<ul><li>A few days ago a fake order was doing the rounds about the government scrapping Article 35A. </li><li>The governor Satya Pal Malik had denied any such order, and has asked people to not believe any such rumours. </li><li>Fake WhatsApp messages have also been doing the rounds, which should not be believed without any confirmation.</li></ul>Tension has gripped Kashmir as thousands of <keyword id="44352" type="PERSON" weightage="20" keywordseo="Amarnath-Yatra">Amarnath Yatra</keyword> pilgrims were asked to clear out of the state citing a terror threat. What is making the matter worse is <keyword id="2479020" type="PERSON" weightage="20" keywordseo="Fake-news">fake news</keyword> is spreading at a rapid pace along the India Pakistan border. The state's governor Satya Pal Malik requested citizens to not believe any news that comes their way, adding that fake news in Kashmir snowballs quickly. “Lot of rumours spread here. Don’t pay heed to this. Everything is normal. Everything is fine,” Malik <a href="https://economictimes.indiatimes.com/news/politics-and-nation/jk-governor-rejects-speculation-on-article-35-a-says-its-fake-news/articleshow/70458937.cms">had said on Tuesday </a>on the sidelines of an event. The state rumours The worst of such rumours is one claiming that the state will scrap Article 35A, which gives the state of <keyword id="23412" type="CITY" weightage="20" keywordseo="Jammu-Kashmir">Jammu &amp; Kashmir</keyword> special status. Another rumour says that the state will deploy troops to control law &amp; order once the order is passed. Yet another fake news says that Article 35A has been scrapped, that Jammu is a separate state. And also that Kashmir and Ladakh have turned as union territories. The governor has <a href="https://economictimes.indiatimes.com/news/politics-and-nation/jk-governor-rejects-speculation-on-article-35-a-says-its-fake-news/articleshow/70458937.cms">denied these rumours</a> saying that there are no plans to scrap Article 35A. He added that there was no such order came from the government. Meanwhile, ANI reported that the Divisional Commissioner of Kashmir, Baseer Ahmed Khan has said, “No schools in the district have been closed. I appeal to people to not believe any rumours. People should contact their concerned deputy commissioners for reliable information.” Fake orders too? After the clarification from the governor, former Chief Minister of J&amp;K Omar Abdullah took to Twitter to express his concern on the necessity to crackdown on fake orders that are circulating in the state. “This is a very serious matter raised by the Governor. Fake orders were circulated under the signature of senior government officers. This is not something that can be dismissed with a simple sound byte. The CBI must be asked to investigate these fake orders and their origin,” Abdullah said.

Fake news is adding to the anxiety around tensions on the India-Pakistan border

Article 370 of the Indian Constitution is a temporary provision that grants a special status of autonomy to the state of Jammu and Kashmir. Article 370 was enacted under part XXI of the constitution that pertains to "Temporary, Transitional and Special provisions". Article 370 accords special status to the state of Jammu and Kashmir. As per this article, all the different provisions of the constitution that are applicable to other states of India are not to be extended to Jammu and Kashmir. How and when Article 370 came about? The provision of Article 370 was drafted in the year 1947 by Sheikh Abdullah, who was appointed as the Prime Minister of Jammu and Kashmir together by Jawaharlal Nehru and Maharaja Hari Singh. During a discussion in the Parliament, Sheikh Abdullah argued that Article 370 must never be kept under the temporary provisions of the Constitution. He insisted that Jammu and Kashmir must be granted what he described as ‘iron clad autonomy’. However, the center did not comply with this demand. The provisions contained in Article 370 Article 370 exempts the state of Jammu and Kashmir from the Indian Constitution excepting in cases of Article 1 and Article 370 itself. The provisions of article 370 permit the state to draft its own constitution. Ultimately this means that the Parliament’s legislative powers are restricted with regard to Jammu and Kashmir. Article 370 states that the parliament will need the concurrence of the state government of Jammu and Kashmir for applying any law in the state other than those related to defense, foreign affairs, communications and finance. This will mean that the residents of the state of Jammu and Kashmir are governed by a separate set of laws in matters of property ownership, fundamental rights, citizenship and some others when compared to the Indians living in other states. As per the provisions contained in Article 370, the citizens of India from the other states of the country cannot purchase any property or land in Jammu and Kashmir. Also, this article says the central government has no powers to declare any financial emergency in the state as per Article 360. Emergencies in Jammu and Kashmir can be declared only during the times of external aggression or wars. If there are any internal disturbances within the state or there are any instances of imminent dangers, the central government cannot declare an emergency in the state unless the state government concedes to the moves of the union government. Under Article 370, the Union government cannot increase or decrease the borders of Jammu and Kashmir. Is it possible to delete Article 370? Article 370 permits deletion through a presidential order. Such an order must be however preceded by the concurrence of the constituent assembly of Jammu and Kashmir. One view says that this article cannot be deleted since such an assembly was dissolved in 1957. Another view says that it can be deleted if the state assembly concedes to deleting it.

