<ul><li>India just announced a new national program for the development of artificial intelligence (AI) while presenting the <keyword id="7190005" type="UNKNOWN" weightage="20" keywordseo="interim-budget-2019">Interim Budget 2019</keyword>. </li><li>The program includes setting up an AI portal, an AI hub and centres of excellence . </li><li>The government has already identified nice priority areas that the AI program will hone in on. </li></ul>‘Digital India’ has been a central part of the Indian government’s policies over the past five years. In the Interim Budget 2019, the Railways Minister Piyush Goyal announced that India will be setting up a new national program that will focus on artificial intelligence (AI). <br /><br />The national program will include setting up a centre of AI, and that hub will be supported by centres of excellence. <p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Facebook</span></p><p class="caption">Facebook CEO Mark Zuckerberg.</p></div><p></p></div></div>Facebook has announced that it plans to invest €10 million (£8.8 million) in its artificial intelligence (AI) centre in Paris, <a href="https://www.ft.com/content/0df08402-fe9d-11e7-9650-9c0ad2d7c5b5">The Financial Times reports</a>.</p><p>The AI lab in Paris <a href="http://uk.businessinsider.com/facebook-opens-an-artificial-intelligence-lab-in-paris-2015-6">was opened in 2015</a>, but now Facebook said it's investing money in expanding the centre.</p><p>Over five years, Facebook plans to double the number of researchers to 60, and to increase funding of local PhD candidates to 40 candidates.</p><p>The Financial Times also reported that Facebook will donate to the French government's Open Data Initiative, which makes data available to the public across France.</p><p>Antoine Bordes, the director of Facebook's Paris AI centre, said in a statement to The Financial Times that "we chose France as our home for our first international research lab in artificial intelligence because of its excellence in this field. Finnish telecom gear maker Nokia on Tuesday announced a collaboration with the Indian Institute of Science (IISc) in Bengaluru to establish a network robotics laboratory for research on socially relevant use cases based on 5G and emerging technologies.<br /><br />The Nokia Centre of Excellence (CoE) for Networked Robotics will promote interdisciplinary research involving robotics, advanced communication technologies and Artificial Intelligence (AI) to develop use cases across areas like emergency management, agriculture and industrial automation, the company said.<br /><br />The centre will promote engagement and cooperation between academia, start-ups and industry ecosystem partners in research and development of use cases.<br /><br />The centre supports and aligns with the government's initiatives of Start-up India.<br /><br />The Nokia CoE will be available to the IISc community and its ecosystem partners for advanced research projects involving designing next-generation networks and applications of Artificial Intelligence for solving pertinent social problems.<br /><br />"Collaboration with a global technology leader, Nokia, will go a long way in helping our students to gain knowledge and insights and make significant contributions to the development of innovative and societally relevant <keyword id="7030079" type="UNKNOWN" weightage="20" keywordseo="5g-use-cases">5G use cases</keyword>," Professor G Rangarajan, Director, IISc, said in a statement.<br /><br />"This is a critical initiative and it will help us move closer to finding technology-powered solutions to enrich our lives."<br /><br />Some of the use cases which the collaboration will explore include using drones for remote management of agricultural orchards to promote water conservation and avoid human contact with pesticide.<br /><br />The researchers will also explore other use cases such as drones using a 5G-enabled wide-area network to gather situational information, helping first responders to save lives by quickly accessing the affected areas during disaster relief and drones for applications such as anticipating crop fires.<br /><br />The collaboration aims to help IISc in capacity building and human resources development in cutting-edge technology of robotics, 5G and autonomous systems.<br /><br />"Emerging technologies such as the 5G have potential to enable an entirely new array of use cases with a profound societal impact," said Sanjay Malik, Senior Vice President and Head of India Market, Nokia.<br /><br />"With Nokia's rich innovation heritage, we aim to engage with the bright and young minds at IISc to nurture and advance the latest technologies that can benefit communities. New Delhi, Jan 28 () IT services major Tech Mahindra on Tuesday said it has set up a dedicated Google Cloud Centre of Excellence (CoE) in Hyderabad to drive digital transformation of enterprises globally.
<p> The CoE will provide enterprises with access to the technology and services they need to expedite their cloud migration and deliver tailored solutions to help them move critical workloads to Google Cloud, develop their Artificial Intelligence (AI) and data analytics solutions and improve workplace productivity, a statement said.
</p><p> The Centre will offer clients a full spectrum of cloud services that include consulting, assessment, migration, optimisation and support services for enterprises looking to optimise their workloads on Google Cloud, it added.

