The <keyword id="20963740" type="General" weightage="20" keywordseo="UGC-chairman" source="keywords">UGC chairman</keyword> was here to attend a day-long conference of vice-chancellors of Northeastern and Eastern regions on 'Implementation of NEP 2020', hosted by Guwahati-based Pragjyotishpur University. Addressing a press conference, Kumar said, "Across the country, a major problem in state universities is vacancies in teaching positions. In some state universities, 50 to 80 per cent of teaching positions are vacant," urging universities to expedite the filling of these positions. He said implementation of NEP is a "journey", which cannot happen overnight, and state governments have been enthusiastically participating in implementing it. Kumar stressed that it is also essential for the universities to formulate an institutional development plan and their own roadmap for the future. With approximately 130 vice-chancellors and other academics participating, discussions at the conference focused on transforming <keyword id="19896809" type="General" weightage="20" keywordseo="higher-education" source="keywords">higher education</keyword> institutions to empower students in contributing to national development. Key topics include providing holistic education, integrating skill development with degree programs, and utilising digital technology to reach students from rural and economically weaker backgrounds. "We will be discussing how the NEP is being implemented and challenges colleges and universities are facing, so that we can collectively find solutions," he said. Kumar requested the universities to open more off-campus centres to make education accessible and equitable, while stating that UGC was also laying thrust on training teachers in the higher education sector. Highlighting the need to expose students to different parts of the country, he said the Northeastern region is home to many indigenous knowledge systems, whether it be a festival celebrated based on astronomical calculation, bamboo engineering or shifting cultivation. "These are parts of Indian knowledge system and there is a need to expose students to this from different parts of the country," he said. Kumar added that UGC is also working on promoting education in own language, especially with the country having numerous native languages. On implementation of NEP in this region, Kumar said the UGC is in regular touch with state higher education councils and VCs. "We are very happy to inform that state governments are very enthusiastically participating in implementing NEP. Implementation is a journey," he added. He reiterated that achieving the target of a Gross Enrollment Ratio (GER) of 50 per cent by 2035 requires sustained effort and cannot be achieved overnight. Among initiatives under NEP is the provision of biannual admissions to help students who fail to enroll during July-August to take admission in January-February. Universities with required infrastructure have been requested to implement it to maximise resource utilisation, Kumar said, adding that 90 varsities have also started biannual admissions for online programmes. The UGC chairman also said stress is being laid on strengthening research ecosystem in the universities and bring more young people into it. Though directly UGC funded-research has stopped now, funds for research projects are available through other agencies, like National Research Foundation and other schemes, he added. With focus on online education, internet connectivity and electrification has also received a boost across the country, with common service centres also set up for students in remote areas to access Net, Kumar added.

Vacancies in teaching positions major problem in NEP implementation: UGC chairman

Over 65 lakh students did not pass <keyword id="19951608" type="General" weightage="20" keywordseo="class-10" source="keywords">class 10</keyword> and 12 <keyword id="19954615" type="General" weightage="20" keywordseo="board-exams" source="keywords">board exams</keyword> across the country last year with the failure rate being higher in <keyword id="22866974" type="General" weightage="20" keywordseo="state-boards" source="keywords">state boards</keyword> than the central board, according to Ministry of Education (<keyword id="20349630" type="General" weightage="20" keywordseo="MoE" source="keywords">MoE</keyword>) officials. An analysis of class 10 and 12 results of 59 school boards, including 56 state boards and three national boards, revealed that more girls appeared in class 12 exam from government-managed schools but it is opposite in private schools and government-aided schools. "Around 33.5 lakh students of class 10 are not reaching next grade. While 5.5 lakh candidates did not appear, 28 lakh failed. This is one of the cause for low retention rate and Gross Enrolment Ration (GER) at higher secondary level," a senior MoE official said. Similarly, around 32.4 lakh class 12 students did not complete the grade. While 5.2 lakh did not appear, 27.2 lakh failed. In class 10, the student failure rate in central board stood at 6 per cent while that of state boards was much higher at 16 per cent. In class 12, the failure rate at central board is 12 per cent while that of state boards is 18 per cent. The ministry officials noted that the open school performance was poor in both the classes. The highest number of student failure in class 10 was in Madhya Pradesh board followed by Bihar and UP. While in class 12, the