Delhi traffic police shuts UP-Delhi border roads due to farmers' protests

(Eds: Adds details; corrects SLUG) New Delhi, Jun 14 () The Railways will not run trains from Anand Vihar from Monday and the platforms will be reserved for isolation coaches the Centre will provide to Delhi to overcome the shortage of hospital beds for COVID-19 patients, sources said. All five trains, which operated from Anand Vihar, will now run from Old Delhi station till further orders, the sources said Sunday. Home Minister Amit Shah earlier Sunday had said the Centre would provide 500 railway coaches to Delhi to meet the demand for hospital beds for COVID-19 patients. The Railways has already deployed 54 such coaches in the maintenance depot of the Shakurbasti station and is planning to deploy the remaining coaches on the seven platforms of Anand Vihar station, sources told . Three trains from Anand Vihar station were to Motihari, Raxaul and Muzaffarpur in Bihar and two trains were to Ghazipur city in Uttar Pradesh. Delhi recorded 2,224 fresh coronavirus cases on Sunday in the highest single-day spike in the national capital, taking the infection tally to over 41,000, and the death toll mounted to 1,327, authorities said. This is the third successive day when over 2,000 cases were reported in a day in Delhi. The previous highest spike in cases -- 2,137 -- was recorded on June 12. The number of coronavirus cases in Delhi is the third highest in the country after Maharashtra and Tamil Nadu. Fifty-six fatalities have been recorded in the last 24 hours, the Delhi health department said Sunday. The Railways deployed the first batch of 10 refurbished coaches at Shakurbasti in Delhi on May 31. Now, another 44 have been deployed. According to an integrated COVID plan developed by the Health Ministry and the NITI Aayog, these coaches can be used in areas where the state has exhausted the facilities and needs to augment capacities for isolation of suspected and confirmed cases. The coaches have necessary medical equipment such as oxygen cylinders, blankets, medical supplies, sterilized berths for the safety and convenience of the individuals placed in isolation. The coaches can be used for very mild cases that can be clinically assigned to the coronavirus care centres, according to the guidelines issued by the Health Ministry. The composition of the rakes will be decided as per the requirement of a state. According to the Railway Ministry, these coaches-turned-isolation wards will be equipped with mosquito nets, charging points for laptop and phones. The toilets have been modified into bathrooms. These coaches have been modified at a cost of Rs 2 lakh each. Some of these coaches were ready for deployment by April 11, officials said. States like Uttar Pradesh, Telangana, Andhra Pradesh and Delhi requisitioned these coaches two months after the national transporter converted over 5,000 of its non-air conditioned coaches into COVID care centres. While 70 such coaches have been deployed in Uttar Pradesh, 60 coaches have been deployed in Telangana, and 20 coaches in Andhra Pradesh's Vijayawada. With 9,195 fatalities till Sunday, India is the ninth worst-hit nation in terms of COVID-19 deaths while the highest spike of 11,929 cases took the tally to over 3.20 lakh of which over half have recovered from the disease. Anand Vihar railway station makes space for COVID-19 isolation coaches

Nine of the 36 <keyword id="10157351" type="UNKNOWN" weightage="20" keywordseo="pollution-monitoring-station">pollution monitoring station</keyword> in Delhi showed 'severe' air quality index on Friday, according to <keyword id="7176324" type="COMPANY" weightage="20" keywordseo="The-Central-Pollution-Control-Board">the Central Pollution Control Board</keyword>'s data. According to the pollution monitoring agency, AQI in North Delhi's Alipur area was 447, which falls in the 'severe' category, followed by Shadipur, Wazirpur, Jahagirpuri, Mundka, Patparganj, Anand Vihar, Bawana, and Vivek Vihar. Besides these, 26 pollution monitoring station showed 'very poor' reading and one logged moderate air quality index. The overall pollution levels continued to be in the lower end of the 'very poor' category at 372 at noon. Vijay Kumar Sonu, Head of Environment Monitoring and Research Centre at IMD told IANS that "due to calm wind there is no dispersion of pollutants". "The wind speed will, however, pick up from October 26 and would likely result in improvement of AQI," he said. The System of Air Quality and Weather Forecasting and Research, which comes under the aegis of <keyword id="158211" type="COMPANY" weightage="20" keywordseo="Ministry-of-Earth-Sciences">Ministry of Earth Sciences</keyword>, also stated that the most dominant factor for deterioration is extremely calm surface wind in Delhi, combined with low inversion height followed by moderate stubble related intrusion. "Highly calm surface wind conditions prevail over the Delhi region and is forecast to continue for next two days. It will lead to low ventilation conditions and little dispersion for an extended period and hence accumulation of pollutants near the surface. Further deterioration of AQI is predicted for the next 2 days," the forecasting agency added. SAFAR also stated that there was significant stubble fire count around Haryana, Punjab, and neighbouring regions with the counts at 1,213 on Thursday, slightly less than what was a day before. "However, the boundary layer wind direction is not fully favourable for pollutant transport towards Delhi region, the SAFAR model estimate of stubble burning share in PM2.5 is 17 per cent for today," it added. Neighbouring Gurugram, Ghaziabad, Faridabad, Noida and Greater Noida -- also recorded 'very poor' quality of air. Greater Noida and Noida air is currently the most polluted among all. Nationwide, as many as 18 cities have very poor quality of air. Greater Noida tops the charts at 392, followed by Uttar Pradesh's Baghpat, Noida and Panipat. One-fourth of Delhi's air is 'severely' polluted, according to the Central Pollution Control Board

