It is a momentous day for the country as we finally enter the vote-counting phase of the <keyword id="20181062" type="General" weightage="20" keywordseo="2024-Lok-Sabha-election" source="keywords">2024 Lok Sabha election</keyword> process on June 4. The 80-day, seven-phase-long process has been marred with a wide range of issues ranging from weather turmoil to vote tampering and reelections. As the final leg of counting concludes in a few hours, here’s what the vote tallying process looks like, and what is likely to happen after after the final results are announced. <cmsannotation type="cmsannotation" annotationid="Vote counting" comment="subhead" text="Vote counting"><keyword id="389062" type="General" weightage="100" keywordseo="vote-counting" source="Orion">Vote counting</keyword></cmsannotation> While the election process takes place in several stages, the vote tallying process is carried out simultaneously in all of the country’s 543 constituencies, with typically one counting centre in each. The tallying is done by a ‘Returning Officer’ and their assistants — officials appointed by the <keyword id="19895876" type="General" weightage="20" keywordseo="Election-Commission-of-India" source="keywords">Election Commission of India</keyword> — in several rounds, or ‘leads’. This year, the counting process began at 8 AM IST on June 4, and is expected to carry on till beyond the afternoon. It will start with the tallying of postal ballots — ballot papers distributed to some categories of people — followed by the <keyword id="21930663" type="General" weightage="20" keywordseo="EVM-count" source="keywords">EVM count</keyword>. If the victory margin is less than the rejected postal ballots, those ballots are re-verified before declaring the result. These results are generally televised throughout the day. After the <keyword id="19895782" type="General" weightage="20" keywordseo="election-commission" source="keywords">Election Commission</keyword> of India (ECI) has tallied all 64 crore votes that were cast this year, the constitutional body will announce the results for all 543 seats. Subsequently, if the winning party of the alliance has secured at least 272 seats, the institution’s president will call upon the leader of the winning party to form a government for the next five-year term. If no group is able to achieve a clear majority, political parties may form coalitions to reach the 272 magic number. If all negotiations fail and a “minority government” cannot be formed by the largest party, the President of India may dissolve the Lok Sabha (lower house of Parliament) and announce fresh elections. The next Lok Sabha must be announced before the current term ends on June 16. Most exit polls have indicated another landslide victory for the Bharatiya Janata Party-led National Democratic Alliance, with a third term for Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>. However, early trends suggest that the Congress-led INDIA bloc is performing far better than expected. Results are expected to be clearer by the afternoon.

What will happen after the election commission finishes counting all Lok Sabha votes?

The votes are in, the election commission is armed, and tallies are finally being made. As lakhs of viewers tune into their news to update themselves, many are coming away shocked at the current standings. Despite confident promises of capturing 400 of the 543 Indian seats, the Bharatiya Janata Party (<keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords">BJP</keyword>) has barely won a dozen or two seats more than the halfway mark of 272, as per the initial few rounds of counting. This is still an impressive position to be in, and certainly enough to help the BJP-led <keyword id="105903" type="General" weightage="20" keywordseo="national-democratic-alliance" source="Orion">National Democratic Alliance</keyword> (<keyword id="19938590" type="General" weightage="20" keywordseo="NDA" source="keywords">NDA</keyword>) make another term. However, the overwhelming, yet lukewarm, support has inadvertently deflated the ‘Abki baar 400 paar’ chant echoed by the party throughout its campaigning. However, Congress leaders staunchly dismissed these findings, asserting that the <keyword id="3658" type="General" weightage="20" keywordseo="india" source="Orion">INDIA</keyword> alliance will achieve at least over 250 seats this election. While exit polls have exercised a notoriously patchy reputation for delivering inaccurate findings in the past, the surveys might have gotten it wrong far more than usual this time around. If this trend holds, a majority government will form with BJP-led NDA acquiring slightly