highest student failure was reported from Uttar Pradesh followed by Madhya Pradesh. "Overall performance of students in 2023 declined in comparison with previous year. This could be due to larger syllabus for examination," the official said. More girls appeared for class 10 and 12 board exams from government schools than boys. "This may reflect gender bias while spending on education by parents. However, girls dominates in pass performance across government, aided and private schools," the official said. While more companies want access to cloud computing for AI initiatives, there's only so much power, water, and labor available to support these services.It's not just an Amazon problem. Sequoia Capital general partner David Cahn recently predicted data center delays across the sector."The need for more power and a better functioning grid was clear before AI," he wrote in a blog post. "Now, it is becoming urgent."<h2 id="4e19455f-0a20-458d-a775-e305cc9aed23">Energy demand is growing</h2>It may be natural for a company like Amazon, one of the largest and fastest-growing data center operators, to face these challenges when it is expanding at breakneck speed.Marc Wulfraat, president of consulting firm MWPVL, told BI that Amazon is probably rolling out even more than 240 data centers in coming years. That's because the cloud giant also leases space in buildings shared with other companies. Collectively, this building spree amounts to almost 75 million gross square feet of space, according to his estimates. That's the equivalent of roughly 27 Empire State Buildings.In an email to BI, Amazon's spokesperson said customers' energy demand "continues to grow," and the company is continuously working on ways to "efficiently build and operate data centers" to meet their needs."Nobody knows better than we do that building data centers is exceptionally complex, and by embracing that challenge, we've become really good at it over the years," the spokesperson added. "We're confident we can continue to build at a rapid pace to provide the cloud capacity our customers will need."<h2 id="3ffef594-735b-4945-a7b0-176832400209">Doubts about electricity supply</h2>Power might be the most scarce resource. US data center electricity consumption is forecast to triple by 2030, according to <a target="_blank" rel=" nofollow" href="https://www.linkedin.com/posts/bcg-on-energy_the-impact-of-genai-in-electricity-activity-7112787574032674816-uDEX/">Boston Consulting Group</a>, much of it to power generative AI. Bernstein Research recently <a target="_blank" href="https://www.businessinsider.com/ai-data-centers-us-power-grid-gpu-nvidia-cerebras-amazon-2024-7">estimated</a> that electricity demand for AI data centers could exceed supply in just two years without action.At Amazon, electricity shortages have been a major concern and a topic of almost every leadership meeting in recent years, according to the people familiar with the matter.Amazon is experiencing power-supply issues in Oregon, Ohio, and Northern Virginia, according to the internal document from May. For example, it noted that PacifiCorp, Amazon's Portland-based utility partner, has electricity shortfalls and generation constraints forecasted until 2030.This is leaving Amazon with unpredictable energy supply in some markets and a possible loss of "bridging" solutions that help maintain power during the early stages of construction."With the utility power headwind, we are seeing continued risk driven by transmission constraints as well as unexpected changes to committed/available generation, gaps in promised vs delivered incremental power, and potential loss of bridging power as utility infrastructure projects are delayed," the document explained.<h2 id="e085ef5b-5190-4456-935c-6cab05b23795">'Zombie' data centers</h2>In some markets, so-called "zombie" data centers exist. That's a term used by some Amazon employees who spoke with Business Insider about the electricity-supply problems.These facilities are also described internally as "operationally blocked" because the data centers can sometimes sit idle as they don't have access to enough power to run them, according to the people familiar with the matter.Amazon's spokesperson told BI the company is not familiar with these terms, but said there are a "very small number of cases" where the company decides to complete data center construction before building power is available. "These situations are all managed as part of the standard course of business," the spokesperson added.<div type="image" title="AWS CEO Matt Garman" height="4320" width="6751" msid="114502575" hostid="261" sizebytes="742626"></div>Amazon Web Services CEO Matt Garman recently spoke publicly about challenges related to AI data center buildouts, including accessing enough GPUs and power.During a podcast interview in August, he said customer demand is "mind boggling," which is requiring "a lot of investment.""We're probably going to be tight for the next little bit of time," Garman added.