G20 to take call on crypto assets, says Nirmala Sitharaman

The government will also revive the plan to divest stake in loss-making Air India. “We will look at bringing private participation in more central public sector enterprises. We will also look at consolidation in public sector, in the non-finance sectors as well,” she said. This move has been predicted by many experts who have been pushing for strategic asset monetisation which has been delayed in the last term of <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>. This time, with the current state of fiscal deficit at 5.8% in 2018-19, there are few excuses to delay it. Many new and innovative financial instruments have been launched in the last five years, and there have been successful in making money from brownfield assets which are basically established or 'built' assets. "India has had a reasonable success in brownfield asset monetisation and several InvITs (investment trusts)t and one REIT transaction have already been completed. Additionally, NHAI carried out one toll project transaction as well. The cumulative resources garnered through these instruments and model exceed 24,000 crore," she said. Divestment is the best way for the government to make money, and also offload its stake in companies. As CEO of NITI Aayog Amitabh <a href="https://www.moneycontrol.com/news/business/economy/asset-recycling-divestment-immediate-measures-that-govt-must-consider-amitabh-kant-4168831.html">Kant says</a>, that the government is sitting on a lot of assets which can use new owners and bring in efficiencies into the system. This will solve the problem of government having to bail out large troubled companies. On the top of the list are BSNL with highest expected losses of ₹ 138.04 billion for the year. Air India and MTNL too occupy second and third spots amongst most expected losses. The debt of these companies has been making it tough for them to function along with many policies that stifle their growth. Most of them including BSNL and Air India scramble for money to pay salaries every month. The country is also expected to divest stakes in at least three brownfield assets, with no liabilities. However, the proposal to divest stakes could be expedited by the government. Union Budget 2019: Government sets ₹1,05,000 crore disinvestment target, revive Air India sale plan

New Delhi, Jun 14 () Niti Aayog CEO Amitabh Kant on Sunday stressed on the need for adequate testing, accompanied by aggressive containment by the states to manage COVID-19 crisis. "Some States/Cities think that they can manage COVID-19 crisis without adequate testing. This is not possible. Examples of Kerala/Karnataka/Korea demonstrates that testing -tracing- treatment accompanied by aggressive containment &amp; public adherence to masks &amp; distancing is key," Kant said in a tweet. With 9,195 fatalities till Sunday, India is the ninth worst-hit nation in terms of COVID-19 deaths, while the highest spike of 11,929 cases took the tally to over 3.20 lakh, of which over half have recovered from the disease. According to the Union health ministry data, the country recorded 311 new deaths in the 24-hour period till Sunday morning while the recovery rate rose to above 50 per cent with 1,62,378 patients cured so far, leaving 1,49,348 cases active. The Johns Hopkins University, which has been compiling COVID-19 data from all over the world, put India in the ninth position in terms of death toll and fourth in terms of total caseload. BKS BAL

 The concept of high-speed travel in tubes has been around for decades. But <keyword id="6355315" type="PERSON" weightage="20" keywordseo="Elon-Musk">Elon Musk</keyword> incorporated reduced-pressure tubes in which pressurized capsules ride on an air cushion driven by linear induction motors and air compressors and made this a reality. This mode of passenger and freight transportation would propel a pod-like vehicle through a near-vacuum tube at more than airline speed. The alpha version of the proposal, published on the <keyword id="6360701" type="COMPANY" weightage="20" keywordseo="SpaceX">SpaceX</keyword> website, describes claims of the design of the system, as well as its function. 
 
While the concept is called Hyperloop, a superfast way to travel at a nominal cost, there are a few companies that are building it into a reality. 
 "We have five offers on the table from five chief ministers. We spoke to them and the one that will give us the land we will go and build. We have local partners and we are now raising USD 100 million and bringing another investment from abroad," Hyeprloop Transportation Technologies chairman <keyword id="3925574" type="UNKNOWN" weightage="20" keywordseo="Bibop-Gresta">Bibop Gresta</keyword> told news agency PTI. 
 <keyword id="3928014" type="UNKNOWN" weightage="20" keywordseo="gresta">Gresta</keyword> further said that he had met the Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> and also the Chief Ministers of various states including <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> and <keyword id="6360371" type="COMPANY" weightage="20" keywordseo="Jharkhand">Jharkhand</keyword> and expressed his interest in starting the project. If the government helps Gresta is selecting lands and sorting other red tapes, Hyperloop may start operating in India within 3 years from now. 
 While Hyperloop One has convinced the railway minister to attend its India event, Hyperloop Transportation Technologies claims to be in touch with the Transport Minister for the centre <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword>. 
 
 
 
Cost 
Building Hyperloop network is expensive but not as much as Bullet Trains. Each kilometre of Hyeprloop costs nearly about $20 million. In its first leg, HTT wants to start with 5-6 km initially. 
 
