The African Swine Fever (<keyword id="464731" type="ORGANIZATION" weightage="20" keywordseo="asf">ASF</keyword>) continues to wreak havoc among the livestock in Mizoram affecting all 11 districts and killing 10,621 pigs since March, officials said on Friday. According to the state Animal Husbandry and <keyword id="221489" type="ORGANIZATION" weightage="20" keywordseo="veterinary-department">Veterinary Department</keyword>, this has affected business, taking the financial loss to the tune of ₹117 crore so far. <keyword id="1721593" type="PERSON" weightage="20" keywordseo="Mizoram-animal-husbandry">Mizoram Animal Husbandry</keyword> and Veterinary Department Minister K. Beichhua held a review meeting over the deaths to decide financial aid for the pig farmers amid the ongoing Covid-19 pandemic. "Various strategies, including culling and isolation of infected pigs, massive sanitisation of the pig habitations and shelters, awareness among all pig farmers have been taken to prevent the death of the pigs," an official said. He said that the first pig death due to the contagious disease was reported on March 21 at Lungsen village in southern Mizoram's Lunglei district, bordering Bangladesh and Myanmar, but subsequently it spread across all districts. The northeast's annual pork business is worth around ₹8,000-10,000 crore, with Assam being the largest supplier. Pork is one of the most common and popular meats consumed by tribals and non-tribals in the region. According to some experts, humans don't get infected by ASF -- which was first detected in 1921 in Kenya, however, they could be the carriers of the virus. African Swine Fever: Over 10,600 pigs died in Mizoram since March

When India continues an all-out fight against the dreaded Covid-19 pandemic, Assam is battling on an additional front as the outbreak of African Swine Fever (ASF) has killed over 13,000 pigs in the state, affecting the livelihood of thousands of already economically distressed people in the animal resource trade, Ministers and officials said on Sunday. Terming the situation as "serious", <keyword id="50430" type="COMPANY" weightage="20" keywordseo="animal-husbandry">Animal Husbandry</keyword>, Veterinary and Agriculture Minister Atul Bora said that 13,033 pigs died in nine districts of Assam during the past several weeks. "The Kaziranga National Park authority has dug a two-km long and six-feet deep trench to protect its wild boars (also known as 'wild swine') from the outbreak of the contagious ASF," Bora told the media here. The Minister visited the Kaziranga National Park and adjoining villages and reviewed the steps taken to protect the wild boars from the deadly disease. Bora said his department has been working for several weeks to deal with the highly infectious ASF disease, whose mortality rate is very high -- 90 to 100 per cent. "We have already taken a series of steps, including creation of containment zones, within one km radius of an infected area and surveillance zone within 10 km, to prevent spread of the virus to other adjoining districts. We have formed a committee with officials, experts, specialists and pig farmers and are working according to their advice," he said. <div type="Article" hostid="261" msid="75370206" title="India could see a resurgence of Malaria as health systems are busy containing Covid-19" mstype="2" mssubtype="0"></div> Despite the Central government's advice, the Minister said as of now, the department did not have any plans to cull the pigs. According to the 2019 census, Assam's pig population was around 21 lakh, which by now according to the officials, has increased to around 30 lakh. Due to the ASF, hundreds of pigs' deaths were also reported from the nine districts of neighbouring Arunachal Pradesh. Because of the outbreak of ASF in Assam and Arunachal Pradesh, all the state governments in the northeast have sounded a high alert and asked people, especially owners of piggeries, to refrain from bringing pigs from other states. Animal resource experts in northeast India suspect that the highly contagious ASF came to the region from <keyword id="6364076" type="LOCATION" weightage="20" keywordseo="tibet">Tibet</keyword> through Arunachal Pradesh. The annual pork business of the northeast is worth around Rs 8,000-10,000 crore with Assam being the largest supplier. Pork is one of the most common and popular meats consumed by both tribals and non-tribals in the northeastern states. According to the animal resource experts, the pigs generally are affected by the Classical Fever, Porcine Reproductive and Respiratory Syndrome besides the ASF. The ASF was first detected in 1921 in Kenya. No vaccines or medicines have been discovered so far. Maharashtra on high alert as bird flu enters the state but has not imposed any ban on sale of eggs, chicken yet

