On Tuesday, the board said time was up.While the board wrote in its letter that it supported 23andMe's overarching mission of personalized health, it diverged with Wojcicki on strategy. The just-announced <keyword id="22906567" type="General" weightage="100" keywordseo="Unified-Pension-Scheme" source="keywords">Unified Pension Scheme</keyword> for central <keyword id="19933272" type="General" weightage="20" keywordseo="government-employees" source="keywords">government employees</keyword> will be available only for those who are currently subscribers of the New Pension Scheme (NPS), including retirees. The new scheme guarantees employees 50% of their average basic pay over the last 12 months before retirement, as a pension for a minimum qualifying service of 25 years against a market returns linked payout under the NPS. According to the scheme approved by the Union Cabinet, the pension will be proportionate for a lesser service period of up to a minimum of 10 years. Also, assured pension of Rs 10,000 per month on superannuation after a minimum of 10 years of service will be provided. The scheme has been brought out to address the concerns of government employees over NPS, which came into effect from January 1, 2004. Under the <keyword id="3246232" type="General" weightage="20" keywordseo="Old-Pension-Scheme" source="Orion">old pension scheme</keyword> (OPS), effective before January 2004, employees got 50 % of their last drawn basic pay as pension. Unlike the old pension scheme, UPS is contributory in nature, wherein employees will be required to contribute 10% of their basic salary and dearness allowance while the employer's contribution (the central government) will be 18.5%. Under the NPS, the employer contribution is 14%, and the employee contribution is 10%. However, the eventual payout depends on the market returns on that corpus, mostly invested in government debt. Employees, under the OPS, were not required to make any contribution. They, however, contributed to the General Provident Fund (GPF). The accumulated amount, along with interest, was paid to the employee at the time of retirement. As the NPS was less attractive than the OPS, several non-BJP-ruled states decided to go back to the old pension scheme, which offered a DA-linked benefit. This prompted the Centre to constitute a committee in April 2023, under former Finance Secretary and now Cabinet Secretary-designate TV Somanathan to suggest improvement in the NPS architecture. Fulfilling the long pending demands of government employees ahead of assembly elections in Haryana and Jammu and Kashmir, the Union Cabinet on August 24 approved the UPS, which will provide assured pension to 23 lakh eligible central government employees. Those opting for the UPS will not be able to switch back. The UPS will put an additional burden of Rs 6,250 crore on the exchequer per year. The expenditure will vary every year according to variations in the number of employees. In addition, there will be an arrear of Rs 800 crore that has to be paid under the National Pension System (NPS) to employees retiring before March 31, 2025. If these retirees opt for UPS, they will receive arrears. "UPS is being implemented by the Central Government, benefitting 23 lakh central government employees," Information &amp; Broadcasting Minister Ashwini Vaishnaw said on X on Sunday. If states also adopt the UPS architecture, a total of over 90 lakh government employees, who are presently on NPS, would be benefitted, he added. On Sunday, Maharashtra, where assembly elections are due later in the year, became the first state to announce the adoption of the UPS for its employees. RSS-affiliate Bharatiya Mazdoor Sangh (BMS) said though the government has attempted to overcome the shortcomings of the NPS, there are still some issues compared to OPS. BMS will decide its future course of action only after a detailed study of the UPS after it is notified. All India Trade Union Congress (AITUC) said it is nothing but an extension of the existing NPS. The trade union expressed apprehensions that UPS will have a lot of aberrations once implemented. AITUC reiterated that it will continue to fight for the restoration of the non-contributory OPS. ICRA Chief Economist Aditi Nayar said assured pensions will add to the government's committed expenditure in the future while reducing the uncertainty for employees. "This will have to be built into the fiscal consolidation roadmap going ahead," Nayar added. The UPS reflects a thoughtful approach to long-term social security, addressing concerns about the adequacy and sustainability of pension benefits in a rapidly changing economic landscape, said Shardul Amarchand Mangaldas &amp; Co Partner Dorothy Thomas. "This move signals the government's commitment to providing robust support for its workforce, enhancing financial stability for millions of government employees across the country," Thomas said.