Tech Mahindra sets up Google Cloud Centre of Excellence in Hyderabad

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>REUTERS/Fabrizio Bensch</span></p><p class="caption">The humanoid robot AILA (artificial intelligence lightweight android) operating a switchboard.</p></div><p></p></div></div>Cambridge University announced on Thursday that it is opening a <a href="http://www.cam.ac.uk/research/news/the-future-of-intelligence-cambridge-university-launches-new-centre-to-study-ai-and-the-future-of" target="_blank">new £10 million research centre</a> to study the impact of artificial intelligence on humanity.</p><p>The 806-year-old university said the centre, being funded with a grant from non-profit foundation The Leverhulme Trust, will explore the opportunities and challenges facing humanity as a result of further developments in artificial intelligence.</p><p>Over the next 10 years, the Leverhulme Centre for the Future of Intelligence will study the short and long term impacts of this "potentially epoch-making technological development, both short and long term."</p><p>The centre will be led by Professor Huw Price, the Bertrand Russell Professor of Philosophy at Cambridge.</p><p>Price said: "Machine intelligence will be one of the defining themes of our century, and the challenges of ensuring that we make good use of its opportunities are ones we all face together. At present, however, we have barely begun to consider its ramifications, good or bad."</p><p>Renowned scientists like Cambridge's Stephen Hawking and Oxford's Nick Bostrom have warned that machines could outsmart humans within the next century, possibly leading to a demise in jobs and, in the very worst case scenario, the end of the humanity. He previously led the retailing giant's Seattle-based central machine learning team.</p><p>"In this role, Charles will build and lead a center of excellence to drive machine learning and artificial intelligence strategy and automation," Elisha Wiesel, Goldman Sachs' chief information officer, wrote in the memo. "Charles will work in partnership with teams across the firm looking to apply leading techniques in their businesses."</p><p>Elkan has also worked in academia. <p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Northrop &amp; Johnson</span></p></div><p></p></div></div>Britain's fintech, artificial intelligence, and genetics startups have been going great guns recently, but Brexit has killed their momentum, according to a London startup CEO who is now considering whether he should <a href="http://uk.businessinsider.com/london-startup-duedil-plans-to-open-offices-across-europe-to-combat-brexit-2016-7" target="_blank">open up additional offices outside the UK</a>.</p><p>Damian Kimmelman, CEO and founder of business information platform DueDil, told Business Insider: "I think the <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword> has three massive centres of excellence. One in fintech, one in artificial intelligence, and one in gene manipulation.</p><p>"Those aren't going to go away very quickly but the wind has been knocked out of their sails."</p><p>Companies like TransferWise, DeepMind, and Sophia Genetics have helped the UK to build a reputation as one of Europe's leading technology hubs.</p><p>Kimmelman added: "In order to do something that really stimulates the tech economy, we have to look at this [Brexit] as an opportunity."</p><p>The entrepreneur believes the UK should "be bold" and rip out the old financial services infrastructure before introducing a new one. "Use technologies such as blockchain and make that more pervasive," he said. "Other countries won't have the goal to take such audacious measures. In times of great upheaval you should take that opportunity to redesign things and do things that other countries won't have the nerve to."</p><p>While Kimmelman sees an opportunity for the UK post-Brexit, he's also got his eye on other cities where he could continue building his company, which is <a href="http://uk.businessinsider.com/london-fintech-startup-duedil-is-expecting-to-take-10-million-this-year-2016-7" target="_blank">on a run rate of $10 million (£7.5 million) for 2016</a>. In the scientific terms, it is nothing but a shaken and stirred concoction of diverse, analytical, and abstract algorithms inspired by several facets of mainstream or in a much accepted reality - natural intelligence.<br />

Many a times, the things we are so close to and attached to are the ones we fear will grow out of us. It is precisely when we begin to get paranoid that one day it might leave our hand and go away. Think about it. Every piece of gadget you and I own is enabled with some form of intelligence. It is not capable of functioning on its own without the brain that another man has provided for it. In the absence of this ability for it to think and act, the gadget is just a piece of metal or plastic or whatever form it has been given, just as we are given the form of flesh and blood. But is AI really as fatal as it is projected to be?<br />
<br /> At Zeitgeist 2015 conference in London, <keyword id="61369" type="PERSON" weightage="20" keywordseo="Stephen-Hawking">Stephen Hawking</keyword>, the world-famous physicist, said that Computers would be overtaking humans in the next 100 years. And he feels that before that moment we have to ensure that their goals are aligned with ours. Earlier in December, he told BBC that if due care is not taken to monitor AI, then we could expect the end of human race pretty soon.<br />