New Delhi, Mar 13 () A parliamentary panel has pulled up the Finance Ministry for not allocating sufficient funds to the Department of Animal Husbandry and Dairying, and the Department of Fisheries in recent years. The Standing Committee on Agriculture, headed by P C Gaddigoudar, in a report noted that fisheries sector contributes 1 per cent to the GDP of the country and 5 per cent to the agriculture GDP. The committee noted that the allocation proposed by the Department of Animal Husbandry and Dairying for the financial year 2020-21 was Rs 8,396 crore. "However, the funds allocated by the Ministry of Finance are Rs 3,704.13 crore," it added. The report pointed out that during 2017-18 and 2018-19, the budgetary allocation was Rs 2,367.77 crore against the proposed amount of Rs 4,676.19 crore, and Rs 2,832.55 crore against a proposed amount of Rs 4,930.57 crore. Similarly, during 2019-20, against a proposed amount of Rs 3,532.47 crore, the allocation at the BE (budget estimate) stage was reduced to Rs 3,342.65 crore, the report said. The Committee in a separate report also observed that there was huge reduction in the funds allocated to the Department of Fisheries at BE stage during 2017-18 to 2020-21 as against the funds proposed by the Department and this has adversely effected the various activities and target of the sector. Tan Yong Nang is CEO of <a href="http://www.japfacomfeed.co.id/">Japfa Ltd</a>.,a company listed on the main board of Singapore Stock Exchange. <keyword id="3232143" type="UNKNOWN" weightage="20" keywordseo="Japfa">Japfa</keyword> is one of the largest, most integrated agri-food companies in Asia. Japfa’s core business activities include animal and aqua feed milling, chicken breeding, poultry processing, swine breeding and fattening as well as diary milk production. 
 
Nang joined the company as a director in 2007, coming from a diverse background as a statistician at the Department of Statistics in Singapore, a research economist with Singapore’s Ministry of Trade and Industry, an investment analyst, a chartered financial analyst, a managing director and a CEO and project director at several companies throughout Asia. 
 
 
 
“I think this non-traditional background makes me a better general manager,” says Nang, a member of <a href="http://www.ypo.org/">Young Presidents’ Organization</a> since 2002. “The disciplines I’ve learned in the different sectors I have worked in have helped me a lot.” 
 
He continues, “Simply put, because I have never been in the animal husbandry sector before, I have a very different perspective on things, whereas a typical industry expert might approach issues in a set manner. I tend to use my DNA of being detailed and going through the numbers to logically construct different strategies and key drivers for success. Coming up with something quite different than others, I think, is what defines who I am.” 
 
Japfa’s primary strength is its breeding and feed mill operation that produces feed and day-old-chicks and work closely with farmers who then use their feed to grow the DOC into broilers to ultimately go to market. Nang does not consider Japfa a manufacturer, rather, he says, “We are more of a very strong, upstream, form of farming. What sets us apart from the other operators and the smaller guys are four things:” 
 
1. We operate on a big scale. I think scale is very important, especially when we are moving a big volume of commodities. Every year we produce more than 2 million tons of feed. Every day we produce more than 1.5 million day-old chicks from our farms. 
 
2. We understand genetics; how to utilize them and how they pair properly with nutrition. 
 
3. We follow good management practices so that we have continuous improvement. We focus a lot on disease control – something that is a major issue in Asia. This is very important to us. 
 
4. We focus on standardization. Our products in Indonesia should not be that different from those in Myanmar. The milk farms in China are very similar to each other and the one in Indonesia. This allows us to scale up very quickly. 
 
Japfa is a major player in the upstream market – raising livestock that is either sold live to the market or slaughtered and the meat is sold – but is venturing more and more into the downstream, which is concerned with consumer products. 
 