below 300 seats, almost mirroring exact forecasts by on-ground reporters and some political experts. However, this is quite in contrast with almost all exit polls this election season. If the scorecard settles at the current mark, this will end up becoming the poorest performance for NDA since their historic win in 2014. The alliance came to power after winning an overwhelming 336 seats in 2014, and 353 seats in 2019. However, the main point of shock has come from the performance of Congress and the INDIA bloc, who have maintained a steadfast 200+ seats since the initial polling rounds. Out of the nine odd exit polls that came out with results recently, none had predicted the INDIA bloc to win over 150-170 seats. As the tallying moves into its final phases, let’s look at how exit polls performed in the previous election cycles. <cmsannotation type="cmsannotation" annotationid="2014 elections" comment="subhead" text="2014 elections">2014 elections</cmsannotation> In 2014, 834 million voters participated in the largest-ever elections worldwide — only to be surpassed by the 2019 <keyword id="19895394" type="General" weightage="100" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. An average of eight exit polls had indicated that the BJP would see a 283-seat victory, while the opposition would have had to settle for 105 seats. Just as predicted, the BJP saw a landslide victory and swooped in 282 of the 543 seats, with a vote percentage of 31.3%. This win was a huge blow to the INC, which only won 44 seats compared to the 206 in 2009. Since a party must win at least 55 seats to become an official opposition party in India, the Congress’s defeat meant that there was no official opposition party for India. <cmsannotation type="cmsannotation" annotationid="2019 elections" comment="subhead" text="2019 elections">2019 elections</cmsannotation> The previous Lok Sabha elections turned out to be an even bigger win for the BJP! In 2019, exit polls had predicted that the BJP-led National Democratic Alliance would peak at 306 and that the INC-led United Progressive Alliance (UPA) would win just 120. However, the post-poll statistics turned out to be underwhelming. The BJP won a whopping 37.36% of the vote — the highest by a political party since the 1989 general elections. It won 303 seats, while the NDA collectively won 352 seats. It was another crushing defeat for the Congress, which won just 52 seats, failing to claim the post of Leader of the Opposition once again.

Trends indicate INDIA maintaining 200+ seats, defying all exit poll predictions; how accurate have these surveys been since 2014?

The Congress on Wednesday said the <keyword id="19900449" type="General" weightage="20" keywordseo="government" source="keywords">government</keyword>'s proposal of giving individuals the option to choose between two tax rates for long-term capital gains (<keyword id="6357448" type="General" weightage="20" keywordseo="LTCG" source="Orion">LTCG</keyword>) tax on properties is not enough. It should also allow <keyword id="21006654" type="General" weightage="100" keywordseo="indexation-benefits" source="keywords">indexation benefits</keyword> for other forms of <keyword id="20044873" type="General" weightage="20" keywordseo="savings" source="keywords">savings</keyword> such as <keyword id="19905382" type="General" weightage="20" keywordseo="stocks" source="keywords">stocks</keyword> and <keyword id="19975805" type="General" weightage="20" keywordseo="fixed-deposits" source="keywords">fixed deposits</keyword>. Professionals' Congress Chairman Praveen Chakravarty accused the government of "betraying" the middle and salaried class in the Union Budget through the removal of indexation and higher taxes on their savings and <keyword id="22703183" type="General" weightage="20" keywordseo="investment-gains" source="keywords">investment gains</keyword>. "On 23rd July, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> presented the government's budget in Parliament. We welcomed certain aspects but we strongly opposed many parts of the budget. We welcomed the fact that the FM took some ideas from the Congress party's manifesto such as the employment linked incentive (ELI) scheme, the Apprenticeship Act and removing Angel tax," Chakravarty said at a press conference at the AICC headquarters here. Among other things, we strongly opposed what the finance did to the middle class and salaried professionals, he said. Leader of the Opposition Rahul Gandhi in his response to the Budget in Parliament categorically said that this was a "betrayal of the middle class" through removal of indexation and higher taxes on their savings and investment