Other experts in the field may not share the exact extremist views about AI as Stephen Hawking, but tech experts and thought leaders across the world are in the same boundary of concern.<br />
<br /> <keyword id="45830" type="PERSON" weightage="20" keywordseo="Bill-Gates">Bill Gates</keyword> in the <em>Ask Me Anything </em>thread on Reddit agreed with <keyword id="6360701" type="COMPANY" weightage="20" keywordseo="SpaceX">SpaceX</keyword> CEO <keyword id="6355315" type="PERSON" weightage="20" keywordseo="Elon-Musk">Elon Musk</keyword> about the latter's open letter (upheld by Stephen Hawking) that urged caution toward developing Artificial Intelligence way forward.<br />
<br /> Further, the physicist and entrepreneur, Louis Del Monte, when speaking to the former Business Insider reporter <keyword id="2878314" type="UNKNOWN" weightage="20" keywordseo="Dylan-Love">Dylan Love</keyword> had quoted that in the absence of legislations regarding how much intelligence a machine can possess, how much network and interconnectability it can be equipped with, and if all these features are uninhibitedly looked at on an exponential pedestal, there would be no qualms in reaching that singularity of timeframe all the right people are anticipating and from that moment forward the top species will no longer be humans, but the machines.<br />

Contrary to the experts and the naysayers, when we look at the world of artificial intelligence we see usability, reliability, user-friendliness, heightened user-experience, convenience, and a state of freedom and assistance never experienced by man before today.<br />

<strong>Information</strong>: Everything we type and do with that internet switch turned on is valuable data for somebody who is waiting to create something for you and me. But the data collected from people like us are in multiples of billions computed at irrational speeds that could not be fathomed by man alone. AI will be able to search, analyse, interpret and deliver better results than normal or traditional indexing and data processing methods can vouch for.<br />

<strong>Experience</strong>: We are at a stage, where we need assistance from time to time to tell us what we might possibly be looking for. AI's constantly developing infrastructure provides an autonomous and automatic diagnosis, understanding the needs of the user through maps, patterns, abstraction and deep level learning that helps create better user experiences by providing more accurate results for the concerned query or need.<br />

<strong>Prediction</strong>: Since artificial intelligence is built on the philosophy that prevention is better than cure, AI preemptively helps detect the bad plums. As only a minute percentage of transactions are undertaken offline, and the remaining online, it is important to ensure that there are no faulty or fraudulent transactions, and in the event of one – to have it nipped in the bud. AI has given man the atmosphere to take better decisions in extremely short windows, with its innate ability to assess, predict and fixate.<br />
<br />
Artificial intelligence is here to stay to help us evolve. Its intentions might be exaggerated and overrated. We may fear that when the time comes, it will depart from us leaving us to our own misery. But for the time being, what we really have to be concerned about is the present of the future, which is going at a progressive pace. Perhaps, it is us who have to be conscious about the input of our life in the lifestyle of technology we have chosen to make our lives easier and better.<br />

The "robots are taking our jobs" narrative was further boosted by viral videos showing new, "fully automated" <a href="https://twitter.com/ElijahSchaffer/status/1605755275134537728" target="_blank" rel="noopener">McDonald's</a> and <a href="https://twitter.com/JoshuaPHilll/status/1617276171208491011" target="_blank" rel="noopener">Taco Bell</a> restaurants.</p><p>The knee-jerk reaction to these videos is to say that robots are coming for our jobs, but while AI and other kinds of automation have progressed, that doesn't mean they're necessarily eliminating jobs. Instead, the new tech is simply changing how we work and what kinds of jobs exist. Automation technology has ushered in a fleet of secret workers behind screens, machines, and smiling robot faces. The robots and chatbots aren't replacing humans, they're just keeping the people out of sight and out of mind. And while separating the customer from the workers serving them may be good for the companies, there's mounting evidence it's a terrible deal for the employees. </p><h2><strong>Out of sight, out of mind</strong></h2><p>When people start prognosticating about <a href="https://www.businessinsider.com/chatgpt-jobs-at-risk-replacement-artificial-intelligence-ai-labor-trends-2023-02#media-jobs-advertising-content-creation-technical-writing-journalism-2">AI coming for our jobs</a>, they love to point to videos of sleek robots and shining screens handling mundane tasks. The McDondald's video shows a machine delivering food at the drive-thru, self-ordering kiosks, and a stark lack of human staffers behind the order counter. At Taco Bell, there are several automated drive-thru lanes. Beyond fast food, impressive-looking robots are <a href="https://www.businessinsider.com/robots-jobs-san-francisco-strike-baristas-technology-future-of-work-2022-10">working in coffee shops</a>, <a href="https://www.businessinsider.com/experts-say-an-autonomous-delivery-robot-next-big-thing-2022-2">delivering food</a>, and cleaning floors. On the AI side, tools like ChatGPT have been used to write <a href="https://www.engadget.com/cnet-gets-caught-playing-ai-mad-libs-with-its-financial-news-coverage-001026432.