Khelo India once again gets lion's share in Union Budget for sports

With Indians rushing to file their ITRs ahead of the July 31st deadline that's coming up tomorrow, did you know that residents of just one Indian state are exempt from filing <keyword id="19901478" type="General" weightage="20" keywordseo="income-tax" source="keywords">income tax</keyword> returns, or paying taxes at all? Yes, <keyword id="19903425" type="General" weightage="20" keywordseo="Sikkim" source="keywords">Sikkim</keyword> is the only state in the country where the residents do not have to pay income tax. But why is that the case? Let's delve into it. <br /><br />An erstwhile princely kingdom for almost 333 years prior to its amalgamation, Sikkim merged into independent India in 1975, thereby becoming the country's 22nd state. But this happened on one condition- that it will be allowed to continue with its old <keyword id="21152786" type="General" weightage="20" keywordseo="tax-laws" source="keywords">tax laws</keyword> post the merger. <br /><br />Sikkim has its own income tax manual, which stipulated that no resident of Sikkim was to pay taxes to the center. Hence, honoring the merger agreement, the Indian government granted a special tax exemption to Sikkimese residents from Indian income tax regulations. <br /><br />This changed in 2008, when the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union budget</keyword> repealed the state's tax laws. However, to maintain the exemption status enjoyed by the state's residents, it inserted section 10 (26AAA). Under this section, any income generated by a Sikkimese, be it from a source within the state, or by way of dividend or interest on securities, would be tax-exempt. <br /><br />At present, any individual who has been domiciled (noted as having fixed, principal and permanent residence) in Sikkim as of April 26, 1975 would be considered a Sikkimese, and hence, exempt from paying income tax. As per data from PRS Legislative Research, the state's estimated own tax revenue for 2023-24 stood at Rs 1,727 crore. <br /><br />However, if a Sikkimese has rental income from properties situated outside of the state, or has an income from source that is not located in Sikkim, it will be subject to relevant taxes. <br /><br />Nevertheless, the provisions of tax exemptions would not apply to any Sikkimese woman, who marries a non-Sikkimese or an outsider, on or after April 1, 2008. Market regulator SEBI has also exempted residents of Sikkim from mandatorily having a PAN card for investing in Indian stock markets, equities, cash market and even mutual funds. <br /><br /><h2>Decoding Section 10 (26) of the IT Act</h2>All these income-tax exemptions also extend to a few other regions in the country, but only if you are a member of the scheduled tribes. Section 10(26) of the Income Tax Act applies to Ladakh, Arunachal Pradesh, Manipur, Mizoram, Nagaland and <keyword id="19919396" type="General" weightage="20" keywordseo="tripura" source="keywords">Tripura</keyword>, along with the North Cashar hills district, Karbi Anglang district, Chakma district, Mara district, and Lai District. <br /><br />Simply put, it stipulates that if you belong to the scheduled tribes and generate any income, the source of which lies in the above mentioned regions, or by way of dividend or interest on securities, your income would be tax-exempt. The <keyword id="22407175" type="General" weightage="100" keywordseo="U-WIN" source="keywords">U-WIN</keyword> portal, a replication of the <keyword id="19897423" type="General" weightage="20" keywordseo="COVID-19" source="keywords">Covid-19</keyword> vaccine management system Co-WIN, is set for a pan-India launch likely by the end of August, aiming to maintain an electronic registry of routine immunisations, official sources said. Currently, U-WIN is in pilot mode across all states and Union Territories, except for West Bengal, which is yet to start uploading data, the sources told PTI, adding that it is still under consideration in the state. <br /><br /> The U-WIN platform captures every <keyword id="19933690" type="General" weightage="20" keywordseo="vaccination" source="keywords">vaccination</keyword> event for pregnant women and children under the Universal Immunization Programme (UIP). <br /><br /> Minister of Finance <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> had announced in the interim Budget for 2024-2025 that U-WIN, along with intensified efforts under Mission Indradhanush, will be rolled out nationwide for managing <keyword id="21423640" type="General" weightage="20" keywordseo="immunisation" source="keywords">immunisation</keyword>. <br /><br /> "The U-WIN will ensure timely administration of vaccine doses by digitally recording every vaccination event under the Universal Immunisation Programme among all pregnant women and children aged 0-5 years," an official told PTI. <br /><br /> "The portal will target 2.9 crore pregnant women and 2.6 crore infants (0-1 years) annually by providing 11 vaccines against 12 vaccine preventable diseases -- diphtheria, measles, rubella, and tetanus through more than 1.2 crore vaccination sessions across the country," the official added. <br /><br /> The platform generates a uniform QR-based, digitally verifiable e-vaccination certificate, similar to Covid vaccination certificate, which can be accessed anytime by the citizens through a single click. <br /><br /> Vaccination records under UIP are being maintained manually as of now. So this will do away with the hassle of keeping a physical record, the officials explained. <br /><br /> It will enable the digitisation of session planning, and updating vaccination status on a real-time basis, they added. <br /><br /> "Also, there is no mechanism of individual tracking. There is also lack of awareness among beneficiaries about session location and date especially in urban areas and iniquity in immunisation coverage in states and UTs," another official said. <br /><br /> "Besides, another major issue is that immunisation at private health facilities is not recorded," the official added. <br /><br /> The U-WIN is going to be the single source of information for immunisation services which will record pregnancy details and outcome, newborn registration and immunisation at birth. It will update vaccination status, and delivery outcome, among others, on real time, the official said. <br /><br /> As of July 9, 2024, the pilot has registered 5.33 crore beneficiaries on U-WIN. Over 83.55 lakh vaccination sessions have been digitally conducted, and 18.15 crore vaccine doses have been recorded. <br /><br /> The platform aims to reduce zero-dose and left-out children through a name-based tracking mechanism and empower citizens with anytime, anywhere access to vaccination services, particularly benefiting migratory populations, the official said. <br /><br /> "The U-WIN portal is likely to be launched pan <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> in August end," the official stated. <br /><br /> Citizens can self-register for vaccinations via the U-WIN web portal or its Android mobile application, select preferred vaccination centres, and schedule appointments. This tax levy was intended to boost government spending on healthcare, particularly for the underprivileged. However, the collected funds seem to be merely filling the gap created by cuts to regular budgetary allocations for health.