<p>Every year since the first gathering of 13 balloons in 1972, the <a href="http://www.balloonfiesta.com/" target="_blank">Albuquerque Balloon Fiesta</a> in New Mexico has brought together <keyword id="535396" type="UNKNOWN" weightage="60" keywordseo="hot-air-balloon">hot air balloon</keyword>ists and enthusiasts from all around the country and the world in what is the premier hot air balloon event of the year. </p>
<p>With the Sandía Mountains as a backdrop, over 500,000 visitors head to Albuquerque to fly, launch and oogle over 550 balloons that include 90 special shapes from over 18 countries for one of the most photographed events there is. </p>

Stunning Photos Of Hot Air Balloons At The Albuquerque Balloon Fiesta

<p>So drones won't be photographing, or filming, what o<span>rganizers describe as the most photographed event in the world.</span></p>
<p>The Albuquerque International Balloon Fiesta, which starts on Saturday and runs until Oct. 12, draws hundreds of thousands of spectators every year as it fills the skies with more than 550 balloons.</p>
<p>Unmanned aircraft systems (UAS), or drones, will be prohibited from flying within a radius of 4 nautical miles from the center of the park where the event is held and within 3,000 feet above the ground, the organizers said.</p>
<p>The rules were set by the Federal Aviation Administration and other federal agencies, the organizers said, to protect the airspace that includes the festival's many balloons.</p>
<p>"Safety is the top priority for Balloon Fiesta," they said in a statement. "Until firm regulations regarding the use of amateur UAS are developed and implemented at the Federal level, the Balloon Fiesta views all UAS (as) a potential threat to flight operations of hot air balloons."</p>
<p>More than 500 balloon teams from more than 20 countries will take part in this year's festival, which will be the 43rd annual balloon bash held in Albuquerque.</p>
<p><span>The fiesta usually enjoys bright sunshine and the ideal weather conditions for ballooning.</span><span style="line-height: 1.5em;"> </span></p>

British inflation just fell for the first time in 8 months

Many people who retire early prefer to spend their money the same way

That's a long way from the European Central Bank's 2% target.</p><p>Analysts were expecting CPI to have risen by 0.2% year-on-year, up from 0.1% in October.</p><p>Core consumer prices rose by 0.9%, less than last month's figure and less than was forecast.</p><p>Core prices are an important measure because they strip out the most volatile items - things like fuel and food prices which are subject to massive variations. </p><p>A large part of the eurozone's extremely low inflation right now is down to the slump in the price of oil over the last year - but the core figure shows that other prices aren't rising by as much as the ECB would like, either.</p><p>Analysts had expected core prices to rise by 1%, down from 1.1% in October.</p><p>ECB chief Mario Draghi is gearing up to announce more easing measures after Thursday's policy meeting. Eurozone inflation failed to pick up in November - ahead of Mario Draghi's QE boost

It </span><span>came </span><span>into force </span><span>in</span><span> April this year</span><span>. </span></p><p><span>The lower minimum wage still applies to workers aged between 21 and 25 still.</span></p><p><span><span>A little over a third of businesses affected by the living wage had put their prices up, while 29% said they had reduced their profits, according to a report by the Resolution Foundation.</span></span></p><p><span><span>The group surveyed 500 firms before the EU referendum vote in June. Only 14% said they had used less labour as a result of the living wage, with more firms saying they would increase the work load on existing staff and invest more in training.</span></span></p><p><span><span><span>"The evidence from early indicators then is that the NLW is on the minds of many employers but that fears of job losses do not appear to have been borne out," the Resolution Foundation said in its report.</span></span></span></p><p><span><span>Here is the chart:</span></span></p><p><span><span><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Resolution Group</span></p></div><p></p></div></div></span></span></p><p><span><span>The firms said they would increase pressure on staff to do more in future. They were surveyed on their plans for the next five years, and, while the number who said they would increase prices stayed the same, there was a</span></span><span><span> "noticeable shift is the reduction in the share of firms expecting to take lower profits, dropping from 29% to 18%," according to the report. </span></span></p><p><span><span>"This is unsurprising, as most businesses would not be expected to plan to be less profitable in the long run," the report said. The plan is to raise it to £9 an hour by 2020, depending on wage growth forecasts.</span></p><p><span>If the <keyword id="6354868" type="COUNTRY" weightage="60" keywordseo="UK">UK</keyword> fails to negotiate good trade deals and is cut off from the supply of international capital, salaries across the UK will suffer and the National Living Wage with them.</span></p><p><span>The Resolution Foundation plotted estimates of how different scenarios would affect wage growth in the UK and the chances of reaching the £9 target. Inflated prices but no job losses: The verdict on the National Living Wage