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAABLdHX9SweBtOXZ34IT3TEXsSfaTEXCvX6lsNrWj5NRzQ658DeL9p8gwaj4vpD1lQa3TXnY7L2wN3Rkb4o-YuQeG9lv06iJEeq_riF5suC8CthSuDzJlTZ7kyQ7YtPubW35eoGtjC3o-GscdwCnfKXogTsr08T5VuNddW8exvVhJ" target="_blank" rel="noopener">real articles</a> and <a href="https://london.ctvnews.ca/the-textbook-definition-of-plagiarism-educators-mobilize-to-counter-essay-writing-app-chatgpt-1.6249852" target="_blank" rel="noopener">take college exams</a>. BuzzFeed recently <a href="https://view.newsletters.cnn.com/messages/167478729972026e3edc2cb77/raw" target="_blank" rel="noopener">announced</a> it plans to use AI to help generate content for its site. </p><p>But in many cases, these videos and stories — and the fears they drive — lack crucial context. The futuristic McDonald's is an experimental concept store outside Fort Worth, Texas, aiming to improve service speed and accuracy by effectively severing the relationship between its workers and customers. But that doesn't mean there are no humans in the store. If you pay close attention to the video, you can see a worker in the back behind a pane of glass. McDonald's has said <a href="https://www.theguardian.com/business/2022/dec/23/mcdonalds-automated-workers-fort-worth-texas" target="_blank" rel="noopener">the store isn't "fully automated"</a> by any means, and it employs a similar number of staff as a traditional store — they're just in the back making the food and keeping things running. And despite the fact most customers will never see a Taco Bell worker at its newfangled <a href="https://www.axios.com/2021/08/13/touchless-taco-bell-could-be-the-future-of-drive-thrus" target="_blank" rel="noopener">store</a>, it has plenty of people working in the kitchen.</p><div type="image" title="Taco Bell Define drive-thru" height="1665" width="2220" msid="97841241" hostid="261"></div><p>Even if these tools seem more sophisticated, this isn't the first robot-driven freak-out. Less than 10 years ago, new developments in technology spurred a similar fear that robots were coming for us. A <a href="https://www.economist.com/leaders/2014/01/18/coming-to-an-office-near-you" target="_blank" rel="noopener">2014 analysis estimated</a> that automation would wipe out <a href="https://www.huffingtonpost.co.uk/2014/01/17/rise-of-the-machines-economist_n_4616931.html" target="_blank" rel="noopener">47% of all jobs</a> by 2034 and that self-driving technology would eliminate the need for human taxi and delivery drivers, while <a href="https://www.theguardian.com/technology/2016/jun/17/self-driving-trucks-impact-on-drivers-jobs-us" target="_blank" rel="noopener">long-haul truckers</a> were thought to be on borrowed time. Nearly a decade later, these cataclysmic forecasts haven't come to pass. Truck <a href="https://www.vox.com/22841783/truck-drivers-shortage-supply-chain-pandemic" target="_blank" rel="noopener">drivers</a> are still in high demand, and self-driving technology is <a href="https://www.bloomberg.com/news/features/2022-10-06/even-after-100-billion-self-driving-cars-are-going-nowhere" target="_blank" rel="noopener">nowhere near replacing human jobs</a>. In fact, <a href="https://www.cnbc.com/2020/10/20/wef-says-machines-will-create-jobs-but-warns-of-pandemic-disruption.html" target="_blank" rel="noopener">a more recent 2020 report</a> from the World Economic Forum estimated that while 85 million jobs would be replaced by machines by 2025, an estimated 97 million new jobs would be created to help support this new economy. </p><h2><strong>The human behind the curtain</strong></h2><p>Amid the fear-mongering about a robot takeover, people often miss the degree to which machines still require human workers in order to function. Take customer service: For years, <a href="https://www.vox.com/23571375/no-call-center-phone-number-frontier-facebook" target="_blank" rel="noopener">businesses have tried to cut costs</a> by replacing human phone calls with chat-based, automated customer-service bots. But instead of replacing customer-service workers, many of these text-based tools still rely on human backups in complex situations and to make customers feel as if they are talking to a real person. </p><p>Laura Preston recently wrote about her <a href="https://www.nplusonemag.com/issue-44/essays/human_fallback/" target="_blank" rel="noopener">experience working as one of these "human fallbacks</a>" for a real-estate chatbot called Brenda. When a customer wanted to speak to someone about an apartment listing, they would be connected with Brenda, who could answer basic questions about the listing or give details on the apartment itself from the price of rent to the square footage. But many of Brenda's answers came across stilted or the system was simply unable to answer more complex questions, so a "human fallback" would step in. Preston and other human workers would take over the conversation and try to help the client, cleaning up stock answers to better address their needs or doing deeper research into housing vouchers and pet policies. According to Preston, employees were trained to use Brenda's "voice" in the interactions in an attempt to make the conversation appear seamless. And the push to robotically answer a deluge of questions came with a serious mental toll: "Months of impersonating Brenda had depleted my emotional resources," wrote Preston. "It occurred to me that I wasn't really training Brenda to think like a human, Brenda was training me to think like a bot, and perhaps that had been the point all along."