<h2 id="d47a3f17-b6c1-4c0c-91d9-5918b3a4761f">'Mosquitoes to light'</h2>The company is on the hunt for more energy. It's conducting "power studies" with utility partners to evaluate additional transmission capacity, which could result in more power allocation, according to the internal document.The company is also working on ways to reclaim stranded and retired power, the document said, likely in reference to the practice of redeveloping old power plants that have become inactive for economic or sustainability reasons.Amazon has been more actively seeking partnership opportunities with third-party colocation data center providers, one of the people said. At these facilities, Amazon would simply lease space, transferring the need to secure power to the data centers' owners.Additionally, Amazon has started looking beyond well-established data center markets, such as Northern Virginia and Arizona, and is expanding into newer regions like Indiana. Crowded data center regions are running out of power and other resources, making newer locations <a target="_blank" class="" href="https://www.businessinsider.com/ai-data-centers-energy-cloud-microsoft-chatpgt-amazon-google-2023-7">more appealing</a>.The company is also more aggressively pursuing alternative energy sources. Last week, Amazon <a target="_blank" href="https://www.businessinsider.com/amazon-invests-in-nuclear-for-aws-following-google-and-microsoft-2024-10">unveiled</a> a plan to lead a $500 million funding round to develop small modular nuclear reactors, following an earlier announcement to purchase a nuclear power plant in rural Pennsylvania."It's almost like mosquitoes to light — we are attracted to power," one of the people familiar told BI.Amazon's spokesperson said the company's data center expansion strategy considers several factors, including system resiliency and latency, the availability of renewable energy, and the local government's long-term commitment. Amazon is also constantly seeking ways to make its data centers more energy efficient by using carbon-free resources, in-house processors, and natural air cooling systems, the spokesperson said.<h2 id="82c2fbef-48d1-4af8-8635-cf74ee12697d">Higher costs in Silicon Valley</h2>In some cases, Amazon is paying higher prices to get its new data centers up and running.One example is an Amazon facility in Santa Clara, California, in the heart of Silicon Valley. For the last 2 years, Amazon has held talks with the city of Santa Clara to secure power for a new data center located near Levi's Stadium, the home of the San Francisco 49ers, according to a <a target="_blank" href="https://santaclara.granicus.com/player/clip/2140?view_id=1&amp;meta_id=190407&amp;redirect=true">city council meeting</a> held in July.Amazon is in talks for a 15-year, 20-megawatt proposal for this facility under the condition that the company pays the full cost of the energy, whether it uses the power or not, Manuel Pineda, the chief electric utility officer of the City of Santa Clara, said during the meeting. Amazon will have to pay up to 50% higher rates than normal and will be entitled to additional "financial assurances" to cover any contractual risks, Pineda added.As part of the deal, Amazon also plans to use the 20-megawatt power agreement for a second building on-site, which currently has no electric capacity, according to Pineda.Amazon's spokesperson told BI that this arrangement has not been finalized, and the project is progressing as expected.<div type="image" title="AWS Santa Clara data center planning slide" height="586" width="1056" msid="114502585" hostid="261" sizebytes="101810"></div><h2 id="5e7acce5-2a9c-4e0c-873a-74b683e1b0a3">Amazon escalates Santa Clara delays</h2>Amazon appears to be dealing with further delays in Santa Clara. On August 28, an AWS employee wrote to a city official about another facility, a former Owens Corning factory the company purchased in 2023. The email discussed delays at the site and noted that the problems are raising concerns internally at Amazon."Delays as significant as this unfortunately impact our ability to serve our customers which has resulted in escalation," said the email, which was obtained by BI through a public-records request.The next day, another Amazon employee wrote to a Santa Clara city official. "This is time sensitive," the staffer said. "AWS executives are highly concerned about the constant push in the results."<h2 id="a5ae3cc3-4484-42c7-a232-b1135b2bd3e0">'Straining' water infrastructure</h2>Another problem is water supply. A growing number of data centers rely on water instead of air to cool the servers and other equipment inside the facilities. This liquid-cooling technology <a target="_blank" href="https://www.businessinsider.com/arizona-running-out-of-water-data-centers-blame-microsoft-google-2023-6">requires a lot of water</a>.Amazon is "straining local jurisdictions' existing infrastructure" for water in some regions and is "dependent on long-term infrastructure upgrades or building our own solutions" to mitigate the issue, the internal document stated.There are zoning and permitting problems, too. Some local jurisdictions are not supporting the re-zoning of industrial property for data center use and have stricter environmental regulations, the document explained. Amazon is "working proactively" with local municipalities to solve these challenges, as they can impact its "future capacity options," the document added.Amazon is "one of the world's most water efficient operators" and its data centers are much more water efficient than the industry average, the company's spokesperson told BI.<h2 id="74b62895-25bd-411f-8890-035613989c55">'Lack of available skilled labor'</h2>An even bigger problem may be a lack of skilled electricians to build and run these data centers, according to the internal document and people directly involved in these Amazon projects.Electrical work is a major part of data center construction. But Amazon has struggled to find enough people to do the jobs, especially in rural areas, these people said. Amazon has talked to local colleges, general contractors, and labor unions in certain markets to increase the supply of electricians, one of the people said.