As per the powers conferred by Article 35A, the state legislature can confer exclusive rights on these permanent residents in matters of property ownership, jobs in the public and private sector, scholarships, aids and other government grants and benefits. The provision contained in this article mandates that the laws made under this article by the state cannot be questioned for violating the constitution or any other laws of the land. History of Article 35A In response to the advice from the Jawaharlal cabinet, Article 35A got included into the Constitution of India in 1954 through an order issued by the then President Rajendra Prasad. The controversial Constitution included in 1954 came about after the Delhi Agreement signed in 1952 between Jawaharlal Nehru and the then Prime Minister of Jammu and Kashmir Sheikh Abdullah. This agreement extended the Indian citizenship to Jammu and Kashmir’s state subjects. Background of Article 35A The Presidential Order that brought about Article 35A was enacted under Article 370 (1) (d) of the Indian Constitution. As per this provision, the President has the powers to make some “exceptions and modifications” to the Constitution to ensure the welfare of ‘State subjects’ of Jammu and Kashmir. Hence, Article 35A was incorporated into the Constitution of India as a proof of the special attention the Indian government rendered to the ‘permanent residents’ of the state of Jammu and Kashmir. Why the Article 35A in news? While the government of India is taking serious steps to bring about permanent peace in Kashmir, it has been said that the parliamentary route to making laws was found to be bypassed when the President ordered for the inclusion of Article 35A in the Indian constitution. The Nehru government did not take steps to place it for discussion in the Lok Sabha and Rajya Sabha. In March 1961, a five member bench of the Supreme Court discussed the powers of the President under Article 370 to modify the Constitution. Though the court accepted that the President has powers to modify a provision that exists in the constitution, the judges did not comment anything about whether the President can introduce a new article without the knowledge of the Parliament. Challenging the validity of Article 35A ‘We The Citizens’, an NGO has filed a petition challenging the validity of Articles 35A and 370. They argued that while four representatives from Kashmir were present in the constituent assembly that oversaw the drafting of Constitution, no special status was given to the state of Jammu and Kashmir. Article 370 was intended only as a temporary measure to bring about normalcy in Jammu and Kashmir and empower the democracy in the state. Hence Article 370 cannot be used to make a new Article 35A. Restricting the citizens from other states of India to seek employment in the state or buy property in Jammu and Kashmir is a clear violation of the fundamental rights sanctioned by the articles 14, 19 and 21 of the Constitution of India. The Supreme Court bench led by Justice Deepak Mishra has said that the validity of Article 35A and Article 370 can be decided by a Constitution Bench.

