Abhas Mitra, an Indian astrophysicist, who rejected the findings by a team of US-led astronomers that there were immediate gravitational waves following the heated explosion of the <keyword id="61221" type="UNKNOWN" weightage="40" keywordseo="big-bang">Big Bang</keyword>, now feels vindicated after receiving support from <keyword id="2305815" type="UNKNOWN" weightage="80" keywordseo="Paul-Steinhardt">Paul Steinhardt</keyword>, a top <keyword id="214261" type="POSITION" weightage="60" keywordseo="theoretical-physicist">theoretical physicist</keyword> at <keyword id="154037" type="ORGANIZATION" weightage="40" keywordseo="Princeton-University">Princeton University</keyword> in the US. Mitra works with Mumbai's <keyword id="71684" type="ORGANIZATION" weightage="40" keywordseo="Bhabha-Atomic-Research-Centre">Bhabha Atomic Research Centre</keyword> (BARC). 
 The astronomers working with BICEP-2 (Background Imaging of Cosmic Extragalactic Polarization) radio telescope at the <keyword id="6497843" type="UNKNOWN" weightage="40" keywordseo="South-Pole">South Pole</keyword> put forth to the world at the news conference in March that immediately after the Big Bang, there was ‘cosmic inflation’ at the intensity level of 10 raised to the power of 78. 
 
Mitra was alone in his rejection of the finding for which the world was predicting a Nobel prize. The astrophysicist filed a mathematical proof in a peer review paper in which he stated that the universe can expand only with a uniform speed and model that does not allow for cyclic cosmologies. The BICEP-2 findings were incorrect as he published his proof in the ‘New Astronomy’ international journal. 
 Last week Paul Steinhardt, respected theoretical <keyword id="203433" type="POSITION" weightage="60" keywordseo="physicist">physicist</keyword> at Princeton, published a paper in the ‘Nature’ journal. The serious shortcomings that Steinhardt highlighted in the analysis are due to flaws in the data from the BICEP-2 analysis and its claim of having found gravitational waves. 
 
The first flaw is in the BICEP2 team’s identification of a twisty (B-mode) pattern in its maps of polarization of the cosmic microwave background. The team’s conclusion from their telescope at the South Pole stated that this was a detection of primordial gravitational waves. 
 
Steinhardt followed Mitra and pointed out that there are other twists produced within our Galaxy. This is due to light scattering from dust and the synchrotron radiation generated by electrons moving around galactic magnetic fields that have been found in our Galaxy. 
 It is not the first time that Mitra has challenged theories of mainstream cosmologists and succeeded. Earlier, a research conducted by him had claimed that the so-called Black Holes proposed by the famed British physicist <keyword id="61369" type="PERSON" weightage="40" keywordseo="Stephen-Hawking">Stephen Hawking</keyword> must be ‘grey holes’ and not Black Holes.

The answers to many questions are easily available on the internet and students will just copy them. How do we know whether a student has actually understood what he has written? "The students are in touch with each other over WhatsApp. Even those students, who may not be willing to share answers, are forced to do so in the name of friendship. There is no way we can check this or keep a tab on it. If I get the same answer in 10 answer sheets, how am I supposed to evaluate them?" another professor rued. <keyword id="587567" type="COMPANY" weightage="20" keywordseo="Delhi-University-teachers">Delhi University Teachers</keyword>' Association treasurer Abha Dev Habib said all students have the same study material. "Earlier, the students would visit libraries and take additional notes, but due to the pandemic that has not been possible. I have sent the same notes to every student and they will be relying on similar material," she said. Abha, who teaches at Miranda House, said teachers are awaiting clarity on how they will evaluate the answer sheets. "We do not know whether we will be sent the answer sheets or given a login to the portal. We do not know which software will we be using to evaluate the answer sheets. There has been no training given to us on this," she said. Pankaj Garg, former academic council member and a professor of Rajdhani College, concurred with Abha and said teachers will face difficulties in evaluating the examinees. "There is a fair possibility that there would be swapping of the pages while scanning and uploading, this would disturb the sequence... teachers will have to be very careful in connecting all those pages which belong to the same question," he said. While scanning, some pages may be blurred and it would be difficult to read them carefully. It would be equally difficult to connect to the next page and hence, the continuity of the answer would be lost, Garg said. For teachers, the most challenging point would be marking of pages, it seems that evaluation would take much longer, he added. Delhi University teachers doubt feasibility of open book exams — await clarity on evaluation guidelines