New Delhi, Jun 15 () The Railways will deploy 200 more isolation coaches for coronavirus patients in Delhi on Tuesday, taking their total number in the national capital to 250, officials said Monday. After directions from Union Home Minister Amit Shah, the Railways on Monday deployed 40 isolation coaches at Shakurbasti Railway Station, where it already had 10. Officials said 180 coaches will be deployed at Anand Vihar Railway Station from Tuesday and 20 more at other stations in the national capital. On Sunday, the Northern Railways issued orders reserving its seven platforms at the Anand Vihar Railway Station for COVID-19 care coaches and moved its five trains scheduled to be operated from there to the Old Delhi Railway station. The Railways on Monday said it has formed a joint team with the Delhi government to identify locations for the deployment of the 500 COVID care coaches which have been given to the capital city, which has seen a spike in number of coronavirus cases. It recorded 1,647 fresh cases on Monday, taking the tally in the city to 42,829, and the death toll due to the disease climbed to 1,400, authorities said. Seventy-three fatalities have been recorded in the last 24 hours, the Delhi health department said in a bulletin late Monday evening. Chairman Railway Board, VK Yadav said on Monday that each of the COVID care centres will be under the care of the chief medical officer of the state. "We have already placed 10 coaches in Delhi's Shakurbasti on May 31 and we placed 40 more yesterday. So, 50 coaches with 800 beds are read to be occupied. We have earmarked 500 coaches for Delhi and we are jointly working with the Delhi government to finalise locations. "A joint team is working on it. The main objective is for the centre and the state government to work as a team and see that we succeed in fighting the pandemic," Yadav said. Yadav also said that each COVID care centre at every location will be linked to the nearest hospital so that patients can be moved there quickly in case of an emergency. He also said that the Railways has appointed nodal officers for each state who will liaison with the local government for such isolation coaches. Each of the isolation coaches have capacity to hold 16 beds. Yadav, however, said that the suspected and confirmed patients will be kept in separate coaches. He also said that these coaches are meant to be used when the health infrastructure of states gets exhausted due to any sudden spike in COVID-19 cases. Delhi to get 200 COVID-19 isolation coaches on Tuesday, 180 at Anand Vihar station

