<ul class="summary-list"><li><keyword id="3746" type="COUNTRY" weightage="60" keywordseo="Mexico">Mexico</keyword>'s president recently a "mega raffle" with 22 prizes valued at $12.5 million, the proceeds of which will be used for COVID-19 vaccines.</li><li>Among the goods being given away are mansions that belonged to two of Mexico's most well known cartel bosses: Joaquín "<keyword id="2945995" type="PERSON" weightage="60" keywordseo="El-Chapo">El Chapo</keyword>" Guzmán and <keyword id="4093330" type="PERSON" weightage="60" keywordseo="Amado-Carrillo-Fuentes">Amado Carrillo Fuentes</keyword>.</li></ul><p>Ciudad Juarez, MEXICO - The million-dollar houses of Joaquín "El Chapo" Guzmán, formerly boss of the <keyword id="459010" type="PERSON" weightage="60" keywordseo="Sinaloa-cartel">Sinaloa Cartel</keyword>, and Amado Carrillo Fuentes, deceased boss of the Juárez Cartel, will pay for COVID-19 vaccines for Mexicans.</p><p>Mexican government recently announced it will hold a "mega raffle" on September 15 with 22 prizes and a total value of $12.5 million, including the two former drug lords' seized mansions.</p><p>President Andres Manuel Lopez Obrador said the money raised from the lottery will go "back to the people."</p><p>"All of the money raised is going to be delivered to the people and help to buy [COVID-19] vaccines and medicines and to give away some scholarships" he said <a href="https://www.youtube.com/watch?v=AEkeOBd7yGw&amp;t=4st=4s">at his daily morning press conference</a> on May 27.</p><p>The houses failed to sell when previously raffled by the Institute to Return Stolen Goods to the People, or Indep, which Lopez Obrador created to redistribute seized assets.</p><div type="image" title="Amado Carrillo Fuentes" height="1160" width="2032" msid="83434097" hostid="261"></div><p>Carrillo Fuentes' former residence is located in the exclusive Mexico City residential neighborhood of Jardines del Pedregal and is valued at about $4 million, <a href="http://subastas.sae.gob.mx/RendicionDeCuentas/Martillo%20Inmuebles/2020/Documents/Lotes%20Vendidos%20SMI%2002-20.pdf">according to Indep</a>.</p><p>The property, seized more than 20 years ago, is over 32,000 square feet and has an indoor pool, nine bedrooms, several Jacuzzis and saunas, a wine cellar, and a party salon. According to the listing, Fuentes' house is fully furnished.</p><p>El Chapo's property is located in Culiacán, the capital of Sinaloa state on Mexico's west coast and his cartel's home turf. It was where Guzmán <a href="https://obras.expansion.mx/construccion/2015/07/14/casa-por-donde-escapo-el-chapo-se-construyo-tras-su-encarcelamiento">escaped arrest in February 2014</a> by using a secret tunnel under a bathtub. Public records don't say if the tunnel is still there.</p><p>El Chapo's house has two bedrooms, a living room, dining room, garage and a front garden, <a href="http://subastas.sae.gob.mx/RendicionDeCuentas/Martillo%20Inmuebles/2019/Documents/Lotes%20Desiertos%20SMI%2005-19.pdf">according to the public listing</a>. Although more modest, it is valued at $200,000, a high price for Sinaloa's real-estate market.</p><p>The lottery also includes a historic box at the Estadio Azteca, the iconic Mexico City stadium that holds over 87,500 people. The box has its own story: It is where then-President Miguel de la Madrid <a href="https://vanguardia.com.mx/migueldelamadridenelmundialdemexico1986-1255262.html">handed the World Cup trophy to Diego Maradona</a> in 1986, crowning Argentina champion.</p><div type="image" title="Estadio Azteca" height="1243" width="2000" msid="83434098" hostid="261"></div><p>According to the listing, the stadium box is "in an excellent location" and has a 20-person capacity, a bathroom, and four parking spaces. The box is valued at $1 million and would be held until 2065.</p><p>In 2019, Mexico offered six other homes seized from Guzmán. Only three sold, bringing in a total of $227,844. One of them, the steel-enforced safe house where Guzmán sheltered <a href="https://elpais.com/internacional/2015/07/13/actualidad/1436760025_666891.html">after his first prison escape in 2001</a>, went for $107,530.</p><p>The <a href="https://twitter.com/lopezobrador_/status/1225769267691315200?s=21">government held a similar raffle in September 2020</a> in which the top prize was the presidential jet, but the<a href="https://www.eluniversal.com.mx/english/2015-mexican-government-learned-presidential-plane-would-generate-million-dollar-losses?fbclid=IwAR1o4DrYigWykSIcQpvVu9iBpkw5rI1yeFykSGS3UnGHomMk34CxqviOe4Q"> $130 million Boeing 787 Dreamliner</a> failed to sell.</p><p>Lopez Obrador decided to hold another lottery where 100 winners would get $1 million in cash, but that also failed when only 30% of the tickets were sold. There have been no more attempts to sell the plane.</p><h2>Drug lords' mansions</h2><div type="image" title="mexico marine drug cartel" height="2333" width="3500" msid="83434099" hostid="261"></div><p>Guzmán was one of the most notorious and elusive of Mexico's drug kingpins until his final arrest in Mexico in 2016. He was extradited in 2017 <a href="https://www.businessinsider.com/sinaloa-cartel-el-chapo-guzman-drug-trial-guilty-verdict-2019-2" target="_blank" rel="noopener">and convicted in a US federal court</a> in 2019 on 10 charges, receiving a life sentence <a href="https://www.businessinsider.com/r-el-chapo-likely-heading-for-colorado-prison-where-no-one-has-escaped-2019-2" target="_blank" rel="noopener">in a US federal "supermax" prison</a>.</p><p>In 2009, <a href="https://www.forbes.com/profile/joaquin-guzman-loera/?sh=3ff57a336778">Forbes magazine</a> ranked Guzmán at number 701 on its annual list of billionaires, with an estimated net worth of $1 billion. (A woman believed to be Guzmán's eldest daughter has a fashion line called "<a href="https://www.businessinsider.com/us-unable-to-act-against-el-chapo-guzman-fashion-company-2019-7">El Chapo 701</a>," referring to his ranking.)