While discount-hungry consumers might be rejoicing at news of the Walmart-<keyword id="6354742" type="LOCATION" weightage="20" keywordseo="Flipkart">Flipkart</keyword> deal, wherein the US retail giant plans to purchase a majority stake in Flipkart for $15 billion, it also has a major detractor for the very same reason. The Confederation of All-India Traders (CAIT), a national association of small businesses and traders, has said that the proposed deal will hurt competition and encourage further <a href="https://www.businessinsider.in/India-your-e-commerce-discounts-are-safe/articleshow/63928216.cms">loss leadership </a>and “predatory pricing” tactics in India’s e-commerce market. It also observed that <keyword id="80487" type="ORGANIZATION" weightage="100" keywordseo="walmart">Walmart</keyword> was choosing to enter India via the e-commerce route after being denied entry to the country’s multi-brand retail sector. The trade body called on the Indian government to form a national regulator exclusively for the e-commerce sector and to put the Walmart-Flipkart deal on ice until such a body had been formed. Flipkart’s board is said to have already approved a sale to Walmart, leaving competitor <keyword id="18635" type="ORGANIZATION" weightage="20" keywordseo="Amazon">Amazon</keyword> in the lurch. The deal, which is the largest in India’s retail sector, will have widespread implications for the country’s fast-growing online shopping market, which is shaping up to be a duopoly featuring Flipkart and Amazon. The Indian e-tailer will get access to Walmart’s products while the latter will be able to leverage Flipkart’s well-oiled logistics and supply chain network. However, the deal could harm India’s small businesses, especially given Walmart’s habit of driving down its suppliers margins in order to keep prices low. Earlier this week, another trade body, the All India Online Vendors' Association (AIOVA ) said that the 3,500 sellers registered with it were <a href="https://economictimes.indiatimes.com/small-biz/startups/newsbuzz/sellers-on-flipkart-jittery-ahead-of-deal-with-walmart-aiova/articleshow/64028643.cms">uncertain as to their future</a> in light of the deal. If Walmart were to introduce its own private labels in general merchandise to the online shopping platform, it could crowd out domestic suppliers, the AIOVA said. There are also concerns that Flipkart’s algorithm could give an unfair advantage to Walmart’s labels. The Indian government, which has been aware of these issues for a while, is set to launch a <a href="https://economictimes.indiatimes.com/small-biz/policy-trends/e-commerce-policy-framework-to-be-ready-in-6-months/articleshow/63902314.cms">regulatory framework for the e-commerce sector</a> in six months. The policy framework is expected to address the issues of discounts, foreign investments and a lack of competition. The protests from trade bodies are not the only hurdle that the Walmart-Flipkart deal is facing. Japan’s Softbank, which owns a 20% stake in Flipkart, is looking for ways to offload its holding to Walmart without <a href="https://www.livemint.com/Industry/AqFDQe7iRwScMK6Rn2bxAL/SoftBank-weighs-options-to-cut-tax-liability-in-Flipkart-sta.html">incurring a heavy tax bill</a>. It could even delay the stake sale until next year in order to reduce its tax liability.

India's small businesses are against Walmart’s acquisition of Flipkart

It seems merchants and vendors are not happy with <a href="http://www.businessinsider.in/searchresult.cms?query=snapdeal&amp;sortorder=effectivedate">Snapdeal</a> and apart from falling numbers, the online marketplace is grappling with another challenge. 
 
An <a href="http://www.businessinsider.in/searchresult.cms?query=online+vendors&amp;sortorder=effectivedate">online vendors</a> association conducted a survey on pending payments and stocks on <keyword id="541988" type="COMPANY" weightage="100" keywordseo="SnapDeal">Snapdeal</keyword> and it was revealed nearly Rs 1.2 crore were in outstanding dues. 
 The <keyword id="3339351" type="UNKNOWN" weightage="20" keywordseo="All-India-Online-Vendors-Association">All India Online Vendors Association</keyword> (AIOVA) conducted a survey and sought details from its 2,100 members, asking details such as payments pending, stock pending in Snapdeal-Plus which allows sellers to stock their products at the nearest Snapdeal fulfilment centre and the ticket number for the complaint registered with Snapdeal. 
 
As per various reports, Snapdeal held payments due to various reasons. ET reported payments were held up due to reasons like fake products sold by them, penalty for returned orders which did not reach the sellers and inaccurate charges for packaging and logistics. 
 
The due amounts ranged from Rs 2,878 to as high as Rs 56 lakh. The value of the stock pending at the Snapdeal fulfilment centres was not considered to arrive at the figure of Rs 1.21 crore. 
 
An AIOVA spokesperson told ET some sellers will be meeting the Snapdeal team in this regard. 
 
"The response was as per expectation with majority members coming out and telling us that they have stopped selling on Snapdeal. We also collected data of disputes ranging fromRs 1,000 to Rs 1.5 crore which are stuck since the past 6-8 months due to which sellers have stopped selling. We hope (that) either the Snapdeal management or government takes these cases and clears the pending dues,” an AIOVA spokesperson told ET. 
 