Reliance Jio and Airtel add nearly 3.5 million subscribers in April 2024

That sent the Kremlin's energy-related taxes soaring to 1.053 trillion rubles ($11.5 billion), marking a 111.9% leap from April 2023.Russia's Federal Tax Service data reveals that the budget revenue spike was pegged to the Urals crude price of $70.34 per barrel, a significant jump from $48.67 a year ago when the G-7 countries had first imposed a price cap of $60 a barrel on Moscow's oil exports. Meanwhile, the increase in energy revenue was also driven by a weaker domestic currency, with the exchange rate of rubles per dollar declining by 20.5% compared to the previous year, Bloomberg said, citing data from Russia's tax service. Bloomberg Economics notes that Russia's robust revenue growth amid sanctions stems from strong global demand, low supplies driven by geopolitical risks, newly established export infrastructure in Russia, and the country's strict control over exporters' cash flows.Bloomberg data also indicates Moscow will see approximately $126 billion in oil and gas tax revenue in 2024. Bloomberg Economics noted that these figures are "just slightly above the current government's projections."Moscow's military aggression in Ukraine has shown no signs of winding down as the war drags on through its third year and sanctions looks to cripple Moscow's ability to keep funding the invasion. Putin's Russia has devised multiple strategies to bypass Western restrictions, including cultivating export ties with nations like<a href="https://www.businessinsider.com/russia-economy-building-trade-route-train-rail-india-iran-2024-3"> China, India, and those in the Persian Gulf</a>.China, a longstanding partner, <a href="https://www.businessinsider.com/china-russia-iran-economy-outlook-help-assistance-western-sanctions-oil-2024-3">has been aiding Russia in avoiding sanctions</a> by facilitating Moscow's "dark fleet" of crude tankers, which circumvent international maritime rules through covert maneuvers, and also by supporting Renminbi trading between the two countries. That said, Bloomberg reported that April's oil and gas revenue to Russia's budget still dropped by about 6.4% compared to March, primarily due to substantial subsidies to the nation's fuel producers.

Russia saw its oil revenue double in April despite Western sanctions

New Delhi, Foreign direct investment (<keyword id="19946824" type="General" weightage="20" keywordseo="fdi" source="keywords">FDI</keyword>) inflows in India declined 13 per cent to USD 32.03 billion in April-December 2023, dragged down by lower infusion in computer hardware and software, telecom, auto, and pharma sectors, according to the latest government data. FDI inflows stood at USD 36.74 billion during the corresponding nine months of the preceding fiscal. Inflows during the October-December quarter of the current fiscal, however, rose by 18 per cent to USD 11.6 billion as against USD 9.83 billion during the same quarter of 2022-23. The total FDI -- which includes equity inflows, reinvested earnings and other capital -- declined by about 7 per cent to USD 51.5 billion during the period under review against USD 55.27 billion in April-December 2022, the data from the Department for Promotion of Industry and Internal Trade (DPIIT) showed. During the nine-month period of this fiscal, FDI equity inflows decreased from major countries, including Singapore, the US, the UK, Cyprus and the UAE. Investments fell significantly from the Cayman Islands and Cyprus to USD 215 million and USD 796 million, respectively, during April-December 2023 as against the two comparative figures of USD 624 million and USD 1.15 billion recorded in the year-ago period. However, inflows increased from <keyword id="19956313" type="General" weightage="20" keywordseo="mauritius" source="keywords">Mauritius</keyword>, the Netherlands, Japan and Germany. Sectorally, inflows contracted in computer software and hardware, trading, services, telecommunication, automobile, pharma and chemicals. In contrast, construction (infrastructure) activities, development and power sectors registered growth in inflows. State-wise, Maharashtra received the highest inflow of USD 12.1 billion during the period. It was USD 10.76 billion in the same period a year ago. Overseas capital inflows in Karnataka plunged to USD 3.6 billion in April-December 2023 from USD 8.77 billion in the same period of previous fiscal year. Other states/Union Territories where FDI dipped during the period under review included Delhi, <keyword id="19896558" type="General" weightage="20" keywordseo="tamil-nadu" source="keywords">Tamil Nadu</keyword>, West Bengal, <keyword id="19898913" type="General" weightage="20" keywordseo="rajasthan" source="keywords">Rajasthan</keyword> and <keyword id="19904807" type="General" weightage="20" keywordseo="haryana" source="keywords">Haryana</keyword>. The inflow, however, recorded a positive growth in Gujarat, Telangana, and Jharkhand. An official has earlier stated that hardening interest rates globally and worsening geopolitical situation impacted FDI inflows. FDI equity inflows into India declined 22 per cent to USD 46 billion in 2022-23.