</p><div type="image" title="Kiwibot Berkeley" height="3814" width="5085" msid="97841245" hostid="261"></div><p>Preston was working from the United States, but in many cases, these services are hiding human employees so they can outsource it to places where the labor is cheaper. Take food-delivery robots: While they're presented as being fully autonomous, the reality is that they often have remote backup drivers. Tiny Mile, which runs a service in Toronto called Geoffrey, relies on <a href="https://www.thestar.com/news/gta/2021/08/04/they-are-cute-pink-robots-who-bring-you-local-food-but-their-drivers-may-well-be-a-17-hour-flight-away.html" target="_blank" rel="noopener">drivers in the Philippines</a>, while Kiwi's robots, which are used on some US college campuses, have been known to <a href="https://www.sfchronicle.com/business/article/Kiwibots-win-fans-at-UC-Berkeley-as-they-deliver-13895867.php?psid=8hcdb#photo-17543383" target="_blank" rel="noopener">use workers in Colombia</a> making less than $2 an hour to help complete deliveries. Companies claim the remote drivers only take over when the robots can't navigate a situation, but given how prone these robots are <a href="https://www.autoevolution.com/news/an-inch-of-snow-proves-too-much-for-six-wheeled-delivery-robots-amusement-ensues-176050.html" target="_blank" rel="noopener">to getting stuck</a> and becoming<a href="https://thespoon.tech/starships-robots-pulled-from-university-of-pittsburgh-after-accessibility-incident/" target="_blank" rel="noopener"> obstacles</a> for sidewalk users, it's not clear how often that happens. </p><p>Many of the leading companies developing self-driving vehicles, which have threatened to one day replace a host of driving jobs, also rely on a fleet of hidden workers. Obviously, there are the highly paid engineers in the US who help develop the software and tools used to map and guide the car, but that isn't the full picture. Autonomous-driving tech is reliant on poorly paid workers around the world who label the thousands of data inputs the car's sensors capture. Without that labeling, the computer wouldn't be able to identify what the sensors are picking up, which allows the systems to slowly learn and make decisions on how to navigate the road. For instance, the data labeling is supposed to help the cars distinguish whether an obstruction is <a href="https://www.vice.com/en/article/k7bzxm/lets-go-hit-this-kid-tesla-stans-find-actual-child-to-try-and-prove-teslas-dont-run-over-kids" target="_blank" rel="noopener">a child or a traffic cone</a> — though it doesn't always work out as planned. An MIT Technology Review investigation last April found that self-driving companies, including Tesla, took advantage of the collapse of Venezuela's economy by getting workers in the country to label self-driving data for an average of <a href="https://www.technologyreview.com/2022/04/20/1050392/ai-industry-appen-scale-data-labels/" target="_blank" rel="noopener">just over 90 cents an hour</a>. Last year, Tesla <a href="https://www.cnbc.com/2022/06/28/tesla-cutting-200-jobs-closing-autopilot-office-in-san-mateo.html" target="_blank" rel="noopener">laid off 200 US-based workers</a> it directly employed to do this labeling, suggesting it was <a href="https://www.cnn.com/2022/06/29/cars/tesla-autopilot-data-label-layoffs/index.html" target="_blank" rel="noopener">automating a majority of those tasks</a> instead — a computer teaching another computer. </p><p>It's not just self-driving tech. A recent Time magazine <a href="https://time.com/6247678/openai-chatgpt-kenya-workers/" target="_blank" rel="noopener">investigation</a> found that OpenAI, the company behind ChatGPT, relies on Kenyan workers paid less than $2 an hour who have to view content on a range of disturbing topics, including "child sexual abuse, bestiality, murder, suicide, torture, self harm, and incest," to try to make the tool less toxic. This follows <a href="https://time.com/6147458/facebook-africa-content-moderation-employee-treatment/" target="_blank" rel="noopener">an earlier report</a> about Facebook using the same subcontractor in Kenya for its own content moderation. Other companies have gone so far as to <a href="https://restofworld.org/2021/refugees-machine-learning-big-tech/" target="_blank" rel="noopener">recruit workers in refugee camps</a>, where the opportunities are few and people will accept incredibly low wages, to help train their machine learning and AI tools. Far from the "set it and forget it" tools that require just a few genius coders, many of these supposedly autonomous marvels actually rely on an army of low-paid workers around the world.