</p><p>Guzmán <a href="https://www.youtube.com/watch?v=zu8aPdRR36E">owned six houses in Culiacan alone</a>. Most are middle-class properties, but they all have one thing in common: a hydraulic system installed under the bathtub to lift the tub and provide access to the municipal sewage tunnels <a href="https://www.mirror.co.uk/news/world-news/inside-sewers-el-chapo-used-7152518">he used to escape</a>.</p><p>He also owned an apartment in Mazatlán, Sinaloa's most famous tourist beach. The property is part of the Miramar apartment complex and is <a href="https://aristeguinoticias.com/2202/mexico/esta-es-la-habitacion-donde-detuvieron-a-el-chapo-guzman-en-mazatlan/">where he was last captured</a>. The complex became a tourist attraction and remains Mexican government property.</p><p>El Chapo also built a picturesque luxury hacienda for his mother, Consuelo Loera, in the town of Badiraguato in the mountains of Sinaloa, where Guzmán was born. The hacienda has four rooms, a large kitchen, and a small chapel in the back.</p><div type="image" title="Mexico Sinaloa Badiraguato Andres Manuel Lopez Obrador sign billboard" height="933" width="1400" msid="83434100" hostid="261"></div><p>After a <a href="https://www.businessinsider.com/attack-on-el-chapo-guzmans-mothers-house-looming-cartel-war-2016-6" target="_blank" rel="noopener">violent attack by a group believed to be Guzmán's enemies in 2016</a>, Consuelo Loera left the property, which remains abandoned.</p><p>Carrillo Fuentes - known as 'El señor de los cielos,' or "the lord of the skies," for using planes to smuggle tons of drugs into the US -<a href="https://www.washingtonpost.com/archive/politics/1997/07/07/dea-says-mexican-drug-lord-carrillo-died-after-8-hours-of-plastic-surgery/98977802-decf-4b95-9aa8-a0423a576fd4/"> died 1997</a> during plastic surgery to change his appearance.</p><p>Many of Carrillo Fuentes' properties have met the same fate that Guzmán's now face. His more luxurious residences - among them a 2,000-square-foot apartment and a 6,000-acre ranch - were in Argentina, where he lived for a year in 1996.</p><p>In 2018, Argentina <a href="https://www.clarin.com/policiales/subasta-senor-cielos-campos-piso-lujo-leon-embalsamado_0_-rMGIk2VV.html">auctioned</a> his three properties there, selling them for a total of $14 million.</p><p>He had several other properties in Mexico, including an arabesque-like mansion in Hermosillo, in the northern state of Sonora, and a luxurious mansion in southwestern Jalisco state; the latter was known as "Casa Versace" after the Italian brand established its first Mexican boutique in 1994.</p><p>Carrillo's property in Sonora <a href="https://www.infobae.com/america/mexico/2020/09/29/las-mil-y-una-noches-asi-es-la-majestuosa-casa-arabe-del-senor-de-los-cielos-que-sera-demolida/">was recently demolished</a> by the state government, while Casa Versace was bought by a private owner and <a href="https://mag.elcomercio.pe/fama/el-senor-de-los-cielos-la-casa-en-guadalajara-que-muchos-olvidan-pertenecio-al-aurelio-casillas-de-la-vida-real-amado-carrillo-telemundo-estados-unidos-usa-eeuu-mexico-mx-video-nnda-nnlt-noticia/">turned into a reception hall</a>.</p>

With his capture, <a href="http://www.eluniversal.com.mx/articulo/nacion/seguridad/2017/01/23/fuerzas-federales-detienen-hijo-de-el-azul" target="_blank">106 of those suspects</a> have been arrested.</p><p>The arrest of Monzon, who was detained along with <a href="http://www.eluniversal.com.mx/articulo/nacion/seguridad/2017/01/23/fuerzas-federales-detienen-hijo-de-el-azul" target="_blank">his body guard</a>, comes nearly a year after the <a href="http://www.businessinsider.com/mauricio-sanchez-garza-el-chapo-money-launderer-extradited-to-us-2016-7" target="_blank">apprehension of Mauricio Sanchez Garza</a>, a key Sinaloa cartel figure who is accused of laundering money on behalf of Juan Jose "El Azul" Esparragoza Moreno. Sanchez Garza was extradited to the US last summer.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span><a href="http://www.eldailypost.com/news/2016/01/the-third-capo-dead-or-alive-sinaloas-el-azul-is-still-at-large/">El Daily Post</a></span></p><p class="caption">Juan Jose Esparragoza Moreno, aka "El Azul," in an undated photograph.</p></div><p></p></div></div></p><p>Branded "El Azul," which means "blue," for <a href="http://www.businessinsider.com/el-chapo-guzmns-third-capo-el-azul-is-still-at-large-2016-1" target="_blank">the dark tone of his skin</a> ("moreno" also means "<a href="http://www.spanishdict.com/translate/moreno" target="_blank">dark-skinned</a>" in Spanish), Moreno is thought to have been born on February 3, 1949, in a small community in Badiraguato municipality in Sinaloa state - the same municipality where Guzmán was born and raised.</p><p>Moreno has been <a href="http://www.businessinsider.com/el-chapo-guzmns-third-capo-el-azul-is-still-at-large-2016-1" target="_blank">jailed three times</a> for drug-related offenses, the first time in 1970, followed by a short stint in the early 1980s.</p><p>Like "El Mayo" Zambada, Moreno is believed to have <a href="http://www.businessinsider.com/el-chapo-guzmns-third-capo-el-azul-is-still-at-large-2016-1" target="_blank">got his start</a> with Amado Carrillo Fuentes, leader of the Juarez cartel nicknamed "Lord of the Skies" for his extensive use of planes to smuggle drugs.</p><p>From there, Moreno meet <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank">Miguel Angel Felix Gallardo and Rafael Caro Quintero</a>, two fellow smugglers from Sinaloa state working with the then powerful Guadalajara cartel.</p><p>He was jailed again from 1986 to 1993, a period during which the Guadalajara cartel broke up, but an alliance between the Juarez and newly formed Sinaloa cartel endured, known as <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank">the Federation</a>, with Moreno partnering with Carillo Fuentes upon his release.