<div type="image" title="amazon data center oregon" height="3072" width="4608" msid="114502582" hostid="261" sizebytes="883326"></div>A <a target="_blank" href="https://www.cnbc.com/2024/07/27/americas-demand-skilled-electricians-boom.html">shortage of skilled electricians</a> is a growing industry problem. According to last year's <a target="_blank" href="https://datacenter.uptimeinstitute.com/rs/711-RIA-145/images/2023StaffingSurvey.Report.12152023.pdf">Uptime Institute Data Center Staffing Survey</a>, more than half of respondents said they struggled to fill open positions due to demand outstripping supply."For workforce/labor, we are seeing a lack of available skilled labor," Amazon's internal document stated. Amazon's AI data center dream runs into the reality of 'zombie' facilities, higher costs, and labor shortages 

New Delhi [India], March 12 (ANI): The latest data released by the <keyword id="20070866" type="General" weightage="20" keywordseo="national-statistical-office" source="keywords">National Statistical Office</keyword> (<keyword id="20067517" type="General" weightage="20" keywordseo="nso" source="keywords">NSO</keyword>), under the Ministry of Statistics and Programme Implementation (MoSPI), indicates a slight easing in retail inflation for the month of February 2024. According to the provisional figures provided by the NSO, the retail inflation, based on the Consumer Price Index (General), stood at 5.09 per cent in February 2024. This marks a marginal decrease from 5.10 per cent recorded in January 2024. The combined inflation rate for rural and urban areas came down to 5.09 per cent from the previous month's 5.10 per cent. The data further reveals that the <keyword id="20931744" type="General" weightage="20" keywordseo="consumer-food-price" source="keywords">Consumer Food Price</keyword> Index (<keyword id="20931745" type="General" weightage="20" keywordseo="cfpi" source="keywords">CFPI</keyword>) witnessed a similar trend, with a slight decrease from 8.30 per cent in January 2024 to 8.21 per cent in February 2024. Both rural and urban areas experienced a dip in food inflation, indicating a marginal relief for consumers across the board. The monthly changes in the General Indices and CFPIs show a negligible increase of 0.16 per cent in the combined CPI (General) and 0.11 per cent in the CFPI from January 2024 to February 2024. This indicates a relatively stable price movement in essential goods and services during the said period. The NSO collects price data from a vast sample size, covering both rural and urban markets across all states and union territories. During February 2024, data was collected from 100 per cent of villages and 98.5 per cent of urban markets. The comprehensive coverage ensures that the inflation figures are representative of the diverse consumption patterns across the country. In terms of the subgroup analysis, notable trends were observed in various categories. Cereals and products, meat and fish, and egg prices showed moderate increases, contributing to the overall inflation rate. On the other hand, certain items like oils and fats experienced a decline in prices, exerting downward pressure on inflation. The NSO has also provided state-wise inflation data, highlighting the varying price dynamics across different regions. "By developing industrial clusters at Krishnapatnam and Gangavaram and attracting industries, we will be able to reduce the logistics costs drastically, thus making these industries far more competitive globally." The group is also developing 15,000 MW of renewable power projects over the next few years across five districts of Anantapur, Kadapa, Kurnool, Visakhapatnam and Vizianagaram. "Our other investments in the state include cement manufacturing units and data centres. Presently we do not have any cement manufacturing capacity in Andhra Pradesh. Hence, as part of our expansion plans, we will be setting up cement plants in Kadapa and Nadikudi with a total capacity of 10 million tonnes per annum," he said. TS EAMCET 2020 results to be announced today — Here’s how to check your scorecard

Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs. The template states that the faculty rejects any outside attempts to "restrict or dictate university curriculum on any matter, including matters related to racial and social justice."In this moment, passing such resolutions is a significant step for faculty members, but it shouldn't be, said Sumi Cho, director of strategic initiatives at AAPF."That's how far off course we have veered with this whole manufactured panic around race and social justice in education," she said. "It should not raise an eyebrow, but the fact that it is, tells you the state of things right now."Speaking out can lead to consequences for college professors. In Texas, Lt. Gov. Dan Patrick said he will propose ending tenure for new hires at public universities and revoking it for those who teach critical race theory. <a href="https://www.statesman.com/story/news/2022/02/18/lt-gov-dan-patrick-pledges-end-tenure-new-hires-texas-critical-race-theory-crt/6843755001/">That came last month </a>after the University of Texas Faculty Council passed a resolution affirming academic freedom. "I will not stand by and let looney Marxist UT professors poison the minds of young students with Critical Race Theory," <a href="https://twitter.com/danpatrick/status/1493694009600053250">Patrick tweeted in February</a>. "We banned it in publicly funded K-12 and we will ban it in publicly funded higher ed."