Education outcomes in state-run schools can be better than the private ones, Nobel laureate Abhijit Banerjee said on Saturday as he lauded Delhi government schools for "outperforming" their private peers.
 He said state agencies have been "generous" with resource allocation for education, which is visible in aspects like teacher salaries and the system, and the focus needs to shift to making them perform better.
 The comments from the MIT professor, whose work on poverty alleviation won him the coveted Nobel Prize recently, come weeks ahead of the Delhi polls.
 "Do I think that you can aspire to doing better in the government system relative to the average private school? Yes. The Delhi public schools have done it actually. Results in the Delhi public school system, the government school system like the municipal schools are better than the average private school in Delhi," he told reporters here.
 Speaking ahead of delivering a lecture at education-focused NGO Pratham's 25th anniversary celebrations, Banerjee said the Delhi government schools have "outperformed" the private ones.
 He said private schools are "terrible" from an outcome perspective.
 Education is largely a state subject under the federal structure of India, but stretched fiscal situations are generally "bad news" for the sector as lesser resources will be allocated, he said, answering a specific question on a Rs 3,000 crore reduction in the Central government's education allocations.
 However, he said rather than financial resources, the Centre's focus should be on reforms in human resource development, University Grants Commission and syllabus setting.
 He pitched strongly for leaving syllabus setting to the individual institutions, rather than making it centralised where boards set the syllabi.
 There is a need for greater flexibility in the education sector across all aspects, he said, calling the system "very rigid".
 "I think the real issue is not money... the education system is very rigid, too rigid. There's almost no flexibility. Pensions, salaries eat up most of the budget. So it's not that you can change very much. You are always committed to paying those things. It's a rather inflexible system," he said.
 The economist, who has been a notary of stimulating demand to boost growth, also said that the budget deficit numbers are "a little bit imaginary" and one should not be very concerned about breaching the fiscal gap.
 "Budget deficit numbers are a little bit imaginary. So in that sense, I don't think it is a big deal to breach it and certainly I wouldn't be supporting fiscal tightening right now," he said. AA ABM

Abhijit Banerjee lauds Delhi govt schools for outperforming private peers

Jaipur, Jan 26 () Nobel laureate and economist Abhijit Banerjee here on Sunday said the banking sector in the country is "stressed" and the government is in no position to bail it out.
Speaking to the media on the sidelines of the 13th Jaipur Literature Festival, Banerjee said the demand slowdown in the automobile sector also shows that people are lacking confidence in the economy. 
"Financial sector is the biggest stress point currently. There is no question that the finance sector is something we should worry about, the banking sector is stressed. The government really is not in a position to bail it out, so we are talking about a long process of attrition, that's going to be costly.
"We also know that due to a demand deficit in the economy, cars and two-wheelers are not selling, and those things are signs of a general fact that people lack confidence that the economy is going to grow fast so they are holding back, they are not spending," he said.
The author of "Good Economics for Hard Times" added that the slowdown in the economy will also adversely impact poverty alleviation in the country as urban and rural sectors are interdependent.
"Poverty alleviation has been happening mostly on the strength of the fact that urban sector creates low skill jobs, and a lot of rural sector works in the urban sector and sends money back. 
"That's the peak source of transmission of growth from urban sector to rural sector. And as soon as the urban sector slows down the rural sector, the people in construction work don't have as many jobs. All of that will feed back on the rural sector," the 58-year-old Indian-American economist said.
Answering to a question - how will economic policies work if people have a lack of trust in the data, he said the government "should worry about this issue" as foreign investors are getting "nervous".
"They don't know where they are going, what they are getting into, I mean those are real issues the government should look into. If it wants to have more investment and more involvement in the global economy, then I think it needs to provide the true data to people," he said. MAH MKJ

"... It tries to find the answers to questions like: Do immigrants take away jobs from poor native workers? Does international trade increase inequality, which is at present growing alarmingly? Herd immunity in India is a terrible idea, says Harvard Professor