</p><h2><strong>The myth of efficiency</strong></h2><p>If you ask the companies, they'll say the automation push is about efficiency and better serving customers. McDonald's claims its concept store will speed up service and lead to fewer wrong orders, while Tesla has claimed that automating data labeling is <a href="https://www.cnn.com/2022/06/29/cars/tesla-autopilot-data-label-layoffs/index.html" target="_blank" rel="noopener">more efficient</a>. The idea is that these machines or software solutions will allow a job to be done faster or better, making life easier for companies and customers alike. But in reality, these tools aren't more efficient — they just shift the necessary work away from the end consumer and disconnect people from the effort that is required to deliver them a product.</p><p>For one thing, it's not even clear that all the newfangled tools that companies have built are actually making the economy more efficient. US labor productivity — the measure of how many worker hours are required to produce a certain amount of economic output — has been growing at <a href="https://www.bls.gov/opub/mlr/2021/article/the-us-productivity-slowdown-the-economy-wide-and-industry-level-analysis.htm" target="_blank" rel="noopener">below its long-run average</a> since 2005. And despite hope that the forced digital transition would turn it around, productivity growth has only <a href="https://www.businessinsider.com/falling-labor-productivity-company-profit-margins-stock-market-crash-recession-2022-10">gotten worse since the start of the pandemic</a>.</p><p>Instead of improving productivity, automation is often focused on increasing the power that employers have over workers. In his book, "<a href="https://www.amazon.ca/Automation-Future-Work-Aaron-Benanav/dp/1839761296" target="_blank" rel="noopener">Automation and the Future of Work</a>," the economic historian Aaron Benanav explains that companies aren't putting money toward tools to make employees' lives easier, but are pouring money into "technologies allowing for detailed surveillance of those same workers" like <a href="https://www.theguardian.com/technology/2022/apr/27/remote-work-software-home-surveillance-computer-monitoring-pandemic" target="_blank" rel="noopener">computer-monitoring software</a> that tracks the keystrokes of employees or Amazon's <a href="https://www.washingtonpost.com/technology/2021/12/02/amazon-workplace-monitoring-unions/" target="_blank" rel="noopener">sophisticated algorithmic management tools</a> that evaluate workers' every movement.</p><div type="image" title="A packing station inside an Amazon warehouse in Germany." height="2638" width="3517" msid="97841248" hostid="261"></div><p>These technologies are often deployed to de-skill work — jobs are broken down into more specific tasks and can be done with less training. As a result, workers are shifted from employee to contractor status. People who once worked stable, middle-class jobs are thrown into a more precarious world where wages are lower and they have less say over the terms of their employment. The data labelers are the tip of this iceberg: A large (and growing) industry of "microworkers" on platforms like Mechanical Turk or Clickworker fuel the supposed automated tech of all these tech companies. Amazon CEO Jeff Bezos went so far as to call the use of workers to make a process seem automated "<a href="https://www.nytimes.com/2007/03/25/business/yourmoney/25Stream.html" target="_blank" rel="noopener">artificial artificial intelligence</a>." For those who still hold onto service or warehouse jobs, the specter of automation is wielded like a Sword of Damocles to keep them from pushing for better working conditions or wages. Meanwhile, the technologies that are deployed simply give employers more power to track everything workers do while on the clock — a miserable <a href="https://www.businessinsider.com/how-amazon-monitors-employees-ai-cameras-union-surveillance-spy-agency-2021-4">working reality</a>. Looking at this trend in 2015, the journalist Lauren Smiley <a href="https://medium.com/matter/the-shut-in-economy-ec3ec1294816" target="_blank" rel="noopener">wrote</a> that it was creating a world where "you're either pampered, isolated royalty — or you're a 21st-century servant." </p><p>There's no question that some of these technologies provide conveniences for consumers or even free up their time so they can focus on their own work, but that doesn't make the treatment of the workers they depend on acceptable. Technology could be used to empower workers, for example, by <a href="https://www.reuters.com/article/global-workers-data-idUSKBN28Q0OY" target="_blank" rel="noopener">giving them more control over their work</a> so they can use their skills to make more informed decisions, but that data is often not shared by companies. </p><p>Instead of using this new technology for good, Phil Jones, a researcher and the author of "Work Without the Worker: Labour in the Age of Platform Capitalism," argues that companies simply deploy semi-automated tech to make it seem as if executives or the brand itself deserve all the credit for the end product rather than the human employees who made it possible. "Workers disappear in the long shadow of the machine," Jones writes, and customers and clients don't have to think as much about how the sausage gets made. All the while, the quality of jobs is degraded. </p><p>New technologies like AI are framed as offering us various forms of empowerment and liberation: We'll be able to work more productively, spend less time doing our chores, and anything we want will be a click or tap away. But those promises never paint an accurate picture of how that tech is transforming the world around us or the true cost of those supposed benefits. <ul><li><strong>During the <keyword id="7190005" type="UNKNOWN" weightage="20" keywordseo="interim-budget-2019">Interim Budget 2019</keyword>, the Modi government presented Vision 2030. <br /></strong></li><li><strong>From clean Ganga to an astronaut in space and building hubs for Digital India, the Vision 2030 agenda has big plans. <br /></strong></li><li><strong>The government’s current track record in some cases and the lack of details in others are uninspiring.