gains, Chakravarty pointed out. "He (Gandhi) had promised to fight for the middle class on this issue. This issue affected nearly 7 crore Indians who filed income taxes, owned or aspire to own a home and invest their savings. In this budget, effectively, through removal of indexation and increase in capital gains taxes, the taxes of salaried professionals through investment gains went up dramatically," he said. Already, the middle class and the salaried professionals are bearing the brunt of taxation under the Modi government because for the first time in India, total income taxes paid by middle class individuals are higher than taxes paid by rich corporates, Chakravarty said. There were huge protests on social media and in business events in cities like Mumbai where professionals came out spontaneously to protest, he said. "We had nearly 12,000 people who signed the petition in just one day since its launch. Yesterday, the government of India announced a rollback of indexation of property gains by giving individuals the option to continue with indexation benefits. We welcome this. This is a victory to the 7 crore people that file income tax," he said. "But this is not enough. We urge the government to allow indexation benefits for other forms of savings too such as stocks, debt, fixed deposits and so on," Chakravarty asserted. More importantly, this is a testament to middle class power and the power of democracy, he said. "When professionals come together and raise their voice, it will be heard. This is also proof of what a strong Opposition and a concerted and united effort can achieve for the people of India. The AIPC will continue to raise issues that impact the middle class working professionals," Chakravarty said. His remarks come a day after the government proposed significant relief for individuals who bought houses before July 23, 2024, by giving them the option to choose between two tax rates for long-term capital gains (LTCG) tax. The Budget 2024-25 had proposed to lower the LTCG from 20% to 12.5% but removed the indexation benefits. The new rates have come into effect from July 23, 2024. The indexation benefit allowed the taxpayers to compute gains arising out of the sale of capital assets after adjusting for inflation. The tax experts had said that the proposed changes in the Budget would raise the LTCG tax burden. As per the amendments to Finance Bill, 2024, circulated to the Lok Sabha members on Tuesday, individuals or HuF who bought houses before July 23, 2024, can compute his/her taxes under the new scheme (@12.5% without indexation) and old scheme (@20% with indexation) and pay such tax which is lower of the two. After the Budget presentation, the Income Tax department said that 'substantial tax savings' are expected for a vast majority of taxpayers due to a reduction in the long-term capital gains tax (LTCG) rate in the real estate sector. As per the changes brought in the 2024-25 Budget, the government has retained the indexation benefit for the taxpayers on properties bought or inherited before 2001.

However, the government's commitment to transforming agriculture and potentially the lives of Indian farmers could lead to the agricultural sector growing at 3.7% in the current fiscal, compared to 1.4% last year, as per the CII. <h2>Key initiatives in agriculture</h2>Transforming Agriculture Research The government is set to conduct a comprehensive review of the agricultural research framework, with an emphasis on enhancing productivity and developing climate-resilient crop varieties. Funding will be allocated on a challenge basis, including to private sector initiatives. This research will be overseen by domain experts from both governmental and non-governmental organizations. Release of New Varieties A total of 109 new high-yielding and climate-resilient varieties of 32 field and horticulture crops will be introduced for farmers to cultivate. Promoting Natural Farming In the next two years, the government plans to transition one crore farmers to natural farming practices, supported by certification and branding efforts. This initiative will be carried out through scientific institutions and willing <keyword id="20030597" type="General" weightage="20" keywordseo="gram-panchayats" source="keywords">gram panchayats</keyword>, with 10,000 bio-input resource centers to be established based on need. Missions for Pulses and Oilseeds To achieve self-sufficiency in pulses and oilseeds, the government will strengthen their production, storage, and marketing. Out of the 543 winning candidates, 504 are crorepatis, the analysis found. In 2019, 475 (88 per cent) winning candidates were crorepatis