy against the order was to approach the High Court," Khemka wrote. 
 The previous <keyword id="117981" type="PERSON" weightage="20" keywordseo="Bhupinder-Singh">Bhupinder Singh</keyword> Hooda-led <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> government in Haryana had set up a committee to look into the controversial deal after Khemka cancelled mutation of the land deal. IAS officers Krishna Mohan, KK Jalan and Rajan Gupta were part of the committee. Krishna Mohan has now retired.

DLF-Vadra Land Deal: Foul Play Suspected As Two Pages From Deal Files Reported Missing

1997 marked the ascent of Robert Vadra—that was the year when he became a part of the Gandhi family through his hushed-up marriage with <keyword id="12587" type="PERSON" weightage="60" keywordseo="Priyanka-Gandhi">Priyanka Gandhi</keyword>. Exactly 15 years later, 2012 marked the beginning of his possible downfall—the year when <keyword id="124047" type="PERSON" weightage="80" keywordseo="Ashok-Khemka">Ashok Khemka</keyword>, a senior Haryana IAS officer, kicked up a political storm by alleging irregularities in the land dealings between Vadra and <keyword id="6362997" type="CITY" weightage="80" keywordseo="DLF">DLF</keyword>, the country’s largest realtor by market capitalisation, in the state. Khemka’s accusation led to a cascade of media reports detailing his dubious property deals, including one by The Wall Street Journal, probes and negative campaign against the Gandhi family and the <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword> which is said to have augmented the fall of Congress, headed by Vadra’a mother-in-law Sonia Gandhi, in the last Lok Sabha elections. 
 
Vadra, born in 1969 to Rajendra and Maureen Vadra (whose family originally hailed from Scotland), has one among the crores of anonymous Delhiites till 1991 when Priyanka met him at a party arranged by Gandhi family’s Italian friends. His father Rajendra Vadra, who belonged to Moradabad in UP and whose family originally hailed from Pakistan (they moved to India at the time of partition), ran a business involving exports of brass and wood handicraft. Following his father’s footsteps, Robert Vadra—whose two siblings Richard and Michelle are no more (his sister Michelle died in a car accident in 2001, while brother Richard committed suicide in 2006)—was running a lesser-known costume jewellery export firm in Delhi when he met Priyanka. Their six-year-long courtship resulting in a cloistered marriage attended by hardly 150 guests opened a whole new chapter in Vadra’s life. 
 
Vadra, who is known to be a fan of dance and music, kept himself busy even since, dabbling between his diverse roles as Priyanka’s hubby, Congress president’s son-in-law, father of his children Raihan and Miraya and promoter of growing business interests. He also hogged the limelight in two other more intriguing avatars—as a fitness freak and a car and bike enthusiast. Vadra, who used to run a fitness bulletin on his Facebook page, boasts of working out hard to trim 20 kgs in five years. He gleefully owns Mercedes, BMW, Land Rover and Jaguar, besides his Rs 15 lakh 1800 cc cruise bike Suzuki Intruder. 
 
The string of events that sent him on a downward trail began in 2009, when he started buying tracts of arid agricultural land around Kolayat, a small town in Rajasthan. Soon after this, the central government announced plans to promote land-intensive solar-energy production for which the pieces of land Vadra purchase were suited, leading to a six-fold spike in the value of the land he bought within a few years. This was in addition to the realty assets he purchased in Haryana, including the deals between him and DLF which triggered Khemka’s allegations. According to The Wall Street Journal, as of the end of 2012 Vadra sold property worth more than $12 million and the value of realty assets he still possessed was about $42 million. 
 
During the run-up to the Lok Sabha elections Narendra Modi used every opportunity to take a dig at the Gandhi family by referring to Vadra’s questionable land deals. Now that Modi is in power and Congress’ fortunes are on a sharp downward spiral, Vadra has been winding up a clutch of his companies; six among them—Lifeline Agrotech, Greenwave Agro, Rightline Agriculture, Future Infra Agro, Best Seasons Agro and Primetime Agro—have already been dissolved or are getting dissolved. However, it is early to ascertain if a frantic attempt to shed firms and assets will help Vadra escape the scrutiny of law enforcement agencies, media and public, and turn around his fortunes; and in the process stop supplying ammunition to the acidic baiters of Sonia Gandhi and Congress.

Chandigarh, May 11 () The Haryana government on Monday appointed senior IAS officer T C Gupta as head of the special investigation team (SIT) to probe the alleged theft of seized liquor from two godowns in Sonipat district.About the liquor stock going missing, Home Minister Anil Vij had on Sunday said it is not an ordinary theft case and an in-depth probe is needed to uncover those involved in it.He had recommended to the chief minister that the three-member SIT should be headed by a senior IAS officer for a thorough probe looking into all possible angles involved in the case.Vij had given names of senior IAS officers Ashok Khemka, Sanjeev Kaushal and T C Gupta, requesting Chief Minister M L Khattar to pick up any one of these officer to head the SIT or suggest a name on his own.Gupta, who is additional chief secretary in the department of power, employment and renewable energy, will head the team, an order issued by the state home department said.The other members of the SIT will be Subhash Yadav, additional director general of police, State Vigilance Bureau, Gurgaon, and Vijay Singh, additional excise and taxation commissioner. The SIT will check the actual availability of stock in all warehouses and godowns that were sealed by the excise department during the last two years for any violation, it said. This means that the SIT will check whether the stock of liquor which was there on the date of sealing is actually the same or not."The SIT will also examine cases of seizure of illicit/non-excise duty paid liquor in Haryana from the period, April 1, 2019, to March 31, 2020, both by the police and excise departments separately with special reference to the action taken and the fines imposed by the excise department pursuant to the recovery of the liquor," the order said.It will also collect and collate the result of investigation of the FIRs registered from March 15 till April 10 in different parts of the state for pilferage of liquor from the godowns and also from the Malkhanas (strong rooms) of police stations, as per the order.The report will be submitted by the SIT by May 31, the order issued by the home department.The Haryana Police on Saturday seized Rs 97 lakh in cash, two pistols and three mobile phones besides a sports utility vehicle following a raid in a house to nab the prime accused in the case of missing liquor stocks from the two godowns in Sonipat.The Sonipat police raided the house of accused Bhupinder Singh, but he managed to escape, said officials. However, later on, he surrendered before the police.The godowns in Sonipat from where the liquor stock was reported missing are stated to belong to accused Bhupinder Singh's wife. SUN VSD ANBANB