With three weeks gone and maybe another three to go before they can even contemplate returning to their villages, the days ahead stretch interminably for the thousands of migrant labourers who decided to not take the long walk home but wait for the lockdown to end. And now, with the lockdown extended till May 3 to stem the spread of the coronavirus, the little money they had is mostly gone and so is hope it will end anytime soon. Anil Yadav, a daily wager with the parcel department of the railways who was ready to rush back to his village in Maharajganj in Uttar Pradesh to harvest wheat, is still stunned by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s announcement on Tuesday extending the pan India shutdown by 19 days. "I have already lost the entire sugarcane crop sown in my one-acre land. It could have brought my family some money. But I can't go back and no one can harvest the crop," said the 28-year-old. "My wife, two children (aged one and three) and old parents have no support. They can't step out even to buy necessary items. They don't have money and now I am stuck here," he said. Sitting under a tree in the complex, dispiritedly eating his 'dal-rice' lunch, Yadav added that his family is staring at a huge financial crisis and plead with him everyday to return home. "But how can I?" he asked. He earned Rs 7,000-8,000 a month in his job but the money and the job have both gone. With all of India under lockdown, there are no train or inter-state bus services. Yadav is one of the 330 people, including the homeless and migrants, staying at the <keyword id="187727" type="LOCATION" weightage="20" keywordseo="Yamuna-Sports-Complex">Yamuna Sports Complex</keyword> camp that has been turned into a shelter home by the Delhi government. On April 1, a week after the first phase of the lockdown came into effect, Yadav was one of the many thousands who went to the <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword> Interstate Bus Terminal hoping to manage a seat. Instead, he was packed into a bus by police and sent to the Yamuna Sports Complex. Asha Devi, a mother of four, tries hard to fight back her tears as she talks about her two sons, one 14 and the other only six, alone at their village in Uttar Pradesh's <keyword id="514433" type="PERSON" weightage="20" keywordseo="Banda-district">Banda district</keyword>. "My two sons are all alone at home. The older one works as a daily wage labourer and looks after his younger brother. I am so scared," the 36-year-old said. Sitting next to her is a group of 13 daily labourers, including her husband and her extended family members, from Uttar Pradesh's Banda district. The group left their homes early last month to work in a brick kiln in rural Ghaziabad After the lockdown, which came into effect after Modi's announcement on March 24, the contractor who hired them assured them of rations but suddenly disappeared leaving them with no money or food. With no option left, the group walked miles to reach Anand Vihar, only to be herded by the police to the Yamuna Sports Complex. She was forced to step out of the village with her 11-year-old daughter who helped her in the brick kiln. The eldest, also a girl, is married. "I want to go back home. If we have to die, we will do that together," she said. She, like the others, was pinning her hopes on the lockdown ending on Wednesday. Yadav and Asha Devi echo the woes of tens of thousands of stranded migrant workers across the country, including in Mumbai where large crowds came out in Bandra on Tuesday clamouring to return to their villages. Many complain there is no one to harvest their standing crop. Some said their families are being pushed to the brink with no money. With their jobs gone, the crops could help them sustain themselves. However, losing the crop would mean certain starvation. Gopesh Kumar, who works as a daily wager in farms in Haryana for Rs 400 a day, said he started working in a farm in Rohtak from March 15. When the lockdown began, the contractor he was working for suddenly asked him to go back. Kumar, who belongs to Bareilly in Uttar Pradesh and is spending his days like the others at the Yamuna Sports Complex shelter, said time is running out. "I can't earn till the lockdown ends. My family does not have money back home. Our entire standing crop of wheat has to be harvested. Who will do that?" he said. "There would have been some relief if the lockdown was lifted. At least, I could have gone back home. But with the extension, I have to wait here for another two weeks," he said, not quite sure of his age. Raju Kushwaha, 38, from Hathras in Uttar Pradesh, has the same question. "How will my family, including three sons, survive if we can't harvest the crop. And if I am not there, who will do it?" The Delhi government is feeding an estimated 7,00,000 people a day in its various camps. These include migrant labourers, beggars and other homeless people. Lockdown 2.0: Money and jobs gone, stranded migrants desperate to return home

Six neighbouring states of Delhi have been asked by the <keyword id="146133" type="ORGANIZATION" weightage="20" keywordseo="National-Green-Tribunal">National Green Tribunal</keyword> why they should not be directed to completely stop the operation of diesel buses coming to the national capital. 
 Noting that ambient air quality was poor during winters, a bench headed by <keyword id="6357743" type="ORGANIZATION" weightage="20" keywordseo="NGT">NGT</keyword> Chairperson Justice <keyword id="159838" type="PERSON" weightage="20" keywordseo="Swatanter-Kumar">Swatanter Kumar</keyword> asked the states of Rajasthan, Uttar Pradesh, <keyword id="44522" type="CITY" weightage="20" keywordseo="Uttarakhand">Uttarakhand</keyword>, Punjab, <keyword id="6358126" type="CITY" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword> and <keyword id="41646" type="COMPANY" weightage="20" keywordseo="Haryana">Haryana</keyword> to take clear decision on switching to <keyword id="6356175" type="COMPANY" weightage="20" keywordseo="CNG">CNG</keyword> vehicles and buy buses with additional fuel cylinders to resolve the issue of providing sufficient fuel in these buses, according to a news report of an agency. 
 "It is contended before us that ambient air quality is much poorer compared to the prescribed standards and there is serious environmental and public health issues arising from the pollution. It is so more particularly in the areas of <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword>, Patparganj and <keyword id="132154" type="ORGANIZATION" weightage="20" keywordseo="Sahibabad">Sahibabad</keyword>. 
 