<br /><br />In 2022-23, over Rs 18,300 crore of the central government's health spending came from the health cess. Excluding this amount, the actual budgetary allocation for health stands at a concerning Rs 59,840 crore. This is lower than the pre-pandemic level of Rs 66,042 crore allocated in 2019-20, even without adjusting for inflation.<br /><br /><h2>Where's the money going?</h2>The intended purpose of the health cess seems to be falling short. In 2018, health spending accounted for 2.4% of the government's total expenditure. If this ratio had remained constant in 2023-24, the health budget should have been over Rs 1.07 lakh crore. Instead, the revised expenditure, including the health cess, stands at just Rs 83,400 crore.<br /><br />Even the additional allocations for the COVID-19 pandemic (Rs 10,655 crore and Rs 15,955 crore in 2020-21 and 2021-22 respectively) cannot mask the overall decline. When combined with the regular health budget (excluding health cess), the total spending in these years still falls short of what it would have been if the 2.4% share of 2018-19 had been maintained.<br /><br /><h2>More for alternative medicine</h2>While the share allocated to Ayush (Ayurveda, Yoga &amp; Naturopathy, Unani, Siddha and Homeopathy) has seen a significant increase, spending on crucial areas like health research has seen only marginal growth. Additionally, a major portion of research funding goes to the Indian Council of Medical Research, with only a temporary increase during the peak of the pandemic response.<br /><br />The most concerning decrease is in the allocation for health and family welfare, encompassing national programs, the National Health Mission, and health system strengthening. This critical area has seen a substantial decline in its share of both GDP and total budget expenditure, falling from a peak of over 2% in 2017-18 to a mere 1.7% in 2023-24. Excluding the health cess, this figure drops even further to 1.5%.<br /><br /><h2>What this means</h2>This decline in government health spending raises serious concerns about India's commitment to public healthcare, particularly for its most vulnerable populations. However, industry experts have also noted that India Inc. cannot afford to run out of steam now, and must continue to add at least 50 GW for the next six years to meet the target of 500 GW of renewables by 2030.<br /><h2>Indian energy needs</h2>India's energy needs are expected to grow 2 to 2.5 times by 2047, as per the latest economic survey. This necessitates a balanced approach to <keyword id="19951336" type="General" weightage="20" keywordseo="energy-transition" source="keywords">energy transition</keyword> that considers resource limitations and the need for resilience to climate change.<br /><br />India has suffered from an overdependence on coal and fossil fuels in the past, accounting for around 75% of total energy generation in 2021, as per the Energy Information Administration. "Given the current estimates of FY25 real GDP growth at 7.2% and CPI at 4.50%, the RBI would quite possibly keep policy rates stable over the coming quarter at least. Emerging trends in the growth outlook would possibly determine the timing and extent of any policy easing. Speaking at a fintech event on Wednesday, the minister said employment in the electronics manufacturing sector will increase from about 10 lakh at present to 25 lakh in the coming days. <br /><br /> He said that 10 years ago India imported 98 per cent of mobile phones and at present 99 per cent of the devices are made in India. <br /><br /> "(Mobile phones worth) USD 11 billion were exported last year. In the coming days, you will see exports to the tune of USD 50-60 billion. 10 lakh people work in electronics manufacturing. In the coming days, 25 lakh people will work in electronics manufacturing," <keyword id="19935038" type="General" weightage="20" keywordseo="vaishnaw" source="keywords">Vaishnaw</keyword> said while sharing a presentation on India's growth story. <br /><br /> He said India will become the third largest economy by 2027 while it was ranked 11th in 2014. <br /><br /> A report published by Jefferies Equity Research last month said that India would become the third-largest economy by 2027 and expected to achieve a market capitalization of USD 10 trillion by 2030. <br /><br /> He said that when the country is in 5th spot in terms of economy it has created huge infrastructure in terms of railways, highways, airports etc. <br /><br /> The minister said that the government added 5,200 kilometres of railway line last year, which is equivalent to the size of the entire Switzerland railway network.. <br /><br /> "Already 4,972 kilometres have been completed. Everyone used to say it is a fragile economy. There was uncertainty around it. Today, when you see India anywhere, everyone says it is among the top 5, a bright spot, growing at a steady pace. India has become the growth engine of the entire world," the minister said. <br /><br /> Vaishnaw also displayed a video of Congress leader P Chidambaram in which he had questioned the government's digital payments plan. <br /><br /> The minister said earlier regimes were riddled with scams but after 2014 things changed across all parameters -- GDP growth, forex reserve, foreign investment etc. <br /><br /> "We have increased IITs 10 times, AIIMS have been doubled, and universities have increased three times. Imagine economic muscle power when we will be the third largest. Our own supercomputing chip, our own semiconductor fab, AI models," Vaishnaw said. <br /><br /> He said the regime under Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> focussed on women-led growth and people on the last rung of the society that has brought 25 crore people out of poverty. <br /><br /> "There is no state in India with extreme poverty," Vaishnaw said. <br /><br /> The minister said that India's medal tally in international sports has also increased significantly because of transparency and facilitating world-class training for athletes with honesty.