However, Snapdeal has rejected the allegations. "Seller dues are processed and settled as per predefined payments cycles, information of which is available with the sellers. There are no outstanding payments to sellers. In fact, earlier this week we have further reduced the payment cycle for SD+ sellers, which will enable them to receive their payments 40% faster,” Snapdeal told ET in a statement.

E-commerce players such as <keyword id="6354742" type="COMPANY" weightage="100" keywordseo="Flipkart">Flipkart</keyword> and <keyword id="18635" type="CITY" weightage="20" keywordseo="Amazon">Amazon</keyword> have heaved a sigh of relief as the Indian Government has deferred implementation of TCS/TDS under the <keyword id="6359833" type="ORGANIZATION" weightage="20" keywordseo="Goods-and-Services-Tax">Goods and Services Tax</keyword> (<keyword id="6354679" type="ORGANIZATION" weightage="20" keywordseo="GST">GST</keyword>) regime. Under the provision, e-commerce players were required to deduct tax on payments made to their vendors from July 1 under the GST. But, the government the has said small businesses that sell through these ecommerce platforms don't have to register themselves immediately. Ecommerce players feared losing business as many suppliers were yet to register their operations under GST guidelines. “This ensures business continuity for the marketplace but most importantly benefits our sellers since they don't have to deal with pressures of cash flow at a time when they are transitioning into a new tax regime," an Amazon spokesperson told ET. Ecommerce companies will not be required to collect 1% TCS (tax collected at source) while making payment to their suppliers for goods sourced under GST, stated a finance ministry statement. According to Central GST (CGST) and State GST (SGST) Act, notified entities are required to collect TDS (tax deducted at source) or TCS at 1% on payments in excess of Rs 2.5 lakh to suppliers of goods or services. This provision has now been kept in abeyance. A new date for its implementation will be announced later. "We welcome the move as it gives breathing space to marketplaces but would like to see the TCS implemented as soon as possible as it gives level playing field," the All India Online Vendors' Association (AIOVA) spokesperson told ET.

In a written complaint to the <keyword id="97393" type="ORGANIZATION" weightage="20" keywordseo="Competition-Commission-of-India">Competition Commission of India</keyword>, a group on online sellers have alleged that <keyword id="6354742" type="COMPANY" weightage="20" keywordseo="Flipkart">Flipkart</keyword>'s WS Retail and <keyword id="18635" type="CITY" weightage="20" keywordseo="Amazon">Amazon</keyword>'s <keyword id="2682122" type="UNKNOWN" weightage="20" keywordseo="Cloudtail">Cloudtail</keyword> are offering heavy discounts when selling private label products. This in turn is damaging their business. 
 
These vendors have alleged that WS Retail and Cloudtail offer phones, gadgets and appliances at ‘rock-bottom prices’. 
 The retailers of private labels AmazonBasics and Flipkart SmartBuy have been tendered special benefits that haven't been disclosed publicly, the All India Online Vendors' Association, a group of 2,000 sellers on various online platforms, contended in a letter to the <keyword id="47183" type="ORGANIZATION" weightage="20" keywordseo="CCI">CCI</keyword>. The letter dated March 2, 2017, was reviewed by <keyword id="77091" type="COMPANY" weightage="20" keywordseo="The-Economic-Times">The Economic Times</keyword>. 
 "Flipkart has always conducted its business with transparency, integrity and in full compliance of all applicable laws,” a company spokesperson told The <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. "Our private label, Smart-Buy, has enjoyed rapid success primarily due to the superior quality of products. We've shared the success of the brand and empowered sellers by licensing it to them but only after they meet our rigorous quality checks. The popularity of SmartBuy and the increased business has led to tremendous gains for sellers.”

The National Company Law Appellate Tribunal (<keyword id="6396355" type="ORGANIZATION" weightage="20" keywordseo="nclat">NCLAT</keyword>) on Wednesday asked the fair trade regulator <keyword id="47183" type="ORGANIZATION" weightage="20" keywordseo="CCI">CCI</keyword> to initiate again the probe against <keyword id="6354742" type="COMPANY" weightage="20" keywordseo="Flipkart">Flipkart</keyword> for an alleged use of its dominant position. A three-member bench of the NCLAT headed by Chairman Justice S J Mukhopadhaya has set aside the earlier order passed by the <keyword id="139820" type="COMPANY" weightage="20" keywordseo="Competition-Commission">Competition Commission</keyword> of India (CCI) in this regard. Earlier, the CCI had absolved e-commerce major Flipkart of unfair practices using its dominant position. The appellate tribunal has directed the CCI to ask its probe arm Director General (DG) to investigate into the allegations. "We set aside the order passed by CCI...," the bench said adding that the fair trade regulator "is directed to initiate probe against Flipkart." The NCLAT said that the All India Online Vendors Association (AIOVA) has successfully made its case here. Passing an order on November 6, 2018, the CCI had held that the business practices of Flipkart and Amazon are not in violation of competition norms and rejected allegations of abuse of market dominance made by AIOVA. The AIOVA had alleged abuse of market dominance against <keyword id="1926919" type="COMPANY" weightage="20" keywordseo="Flipkart-India">Flipkart India</keyword> Pvt Ltd, which is into wholesale trading/distribution of books, mobiles, computers and related accessories, and e-commerce marketplace Flipkart Internet Pvt Ltd. The CCI had ruled that looking at the present market construct and structure of online marketplace platforms in India, "it does not appear that any one player in the market is commanding any dominant position at this stage of evolution of market".