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>Here is what you need to know.</p><p><strong>There are rumors Glencore is going to be taken over. </strong>Commodities giant Glencore was up as much as 70% in Hong Kong trade after <a href="http://www.businessinsider.com/glencore-shares-jump-after-reports-management-will-listen-to-takeover-offers-2015-10?r=UK&amp;IR=T">rumors circulated management would listen to takeover offers</a>. However, the Board disputed those claims in a press release saying, "...it is not aware of any reasons for these price and volume movements or of any information which must be announced to avoid a false market..." Currently, Glencore is up 9% in London.</p><p><strong>Potash backed out of its K+S takeover. </strong>The Wall Street Journal reports Canadian fertilizer company <a href="http://www.wsj.com/articles/potashcorp-withdraws-8-8-billion-offer-for-german-rival-k-s-1444018104">Potash has backed out of its $8.8 billion takeover attempt of German rival K+S</a>. According to Potash, it's dropping the bid because of market conditions and a lack of commitment from K+S management. Back in August, K+S said Potash's bid undervalued the company and would eliminate jobs, according to the WSJ.</p><p><strong>American Apparel filed for bankruptcy protection. </strong>The retailer <a href="http://www.businessinsider.com/r-american-apparel-files-for-bankruptcy-2015-10?r=UK&amp;IR=T">filed for Chapter 11 bankruptcy protection</a> amid its restructuring with secured lenders. According to the Reuters, American Apparel plans to keep stores open throughout the restructuring, which will cut its outstanding debt to $135 million from $300 million in exchange for equity. "By improving our financial footing, we will be able to refocus our business efforts on the execution of our turnaround strategy," CEO Paula Schneider said in a statement.</p><p><strong>Nelson Peltz disclosed a huge stake in GE. </strong>Activist investor <a href="http://www.businessinsider.com/r-nelson-peltzs-trian-fund-takes-25-billion-stake-in-ge-wsj-2015-10">Nelson Peltz announced a massive $2.5 billion stake in General Electric</a>. Peltz's Trian Fund Management says it owns 98.5 million shares of the industrial giant, amounting to its largest position. "Trian believes GE has significant long-term potential and that its implied target value per share, including dividends, could be $40 to $45 by the end of 2017 based on our view that GE can deliver EPS of at least $2.20 in 2018," Trian CIO Ed Garden said in a statement. <span>Trian has not asked for a board seat, but does want GE to increase cost-cutting efforts and potentially sell more finance assets, says Reuters.</span><span></span></p><p><strong>The British government is going to sell the rest of its stake in Lloyds Banking Group.</strong> The UK Treasury filed a regulatory statement saying it <a href="http://www.businessinsider.com/uk-government-lloyds-share-sale-to-the-british-public-2015-10?r=UK&amp;IR=T">plans to sell its remaining stake in Lloyds Banking Group sometime in 2016</a>. The Treasury says it will sell £2 billion ($3 billion) of its remaining 11.98% stake in the bank to retail investors in the spring. Treasury injected £20.5 billion ($31.4 billion) into the bank during the financial crisis, amounting to a 43% stake in the lender. The sale will depend on market conditions.</p><p><strong>Eurozone services PMIs mostly disappointed. </strong>Eurozone services PMI slowed to 53.7 in September, down from 54.0 in August. Economists were expecting the reading to remain at 54.0. As for the individual countries, <a href="http://www.businessinsider.com/eurozone-services-pmis-september-2015-10?r=UK&amp;IR=T">Spain saw the biggest slowdown</a> as its reading fell from 59.6 in August to 55.1. Germany and Italy also disappointed. As for France, it was the lone outperformer as its reading rose to 51.9 in September from 50.6 in August. The euro is stronger by 0.2% at 1.1241.</p><p><strong>UK services PMI slowed. </strong>The September reading of UK services PMI slid to 53.3 from 55.6 in August. The number missed the 56.0 that economists were forecasting, and marked the <a href="http://www.businessinsider.com/the-uks-services-sector-disappointed-in-2015-10?r=UK&amp;IR=T">lowest reading since May 2013</a>. Despite the big drop, the reading remained well above the 50.0 expansion/contraction line. The British pound is unchanged at 1.5188.</p><p><strong>Stock markets around the world are higher.</strong> France's CAC (+3.1%) leads the gains in Europe after Australia's ASX (+2%) paced the advance in Asia. China's Shanghai Composite remains closed for Golden Week. S&amp;P 500 futures are higher by 11.00 points at 1954.00.</p><p><strong>US economic data is light. </strong>Services PMI will cross the wires at 10 a.m. ET. <p>Annual inflation had stood at a year-low of 2.2 percent in October, the Office for National Statistics (ONS) said in a statement.</p>
<p>"The Consumer Prices Index (CPI) grew by 2.1 percent in the year to November 2013, down from 2.2 percent in October," the ONS said.</p>
<p>"The largest contributions to the fall in the rate came from food and the utilities -- gas and electricity. These were partially offset by upward contributions from the transport sector and from some aspects of recreation and culture," it added.</p>
<p>At 2.1 percent, the rate was the lowest level since November 2009.</p>
<p>The Bank of England's main task is to use monetary policy as a tool to keep annual inflation close to a government-set target of 2.0 percent, in order to preserve the value of money.</p>
<p>The annual CPI rate has held above this target level since November 2009 but has dropped from a level of more than five percent in the space of two years.</p>