They find it difficult to make ends meet, and Dacus often worries about paying for <a target="_blank" href="https://www.businessinsider.com/snap-alice-food-stamps-hunger-government-assitance-free-meals-2024-5">groceries</a> and healthcare.A few years ago, Dacus said she could afford "wants," like an item at the thrift store, and she and Stephen could travel on the weekends. They even had some savings for retirement.But, with <a target="_blank" href="https://www.businessinsider.com/inflation-cost-of-living-what-is-middle-class-housing-market-2024-4">inflation</a> and an increasingly limited income, she said they now <a target="_blank" href="https://www.businessinsider.com/middle-class-americans-earning-above-poverty-live-paycheck-to-paycheck-2024-4#:~:text=ALICE%20is%20an%20acronym%20for,US%20measures%20who's%20struggling%20economically.">struggle to afford basic necessities</a>.<a target="_blank" href="https://www.businessinsider.com/personal-finance/what-is-social-security">Social Security</a> is the couple's only source of income. Dacus receives $854 a month, and her husband receives $1,286 a month, according to documents reviewed by Business Insider. Additionally, her household qualifies for $23 a month in <a target="_blank" href="https://www.businessinsider.com/snap-benefits-eating-less-skipping-meals-pandemic-funding-cut-2023-9">SNAP benefits</a> to buy food."If we worked a 40-hour week from Monday through Friday with my income, it would come out to like $2 an hour," she said, comparing her Social Security income to a full-time work salary. "They're paying $12 an hour or something over at McDonald's."Dacus is one of the millions of Americans who are <a target="_blank" href="https://www.businessinsider.com/alice-living-paycheck-to-paycheck-without-government-assistance-snap-medicaid-2024-5">living paycheck to paycheck</a>. Her income places her above the federal poverty line, but her household income still isn't enough to make ends meet. Like <a target="_blank" href="https://www.businessinsider.com/parents-lower-income-alice-paycheck-to-paycheck-minimum-wage-insecurity-2024-5">ALICEs</a> — people who are asset-limited, income-constrained, and employed — Dacus doesn't qualify for most forms of government assistance.Older adults are especially financially vulnerable, and many <a target="_blank" href="https://www.businessinsider.com/gen-x-baby-boomers-savings-cant-afford-retirement-2024-4">boomers worry they won't have enough money</a> to cover living expenses in retirement.Fifty-two percent of boomers have $250,000 or less in retirement assets, <a target="_blank" rel=" nofollow" href="https://www.protectedincome.org/peak65-economic-impact-forum/">per an April report</a> from the Retirement Income Institute, the retirement-focused research arm of the Alliance for Lifetime Income. What's more, the Census Bureau's Current Population Survey found that more than half of Americans over 65 <a target="_blank" rel="" href="https://www.businessinsider.com/retirement-crisis-social-security-poverty-older-americans-savings-inequality-2024-3">have an annual income of $30,000 or less</a>.And, if lawmakers don't intervene, the US Social Security fund is <a target="_blank" rel="" href="https://www.ssa.gov/policy/docs/ssb/v70n3/v70n3p111.html">expected to dry out</a> by the late 2030s."It scares us to death because we'll still be here, God-willing," Dacus said. "How are we to survive?"