Kolkata, May 12 () Nobel laureate Abhijit Banerjee has said that there is no certainty that India will gain from shifting of businesses from China in the wake of coronavirus pandemic.Speaking to a Bengali news channel ABP Ananda on Monday evening, Banerjee said that everyone is blaming China for the COVID-19 outbreak as it has origin there."China is being blamed now for the coronavirus outbreak. Even people are saying that India stands to benefit as businesses will shift from China and come to India. But that may not be true," the economist said.Banerjee, who is also a member of Global Advisory Board formed by the West Bengal government to prepare a roadmap for COVID-19 response in the state, said, "What happens if China depreciates its currency. In that case, Chinese products will be cheaper and people will continue to buy their products".Talking about the proportion of gross domestic product (GDP) planned to be spent by the Centre for a relief package, Banerjee said countries like the US, UK and Japan are spending a high share of their respective GDPs."India plans to spend less than one per cent of its GDP at Rs 1.70 lakh crore. We should spend much increased proportion of GDP," he said.The Centre had announced a more than Rs 1.70-lakh crore package to alleviate the hardship of the poor hit by economic disruption due to coronavirus outbreak.The Economics Nobel Prize winner said main problem is that people of the country do not have high purchasing power."The poor people now do not have the money and they hardly have any purchasing power. There is no demand as well. The government should give money in the hands of the common people because they run the economy, not the rich," he said.Money should be given in the hands of poor people in phases over a period of three to six months, the economist said, adding that if they do not spend that, there is no problem.Banerjee felt that it is the responsibility of the Centre to look after the migrant workers."We have not thought of their problems that they will face. They have no shelter and money in their pockets," he said.There is a need to issue emergency ration cards to all for a period of three or six months, he said."It is the responsibility of the Centre as the migrant workers pass through various states to reach their homes," Banerjee noted.He said the central government has taken some steps to provide relief to the people, of which extending moratorium on loan repayment is one."There is need for taking other steps as well. But the problem is where is the demand," he said.The MIT professor said there is no dearth of work in India."Workers in Delhi and Bangalore are being asked not to leave the states as there are works," he pointed out.Talking about the nationwide lockdown imposed to contain coronavirus outbreak, he said it has been extended in phases and people were made aware of social distancing and asked to wear masks."But that stage is not reached about how to run the economy by maintaining social distancing," he said, adding that it is easier said than done.Regarding testing of samples, he said India is a big country and the quantum of test should have been more from the beginning."We do not know the extent of the coronavirus outbreak as there was no population testing done," he said, adding that more testing should be conducted before lifting the lockdown.He further said, "More the test, lesser will be the death rates. In West Bengal, the number of tests has increased now. He also studied at the University of Calcutta and Delhi's Jawaharlal Nehru University. Narendra Modi: Prime Minister Modi, is seeking a third term from Varanasi, the constituency that paved his way to the Lok Sabha after his stint as Chief Minister. He is pitted against Congress leader and INDIA bloc candidate Ajay Rai. PM Modi won the seat by huge margins in 2014 and 2019. 2. Amit Shah: The Union Home Minister entered the Lok Sabha in 2019 from Gandhinagar and is seeking his second straight term from the seat, which has been held by BJP veterans in the past. Shah, who earlier served as BJP President, is against Congress candidate Sonal Patel. 3. Rahul Gandhi: Congress leader Rahul Gandhi is contesting the Lok Sabha elections from two seats -- Wayanad and Raebareli. Gandhi, who lost the family bastion seat of Amethi in 2019 and entered the Lok Sabha from Wayanad, is aiming to maintain the party's lone bastion left in the state. He is up against BJP's Dinesh Pratap Singh and BJP's K. Surendran, as well as CPI-M's Annie Raja in Wayanad. 4. Supriya Sule and <keyword id="20734555" type="General" weightage="20" keywordseo="sunetra-pawar" source="keywords">Sunetra Pawar</keyword>: The Baramati constituency is another 'hot seat' that will decide the future of the 'Pawar' legacy. NCP supremo Sharad Pawar's daughter Supriya Sule is against his cousin Ajit Pawar's wife, Sunetra Pawar, from the seat. The exit polls have predicted a tight contest. 5. <keyword id="42749" type="General" weightage="20" keywordseo="Shashi-Tharoor" source="Orion">Shashi Tharoor</keyword>: Congress leader Shashi Tharoor, who is a three-time MP from Thiruvananthapuram, is facing a three-way contest against BJP's Rajeev Chandrasekhar and CPI-M's Panniyan Ravindran. The exit polls have predicted a tight contest. 6. K. Annamalai: BJP Tamil Nadu chief and rising face in the south, K Annamalai, is aiming to make the party's inroads in the state. Abhishek Banerjee: As the BJP is aiming to make further inroads in West Bengal, and TMC is looking to maintain its fortress, TMC general secretary and Chief Minister Mamata Banerjee's nephew Abhishek Banerjee is contesting from Diamond Harbour seeking a second term from the seat. Banerjee is pitted against CPI(M) candidate Pratikur Rahaman and BJP's Abhijit Das. 9. Akhilesh Yadav: Former Uttar Pradesh CM and Samajwadi Party chief Akhilesh Yadav made a surprise entry in the Lok Sabha polls, announcing his candidature from Kannauj. Yadav, who is an MLA from Karhal assembly constituency, is facing incumbent MP and BJP leader Subrat Pathak. 10. Asaduddin Owaisi: The Hyderabad constituency is bracing for a big showdown with four-time MP and All India Majlis-e-Ittehadul Muslimeen chief Asaduddin Owaisi facing a challenge against BJP candidate and actor-turned-politician Madhavi Latha. The Lok Sabha elections for 543 seats of the lower house were held across seven phases. The counting of votes will take place on Tuesday, June 4. The Bharatiya Janata Party is eyeing a third straight term in power, while the Opposition under the umbrella of the INDIA bloc is seeking to wrest power from the ruling party. Meanwhile, all the exit polls have predicted the BJP returning to power with a resounding majority, with further inroads in Odisha, West Bengal, and southern states.