“Downstream requires a different skill set and knowledge,” says Nang. “Currently we are more of a B2B business.” 
 
Nang’s talent for vertically integrating Japfa’s upstream and downstream operations, not only guarantees quality but also protects the company against price volatility and ensures a high degree of biosecurity. Its economies of scale have made Japfa one of the lowest cost food producers in Indonesia. Its feed manufacturing takes a very scientific approach for choosing the best ingredients and matching it with the best nutrition so that the genetics are matched to the needs of the livestock. 
 
With farms across Indonesia, in Vietnam, Myanmar and India and China, Japha is well placed to be a leading player across the sector. 
 
“Everywhere we go, we are the number one, two or three player in terms of scale,” says Nang. “In most areas, we are number one, two or three in terms of productivity. At the end of the day, what we want is to feed hungry Asians.”

A team from the laboratory has reached the Barwala area for re-sampling of birds. Among the suspected diseases can also be Ranikhet or infectious laryngeo-trachitis. The spokesperson said there are 77,87,450 birds in poultry farms in the Panchkula district and the mortality of birds was 409,970. He said even though the mortality in poultry was higher as compared to the previous months, to date no evidence indicated that any person got infected following the consumption of poultry or poultry products.

Goa: Animal lovers seek govt aid to feed strays amid lockdown

<keyword id="2520139" type="UNKNOWN" weightage="100" keywordseo="Cow-trafficking">Cow trafficking</keyword> and slaughtering are words which don’t exist for many Indians, but visit the east and you would encounter the harsh reality — it (cow trafficking) is a regular affair, and a lucrative business for smugglers and butchers. This is precisely the reason why the country’s total cattle population declined from 20.45 crore in 1992 to 19.90 crore in 2007. 
 It is sad that cows are battling for life in India, a country where they are regarded as sacred and worshipped by the majority population. Our Vedic scriptures, which refer to them as ‘mothers,’ attached great importance to cows, and encouraged people to value as well as preserve them. Even Mughal emperors such as Akbar were against <keyword id="2520140" type="UNKNOWN" weightage="100" keywordseo="Cow-slaughtering">cow slaughtering</keyword> — the fact was highlighted during a hearing on The <keyword id="2520142" type="UNKNOWN" weightage="100" keywordseo="West-Bengal-Animal-Slaughter-Central-Act">West Bengal Animal Slaughter Central Act</keyword>, 1950. “Mughal Emperor Babar saw the wisdom of prohibiting the slaughter of cows as and by way of religious sacrifice and directed his son Humayun to follow this. Similarly, Emperors Akbar, Jahangir and Ahmad Shah, it is said, prohibited cow slaughter,” the Supreme Court had said. 
 
Cow traffickers spreading their wings across India The network of cow smugglers is spread across different states. According to local estimates, about 20,000 to 30,000 cows are smuggled to Bangladesh every day. The smuggling reaches its peak during <keyword id="6417740" type="UNKNOWN" weightage="100" keywordseo="Eid-ul-Zuha">Eid-ul-Zuha</keyword> (<keyword id="6622052" type="PERSON" weightage="100" keywordseo="Bakrid">Bakrid</keyword>). From Bangladesh, they are exported all over the world, especially the Middle East, where beef is in huge demand. The route traffickers take for illegal export of cow is: cows from UP, Bihar, Jharkhand, Odisha and states as far as Haryana and Punjab are first transported to <keyword id="6357783" type="CITY" weightage="80" keywordseo="West-Bengal">West Bengal</keyword> from where they are smuggled to Bangladesh through <keyword id="55201" type="COMPANY" weightage="100" keywordseo="Murshidabad">Murshidabad</keyword>, the bordering district of India and Bangladesh. 
 On August 29, about 2000 cows stuffed in 100 trucks were caught in Govindpur (Jharkhand). The trucks, which were carrying cows from the neighbouring states like Uttar Pradesh, Bihar and Jharkhand for being sacrificed on the occasion of Eid-ul-Zuha (Bakrid), were on their way to West Bengal. These trucks, jam-packed with cows, were found by the volunteers of <keyword id="2520141" type="UNKNOWN" weightage="100" keywordseo="Akhil-Bharatiya-Gau-Raksha-Mission">Akhil Bharatiya Gau Raksha Mission</keyword>, Vishwa Hindu Parishad (VHP), Bajrang Dal and BJP activists. 
 