</p><p>Carillo Fuentes died in 1997 (while <a href="http://www.businessinsider.com/el-chapo-guzman-elective-surgery-for-erectile-dysfunction" target="_blank">getting plastic surgery</a>), bringing a formal end to that alliance, but the two cartels <a href="http://www.businessinsider.com/el-chapo-guzmns-third-capo-el-azul-is-still-at-large-2016-1" target="_blank">remained on good terms</a> due to the friendship of Moreno and Zambada.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">Mexican drug lord Joaquin "El Chapo" Guzman arrives at Long Island MacArthur airport in New York, January 19, 2017, after his extradition from Mexico.</p></div><p></p></div></div></p><p>When Juarez-Sinaloa cartel relations broke down and <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank">turned to outright war</a> in the mid- and late-2000s, Moreno, thanks to his closeness to Guzmán and Zambada, assumed a leadership role in the Sinaloa cartel.</p><p>While Moreno is thought to be a peer of Guzmán and "El Mayo" Zambada, he is much less well known.</p><p>Guzmán has long been considered the most brash of the three, with Zambada playing a more circumspect role.</p><p>Moreno, more reclusive, has also been seen to play a conciliatory role in the drug world.</p><p>Moreno reportedly organized a summit that led to the end of violent fighting between the Sinaloa, Juarez, Tijuana, and Gulf cartels. In the 1990s and 2000s, US authorities nicknamed him "<a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank">the peacemaker</a>" for his diplomatic prowess.</p><p>In 2003, Moreno was named as an important foreign drug trafficker by the US government.</p><p>He is accused of operating a network of businesses financed by drug-trafficking proceeds, and authorities have <a href="http://www.animalpolitico.com/2016/01/juan-jose-el-azul-esparragoza-el-lider-conciliador-del-cartel-de-sinaloa/" target="_blank">identified</a> some of his family members as accomplices.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span><a href="http://www.insightcrime.org/mexico-organized-crime-news/ismael-zambada-garcia-el-mayo">InSight Crime</a></span></p><p class="caption">Ismael "El Mayo" Zambada.</p></div><p></p></div></div></p><p>The Mexican government has offered a $1.4 million reward for him, while the US government has offered $5 million.</p><p>In 2014 rumors surfaced of his death, with relatives saying he was killed by a heart attack.</p><p>When Juan Jose Esparragoza Jimenez was arrested in Culiacan in August 2014, <a href="http://www.animalpolitico.com/2016/01/juan-jose-el-azul-esparragoza-el-lider-conciliador-del-cartel-de-sinaloa/" target="_blank">he said</a> he "was son of the late Juan Jose Esparragoza Moreno." However, his death has never been confirmed.</p><p><span>"While other Mexican drug traffickers have attracted and sometimes sought more attention, Esparragoza Moreno has deliberately maintained a low profile, with the hope of avoiding scrutiny while he increases his influence and his ill-gotten gains," Adam J. Mexico arrested the son of a shadowy Sinaloa cartel boss

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>AP Photo</span></p><p class="caption">Mexican drug trafficking Miguel Angel Felix Gallardo, photographed in an undisclosed location,  April 10, 1989.</p></div><p></p></div></div></p><p>A federal judge in Mexico's Jalisco state on August 23 sentenced one-time Guadalajara cartel chief Miguel Angel Felix Gallardo to <a href="http://www.animalpolitico.com/2017/08/prision-felix-gallardo/" target="_blank" rel="noopener noreferrer">37 years</a> in prison for the 1985 killing of US Drug Enforcement Administration agent Enrique "Kiki" Camarena.</p><p>Camarena, whose undercover work led to the seizure and destruction of huge marijuana plantations in Mexico that wounded the Guadalajara cartel, was kidnapped off a street in Guadalajara on February 7, 1985.</p><p>His body, along with that of a pilot, was found a month later with signs of torture.</p><p>The killing caused a firestorm in US-Mexico relations.</p><p>The Reagan administration pressured the government of then-Mexican President Miguel de la Madrid to act. US customs officials came close to <a href="http://www.latimes.com/world/mexico-americas/la-fg-mexico-gallardo-20170824-story.html" target="_blank" rel="noopener noreferrer">shutting the border</a> between the two countries.</p><p>Gallardo, as well as fellow Guadalajara leaders Ernesto Fonseca and Rafael Caro Quintero, was immediately suspected of involvement. Fonseca and Caro Quintero were quickly apprehended, but Gallardo, who <a href="http://www.nytimes.com/1989/04/11/world/mexicans-arrest-top-drug-figure-and-80-policemen.html?mcubz=3" target="_blank" rel="noopener noreferrer">had help</a> from Mexican police and government officials, remained on the run for years.</p><p><span>"We coordinated with the Mexican national police ... and we started to do wire intercepts and we tracked him to a residence in Guadalajara - he never left Guadalajara, that was his power base," Mike Vigil, former chief of international operations for the DEA, told Business Insider.</span></p><p><span>Gallardo was arrested on April 8, 1989, still wearing his bathrobe, according to Vigil. Mexican authorities also <a href="http://www.nytimes.com/1989/04/11/world/mexicans-arrest-top-drug-figure-and-80-policemen.html?mcubz=3" target="_blank" rel="noopener noreferrer">arrested</a> most of the municipal police force in Culiacan, the capital of Sinaloa state and Gallardo's hometown.