"The Counsel appearing for the State of Uttarakhand, UP, Rajasthan, Haryana, Punjab and Himachal Pradesh to take clear instructions from their governments as to why they should not be directed to stop operating diesel buses destined to Delhi or passing via Delhi and instead operate CNG buses...," the bench said. 
 The NGT also directed <keyword id="111875" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Pollution-Control-Committee">Delhi Pollution Control Committee</keyword> and UP pollution control board to provide complete details in regard to the air pollution resulting from the industries in Patparganj, Sahibabad and Anand Vihar within a week. 
 
It asked them to find out what pollutants are discharged by industrial units in these areas and steps that are required to be taken by them. 
The matter was listed for next hearing on December 23. 
 
In October, the green panel had rapped the states for not being clear on their policy for CNG vehicles and warned of halting state transport if they did not introduce CNG, saying most particulate matters in the air inhaled by Delhi'ites emanated from there. 
 The bench was hearing a plea filed by <keyword id="3970467" type="UNKNOWN" weightage="20" keywordseo="kaushambi-apartments-residents-welfare-association">Kaushambi Apartments Residents Welfare Association</keyword> (<keyword id="292402" type="ORGANIZATION" weightage="20" keywordseo="Karwa">KARWA</keyword>). In its petition, KARWA had highlighted how the presence of two bus terminuses within 200 metre of each other in <keyword id="6424391" type="CITY" weightage="20" keywordseo="Kaushambi">Kaushambi</keyword> has exacerbated air pollution in the area and sought to relocate the Kaushambi bus stand.

Delhi

Gurugram, As the corona positive cases rose in Gurugram, the administration has added 18 more areas to the containment zones, taking the total number to 63. <div type="Article" hostid="261" msid="75348096" title="Gurugram district has 24 containment zones - here’s a complete block-wise list" mstype="2" mssubtype="0"></div> The decision was taken on Thursday in a review meeting headed by Gurugram DM Amit Khatri. The areas included in the containment zones are Gali Number 1 and 7 in Sarhaul village, Om Nagar, Police station road Dundehera, <keyword id="547873" type="COMPANY" weightage="20" keywordseo="Shakti-Nagar">Shakti Nagar</keyword> gali number 2, Shivaji park gali number 1,2,3 and 4, Anand Garden gali number 2, Ashok garden gali number 3, Rattan Garden gali number 5, Swaroop Garden gali number 6, Krishna Nagar gali number 2, Jyoti Park, Khandsa village near Shyam public school, Khandsa road near HSM school, Palam Vihar extension near RBS school, Rajiv colony gali number 2, Dadawas in Pataudi village and <keyword id="9308593" type="LOCATION" weightage="20" keywordseo="shikohpur-village">Shikohpur village</keyword>. "As per the guidelines of Ministry of Health and Family Welfare, we have declared same number of buffer zones along every containment zone. Gurugram identifies 18 new containment zones— tally rises to 63

The Gurugram administration on Wednesday declared 10 more containment zones in the district taking the tally to 45. The decision was taken after review committee meeting wherein 14 new areas detected in the district having fresh cases appeared within five days. Earlier, Gurugram had 35 cases five days ago. Officials have also lifted containment zones at four places including Tyagiwada in Gurugram block, Shiv Kund, Bharatwada, and Thakur wada in Sohna block. "As per the guidelines of ministry of health and family welfare, we have declared same number of buffer zones along every containment zones. The review of these containment zones will take place only after no case would appear in next 28 days," said Amit Khatri, DM of Gurugram. Yesterday, the central pollution monitoring agency data revealed that concentrations of Particulate Matter or PM 10 (coarser pollutants) was over 1,600 micrograms per cubic metre compared to a safe level of 100 at around 2 am in Delhi's <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword>. At <keyword id="439538" type="UNKNOWN" weightage="20" keywordseo="Mathura-Road">Mathura Road</keyword>, the Air Quality Index or AQI clocked at 488, almost 10 times over the standard limit. <keyword id="1314917" type="PERSON" weightage="20" keywordseo="Lodi-Road">Lodi Road</keyword>, the heart of Delhi with decent greenery showed AQI of 500. 
 
Moreover, the drop in temperature with low wind speed has buoyed up the pollution level. High speed wind might have dispersed the pollutants in the air. 
 The morning after Diwali, when <keyword id="30797" type="UNKNOWN" weightage="20" keywordseo="Delhites">Delhites</keyword> stepped out of their home, they were greeted with heavy smog resulting from the high level of pollution. With the air quality deteriorating almost 40 times above the standard limit of safe breathing, Delhi’s air quality has definitely surpassed that of <keyword id="1333" type="COMPANY" weightage="20" keywordseo="Beijing">Beijing</keyword>’s at least during these few days.