Security beefed up The state of <keyword id="23412" type="CITY" weightage="20" keywordseo="Jammu-Kashmir">Jammu &amp; Kashmir</keyword> has been under President’s rule since December 2018 and now, section 144, which prohibits an assembly of more than 4 people in an area, has been imposed. "As per the order, there shall be no movement of public and all educational institutions shall also remain closed. There will be a complete bar on holding any kind of public meetings or rallies during the period of operation of this order. Identity cards of essential services officials will be treated as movement passes wherever required. However, there is no curfew in place as reported in a section of media," an official statement said as reported by IANS. The government had already deployed an additional paramilitary personnel of 10,000 in the state. According to <a href="https://timesofindia.indiatimes.com/india/security-deployment-at-vital-installations-in-kashmir-increased-political-parties-hold-meeting-top-developments/articleshow/70524096.cms">reports</a>, riot control vehicles too have been deployed in the state. <keyword id="7948376" type="UNKNOWN" weightage="20" keywordseo="leaders-under-house-arrest">Leaders under house arrest</keyword> The state’s top political leaders were placed under house arrest late Sunday night. Former Chief Minister Omar Abdullah took to Twitter to write about the imminent house arrest. “I believe I’m being placed under house arrest from midnight tonight &amp; the process has already started for other mainstream leaders. No way of knowing if this is true but if it is then I’ll see all of you on the other side of whatever is in store. Allah save us,” he wrote on Twitter. His rival, and a former Chief Minister, Mehbooba Mufti wrote, “How ironic that elected representatives like us who fought for peace are under house arrest. The world watches as people &amp; their voices are being muzzled in J&amp;K. The same Kashmir that chose a secular democratic India is facing oppression of unimaginable magnitude. Wake up India.” Life comes to a standstill Internet services have been suspended since Sunday night in the state. Meanwhile, education institutions in the state too have been asked to remain shut from today until further orders. Kashmir university exams which were supposed to take place from August 5 to 10 have been postponed, according to IANS. BSNL will be giving satellite phones to media persons at the steep price of ₹1 lakh a piece to file stories from the Valley, said an IANS report. However, according to ANI, schools and colleges will reopen today in Ladakh as restrictions under Section 144 CrPC have not been imposed in the region. Security meeting in Pakistan In Pakistan, Prime Minister Imran Khan called for a <a href="https://www.dawn.com/news/1498058/nsc-meeting-pakistan-to-respond-to-any-misadventure-aggression-by-indian-forces">meeting</a> of the National Security Committee to discuss the developments along the border and reportedly, react to any steps taken by the Indian military. While Pakistan alleged that the Indian army used cluster bombs along the Line Of Control, the Indian army has said it was to foil an attempt by Pakistan’s Border Action Team (BAT) to cross over to the Indian side of the border. "Pakistan army regularly attempts to push terrorists through infiltration and opens up with multitude of weapons to assist them. India, during numerous Directorate of Military Operations-level talks, has maintained the right to respond. Such responses are only against military targets and infiltrating terrorists who are aided by Pakistan Army. Allegations of firing of cluster bombs by India is yet another Pakistan's lie and deception," <a href="https://www.indiatoday.in/india/story/indian-army-pakistan-cluster-bombs-ammunition-loc-kashmir-1576890-2019-08-03">the Indian army said in a statement.</a> Cabinet meeting in India Meanwhile, in Delhi, Union Minister Amit Shah is said to have held a security meeting including National Security Adviser Ajit Doval to discuss the situation in Kashmir. From emphasis on agricultural productivity to huge allocation for MNREGA to fiscal discipline, experts said Finance Minister <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> has presented a well-balanced and a reformist budget. 
 
Experts lauded reducing rural distress and maximising returns for farmers. 
 
Richard van der Merwe, CEO of Bayer CropScience Ltd, said the outlay towards development of roads and national highways will help in the movement of perishable goods and driving accessibility and price parity across the country for end consumers. 
 
“The Finance Minister’s proposal to focus on agriculture and farmers' welfare and allocation of over Rs. 5000 crore towards crop insurance scheme, direct benefit transfers for fertilizers, enhanced irrigation acreage and agri credit targets to the tune of Rs. 9 lakh crore is a very welcome move,” he said. 
 