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="https://news.vice.com/article/after-el-chapo-the-worlds-10-most-wanted-drug-lords-dea">Screenshot via D.E.A</a></span></p></div><p></p></div></div></span></p><p><span>Gallardo - nicknamed "El Padrino," or "the Godfather" - was eventually sentenced to 40 years in prison. But after more than a decade behind bars, a tribunal <a href="http://www.animalpolitico.com/2017/08/prision-felix-gallardo/" target="_blank" rel="noopener noreferrer">ordered</a> a retrial that was not decided until this month, when another judge found him responsible for the killing of Camarena and the pilot, Alfredo Zavala. The judge also ordered Gallardo, who is now in his early 70s, to pay <a href="http://www.animalpolitico.com/2017/08/prision-felix-gallardo/" target="_blank" rel="noopener noreferrer">$1.18 million</a> in damages.</span></p><p><span>"This guy was a ruthless killer. He was an individual that caused untold harm to the United States, to his country, Mexico, and I believe he should be behind bars for the rest of his life," Vigil said. "I'm actually very shocked at the fact that it's taken this long for the judiciary in Mexico to sentence him."</span></p><p><span>Vigil added it was fortunate that Gallardo had remained in prison during the retrial. "I hope that he stays behind bars, because he truly is a career criminal," he added. "He's a psychopath and would continue his destructive ways if he were ever to get out of prison."</span></p><p><span>Fonseca, nicknamed "Don Neto," was transferred to house arrest in 2016 due to health issues. (Gallardo <a href="http://www.proceso.com.mx/452706/exsocio-don-neto-felix-gallardo-quiere-irse-a-casa" target="_blank" rel="noopener noreferrer">has requested</a> similar treatment.)</span></p><p><span>Caro Quintero, called "<a href="http://www.businessinsider.com/rafael-caro-quintero-sinaloa-mexico-cartel-violence-2016-7" target="_blank" rel="noopener noreferrer">the narco of narcos</a>," was suddenly released in 2013, after a court <a href="http://www.businessinsider.com/rafael-caro-quintero-sinaloa-mexico-cartel-violence-2016-7" target="_blank" rel="noopener noreferrer">overturned his conviction</a> because of jurisdiction issues. He had served 28 years of his 40-year sentence. </span><span>He has been in hiding since his release <a href="http://www.businessinsider.com/rafael-caro-quintero-interview-involved-in-mexican-drug-trade-2016-7" target="_blank" rel="noopener noreferrer">but denied reports</a> he was reengaged in the drug trade in an interview last year. The US and Mexico are still looking for Caro Quintero, with American authorities <a href="http://www.latimes.com/world/mexico-americas/la-fg-mexico-gallardo-20170824-story.html" target="_blank" rel="noopener noreferrer">offering</a> up to $5 million for information leading to his capture.</span></p><p><span>Gallardo's legal saga has dragged on in court, but the repercussions of his rise and fall have been felt throughout Mexico in the years since his reign came to an end.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>(AP Photo/Claudio Cruz)</span></p><p class="caption">Mexican soldiers set fire to piles of cocaine and marijuana in a burning ceremony, April 29, 1997, at Matamoros, Mexico. The Mexican army burnt 9 tons of cocaine and 3 tons of marijuana.</p></div><p></p></div></div></span></p><p><span>Gallardo and his associates seized on the burgeoning cocaine trade to build their empire, and smuggling the drug to the voracious US market has been the chief goal of Mexican drug-traffickers in the decades since.</span></p><p><span>After Gallardo's arrest, the Guadalajara cartel was split up, Vigil said. The Arellano Felix brothers took command of the Tijuana cartel, based in the border city of the same name. Amado Carrillo Fuentes, called the "lord of the skies" for his use of jets to smuggle cocaine into Mexico, led the Juarez cartel, based in the border city of Ciudad Juarez.</span></p><p><span>The Sinaloa cartel, led by Joaquin "El Chapo" Guzman, also emerged from the Guadalajara cartel's breakup. Guzman, perhaps one of Mexico's most ambitious and brutal narco chieftains, <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank" rel="noopener noreferrer">would wage war</a> against both the Tijuana and Juarez cartels, eventually assuming control of their territory.</span></p><p><span>Like Gallardo, authorities caught up to Guzman, arresting him for the third time in January 2016. After a year spent warily guarding against another escape, Mexico extradited him to the US in January. </span></p><p><span>The split of the Guadalajara cartel was a somewhat organized affair, but Guzman's capture seems to have <a href="http://www.businessinsider.com/el-chapo-guzmans-sinaloa-cartel-weakening-while-hes-in-a-us-jail-2017-7" target="_blank" rel="noopener noreferrer">ignited simmering rivalries</a> in Mexico's narco underworld. </span></p><p><span>Competitors vying for control of the Sinaloa cartel or of chunks of its territory have pushed bloodshed in the country to new highs and look set to make 2017 <a href="http://www.businessinsider.com/mexicos-bloody-drug-related-violence-has-surged-to-a-new-record-2017-7" target="_blank" rel="noopener noreferrer">Mexico's deadliest year</a> in the past two decades.</span></p>    <div class="margin-top">        <h3>NOW WATCH: <a href="http://www.businessinsider.com/how-dea-agent-gained-drug-cartels-trust-2016-12">EX-DEA AGENT: How I got Mexican drug cartels to trust me</a></h3>        <div>                    </div>    </div>

The 'godfather' of Mexico's cartels has been sentenced for killing of a DEA agent

