A survey conducted by Velocity MR, a market research and analysis company, concluded that eight out of 10 respondents were concerned about the security of their Aadhar data and felt the government should be more proactive about data protection. This comes from taking 5,800 respondents into consideration, across 8 tier-1 cities in India, including the National Capital Region. The Aadhaar conundrum Headlines that call the security of Aadhaar into the question rear their head every few months. Regardless of whether it’s a <a href="https://www.indiatimes.com/technology/news/an-online-researcher-hacked-into-aadhaar-s-official-android-app-to-show-how-poorly-it-s-secured-337425.html">French researcher</a> or <a href="https://economictimes.indiatimes.com/tech/internet/uidai-trashes-zdnet-report-refutes-aadhaar-data-leak-claim-by-delhi-researcher/articleshow/63446024.cms">ZDNet</a>, the issue lies with the government’s reiterations of the Aadhaar system being ‘<a href="https://www.troyhunt.com/is-indias-aadhaar-system-really-hack-proof-assessing-a-publicly-observable-security-posture/">hack-proof</a>’. The Unique Identification Authority of India (<keyword id="6355252" type="DEFINITION" weightage="20" keywordseo="uidai">UIDAI</keyword>), the government agency behind Aadhaar cards has <a href="https://economictimes.indiatimes.com/news/politics-and-nation/aadhaar-data-is-fully-safe-uidai/articleshow/61725239.cms">said</a>, “The Aadhaar data, including biometric information, is fully safe and secure.” Even the government filed an <a href="https://www.firstpost.com/india/government-files-affidavit-in-aadhaar-case-claims-it-cannot-be-hacked-or-breached-supreme-court-to-hear-case-today-4190835.html">affidavit</a> with the Supreme Court in lieu of the Aadhaar case, that claimed that the data collected through the system cannot be breached or hacked. Security in itself is not a zero-sum game. Technology evolves at such velocity that safeguards becoming obsolete is always a concern, while also being inevitable. That being said, a system cannot be completely secure, it can only be sufficiently prepared. The Cambridge Analytica data breach scandal goes a long way in proving the same. It’s one of reasons why the conversation has veered from obtaining consent to getting ‘<a href="https://ico.org.uk/for-organisations/guide-to-the-general-data-protection-regulation-gdpr/consent/what-is-valid-consent/">valid’ </a>consent. The same survey, when asking about Facebook usage, found that 1-in-3 users are going to reduce the amount of information they share on the social networking platform, though they aren’t ready to leave it altogether. Because, let’s be honest, there’s always a weak link or a point of vulnerability. The question is, how long will it be before someone finds it.

Nine years later, 80% of Indians are still not convinced the world’s largest biometric ID system is secure

New Delhi, Mar 12 () The government is considering linking of electoral data with Aadhaar system to weed out duplication of entries and make electoral roll error-free, Parliament was informed on Thursday.To a question on whether government proposes to use Aadhaar as a Voter I-card or link Aadhaar with the voter list, Minister of Electronics and IT, Ravi Shankar Prasad in a reply in Rajya Sabha said, "As per information received from Legislative Department, a proposal to amend Representation of the People Act, 1951, to enable linking of Electoral data with Aadhaar system, is under consideration..."He added that this would ensure "preparation of error free electoral roll" and "prevent duplication of entries".To another question on whether Government proposes to introduce "One Nation, One ID Card", Prasad said that as per information received from Registrar General and Census Commissioner India, Ministry of Home Affairs, there is currently no such proposal under consideration. Linking of voter ID with Aadhaar under consideration, says govt

Amid the privacy and protection concerns voiced by various groups, the top team of <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) is exploring the possibility of introducing dummy numbers that would add an extra layer of <keyword id="6355300" type="CITY" weightage="20" keywordseo="security">security</keyword> to every <keyword id="144117" type="PERSON" weightage="100" keywordseo="AADHAAR">Aadhaar</keyword> cardholder. Such a framework would require an individual to share dummy or pseudo numbers — and not the real Aadhaar number — to government agencies, private utilities, banks and while withdrawing money from ATMs or moving funds from one bank account to another under the Aadhaar-enabled payment system. Besides the cardholder, the original Aadhaar number would be known only to UIDAI. No details yet The creation of dummy numbers and the frequency at which it can be generated and used would depend on the design architecture of the system. UIDAI, a statutory authority, is responsible for Aadhaar enrolment and authentication, issuance of Aadhaar numbers as well as ensuring the security of identity information and authentication records of individuals. Its measures on data protection and development of new standards on technologies like Aadhaar-Pay are ongoing. The organization, however, currently finds itself in a situation where the provisions of the very law (Aadhaar Act 2016) under which it was established has been challenged in the country’s highest court of law. Toeing the government directive, banks, utilities and credit card issuers are repeatedly asking customers to link their Aadhaar details to respective accounts by 31 December 2017, failing which services would be discontinued. Critics of Aadhaar are resisting such coercion to link Aadhaar with multiple service providers. They are hoping that some of these rules may change after the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> ruling. The apex court hearing on the Aadhaar case is scheduled to begin on November 28.