Researchers at the Indian Institute of Science (IISc) have designed a novel, tiny device capable of storing an enormous amount of electric charge. The ultra-micro supercapacitor is also much smaller and more compact than existing supercapacitors and can potentially be used in many devices ranging from streetlights to consumer electronics, electric cars and medical devices, according to Bengaluru-based IISc. Most of these devices are currently powered by batteries. However, over time, these batteries lose their ability to store charge and therefore have a limited shelf life, it said. Capacitors, on the other hand, can store electric charge for much longer, by virtue of their design. For example, a capacitor operating at five volts will continue to operate at the same voltage even after a decade. But unlike batteries, they cannot discharge energy constantly - to power a mobile phone, for example. Supercapacitors, on the other hand, combine the best of both batteries and capacitors - they can store as well as release large amounts of energy, and are therefore highly sought-after for next-generation electronic devices. In the current study, published in 'ACS Energy Letters', the researchers from IISc's Department of Instrumentation and Applied Physics (<keyword id="63950" type="General" weightage="80" keywordseo="iap" source="Orion">IAP</keyword>), fabricated their supercapacitor using 'Field Effect Transistors' or FETs as the charge collectors, instead of the metallic electrodes that are used in existing capacitors. "Using <keyword id="2298292" type="General" weightage="80" keywordseo="fet" source="Orion">FET</keyword> as an electrode for supercapacitors is something new for tuning charge in a capacitor," <keyword id="17005548" type="General" weightage="80" keywordseo="abha-misra" source="Orion">Abha Misra</keyword>, Professor at IAP and corresponding author of the study, was quoted as saying in an IISc statement issued on Friday. Current capacitors typically use metal oxide-based electrodes, but they are limited by poor electron mobility. Therefore, <keyword id="121202" type="General" weightage="80" keywordseo="misra" source="Orion">Misra</keyword> and her team decided to build hybrid FETs consisting of alternating few-atoms-thick layers of molybdenum disulphide (MoS2) and graphene - to increase electron mobility - which are then connected to gold contacts. A solid gel electrolyte is used between the two FET electrodes to build a solid-state supercapacitor. The entire structure is built on a silicon dioxide/silicon base. Misra says, "The design is the critical part, because you are integrating two systems." The two systems are the two FET electrodes and the gel electrolyte, an ionic medium, which have different charge capacities, she added. Vinod Panwar, PhD student at IAP and one of the lead authors, adds that it was challenging to fabricate the device to get all the ideal characteristics of the transistor right. Since these supercapacitors are very small, they cannot be seen without a microscope, and the fabrication process requires high precision and hand-eye coordination. Once the supercapacitor was fabricated, the researchers measured the electrochemical capacitance or charge-holding capacity of the device by applying various voltages. They found that under certain conditions, the capacitance increased by 3,000 per cent. By contrast, a capacitor containing just MoS2 without graphene showed only an 18 per cent enhancement in capacitance under the same conditions. In the future, the researchers are planning to explore if replacing MoS2 with other materials can increase the capacitance of their supercapacitor even more. They add that their supercapacitor is fully functional and can be deployed in energy-storage devices like electric car batteries or any miniaturised system by on-chip integration. They are also planning to apply for a patent on the supercapacitor. I sent mails to the SOL but there was no response. I consulted a professor who advised me to attempt the paper scheduled for today." Another student, Deepak Gupta, said he was not sure if he could successfully upload his answer sheets before the scheduled time of 11.30 am. "It was 11.28 am by the time I finished creating PDF files (of my answer sheets). I tried to upload them but they didn't get uploaded. I have mailed them to the designated ID but do not know whether they will be accepted," he added. A student of B.Sc Physical Science, who did not wish to be identified, said that the paper was quite tough and in a situation, when classes could not happen properly, it was unjust for students. Jaipur, Dec 4 () A six-member team from Maharashtra will be visiting Jaipur to study the state government's farm loan waiver scheme, a senior official said.
 The Maharashtra government has also decided to waive loans of farmers on the lines of Rajasthan, state cooperatives registrar Neeraj K. Pawan said.
 Pawan further noted that Cooperatives Principal Secretary of Maharashtra, Abha Shukla, Principal Secretary, Information Technology SVR Srinivas, Agriculture Secretary, Eknath Dawale will be part of the six-member study team, who will be in Jaipur on December 5.
 The team would study the loan waiver scheme implemented in the state for effective and transparent implementation.
 The Shiv Sena-NCP-Congress alliance government led by Uddhav Thackeray in its common minimum programme has promised to waive loans of farmers. 
 Managing Director of the Apex Bank Inder Singh said Rajasthan has waived crop loans of about Rs 8,000 crore as on November 30, 2018 which benefited 20.30 lakh farmers. The present state government has provided loan waiver of Rs 15,000 crore through the scheme in the year 2018 and 2019.
 He said Rajasthan has decided to waive loans of Rs 2 lakh of financially troubled marginal and small farmers taken from Central Cooperative Banks and Bhumi Vikas Bank as of November 30, 2018.