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image"><p class="source"><span>Thomson Reuters</span></p><p class="caption">Recaptured drug lord Joaquin "El Chapo" Guzman is escorted by soldiers at the hangar belonging to the office of the Attorney General in Mexico City</p></div><p></p></div></div></p><p>Sometime between September and October last year - more than a month after he had broken out of a high-security prison in Mexico - Sinaloa cartel chief Joaquín "El Chapo" Guzmán felt secure enough in his freedom to undergo elective male-enhancement surgery at a Tijuana hospital.</p><p>According to Mexican newspaper <a href="http://www.reforma.com/aplicacioneslibre/preacceso/articulo/default.aspx?id=740831&amp;v=7&amp;urlredirect=http://www.reforma.com/aplicaciones/articulo/default.aspx?id=740831&amp;v=7">Reforma</a>, which spoke to sources close to the investigation, Guzmán received a testicular implant to improve blood circulation and alleviate erectile dysfunction, which, according to the sources, afflicted the drug kingpin.</p><p>According to Mexican journalist Carlos Loret, <a href="http://www.sinembargo.mx/14-01-2016/1597874">cited</a> by Sin Embargo, the only time Guzmán left his "comfort zone" in his cartel's home turf in Sinaloa state was to get the surgery in Tijuana, which is just south of the US city of San Diego.</p><p>"According to sources at the first level in the National Security Commission, [Guzmán] went to Tijuana to receive an aesthetic treatment and undergo a surgery to implant a prosthesis, a procedure that usually requires general anesthetic and an operating room, " which could not be done in the mountains of Sinaloa, <a href="http://www.sinembargo.mx/14-01-2016/1597874">according</a> to Loret.</p><p>According to Loret, Mexican authorities also <a href="http://www.sinembargo.mx/14-01-2016/1597874">recovered</a> injectable testosterone, syringes, antibiotics, anti-inflammitories, and a pharmacy note for more than 4,000 pesos' worth of drugs to improve sexual performance from the home where he was <a href="http://www.businessinsider.com/video-el-chapo-guzman-caught-hideout-2016-1">recaptured</a> on January 8.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image"><p class="source"><span>INSIDER</span></p><p class="caption">El Chapo texts reveal a flirtatious relationship with Mexican film star.</p></div><p></p></div></div>After the surgery, Guzmán, who is believed to be about 60 years old and has several children with multiple wives, presumably had his meeting with American actor Sean Penn and <a href="http://www.businessinsider.com/meet-the-mexican-actress-who-brokered-interview-with-el-chapo-2016-1">Mexican actress Kate del Castillo</a>, the latter of whom the Sinaloa cartel leader had apparently been carrying on a <a href="http://www.wsj.com/articles/texts-reveal-flirtatious-bond-between-el-chapo-and-actress-1452744988">long and torrid</a> flirtation.</p><p>The amorous communications between Guzmán and del Castillo reportedly helped organize the meeting with Penn sometime in October, but it seems that del Castillo was not the only recipient of the Sinaloa chief's affection.</p><p>According to intelligence sources <a href="http://www.eluniversal.com.mx/articulo/nacion/seguridad/2016/01/13/el-chapo-festejo-ano-nuevo-con-diputada">cited</a> by El Universal, Guzmán spent Christmas last year with his current wife and daughters, but just a few days later <a href="http://www.eluniversal.com.mx/articulo/nacion/seguridad/2016/01/13/el-chapo-festejo-ano-nuevo-con-diputada">spent</a> New Year's with Lucero Guadalupe Sánchez López, who is a local legislator in Mexico's <a href="http://latimesblogs.latimes.com/world_now/2012/02/pri-pan-prd-mexico-political-outlook.html">conservative</a> National Action Party (PAN).</p><p>Guzmán reportedly welcomed the new year with Sanchez Lopez and his security chief "El Cholo" Ivan (who was <a href="http://www.businessinsider.com/authorities-caught-el-cholo-ivn-too-el-chapo-guzmns-top-assassin-2016-1">also arrested</a> with Guzmán this month) in Guamúchil, a city on Sinaloa's Pacific coast about halfway between the state capital of Culiacán and Los Mochis, <a href="http://www.businessinsider.com/inside-el-chapo-guzmans-secret-lair-2016-1">the city where</a> Guzmán was caught this month.</p><p><div class="KonaFilter image-container display-table"><div><div class="image"><p class="source"><span>Reuters</span></p><p class="caption">A journalist looks at scattered belongings at a safe house, where five people were shot dead during an operation to recapture the drug lord Joaquin "El Chapo" Guzman, at Jiquilpan Boulevard in Los Mochis in Sinaloa state, Mexico, January 11, 2016.</p></div><p></p></div></div>This is not Sanchez Lopez's first time being linked to Guzmán; in June 2015, it was reported that she visited Guzmán at Altiplano prison. She denied knowing the drug lord, even though one of his lawyers said she <a href="http://www.eluniversal.com.mx/articulo/nacion/seguridad/2016/01/13/el-chapo-festejo-ano-nuevo-con-diputada">had done so</a>.</p><p>The DEA said after Guzmán escaped prison in July that allegations she and he had conceived a child while he was jailed <a href="http://www.mysanantonio.com/news/us-world/border-mexico/article/Mexican-politician-denies-claims-that-she-gave-6402180.php">were untrue</a>.</p><p>Guzmán is not the first Mexican drug lord to go under the knife. 'El Chapo' Guzman was bold enough to undergo male-enhancement surgery while he was on the run

