She even ran left of Biden on several issues related to criminal justice reform in 2020, according to <a target="_blank" class="" href="https://www.themarshallproject.org/2024/07/21/kamala-harris-criminal-justice-record">The Marshall Project</a>.Harris cosponsored the 2018 Marijuana Justice Act, which would no longer classify cannabis as a controlled substance. She previously opposed the legalization of recreational marijuana before changing her stance in 2018.During her 2020 campaign, Harris presented a plan to reduce the prison population for women and children and put an end to solitary confinement.She also said that she would support a federal standard on use-of-force for police departments and proposed establishing a federal board that could review police shootings, according to The Marshall Project.<h2 id="e31c752f-a387-479a-bec2-89ef1f9f83b2">Economy</h2>Harris is expected to tout some of the headway the Biden administration has made with economic policies, including Biden's <a target="_blank" class="" href="https://www.businessinsider.com/biden-throws-support-behind-1-trillion-infrastructure-deal-with-gop-2021-6">Infrastructure Deal</a> and the <a target="_blank" class="" href="https://www.businessinsider.com/house-passes-inflation-reduction-act-sending-it-to-biden-2022-8">Inflation Reduction Act</a>, which included a cap on insulin costs.In April, Harris announced a nationwide "Economic Opportunity Tour" to promote the administration's progress in investments toward small businesses, inflation, and student loan forgiveness.Previously, Harris introduced policies to support the middle class, such as a $3,000 refundable tax credit for those making $50,000 or less a year and a $6,000 credit to couples making $100,000 or less.She's also pushed for higher corporate taxes and criticized former President Donald Trump's tax cuts.<h2 id="11a25746-7ddd-496c-8261-ab0db8d03f21">Healthcare</h2>During her first presidential run, Harris' rivals drilled her over her shifting stances on healthcare. In 2019, Harris made waves when she became the first major potential Democratic presidential hopeful to team up with Sen. Bernie Sanders of Vermont on a "Medicare for All" plan.As a presidential candidate, Harris waffled on whether she would allow private insurance plans to continue. She raised her hand during a primary debate to indicate she would end such plans, only to say later that she had misunderstood the question.Harris ultimately rolled out her own "Medicare for All" proposal, which Sanders' campaign attacked for moving too slow (her plan called for a 10-year transition period) and Biden's advisors hammered for being too progressive, as HuffPost wrote about recently.In another difference from Biden, Harris has supported strong drug pricing controls, including tying US prices to what drugs cost in other wealthy nations, per Stat News.<h2 id="3f28a34f-e4a1-408d-a986-78ee8547fa2e">Immigration</h2>Immigration is another area where Harris has shifted her policy stances over time.As a San Francisco DA, she supported a city policy that turned over young immigrants to Immigration and Customs Enforcement if they were arrested or accused of committing a felony.Later on, a Harris campaign spokesperson told CNN that the "policy could have been applied more fairly."Harris said she wanted to potentially overhaul ICE, criticized Trump's border wall as a "medieval vanity project," and backed the bipartisan border security deal that would have closed the border if a threshold of 5,000 migrants a week was reached. Senate Republicans shot down the legislation in May.As vice president, Harris was tasked with handling the root causes of migration to the US from Central America. In a move which angered some congressional Democrats, Harris warned migrants not to travel to the US border."Do not come. Do not come. The United States will continue to enforce our laws and secure our borders," Harris said during a 2021 news conference alongside then-Guatemalan President Alejandro Giammattei.Republicans have already tried to inflate Harris' responsibilities, deeming her a "border czar." Here's where Kamala Harris stands on the issues, from the economy to healthcare

Guatemala City, Jun 22 (AP) Guatemalan Preisdent Alejandro Giammattei said Monday that 151 of the people who work at his official residence have tested positive for COVID-19, and one has died. Many of the infections were found among workers in the Secretariat of Administrative Affairs and Security at the presidential residence, which includes his offices, in downtown Guatemala City. Giammattei said 69 of those infected have recovered and at least five, who had been in critical condition, have improved. The president, himself a physician, has not tested positive. Giammattei made the announcement during an event at the Foreign Relations Ministry to announce that the European Union had donated laboratory material for 72,000 COVID-19 tests. 151 COVID cases at Guatemala president's residence