and 443 (82 per cent) in 2014. The trend indicates a steady climb since 2009 when only 315 (58 per cent) MPs were crorepatis. According to the analysis, 227 (95 per cent) of the BJP's 240 winning candidates, 92 (93 per cent) of the Congress' 99, 21 (95 per cent) of the DMK's 22, 27 (93 per cent) of the TMC's 29 and 34 (92 per cent) of the Samajwadi Party's 37 candidates have declared assets worth more than Rs 1 crore. All winning candidates of the AAP (3), the JDU (12) and the TDP (16) are crorepatis, ADR data showed. The analysis also delves into candidates' chances of winning based on their financial backgrounds. It found that the probability of a crorepati candidate clinching victory in the 2024 Lok Sabha elections stood at 19.6 per cent, compared to a meagre 0.7 per cent for candidates with assets less than a crore. The analysis also provides a breakdown of wealth distribution among the winning candidates. The data showed that 42 per cent of the candidates possess assets totalling Rs 10 crore and above. While 19 per cent of the candidates fall within the bracket of Rs 5 to 10 crore, 32 per cent hold assets ranging between Rs 1 and 5 crore. Only about 1 per cent of the winning candidates have assets worth less than Rs 20 lakh. Among major parties, the average assets per winning candidate vary significantly. The TDP leads with an average of Rs 442.26 crore per winner, followed by the BJP with Rs 50.04 crore, the DMK with Rs 31.22 crore, the Congress with Rs 22.93 crore, TMC with Rs 17.98 crore and SP with Rs 15.24 crore. The analysis also highlights disparities within the financial profiles of winning candidates. While some boast of substantial assets, others have relatively low worth. For instance, BJP's Jyotirmay Singh Mahato from West Bengal's Purulia has declared assets totalling a mere Rs 5 lakh. Similarly, TMC's Mitali Bag from West Bengal's Arambag holds assets worth Rs 7 lakh. Assets of SP's Priya Saroj from Uttar Pradesh's Machhlishahr are valued at Rs 11 lakh. In addition, the analysis identifies candidates with high liabilities. TDP's Pemmasani tops the list with liabilities exceeding Rs 1,038 crore. DMK's S Jagathratchakan from Tamil Nadu's Arakkonam has liabilities worth Rs 649 crore and TDP's Prabhakar Reddy Vemireddy from Andhra Pradesh's Nellore has liabilities worth Rs 197 crore.

In a bid to encourage voters to exercise their franchise in large numbers, ECI has enhanced its targeted interventions to reach out to every eligible voter. The Commission led by CEC Rajiv Kumar along with ECs Gyanesh Kumar and Sukhbir Singh Sandhu, further directed CEOs of the states going to poll in the fifth, sixth and seventh phases to timely distribute voter information slips to all electors and enhance outreach activities. "Commission strongly believes that partnership and collaboration are essential pillars of the voter awareness programme. It's heartening to see that, at the Commission's request, different institutions, influencers and celebrities with significant reach are working enthusiastically on a pro-bono basis," Chief Election Commissioner Rajiv Kumar said. Further, he added that a higher voter turnout would be a message from Indian voters to the world, about the strength of Indian Democracy. "We have been, formerly, in alliance with both Nitish Kumar and Chandrababu Naidu. In Bihar, the INDIA bloc was leading in only eight out of the 40 Lok Sabha seats but Jha was confident that the numbers would look up for the coalition in the state, even as he complained about the tardy pace of counting. "We have written to the Election Commission drawing attention towards the extremely slow pace of counting. Only 3-4 lakh votes have been counted till afternoon in most seats in Bihar where, on an average, about 10 lakh people have exercised their franchise in each constituency," said Jha. "We are confident that as the counting progresses, in many seats where we are trailing by slender margins, the picture will change. But we urge the Election Commission to carry out the exercise as per the rule book and not act on any telephone calls they may be getting from Delhi," said the Rajya Sabha MP, who has been alleging that the poll panel has often acted under pressure from the ruling BJP at the Centre. "To all our cadres in the INDIA coalition, I would appeal not to let their guard down. Counting may continue till late in the evening. We must remain vigilant," said Jha. Among the INDIA constituents in Bihar, RJD had contested 23 seats, out of which it was trailing in all but four, while Congress, which got nine seats, was leading in two. The CPI(ML) Liberation, which had contested three seats, was leading in two.