It was in the details, in the numbers," he <a href="https://www.today.com/video/ex-dea-agent-recalls-the-moment-he-finally-captured-el-chapo-1202251331546" target="_blank" rel="noopener">told NBC's Today show</a> in an interview about his recent book, "<a href="https://www.harpercollins.com/9780062663092/hunting-el-chapo" target="_blank" rel="noopener">Hunting El Chapo</a>."</p><p>"The phone numbers don't lie," Hogan said. "And I was able to pair up with a crack team of Homeland Security investigative agents, and we began intercepting members of Chapo's inner circle and ... starting to dismantle layers within his sophisticated communications structure, until we got to the top, where I had his personal secretary's device, who was standing right next to him, and I could ping that to establish a pattern of life to determine where he was at."</p><p>The search for Guzman led authorities to his home turf in Sinaloa state, in northwest Mexico.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>AP Photo/Eduardo Verdugo</span></p><p class="caption">Joaquin 'El Chapo' Guzman in a federal-police helicopter in Mexico City, February 22, 2014.</p></div><p></p></div></div></p><p>Sinaloa, where Guzman was born and got his start in the drug trade, is considered <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank" rel="noopener">a cradle of Mexican drug trafficking</a>, producing figures like Guadalajara cartel chiefs Miguel Angel Felix Gallardo, Ernesto Fonseca, and Rafael Caro Quintero; Sinaloa cartel chiefs Guzman, Ismael "El Mayo" Zambada, and Juan Jose Esparragoza Moreno, aka "El Azul"; and others, like Juarez cartel chief Amado Carrillo Fuentes, aka "the Lord of the Skies," and members of the Arellano Felix family, who ran the Tijuana cartel in the 1990s and 2000s.</p><p><span>Hogan's search eventually led to Mazatlan, a resort town in southwestern Sinaloa state. There, Guzman had lived what Hogan described as an unremarkable lifestyle.</span></p><p>"I was surprised with the way that he lived," Hogan told Today. "He almost afforded himself no luxury - plastic tables and chairs in every safe house that was designed the same way."</p><p><span>After 13 years on the run, however, Guzman had begun to <a href="http://www.businessinsider.com/how-el-chapo-guzman-got-caught-2014-2" target="_blank" rel="noopener">let down his guard</a>, venturing out of the rugged Sinaloa mountains to relax in Mazatlan and nearby Culiacan, the state capital.</span></p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span><a href="https://www.today.com/video/ex-dea-agent-recalls-the-moment-he-finally-captured-el-chapo-1202251331546">www.today.com</a></span></p><p class="caption">Ex-DEA agent on NBC's "Today" show, April 4, 2018.</p></div><p></p></div></div></p><p><span>Several of his associates were captured or killed in the first weeks of 2014. </span></p><p><span>Near the end of February, Mexican marines stormed a house belonging to Guzman's ex-wife, but they struggled to knock down a steel-reinforced door, allowing Guzman time to escape. </span></p><p><span>A few days later, they launched another raid targeting the elusive kingpin.</span></p><p>"We were at the Hotel Miramar," Hogan told Today. "He was on the fourth floor, and ... the Mexican marines went inside and started banging down doors. I was standing outside. I was worried about our perimeter. I was worried about him escaping us again. And I heard excited radio chatter, that, 'they got him. They got him. They got the target.'"</p><p>"My vehicle was first in. I drove it down to the underground parking garage, and that's where they had him," Hogan added. "They were just standing him up. I got out of my vehicle, ran up to him, I'm wearing this black ball cap that I had taken out of his closet … in Culiacan - my only souvenir of the hunt - wearing a black ski mask, and I ran right up to up to him, jumped right into his face and said the first thing that came to my head."</p><p>"I screamed, 'What's up, Chapo?!'"</p><p><span>Guzman's capture was heralded in Mexico and abroad and held up by Mexican President Enrique Peña Nieto as a hallmark achievement of his efforts to combat criminal groups and drug-related violence in the country.</span></p><p><span>But Guzman's time in prison was short-lived. In July 2015, the Sinaloa cartel chief again slipped out of prison - this time through a mile-long tunnel dug from a partially constructed house to the Altiplano maximum-security prison and right up to the shower in Guzman's cell.</span></p><p>"It was pretty predictable," Hogan said of the escape. (A former Mexican security official who joined the Sinaloa cartel is <a href="http://www.businessinsider.com/mexican-government-sinaloa-cartel-cooperation" target="_blank" rel="noopener">suspected of stealing the prison plans</a>.)</p><p>Reports indicated that <a href="http://www.businessinsider.com/mexico-tricked-into-mistakes-that-helped-el-chapo-escape" target="_blank" rel="noopener">a geolocation device Guzman had to wear</a> may have been used by his associates to locate him within the prison - Guzman told Mexican officials his henchmen were <a href="http://www.businessinsider.com/el-chapo-guzman-jail-escape-two-tunnels-2016-12" target="_blank" rel="noopener">able to build two tunnels under the prison</a> after the first one missed the cell. <a href="http://www.businessinsider.com/hammering-audio-in-el-chapo-prison-cell" target="_blank" rel="noopener">Sounds</a> of the tunnel being dug under his cell were detected but not investigated, and <a href="http://www.businessinsider.com/hammering-audio-in-el-chapo-prison-cell" target="_blank" rel="noopener">about 30 minutes</a> passed between Guzman going out of sight in his cell and jailers responding to his absence.</p><p>"It was coming if they didn't have him under complete lockdown," Hogan said of the 2014 escape.</p><p>Guzman's freedom after the 2015 breakout was brief. He <a href="http://www.businessinsider.com/el-chapo-took-plane-after-escape" target="_blank" rel="noopener">made his way back to Sinaloa</a>, where Mexican authorities picked up the trail - conducting a search that frequently <a href="http://www.businessinsider.com/civilian-victims-in-mexico-search-for-el-chapo" target="_blank" rel="noopener">put civilians under fire</a>. But Guzman was apprehended in January 2016, spending another year in Mexico - a stint marked by more fear about another breakout - before <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank" rel="noopener">extradition to the US in January 2017</a>, just a few hours before President Donald Trump took office.</p><p>He is now <a href="http://www.businessinsider.com/juror-identities-el-chapo-guzman-federal-trial-secret-2018-2" target="_blank" rel="noopener">locked up</a> in lower Manhattan, at the Metropolitan Correctional Center. An ex-DEA agent describes how he helped hunt down 'El Chapo' - and confronted him wearing the kingpin's own hat