<div type="image" title="Ron DeSantis" height="1730" width="2307" msid="90160985" hostid="261"></div><h2>'Another bit of legislative meddling'</h2>Even before the Stop WOKE Act, Florida lawmakers had been pushing legislation that concerned educators. <a href="https://www.businessinsider.com/free-speech-experts-slam-desantis-law-punishing-student-indoctrination-2021-6">One new law</a> requires public universities to survey faculty, students, and staff on their political beliefs to measure "viewpoint diversity" and fight student "indoctrination." It also allows students to <a href="https://www.foxnews.com/politics/florida-gov-signs-bill-permitting-college-students-record-professors">use recordings </a>of their professors in class as evidence in political bias complaints, though they must have permission to record.To Santa Fe College professor David Price, Stop WOKE was "just another bit of legislative meddling" that he was already trying to stop when the council passed its resolution. "I was concerned about this general trend from the legislature to micromanage higher education for basically the service of either throwing red meat to Trumpite supporters or furthering conservative indoctrination of especially the classes I teach – history and political science classes," said Price, a member and former president of the Santa Fe College Senate Executive Council.Regarding Stop Woke, he said, "I'll have to think long and hard about whether I'm going to comply" if there are areas in which he's clearly in violation. But similar laws have been so "convoluted and contradictory," he said the only purpose that's been clear has been political. In March, a group of <a href="https://www.aaup.org/news/free-and-open-academic-inquiry-and-debate-our-campuses-essential-our-democracy-and-national#.YivJifXMIq3">94 higher education associations</a> issued a joint statement calling for free and open academic inquiry and debate on campuses. Faculty and university administrators are seeing common ground on this point, said Irene Mulvey, the elected president of the American Association of University Professors, which signed the statement. Administrators and some boards of trustees will consider the restrictive movement dangerous in terms of recruiting and retaining faculty, she said."And they can see the millions of dollars in grants going somewhere else if faculty aren't going to come to a… state where they have, you know, educational gag orders in higher education," she said.Academic freedom principles are often embedded in faculty handbooks. The vast majority of places that have passed these resolutions have not had an issue with their college administrations accepting and affirming them, Cho said.But there are some cases, notably in Florida, where faculty have battled with administrators. Until a federal judge intervened, University of Florida <a href="https://www.washingtonpost.com/education/2022/01/21/university-florida-lawsuit-academic-freedom/">professors were denied permission</a> to testify in a lawsuit challenging a state election law backed by DeSantis. Another University of Florida associate professor filed a grievance alleging he was threatened with discipline if he used "critical race" in his curriculum and program design, <a href="https://www.tampabay.com/news/education/2021/11/30/at-uf-someone-used-critical-and-race-in-a-sentence-trouble-ensued/">the Tampa Bay Times reported</a>. University leaders in that case were "the handmaidens of Governor DeSantis," Cho said. They know what academic freedom requires and understand its centrality to higher education, she said, "and yet when push comes to shove, some are obviously deferring to <keyword id="11893346" type="UNKNOWN" weightage="100" keywordseo="politics" source="Orion">politics</keyword>, instead, to create their curriculum."

On the other hand, Andhra Pradesh has a robust pool of skilled workers with proficiency in technical skills like security engineering, operating systems, and computer networking. “Industry reports estimate that 28 million new technology jobs will be created in India by 2025. This year’s GSR signals a significant need for Indian learners to bridge the critical skills gap, especially in data science, to ensure this digital potential does not turn into a lost opportunity,” said Raghav Gupta, managing director, India and APAC, Coursera. With a data science proficiency level of 26%, India’s companies may struggle to find the talent to fill those roles without more training. Education leaders should invest more resources in these areas, the report says. The number of open data science jobs in the country rose 47.1% between 2020 and 2021. According to the Coursera report, Indian learners in southern states perform better than those in states in the north. Overall, India’s ranking has slipped by four positions, from 64th to 68th spot globally in terms of digital skill proficiency. In Asia, India stands at the 19th position. “Strong industry-academia-government collaboration that focuses on the rapid deployment of high-quality digital and human skills training would be key to ensuring that the Indian workforce remains resilient and competitive amid rapid technological transformation,” Gupta added.