Even though the pods travel at a speed higher than passenger planes, the ticket fares are expected to be equal to first class trains or less.

The government is now looking forward to a proposal to reduce the free withdrawals to just three, instead of the nearly 8-10 now, including from banks where one has accounts. 
 
According to people familiar with the matter, the idea was proposed by bankers and was discussed in the pre-budget consultations with the finance ministry. They also feel that this is one of the ways to push digital. 
 
"A proposal to bring down free <a href="http://www.businessinsider.in/searchresult.cms?query=ATM&amp;sortorder=effectivedate">ATM</a> transactions to three per month has been discussed with the finance ministry, and this is one of the measures being considered to disincentivise use of cash," a senior banker told ET on the condition of anonymity. 
 
"Those free transactions were decided during a different era, but things have changed now and we need to change with that. If only three free transactions are allowed, then people will be inclined to shift to digital transactions," another private banker told ET. 
 Currently, most banks allow own customers up to five free ATM transactions every month after which a fee of Rs 20 per transaction plus service tax is applied. For non-customers, banks offer three free transactions in top six metros - Mumbai, New Delhi, Chennai, <keyword id="6354925" type="COMPANY" weightage="20" keywordseo="Kolkata">Kolkata</keyword>, <keyword id="6354321" type="CITY" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword> and Hyderabad - and five free transactions in the remaining cities. These rules have been there since Nov 2014. 
 
According to most banks, ATM transactions since November have been sporadic and have fallen anywhere between 10% and 20%. If they drop further, costs will rise making the ATM business unviable. 
 
"If the number of transactions on ATMs comes down, then we will have to figure out a strategy to discourage cash. One can look at increasing transaction charges at ATMs to improve the economics of doing business, but the government wants to reduce transaction cost for customers, so that may not happen," one of the bankers cited above told ET. 
 
Banks charge an interchange fee which ranges from Rs 15 to Rs 20 if a customer uses the ATM of a non-home bank. This is a fee the customer's bank pays to the one that maintains the ATM. The first three transactions at other ATMs are free but after this, the bank can choose to pass on the cost to the consumer. 
 
Just last week, <a href="http://www.businessinsider.in/searchresult.cms?query=NITI+Aayog&amp;sortorder=effectivedate">NITI Aayog</a> CEO <keyword id="6358887" type="PERSON" weightage="20" keywordseo="Amitabh-Kant">Amitabh Kant</keyword> had said that cards, ATMs and PoS machines would become redundant in the country by 2020. 
 
" ... by 2020, my view is that in the next two-anda-half years, India will make all its debit cards, credit cards, all ATM machines, all POS machines totally irrelevant. India will make this jump because every Indian will be doing his transaction just by using his thumb in thirty seconds," Kant had said.

New Delhi, Dec 19 () NITI Aayog CEO Amitabh Kant on Thursday said the tourism industry in India should target USD 50 billion revenues by 2022, as the sector has immense multiplier impact in the economy and is one of the biggest drivers of growth and employment.
 Speaking at the '15th CII Annual Tourism Summit 2019', Kant said the tourism sector can be one of the biggest drivers of India's economic growth as higher visitor numbers spur employment opportunities.
 "It has immense multiplier impact in the economy. Its impact on the direct and indirect job creation is informidable. It is one sector which can greatly create jobs and that is what India needs, growth with jobs.
 "India's total earning from tourism was about USD 28.6 billion in 2018. We should target that by 2022 we will go to up to USD 50 billion,' Kant said.
 Moreover, in terms of revenue from international tourists, India has only 1.97 per cent share of the total global earnings.
 In terms of tourist arrivals (number of people), it is only 1.2 per cent which is very marginal for a huge country like India.
 "Therefore we need to take it up to 3.5 per cent from 1.2 per cent so that we reach the tourism revenue target of USD 50 billion by 2022," he said.
 On the policy front, Kant said that the government has supported the tourism sector and has reduced GST rates for room tariffs.
 The GST (goods and services tax) rate on hotel rooms with tariffs of up to Rs 7,500 per night has been cut to 12 per cent from the existing 18 per cent.
 Similarly, the tax on rooms with tariff above Rs 7,500 has been slashed to 18 per cent from the existing 28 per cent.
 There will be no GST on rooms with tariffs below Rs 1,000 per night.
 He also said that tourism is essentially a private sector activity and every single segment of the sector from the tourist point of arrival to point of departure, tourist operators, travel agent, tourist guides, cab operators, resorts to hotels, everything is operated by the private sector.
 He said the government can act as a catalyst and urged the industry body CII to work with industry and state governments and work towards a public private partnership for the tourism industry.
 According to CII data, the tourism sector contribution in India has risen to 9.2 per cent at USD 240 billion. It is the third largest foreign exchange earner for the country.
 It has supported more than 4.2 crore jobs, giving 8.1 per cent of the total employment.
 Chief Exective ITC Hotels and Welcom Hotels and chairman of CII National Committee on Tourism and Hospitality Dipak Haksar said the Indian tourism sector has emerged as one of the key drivers of economic growth.
 "Our strategic intent for India is to double its tourist arrivals from 10 to 20 million by 2024," Haksar said.
 Tourism secretary Yogendra Tripathi said that as many as 13 million jobs were created during 2014 to 2018 and the government has also rationalised the visa and e-visa systems to promote foreign arrivals in the country.