Holy cows facing the worst in West Bengal 
In Bihar, export of cows for any purpose is banned. In Muslim-dominated Jammu and Kashmir, there is a punishment of up to 10 years of imprisonment if someone is found guilty of cow slaughter. Even possession of flesh of slaughtered animals is a punishable offence with imprisonment up to one year. Transport of cows outside Jammu and Kashmir for slaughtering is also prohibitted. 
 
Sadly, the West Bengal police and administration isn’t taking any stern action in this regard. The Akhil Bharatiya Gau Raksha Mission activists allege that the West Bengal police behave rudely whenever they approach them to lodge complaint. According to them, when their activists rescued some cows in Kolkata’s Lalbazar, police threatened to arrest them under non-bailable sections. Now, the big question that arises is: Is the state police under some ‘external pressure’ not to act against the perpetrators? 
 
There surely seems to be some connection. The West Bengal government’s sheer apathy towards cow slaughtering has been witnessed on several occasions. For instance, the Bengal government used the provision granted in the West Bengal Animal Slaughter Central Act*, 1950, to allow cow slaughter on Eid-ul-Zuha (Bakrid). After this relaxation, more than one lakh young and healthy cows got slaughtered in Kolkata every year on this occasion. 
 
The Calcutta High Court intervened and struck down the exemption provided by the state government in 1982. The Bengal government and butchers took the matter to the Supreme Court, which upheld the High Court’s judgment. But, in spite of the court order, the West Bengal administration hasn’t taken any concrete measures; except for cosmetic steps like publishing advertisements in local newspapers. 
 
The Animal Husbandry Department of the Government of India says that in West Bengal, the contempt of the Supreme Court's judgment is going on since 1994. “Any amount of follow-up action by the animal welfare organisations to persuade the state administration have not achieved the desired results. On the contrary, some peaceful agitators pleading with the administration for compliance with the Supreme Court order were rounded up and put behind bars on the occasion of Eid-ul-Zuha (Bakrid) in the year 2002.” 
 
Better fate awaits cows 
Except for West Bengal and the northeastern states, other states have been making effort to save cows. In 1982, the erstwhile Prime Minister, Indira Gandhi, wrote a letter to chief ministers of 14 states, asking them to enforce the ban in letter and spirit. Sadly, the ban has remained only in ‘letters’ and never in ‘spirit.’ 
 
With the Narendra Modi-led government in power at the Centre, one can hope that stern action would be taken against the smugglers. After all, Modi had talked about the issue during his election campaign and promised to take care of farmers and their cattle. He ruthlessly attacked the UPA government for ‘pink revolution’ and increase in export of meat, including beef, while his supporters chanted Modi ko matdaan, Gai ko jeevandaan slogan. 
 
However, after coming to power, we have not seen any action from the BJP government on this front yet. Agreed, that government has several high-priority tasks at hand, but cow protection is also the need of the hour — not because of the religious sentiments attached, but for maintenance of the ecological balance. If slaughtering of cows goes on rampantly, they may get to the verge of extinction, which would disturb the ecological chain. 
 
* The West Bengal Animal Slaughter Central Act, 1950: The act was passed to “control the slaughter of certain animals with a view to increase the supply of milk and to avoid the wastage of animal power necessary for improvement of agriculture. Section 2 lays down that the Act applies to animals specified in the sched­ule. The schedule to the Act covers bulls, bullocks, cows, calves, male and female buffaloes, buffalo calves and castrated buffaloes.” However, the Act also has a provision for lifting the ban for religious, medicinal or research purposes.