Also, Jaitley said India stood ground in difficult times and amid weak global environment. 
 The government is firm on its course towards fiscal consolidation without compromising on its development agenda and 3.5% <keyword id="6365485" type="UNKNOWN" weightage="20" keywordseo="fiscal-deficit">fiscal deficit</keyword> is targeted for FY 2017. 
 
“With aim of 3.5% fiscal deficit the approach toward fiscal consolidation is a right approach. Focus on rural economy will benefit companies like us which has more than 90% of its clients’ base staying in rural areas. Allocation of 3800 crore to MGNREGA is also a positive. It will boost the rural economy in difficult times for agriculture. Overall a very mature and reformist budget,” said Sadaf Sayeed, Chief Executive Officer, Muthoot Microfin Ltd. 
 Jaitley, in his <keyword id="117156" type="UNKNOWN" weightage="20" keywordseo="Budget-speech">budget speech</keyword>, also rolled out several reforms, one of which was PM Jan Aushadhi Yojana, assuring quality medicines at affordable prices. 
 
Pradeep Dadha, Founder &amp; CEO, Netmeds.com, said, “The budget announced opening of 3,000 stores in 2016-17 under Prime Minister's Jan Aushadhi Yojana is a very welcome and innovative move by the government. 
 
However, the tourism industry was not that happy with the budget proposals. 
 
Sharat Dhall, President, Yatra.com said, “The much awaited budget has turned out to be very friendly for the Aam Aadmi but there could have been a bit more in it for the corporate sector. The proposal to increase the tax on ATF (Aviation Turbine Fuel) will result in increase in airfares and dampen air passenger growth which could have been a catalyst for economic growth.” 
 
Still, the pitch to revamp roads and airports across the country was lauded, which would connect people to unexplored destinations.

<ul class="summary-list"><li>Two-thirds of <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword>'s population has developed some immunity to <keyword id="8763838" type="UNKNOWN" weightage="60" keywordseo="covid-19">COVID-19</keyword>, a national survey found.</li><li>Health authorities say this represents hope for the nation, but warned that one in three Indians are still susceptible to the virus.</li><li>Based on the survey, 67.6% of the 28,975 people tested had COVID-19 antibodies.</li></ul>Two-thirds of India's population has developed antibodies against COVID-19, an indication of some level of immunity against the coronavirus, according to the country's latest national blood serum survey.The findings are a "ray of hope" for the <a href="https://www.insider.com/india-covid-crisis-oxygen-tank-shortage-2021-5">virus-battered nation</a>, said Indian Council for Medical Research Director General Balram Bhargava <a href="https://www.youtube.com/watch?v=shdlCPpYJvc">on Tuesday.</a>But he also warned that India must continue with COVID-19 measures and not be complacent, as one in three Indians - or 400 million of its 1.38 billion total population - are still susceptible to infections.The survey was conducted by health authorities from late June to early July, testing 28,975 people above the age of six in 70 districts across 21 states, <a href="https://timesofindia.indiatimes.com/india/68-of-indians-have-covid-19-antibodies-1/3rd-vulnerable/articleshow/84599731.cms">reported local media</a>. Of these, 67.6% were found to have antibodies, a massive surge from 25% in India's previous survey carried out from <a href="https://www.bbc.com/news/world-asia-india-55945382">December 2020 to January this year.</a>Antibodies, according to the <a href="https://www.cdc.gov/coronavirus/2019-ncov/testing/serology-overview.html#:~:text=Antibody%20or%20serology%20tests%20look,been%20vaccinated%20against%20an%20infection.">CDC</a>, "are proteins created by your immune system that help you fight off infections. They are made after you have been infected or have been vaccinated against an infection."While it's unclear how long COVID antibodies last, a study published on Tuesday in the journal <a href="https://www.nature.com/articles/s41467-021-24622-7">Nature Communications</a>, reported finding antibodies in nearly 99% of all its study participants nine months after infection. India has faced two brutal waves of COVID-19 that claimed <a href="https://www.worldometers.info/coronavirus/country/india/">more than 418,000 lives and saw around 31 million infections</a>.