Mexico City, May 16 (AP) As Mexico moves toward a gradual reactivation of its economy Monday, the number of new coronavirus infections grows higher every day, raising fears of a new wave of infections that other countries have seen after loosening restrictions. President Andrés Manuel López Obrador is straddling the issue, telling the public that the fight against the virus depends on continued social distancing in many places while describing how other areas will begin to return to work Monday. "We're at the point where we begin to have fewer cases," López Obrador said Friday. "But in these days we have to be more careful, not relax the discipline, don't trust ourselves." The comments came on the same day the government clarified guidelines for the construction, mining and automotive industries to return to work Monday. The next two weeks will serve as a period to formalize their protocols to keep workers safe, but if they do so and get approval they can open any time before June 1. There were 2,409 new COVID-19 test confirmations Thursday, the first time that number has exceeded 2,000 in one day. "We are at the moment of the fastest growth in new cases," said Assistant Health Secretary Hugo López-Gatell. "This is the most difficult moment." Health officials have said the real number of infections is far higher. Mexico has a lower rate of testing for the virus than any of the world's largest economies, according to the Organization for Economic Cooperation and Development The country's lockdown - which began in March - will remain in place, but those particular industries will be allowed to resume because Mexico's top advisory body on the pandemic, the General Health Council, said Tuesday it had decided to classify them as "essential activities." There were signs that hospital capacity was nearing its limit Mexico City, the hardest-hit area. The Health Department reported that 73 percent of the city's general care hospital beds were full; the percentage was lower for intensive-care beds, but that was partly because of the expansion of improvised ICU units at hospitals and other venues. On Friday, about 2,000 ventilators purchased by private companies and donated to Mexican hospitals arrived aboard a flight from Chicago, Illinois. The machines are made by Royal Philips, a Dutch company with plants in the U.S., and were acquired by major Mexican companies. There is concern in the medical community that talk of relaxing social distancing measures is coming too soon and could lead to a devastating second wave of infections as resources dwindle and medical personnel are running on fumes. Guatemalan President Alejandro Giammattei announced Thursday night that he was putting the country back on lockdown after a surge of new infections in the first week after he allowed shopping centers to reopen. Infections soar as Mexico moves toward restarting economy

Guatemala City, May 18 (AP) Ten more Guatemalans deported from the United States last week have tested positive for COVID-19 upon their return.A Guatemalan health official who was not authorized to discuss the information publicly and requested anonymity said Sunday they had been aboard a May 13 flight from Alexandria, Louisiana. Last week, health authorities had said three people from that flight had tested positive for the virus.The remaining 52 deportees aboard that flight will now be tested, the official said.It's the latest example of an ongoing problem that now accounts for at least 115 infected Guatemalans. The government has suspended the deportation flights on several occasions to pressure the U.S. government to certify that the deportees do not carry the virus.The U.S. government started testing them, but this is at least the second flight where deportees who apparently tested negative before their departure have tested positive upon arrival in Guatemala. In some cases the deportees are tested several days before actually boarding the plane so it's possible they were infected in the interim. The Guatemalan government has asked the U.S. to test them no more than three days before departure.The AP had previously reported that on an April 13 flight from Alexandria, at least 44 deportees tested positive. Later, the government raised the number of positive results from that flight to 71.Guatemala has reported nearly 2,000 confirmed infections and 35 deaths. President Alejandro Giammattei put the country on a round-the-clock lockdown over the weekend after a loosening of restrictions was followed by a surge in infections. Havana, May 6 (AP) Rarely used in Latin America outside hospitals before the coronavirus pandemic, face masks are now compulsory for subway riders, supermarket shoppers and even joggers in some countries - and they're becoming a colorful part of the region's daily life.Motifs showing up on masks are varied, often reflecting local cultures. There are lucha libre-themed masks in Mexico, logos of soccer clubs in Argentina, Batman characters in Peru and colorful swimsuit prints in Colombia.Some activists sport masks with political statements."It's a garment that has a strong visual impact," says Lauren Fajardo, one of the owners of Cuban fashion brand Dador. "It is also a way to express yourself. I don't even have to talk for someone to see what I'm trying to say with my face mask." When the virus first started to spread in Latin America, pharmacies quickly ran out of conventional face masks, pushing up prices and even forcing medical personnel to go without them. But with lockdowns putting the brakes on business activity, local manufacturers reacted quickly, and grassroots producers also jumped in.In Havana, women working at home on their sewing machines used leftover fabric to make free face masks for neighbours. "We also needed to find work for the people who sew for us, so we are reinventing ourselves." In Bolivia, the Mujeres Creando feminist association is making masks that emphasize womens' rights.