Finance Minister <keyword id="129243" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> on Tuesday made a strong case for regulating cryprocurrencies at a global level to mitigate the risk of money laundering and terror funding. Participating at a high-level panel discussion organised by the IMF, the Finance Minister said that as long as the non-governmental activity of the <keyword id="2721952" type="General" weightage="20" keywordseo="crypto" source="Orion">crypto</keyword> assets was through unhosted wallets, the regulation was going to be very difficult. However, she said, cross border payments between countries will become very effective through Central Bank-driven digital currencies. "The risk which worries me more on the non-governmental domain is essentially you're looking at unhosted wallets across the borders, across the globe... So, regulation cannot be done by a single country within its terrain through some effective method and for doing it across the borders, technology doesn't have a solution which will be acceptable to various sovereigns at the same time applicable within each of the territory," she said. The risks involved will have to be differentially approached, because for each user case, the risks can also be different, depending on the economy, she said during a panel discussion on the topic 'Money at a Crossroad: Public or Private Digital Money?' Citing an example, Sitharaman said application of regulation and risk involved for Nigeria would be different from a tourism or investment rich Bahamas. Stressing that regulation using technology will have to be so adept and nimble that it should not be behind the curve. It has to be ahead and this is not possible if any one country thinks that it can handle it, she said. Pointing out that unless there's going to be a global approach at regulating and understanding of the technology on cryptocurrencies there is a risk of money laundering. "I harp on that very much because I think the biggest risk for all countries across the board will be on the money laundering aspect, and also on the aspect of currency being used for financing terror," she said. With regard to taxing income generated from transactions in crypto assets, Sitharaman said it is a means to check the source and trail but not to legitimise them. "We haven't said that this is currency. We haven't said that this has intrinsic value, but certain operations are taxable for the sovereign and that is why we have taxed," she said. Budget 2022-23 proposed a 30 per cent tax on income from transactions in crypto assets and also imposed a 1 per cent TDS (tax deducted at source) on transactions in such asset classes above a certain threshold. "We did announce that on the income that was generated out of the transactions of these crypto assets will be taxed at 30 per cent and over and above that, there is a 1 per cent tax deduction at source which is also imposed on every transaction. So through that we will be able to know who's buying and who's selling it," she said. On the Central Bank Digital Currency (CBDC), she said, it is going to happen sometime this year. RBI is planning to come out with a central bank-backed digital currency using blockchain technology in 2022-23.