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Social Media</span></p><p class="caption">Two of Sinaloa kingpin Ismael "El Mayo" Zambada's sons, Serafin Zambada Ortiz, alias "Sera," left, and Ismael Zambada Imperial, alias "El Mayito Gordo," right.</p></div><p></p></div></div></p><ul><li><strong>One of Sinaloa capo Ismael "El Mayo" Zambada's sons was sentenced to prison time in the US this month.</strong></li><li><strong>At his trial, Serafin Zambada Ortiz detailed his experiences growing up alongside and within Mexico's narco culture.</strong></li><li><strong>Others in Sinaloa state and throughout Mexico live close to and are shaped by the country's drug-related violence.</strong></li></ul><p><br />Serafin Zambada Ortiz, the 27-year-old son of Sinaloa cartel chief Ismael "El Mayo" Zambada, was sentenced to five and half years in a US prison on March 20.</p><p>In letters to the court, Serafin, a US citizen born in San Diego, outlined his upbringing among some of Mexico's most powerful drug traffickers, describing his proximity to the violence that surrounds narco life.</p><p>Serafin's mother, Leticia Ortize Hernandez, and his father knew each other from growing up outside of Culiacan, the capital of Mexico's Sinaloa state. They encountered each other again in 1988 in Mexicali, a city on the US border in Baja California state, and she fell in love with Zambada, who was 15 years older and already a rising figure in the drug trade.</p><p>After Serafin was born in the US, Benjamin Arellano Felix and Amado Carrillo Fuentes, both kingpins, signed on as his godfathers, <a href="http://www.sandiegouniontribune.com/news/courts/sd-me-zambada-sentence-20180320-story.html" target="_blank" rel="noopener">according</a> to The San Diego Union-Tribune. But <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank" rel="noopener">war soon broke out</a> between the Arellano Felix Organization and the Sinaloa cartel over control of Tijuana.</p><p>Serafin and his mother retreated to Culiacan, looking for safety, but the violence followed them.</p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>(AP Photo/El Debate)</span></p><p class="caption">A helicopter arrives to where seven men were killed in a shootout in a marijuana field, in Higueras de Abuya, 55 miles south of Sinaloa state capital, Culiacan, July 14, 1999.</p></div><p></p></div></div></span></p><p>The day he turned two years old, a car bomb detonated outside his birthday party.</p><p><span>"From that day on, our lives were never the same," his mother said, according to court records. "The same men that not long before stood up for our children in church and promised to raise them to be good Catholics were now trying to kill them."</span></p><p><span>When Serafin was nine, gunmen stormed a Mazatlan hotel room that he and his mother had recently left, killing his grandparents, uncle, and aunt. Sinaloa cartel rivals eventually killed his mother's family, and she soon started moving her children from home to home and keeping Serafin out of school. They were accompanied by armed guards sent by his father.</span></p><p>"From 1992 to the year 2000 the days were difficult and bloody and a stupid senseless war where many families were destroyed and with a lot of pain in their hearts," his mother said, <a href="http://www.sandiegouniontribune.com/news/courts/sd-me-zambada-sentence-20180320-story.html" target="_blank" rel="noopener">according</a> to The Union-Tribune.</p><p>Serafin, his mother, and his sister moved back and forth between Arizona and Sinaloa over the next few years. The war with the Arellano Felix Organization eased in the early 2000s, as the AFO lost ground. But a new conflict emerged in the late 2000s, when the Beltran Leyva Organization <a href="http://www.businessinsider.com/the-history-of-el-chapo-guzman-sinaloa-cartel-chief-drug-lord-2017-1" target="_blank" rel="noopener">broke away and took up arms</a> against its erstwhile Sinaloa allies.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>AP Photo/Guillermo Arias</span></p></div><p></p></div></div></p><p>Serafin later attended the Universidad Autonoma de Sinaloa, where, out of the shadow of narco culture, classmates <a href="http://www.sandiegouniontribune.com/news/courts/sd-me-zambada-sentence-20180320-story.html" target="_blank" rel="noopener">said</a> he took to school and soccer. He took classes in agronomy, but he stint away from the drug trade soon ended.</p><p>"<span>Unfortunately, I returned to Culiacán Sinaloa and I say unfortunately because in that city there is nothing more than the drug trade," Serafin told the judge in a letter. </span></p><p><span>In 2010, he married a girl from another family involved in trafficking, and the couple soon had two children. In late 2013, he was picked up on a warrant as he crossed the border into Nagoles, Arizona.</span></p><p><span>In September 2014, he <a href="https://www.dea.gov/divisions/sd/2015/sd011615.shtml" target="_blank" rel="noopener">pleaded guilty</a> to conspiracy to import more than 100 kilograms of cocaine and more than 1,000 kilograms of marijuana to the US and agreed to forfeit $250,000 in drug profits, which has already been turned over, according to The Union-Tribune.</span></p><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>US Justice Department</span></p><p class="caption">Sinaloa cartel leaders, according to the US Justice Department.</p></div><p></p></div></div></span></p><p><span>In letters to the court, Serafin expressed remorse.