New Delhi, 1 Feb In a bid to boost the fisheries sector, <keyword id="19955404" type="General" weightage="20" keywordseo="finance" source="keywords">Finance</keyword> Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> has said that five integrated <keyword id="20416655" type="General" weightage="20" keywordseo="aqua-parks" source="keywords">Aqua Parks</keyword> will be set up in India. While presenting the Interim Budget in Parliament on Thursday, the Minister said, "It was our Government which set up a separate Department for Fisheries realising the importance of assisting fishermen. This has resulted in doubling of both inland and aquaculture production." The Minister highlighted that seafood export since 2013-14 has also doubled. <keyword id="19916494" type="General" weightage="20" keywordseo="sitharaman" source="keywords">Sitharaman</keyword> announced that the implementation of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) will be stepped up to enhance aquaculture productivity from existing three to five tonnes per hectare; double exports to Rs 1 lakh crore and generate 55 lakh employment opportunities in the near future. The minister emphasised on Blue Economy 2.0 and announced that for promoting climate-resilient activities a scheme for restoration and adaptation measures, and coastal aquaculture and mariculture with integrated and multi-sectoral approach will be launched. Sitharaman also announced that a comprehensive programme for supporting dairy farmers will be formulated. She stated that efforts were already on to control foot and mouth disease. Sitharaman said, "India is the world's largest milk producer but with low productivity of milch-animals." The programme will be built on the success of existing schemes such as <keyword id="20416656" type="General" weightage="20" keywordseo="rashtriya-gokul-mission" source="keywords">Rashtriya Gokul Mission</keyword>, National Livestock Mission, and Infrastructure Development Funds for dairy processing and animal husbandry, she added.

These vaccine doses will be administered free of cost. <keyword id="14955450" type="General" weightage="20" keywordseo="Development-Minister-Gopal-Rai" source="Orion">Development Minister Gopal Rai</keyword> on Saturday said that 173 cases of lumpy skin disease have been found among cattle in Delhi, mostly in the southwest district. This is for the first time that the Delhi government has reported cases of lumpy skin disease in the city. A senior official said there has been no increase in the cases since last evening.No death has been reported so far. "Delhi has a cattle population of 80,000. The central government which is finalising the rate contract with the supplier has assured that 60,000 doses will reach us soon," he told PTI. "We had a meeting with officials of the Department of Animal Husbandry and Dairying on Saturday and requested them to make the vaccine available as soon as possible," the official said. The government will adopt the ring vaccination strategy in which healthy cattle in a 5 km radius of the affected areas will be given goat pox vaccine with the Uttarkashi strain of the virus, he said. Lumpy skin disease is a contagious viral disease that spreads among cattle through mosquitoes, flies, lice and wasps by direct contact, as also through contaminated food and water. It does not transmit from cattle to humans. The symptoms include high fever, reduced milk production, skin nodules, loss of appetite, increased nasal discharge and watery eyes, among others. According to the Centre, the disease has spread in Gujarat, Rajasthan, Punjab, Haryana, Uttar Pradesh and <keyword id="37102" type="General" weightage="50" keywordseo="andhra-pradesh" source="Orion">Andhra Pradesh</keyword> and more than 57,000 cattle have died due to it. In Delhi, most cases of lumpy skin disease have been detected in the Goyla dairy area, Rewla Khanpur area, Ghumanhera and Najafgarh. The Delhi government has deployed two mobile veterinary clinics and set up 11 rapid response teams to collect samples. Four teams will make people aware of the virus. The city government has also set up a special control room with helpline number 8287848586 for queries related to the disease. An isolation ward has been set up in Rewla Khanpur Gau Sadan in southwest Delhi for stray cattle suffering from lumpy skin disease, Rai said. The cow shelter can accommodate 4,500 cattle. The isolation ward has been set up away from healthy cattle and mosquito nets have been installed there. Experts said the disease is unlikely to spread in Delhi to proportions seen in other states as the number of cases is low and manageable. They said the virus doesn't normally lead to the death of cattle and the mortality rate is just one to two per cent. The high number of deaths in Rajasthan and Gujarat could be due to poor health of those cattle and the development of secondary infections.