</strong><br /></li></ul>Indian government’s budget for 2019-20 was supposed to be an interim vote on account before the elections in the upcoming summer. However, the government’s promises, hopes and estimation went as far as 2030.<br /><br />Here’s the 10-point agenda for the next decade set by Piyush Goyal, standing in for finance minister Arun Jaitley.<br /><br /><strong>“We are poised to become a Five Trillion Dollar Economy in the next five years and aspire to become a Ten Trillion Dollar Economy in the next 8 years thereafter.”</strong><br /><br />The message from the government is that it is not just focussed on the headline growth, but also on the quality of life. “On the social infrastructure side, every family will have a roof on its head and will live in a healthy, clean and wholesome environment,” said Finance MInister Piyush Goyal. <br /><br />It was 2017, when prime minister Modi promised to double farmers’ income in the following five years. However, the rural distress has been one of the biggest failures of the administration.<br /><br />While ‘housing for all by 2022’ is still an ongoing project, there is still a lot left to desire in <a href="https://www.bloombergquint.com/global-economics/15-million-indian-households-have-meters-but-no-electricity">electrification</a> and <a href="https://www.livemint.com/Politics/d0gb1cTpVnVwJaUQIPIaaP/Swachh-Bharat-Abhiyan-Why-Indias-toilet-data-is-too-good-t.html">sanitation</a> of villages. <br /><br /><strong>“Digital India into every sector of the economy”</strong><br /><br />There were two announcements towards digitisation of the economy – to turn 1 lakh villages into Digital Villages over next five years, and a plan to build centre of excellences for Artificial Intelligence (AI). <br /><br />This is not the first time the government has promised a push for AI. ₹3,073 crores were allocated for the programme in 2018-19. This fund was supposed to boost the development of artificial intelligence, robotics, big data analysis, and digital manufacturing, by setting up centres of excellences in the country. However, there has been little or no progress so far.<br /><br />The Indian government had allocated ₹10,000 crores in the last budget for Bharat Net phase II-- a pan-India broadband network--to create 500,000 rural wifi hotspots. By December 2018, the network had covered half the target range, but the utilisation was reportedly less <a href="https://thewire.in/government/pmo-bharatnet-project-shoddy-state-of-broadband-initiative">than 10%</a>. “Over ₹17,000 crore has been spent already on BharatNet. No results can be seen. There is no utilisation...Public money has been wasted and it will become a serious problem for the government," a senior official at Trai told <a href="https://www.livemint.com/politics/policy/trai-asks-telecom-dept-to-auction-bharatnet-assets-to-private-firms-1548698974471.html">Mint</a> in January.<br /><br /><strong>“This India will drive on Electric Vehicles with Renewables becoming a major source of energy supply. India will lead the world in the transport revolution through electric vehicles”</strong><br /><br />India did assume the lead in the global fight against climate change after the <a href="https://www.hindustantimes.com/india-news/what-signing-the-paris-climate-change-treaty-means-for-india/story-RsDH1IAohQNEqRxb426YbM.html">Paris pact </a>of 2016. But the push towards green vehicles at home has had, at best, a sputtering start.<br /><br />While there has been a growth in demand for electric two-wheelers, only 1,200 electric cars were sold in FY 2017-18, according to a report done by the <a href="https://www.livemint.com/Politics/1x96WeyG6cCVnm5zPcUraK/Govt-proposes-incentives-to-boost-EVsalesin5-years.html">Society of Manufacturers of Electric Vehicles.</a><br /><br />The main concern of the automobile companies is the lack of infrastructure for growth of EVs in India as well as the absence of <a href="https://auto.economictimes.indiatimes.com/news/industry/are-indian-automakers-ditching-ev-in-want-of-clear-policy/67749150">clarity</a> regarding the EV policy. <br /><br /><strong>“Expanding rural industrialisation using modern digital technologies to generate massive employment”</strong><br /><br />Both industrial growth and employment have been among the big failures of the Modi regime, mostly because private investment has been lacking. <br /><br />The most recent data in factory output growth was the lowest in 17 months. <br /><br />A news report based on leaked data from the National Sample Survey Office (NSSO) said that India’s unemployment rate has hit a <a href="https://www.businessinsider.in/unemployment-in-india-is-at-its-highest-in-45-years-says-an-indian-daily-citing-an-undisclosed-jobs-survey/articleshow/67769020.cms">45-year high</a> by December 2018, with a majority of job losses seen in rural India, showing that the government’s policies have so far failed to spur industrialisation and jobs.