Counter-terrorism and economic reforms will dominate the discussions amongst the leaders of the world's 20 largest economies at the G20 Summit in Germany next week, to be attended by Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>. The 12th G20 Summit on July 7-8 in Hamburg, a major port city in northern Germany, will also discuss issues like free and open trade, climate change, migration, sustainable development and global stability. The prime minister will lead the Indian delegation at G20 meeting, which will also include NITI Aayog Vice Chairman and India's G20 Sherpa Arvind Panagariya. Besides, the Department of Economic Affairs Secretary will also be there to lead discussions on the finance track of the summit, Alok Amitabh Dimri, Joint Secretary (Multilateral Economic Relations) in the <keyword id="6374106" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-External-Affairs">Ministry of External Affairs</keyword> said. The summit will conclude with a joint statement by the world leaders. The G20 is the central forum for international cooperation on financial and economic issues. The G20 countries account for more than four-fifths of gross world product and three-quarters of global trade, and are home to almost two-thirds of the world's population. The "Group of Twenty" is made up of 19 countries and the European Union. The countries are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the <keyword id="6361754" type="COUNTRY" weightage="20" keywordseo="United-Kingdom">United Kingdom</keyword> and the USA. Germany assumed the <keyword id="4709730" type="UNKNOWN" weightage="20" keywordseo="g20-presidency">G20 Presidency</keyword> on December 1, 2016. In a media briefing about Indian engagements at G20 Summit, Dimri said it will begin with a two-hour "leaders' retreat" on July 7 morning where the theme of the discussions will be counter-terrorism. He said this theme goes well with the prime minister's engagements with other world leaders and there was expectation that the issue of counter-terrorism will remain a separate thrust area as was the case with the last G20 Summit in Antalya, Turkey last year. The summit will also include four working sessions, including on growth and trade, climate and energy as well as on sustainable development and labour-related issues. Dimri said Panagariya as India's G20 Sherpa has already been part of three preparatory meetings on the summit agenda and will attend one more such meeting before the world leaders meet in Hamburg. Modi is leaving for Israel on July 4 for a three-day visit and will go to Germany after that for the G20 meet. The finance track of the G20 meeting will include discussions on issues like fiscal and monetary reforms, climate finance and green finance. Dimri said open and free trade would be another area of focus at the summit deliberations, while a special focus on Africa is also expected as it was one of the key thrust areas for the host Germany's Chancellor <keyword id="76" type="PERSON" weightage="20" keywordseo="Angela-Merkel">Angela Merkel</keyword>. Besides, women and youth employment, gender inequality, re-skilling and health will also figure among discussions and outcome of the meeting. Advisers to the heads of state and government, known as Sherpas, have been preparing for this meeting for long. Asked whether Modi will also have bilaterals with any of the world leaders on the sidelines, the Ministry of External Affairs Spokesperson Gopal Baglay said any bilateral meeting is announced very close to the event. "There is a process involved in that... We will keep you informed as and when those things materialise," he said. On whether the leaders' retreat on counter-terrorism would also include issues like cross-border terror threats, Dimri said one has to understand that the summit was not taking place in any regional context and it was a global summit. He further observed that the summit was taking place in Germany and it was more logical that the events in Europe would figure with regard to counter-terrorism related discussions. He also clarified that the leaders' retreat was not a formal session and the Chair (Germany) has decided to pull aside the world leaders for two hours for this retreat before opening of the Summit on the subject of counter-terrorism. "This shows the significance the world leaders attach to this issue," he said, while clarifying it was not one of the formal sessions where discussions happen as per the agenda and here the world leaders will interact with each other in in "very intimate surroundings". At the same time, some outcome should be expected as the leaders would be discussing this important issue, he said. On whether India can expect support on CCIT (Comprehensive Convention on International Terrorism) -- its key anti-terror initiative at UN --- Dimri replied in affirmative, and said the CCIT has been there in most of the bilateral or multilateral documents. Asked whether India was prepared to counter, if China talks about its OBOR (One Belt, One Road) initiative, Dimri said one needs to understand such summits do not involve the leaders going and speaking at their own volition as there are fixed agenda points for discussions that get finalised after rounds of meetings by Sherpas. "These are not one-off meetings and have been preceded by a number of meetings through the year, including of working groups, meetings of Sherpas and they have bunched up agenda from multiple streams...and OBOR has not been discussed so far," he said.