Some experts speculate that this outcome came from the party failing to address core issues such as employment and economic anxiety, and instead choosing to focus on religious divide to win ballots. While the BJP-JD(S) alliance has managed to retain a majority in the southern state with 17 seats, <keyword id="19895371" type="General" weightage="20" keywordseo="Congress" source="keywords" meta.keywordsubtype="org" meta.entityname="Congress" meta.hostid="261" meta.entityid="Congress">Congress</keyword> made an impressive comeback this year, winning 9 seats compared to the 1 in the last election cycle. JD(S) managed to capture the remaining two seats. As for the four Bengaluru constituencies, BJP managed to cling onto all of them as well, with Tejasvi Surya in Bengaluru South, Shobha Karandlaje in Bengaluru North, P. C. Mohan in Bengaluru Central and C. N. Manjunath in Bengaluru Rural. <cmsannotation type="cmsannotation" annotationid="Uttar Pradesh" comment="subhead" text="Uttar Pradesh">Uttar Pradesh</cmsannotation> As mentioned earlier, the biggest controversies came out of Uttar Pradesh. Housing prominent figures such as Chief Minister Yogi Adityanath, the state has been widely considered as a stronghold for the saffron party, who had won a whopping 62 seats in 2019. However, resident voters were determined to take to the booths to voice their dissent this year. Of the 80 UP constituencies — by far the state with the largest number of seats — 37 were won by the Samajwadi Party. Meanwhile, the BJP held onto 33 seats, and the INC 6. The difference is stark: BJP lost 27 of the seats it won in the previous election cycle. Many prominent figures were dethroned this year, including Smriti Irani in Amethi, Union Minister Ajay Kumar Mishra in Kheri and Maneka Gandhi in Sultanpur. However, perhaps the biggest shocker came from the fact that the BJP also lost the Faizabad Lok Sabha seat, which housed the contentious Ram Temple. Awadesh Prasad of the Samajwadi Party will be chairing the constituency for the next five years. While the NDA had clinched 41 out of the 48 seats in the previous 2019 elections, it managed to bag a paltry 9 this time around. While this is a monumental loss for the ruling party, they managed to hold firmly onto most of the coastal Konkan belt. Headed by the Mahayuti alliance, the BJP won 7 of the 12 coastal seats, including in Palghar, Ratnagiri-Sindhudurg and Mumbai North. Meanwhile, the Shiv Sena (UBT) maintained its hold on half of the six Mumbai constituencies. Of the four Mumbai Metropolitan Region (MMR) seats, NCP (SP) won Bhiwandi, Shinde-led Shiv Sena won Thane and Kalyan and BJP won Palghar. <cmsannotation type="cmsannotation" annotationid="Tamil Nadu" comment="subhead" text="Tamil Nadu">Tamil Nadu</cmsannotation> Of all the economic powerhouses, Tamil Nadu was the only state untouched by the BJP this year. Out of the 39 seats in the state, the MK Stalin-led Dravida Munnetra Kazhagam (DMK) came out victorious in 22, the INC won 9, while a coalition of other parties bagged the remaining seats. This was a massive win for the DMK, especially considering the two major opposition parties, the AIADMK and BJP, had come together to contest this year. Considered by many as BJP's most promising candidate, K Annamalai, too lost to DMK’s Ganapathi P Rajkumar in Coimbatore. <cmsannotation type="cmsannotation" annotationid="Gujarat" comment="subhead" text="Gujarat">Gujarat</cmsannotation> While most of the other states endured major plot-twists, the story has remained almost the same for Narendra Modi’s home state, Gujarat. As per final polls, the BJP won 25 of the total 26 seats in the state, falling short of a full clean sweep due to INC clutching the final one. However, the INC win in the Banaskantha Lok Sabha seat was no small victory, considering this was the first time in a decade that the party had made ground in the western state. Meanwhile, Home Minister Amit Shah contested and won from state capital Gandhinagar by a massive margin of nearly 7.5 lakh votes.