<br /><br /><strong>“Our Government has worked vigorously for cleaning River Ganga. Fifth Dimension of our Vision for India of 2030 is Clean Rivers”</strong><br /><br />The government has already approved ₹25,500 crores for ‘Namami Gange Mission’, but the impact has less than satisfactory, according to environmental activists. There was no additional in the current budget for the same programme. <br /><br />Spending crores of rupees for beautification of ghats has been "wastage of the public exchequer" because "without ensuring a continuous flow, clean Ganga will continue to remain a distant dream", said <a href="https://www.businessinsider.in/why-indias-waterman-thinks-the-governments-3-5-billion-plan-to-clean-up-ganga-is-not-working/articleshow/67672185.cms">Rajendra Singh,</a> who goes by the sobriquet "Waterman of India". <br /><br /><strong>“Our efforts in the Sagarmala programme will be scaled up and we will develop other inland waterways faster.”</strong><br /><br />According to a reply to a right-to-information petition filed in 2018, it was <a href="https://www.business-standard.com/article/economy-policy/sagarmala-drives-in-slow-lane-only-1-5-projects-completed-since-fy16-118091700931_1.html">reported</a> that just 80 projects had been completed out of the 220 projects envisioned under the Sagar Mala project, over three years after its inception. <br /><br /><strong>“Placing an Indian astronaut into space by 2022”</strong> <br /><br />The ISRO chief K Sivan in a press conference last month had <a href="https://www.businessinsider.in/indias-first-manned-mission-to-space-may-have-women-too/articleshow/67486206.cms">announced</a> that under the Gaganyaan mission,a three-member team will be sent to space which could also include a woman astronaut. It’s too soon to evaluate the progress of this plan. <br /><br /><strong>“High farm production and productivity will be achieved through modern agricultural practices and value addition” </strong><br /><br />India, a country which has over 45% of its population employed in agriculture, is also a major exporter. According to <a href="https://www.ibef.org/exports/agriculture-and-food-industry-india.aspx">reports</a>, during April-October 2018, exports of agricultural and processed food products totalled US$ 21.61 billion. <br /><br />India now faces the problem of <a href="https://indianexpress.com/article/opinion/columns/agrarian-crisis-farmer-protests-rural-distress-surplus-production-crop-procurement-the-age-of-surplus-5213499/">surplus</a>, where farmers are ready to answer the demand for more produce. However, the farmer has not been in the winning end of the deal. A report of the Committee on Strategy for Doubling Farmers' Income by 2022 <a href="https://www.downtoearth.org.in/news/agriculture/you-may-pay-a-steep-price-but-does-the-farmer-make-any-money--62364">states </a>that “The WPI (wholesale price index) of food articles was lower than that of agricultural inputs for most years, indicating that farmers received lower market prices for agricultural commodities than the prices paid for the purchase of inputs.” <br /><br /><strong>“Aiming at healthy society with an environment of health assurance and the support of necessary health infrastructure”</strong><br /><br />The Indian government had announced its ambitious Ayushman Bharat scheme in 2018. The Finance Minister during his budget speech announced that so far ₹3000 crore had been allocated to Ayushman Bharat which has benefited over 10 lakh people.<br /><br />However, many states have pulled out of the scheme criticising it for legitimate and political reasons. As the minister from Chhattisgarh explained, Ayushman Bharat provided insurance for secondary and tertiary healthcare in hospitals, whereas <a href="https://economictimes.indiatimes.com/industry/healthcare/biotech/healthcare/chhattisgarh-govt-to-pull-out-of-ayushman-bharat/articleshow/67550227.cms">nearly 80%</a> of the state’s citizens required primary healthcare services. <br /><br />Outpatient treatment, which is hugely popular with India’s poor households according to <a href="https://www.brookings.edu/wp-content/uploads/2016/12/201612_health-and-morbidity.pdf">a Brookings report</a>, isn’t provided under the scheme. In addition, as public hospitals lack the requisite infrastructure, the government is relying heavily on private hospitals, which aren’t that widespread in semi-urban and rural areas and can promote expensive treatments to improve their margins<br /><strong><br />“Transforming India into a Minimum Government Maximum Governance nation”</strong><br /><br />‘Minimum Government Maximum Governance’ was one of the many slogans that Modi came up with ahead of the 2014 elections. Indeed, he managed to reduce the layers in bureaucracy and made processes simpler in many cases. It helped India to rise to the <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=184513">77th position</a> in the ease of doing business ranking assessed by the World Bank, up from 142 in 2014. <br /><br />Yet, the spirit of the slogan does not pervade all parts of the government. For instance, startups, which mushroomed in India in the years where there was no focussed regulation, have now hit a wall with the infamous ‘angel tax’.<br /><br />Early stage investors who back these startups were burdened with higher tax in a bid to control money laundering.