</span><span></span></p><p><span>"In this drug business one hurts a lot of people and I your honor regret having been the cause of causing so much damage to many people with the drug business," he wrote. "I have learned here in this place that drugs destroy many lives."</span></p><p><span>"I lived in a golden cage with luxuries that were useless," he said of his childhood. In court, he apologized for his crime and said he wanted to move on and raise his children "in the best way possible." </span></p><p><span>It's not clear why it took so long for Serafin to be sentenced, but the judge cited his "genuine remorse," the lack of violence in his background, and the outpouring of support from people in his life as reasons for the relatively light term. With the time he has already served, he could be out by September, his lawyer <a href="http://www.sandiegouniontribune.com/news/courts/sd-me-zambada-sentence-20180320-story.html" target="_blank" rel="noopener">told The Union-Tribune</a>.</span><span></span></p><h2><span>'Life ... where you don't see what's going on right next door'</span></h2><p><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Roberto Armenta</span></p><p class="caption">A resident walks past the 'Chapo' roast chicken restaurant near the main plaza of Joaquin 'El Chapo' Guzman's hometown in the municipality of Badiraguato, in the Mexican state of Sinaloa, July 17, 2015.</p></div><p></p></div></div></span></p><p><span>Serafin lived in the shadow of Sinaloa's drug trade, and many others in the state find themselves in inescapable proximity to the narco world and its dangers - though they experience that threat in different ways.</span></p><p>"I think the students that we had were students who do well in school and who have trained themselves not to look and not to see the violence that's going on all around them, and that's something I think that people in the US don't understand," <a href="https://www.sandiego.edu/peace/about/biography.php?profile_id=718" target="_blank" rel="noopener">Everard Meade</a>, a professor at the University of San Diego, told Business Insider in December, describing attendees at an event he held with students from Sinaloa the previous month.</p><p>"Sinaloa's a wealthy state, and it has really strong institutions," said Meade, who is also the director of USD's Trans Border Institute and frequently travels to Sinaloa. "So where it ranks 30th out of 30 in the Mexico Peace Index in negative peace, or in violence, if you look at positive peace measures - like the institutions of things that actually work - it ranks 10th, and it ranks 10th because it's a wealthy state with a lot of resources and strong institutions."</p><p>Such resources give many in Sinaloa - mostly the middle class and up - the opportunity to excel academically and professionally, even as their day-to-day lives play out alongside some of the country's most intense drug-related violence.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>(AP Photo/Enric Marti)</span></p><p class="caption">Bystanders look at bodies lying on a road in the town of Navolato, in Sinaloa, Mexico, June 29, 2017. Fifty-nine AK type and AR-15 bullet casings were found in the area.</p></div><p></p></div></div></p><p>"There's a cross section of society in Sinaloa that takes advantage of those institutions and trains their kinds how to do the same thing, and if you do well in school and you don't go off this narrow path, you can get a good job there, you can get opportunities to go abroad," Meade said.</p><p>"You can do all these things where you can define a successful life in ways where you don't see what's going on right next door, in the neighborhood right next door or what happens three hours before you pulled into the mall parking lot and at the restaurant across the street."</p><p>"All these things that have to do with the violence in Sinaloa, people are really good at training themselves not to see it, and there's a class of people - and I'm not just talking about super-rich people. I'm talking about a lot of middle-class people - who really try to train themselves not to see," he added.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>REUTERS/Edgard Garrido</span></p><p class="caption">Students outside a house where five people were killed during an operation to recapture drug lord Joaquin "El Chapo" Guzman in Los Mochis, in Sinaloa state, January 12, 2016.</p></div><p></p></div></div></p><p><span style="font-weight: 400;">Such separation is not always possible, Meade said, because at a certain level, the violence becomes unavoidable for all. </span></p><p><span style="font-weight: 400;">The state went through such a period in spring 2017, when internal feuding between cartel factions - one led by a former senior cartel member and his son, another by Joaquin "El Chapo" Guzman's sons and "El Mayo" Zambada - spilled out into the open.</span></p><p><span style="font-weight: 400;">"All of a sudden, everybody was back to reality. 'Oh my god, this can affect me. Violence has gotten bad enough that I can't actually turn away from it,'" Meade told Business Insider. "And that definitely happened this spring, and it was this shared sense of anxiety, trepidation, and also uncertainty."</span></p><p><span style="font-weight: 400;">Periods of such violence in Mexico have been well publicized since 2006, when the Mexican government ramped up its campaign against drugs and organized crime. But, Meade said, the cumulative effect on Mexicans - especially in places like Sinaloa, where drug-related violence has been present for much longer - is often overlooked.</span></p><p><span style="font-weight: 400;">"We have a lot data on places that go through a short-term crisis, and the data shows that people are really resilient ... but there's a couple of important limits on that," he said. "It can't go on for more than a few years, and people have to know that there's an end in sight. And that's the thing we've got with the drug war.