<h2 id="a1b3fe7d-3911-4dc5-8a53-51a0e1a2573f">With no savings and credit card debt, Dacus struggles to make ends meet</h2>Last fall, the couple moved to Robinson from Blytheville, Arkansas. They wanted to be closer to Dacus' brother and were able to buy a house for less than $50,000 using settlement money from a lawsuit. She isn't sure they would be able to afford stable housing if they had to <a target="_blank" href="https://www.businessinsider.com/rent-healthcare-plasma-gen-x-government-assistance-2024-5">pay rent</a>.Dacus said she never has "any extra money" anymore. The couple has nearly $10,000 in <a target="_blank" href="https://www.businessinsider.com/credit-card-debt-interest-rates-consolidation-economy-recession-soft-landing-2024-2#:~:text=The%20US%20is%20facing%20a%20credit%20card%20crisis&amp;text=Americans%20owe%20a%20record%2Dhigh,of%201.2%25%20in%20that%20period.">credit card debt</a> and had to drain their savings account to afford housing, groceries, and healthcare.Sometimes, Dacus has to request an advance on her Social Security check to buy food because her SNAP benefits aren't enough.To make sure she and Stephen have enough to eat, Dacus <a target="_blank" href="https://www.businessinsider.com/americans-lose-food-stamps-snap-benefits-banks-bracing-high-need-2023-2">depends on food banks</a>. She has been turned away before for having the wrong ZIP code — food banks typically manage demand by only serving households with specific addresses — but Dacus said the nearest food bank to her is across town.Dacus is anxious about affording her car, utility, and cellphone bills. Unless they have a required vaccination, she can't take her dogs to the vet. She and her husband rarely celebrate Christmas and anniversaries because they can't afford gifts."It's a struggle," she said. "Even our change container only has about $1.50."Most of the couple's prescriptions and basic medical bills are <a target="_blank" href="https://www.businessinsider.com/boomers-medicare-part-d-prescription-drug-costs-biden-inflation-reduction-2024-2">covered by Medicare</a>, but they don't have Medicaid, meaning their insurance doesn't cover long-term care or other non-emergency medical expenses. And, a few weeks ago, Stephen received a cancer diagnosis. They aren't sure yet what kind of treatment he will need, but Dacus said if insurance won't cover it, it could be financially "catastrophic."She wishes there were more resources for older adults. Dacus has tried to apply for government assistance besides SNAP, but her options are limited. She said it's especially difficult to get help <a target="_blank" href="https://www.businessinsider.com/government-assistance-food-stamps-snap-doesnt-help-low-income-dinks-2024-5">when you don't have children</a> or if you live in a rural area."A lot of people think that, with Social Security, you get this big check, and you can move to Florida, and you could buy a boat and go fishing," said said. These have been on the decline since then, the data showed. The net household savings declined to Rs 17.12 lakh crore in 2021-22 and dipped further to a five-year low of Rs 14.16 lakh crore in 2022-23. The previous low of net household savings was Rs 13.05 lakh crore in 2017-18 which increased to Rs 14.92 lakh crore in 2018-19 and Rs 15.49 lakh crore in 2019-20. The data showed that the <keyword id="19895437" type="General" weightage="20" keywordseo="investment" source="keywords">investment</keyword> in <keyword id="19929240" type="General" weightage="20" keywordseo="mutual-funds" source="keywords">mutual funds</keyword> almost trebled to Rs 1.79 lakh crore in 2022-23 in three years from Rs 64,084 crore in 2020-21. It was Rs 1.6 lakh crore in 2021-22. The household investment in <keyword id="19907577" type="General" weightage="20" keywordseo="shares" source="keywords">shares</keyword> and debentures almost doubled to Rs 2.06 lakh crore in 2022-23 from Rs 1.07 lakh crore in three years from 2020-21. It was Rs 2.14 lakh crore in 2021-22. Bank advances (loans) to households have also doubled in three years to Rs 11.88 lakh crore in 2022-23 from Rs 6.05 lakh crore in 2020-21. It was Rs 7.69 lakh crore in 2021-22. Loans to households by financial corporations and non-banking financial corporations increased also fourfold to Rs 3.33 lakh crore in 2022-23 from Rs 93,723 crore in 2020-21. It was 1.92 lakh crore in 2021-22.