<keyword id="22865833" type="General" weightage="20" keywordseo="online-vendors" source="keywords">Online vendors</keyword> have generated 15.8 million <keyword id="19914922" type="General" weightage="20" keywordseo="jobs" source="keywords">jobs</keyword> in <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword>, including 3.5 million for women, with about 1.76 million retail enterprises participating in <keyword id="19990771" type="General" weightage="20" keywordseo="e-commerce" source="keywords">e-commerce</keyword> activity, says a report released on Wednesday. The report 'Assessing the Net Impact of e-Commerce on <keyword id="19898684" type="General" weightage="20" keywordseo="employment" source="keywords">Employment</keyword> and Consumer Welfare in India' was launched by Commerce and Industry Minister Piyush Goyal. "Plugging in data from our survey, we estimate that online vendors generate 15.8 million jobs, including 3.5 million jobs for women," the report prepared by Pahle India Foundation (PIF), a Delhi-based policy research institute, said. E-commerce, according to the report, has been a key driver of employment generation In India. On an average, online vendors employ 54 per cent more people and almost twice the number of female employees, compared to offline vendors. The report noted that two of the most widely-recognised contributions of e-commerce penetration in the retail sector are --growth in employment and improvements in consumer welfare. It said rather than displacing physical markets, e-commerce is expanding into new territories like tier 3 cities. "Our data shows that a higher percentage of Tier 3 city consumers spend more than Rs 5,000 per month on online shopping as compared to consumers from bigger cities," it said, adding this is the India consumption story, which enables the co-existence of physical and digital retail. The study analysed the impact e-commerce has had on employment and consumer welfare through a pan-India survey of 2,062 online vendors, 2,031 offline vendors, and 8,209 consumers of products from e-commerce websites across 35 cities in 20 states and UTs. According to the report, each e-commerce vendor on an average employs about 9 people, of which 2 are female, while each offline vendor employs about 6 people, of which only 1 is female. It pointed out that there was increase in employment across skill levels, including high-skilled (management, marketing), medium-skilled (customer service, operations), and low-skilled (warehousing, logistics, delivery) functions. The report said that the growth of e-commerce and accompanying digitalisation have fundamentally changed the skill sets and roles required in the industry. "Vendors have experienced improved business performance parameters since listing online, including higher sales and profits," it said. According to the report, 60 per cent and 52 per cent of vendors, respectively, state that their sales and profits have increased since the time they have started selling online. "Overall, more than two thirds of the online vendors interviewed experienced an increase in online sales value and profits in the past year," the report said, adding that 58 per cent saw an increase in both. Barring costs, it said vendors have seen a positive shift in all other aspects of business performance since they started selling online. The report said there is a strong business case for offline vendors to list on e-commerce platforms or pursue an omni-channel strategy. "E-commerce integration has accrued significant benefits to vendors from smaller cities and micro-enterprises," it said. The study also delves into how e-commerce has reshaped consumer behaviour, noting that consumers have shifted to online shopping for reasons that include convenience, product variety, and access. "A highly engaged consumer base is indicated by the fact that more than 50 per cent of all respondents to the survey spent more than two hours on e-commerce platforms a week, and that 70 per cent made a purchase via e-commerce in the last month alone," it said. Speaking at the event, former NITI Aayog Vice Chairman Rajiv Kumar said, e-commerce has revolutionized India's retail landscape. Ministry of Statistics and Programme Implementation(MoSPI) secretary Saurabh Garg lauded the government's initiatives expanding digital public infrastructure that have enabled the smooth expansion of e-commerce. With this, users can now link their RuPay credit cards with Google Pay to make payments at all online and offline merchants where RuPay credit cards are accepted. Customers with RuPay credit cards issued by Axis Bank, Bank of Baroda, Canara Bank, HDFC Bank, Indian Bank, Kotak Mahindra Bank, Punjab National Bank and Union Bank of India will be able to avail this feature. Until the latest update, UPI-based payment app Google Pay, like most payments apps, only supported payments using a debit card. Now, users can add their RuPay credit card and make payments seamlessly to merchants across the country. At present, there is no option to add Visa and Mastercard-issued credit cards to Google Pay or any other UPI payment app in India. To link a RuPay credit card to Google Pay, follow these steps: <ul><li>To get started, open the Google Pay app and navigate to the settings menu.</li><li>To proceed, select the ‘<keyword id="17501077" type="General" weightage="50" keywordseo="setup-payment-method" source="Orion">Setup Payment Method</keyword>’ option in Google Pay and choose to add a RuPay credit card.</li><li>Enter the required details such as the last six digits of the card, the expiry date, and the PIN.</li><li>You will need to verify the details by entering the OTP (One-Time Password) sent to your registered mobile number.</li><li>Now, when making a payment to any UPI vendor, you can select your RuPay credit card as the payment method.