To ensure security, Aadhaar may add security layer with dummy numbers

<ul><li>Chief of the Telecom Regulatory Authority of India (TRAI), RS Sharma, is claiming that private data companies are behind undermining the privacy and security of the Aadhaar unique ID system.</li><li>He contends that since India generates the most amount of data in the world, private data companies want to set up their own digital ID systems to capitalize on that opportunity.</li><li>Mukesh Ambani, chairman of Reliance Industries and the richest man in India, also made a similar statement about the importance of keeping the data of Indian users within the country.</li></ul>The Telecom Regulatory Authority of India (TRAI) chief, RS Sharma, is alleging that there’s a conspiracy afoot to undermine the authority of the world’s largest biometric identification system by private data companies in the country. Sharma asserts that not only are data companies trying to undermine Aadhaar’s privacy framework, but they’re doing it in an attempt to set up their own identity systems.

 The Aadhaar digital identification system has been under scrutiny for its privacy issues since its inception. Mukesh Ambani, the head of Reliance Industries and the richest man in India, also warned against data colonisation at the Vibrant Gujarat Summit in January propagating that ownership of Indian data needs to stay within India.

Indian telecom regulator’s conspiracy theory about Aadhaar data leaks sounds a lot like Mukesh Ambani’s claim

New Delhi, Feb 6 () The government this month will roll out a facility to issue online PAN cards instantly on furnishing of Aadhaar details, Revenue Secretary Ajay Bhushan Pandey has said. The Budget 2020-21 has proposed to launch a system under which Permanent Account Number shall be instantly allotted online on the basis of Aadhaar without filling up the detailed application form as it sought to further ease the process of allotment of PAN. When asked when will the facility be launched, Pandey told : "System is getting ready. So this month itself". Explaining how the facility would work, he said individuals can go to the income tax department website and enter the Aadhaar number. A one-time password (OTP) will be sent to the Aadhaar registered mobile number. The OTP will be used to verify Aadhaar details. Following this PAN will be allotted instantly and the individual can download the e-PAN card. This will help the taxpayer to get rid of the hassle of filling up application form and submitting it to the tax department and would also ease the process for tax administration of sending PAN cards to the residential address of the taxpayer. The government has made PAN-Aadhaar linkage mandatory and over 30.75 crore PANs have already been linked to Aadhaar. However, as on January 27, 2020, over 17.58 crore PANs are yet to be linked with Aadhaar. The last date for the PAN-Aadhaar linkage is March 31, 2020. On how the proposed 'taxpayer charter' would work, Pandey said the idea behind it is that since all tax laws specify the obligation of taxpayers, the same for tax administration was not listed out and that is what is being done. Going forward if a tax officer does not follow the charter, they would be penalised, he said. "The whole purpose is 'we should have a trust-based system' where the honest taxpayers should not be harassed, we should have a minimal manual interface, most of the problem should be solved online, the whole system should be very very simple. We made assessment faceless, now appeals faceless, we are moving in that direction," Pandey said. Finance Minister Nirmala Sitharaman in her 2020-21 Budget speech had said that "wealth creators will be respected in this country and to ensure ease of living and ease of doing business it is essential to have fairness and efficiency of tax administration. "We wish to enshrine in the statutes a 'taxpayer charter' through this budget. Instant allotment of e-PAN based on Aadhaar to begin this month

The government will soon make quoting of Aadhaar number compulsory for key managerial personnel and directors in regulatory filings under the <keyword id="6390099" type="COMPANY" weightage="20" keywordseo="Companies-Act">Companies Act</keyword>, according to <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. The move, primarily aimed at tackling the issue of bogus identities, comes at a time when authorities are bolstering measures to deal with the menace of shell companies, suspected to be used for laundering illicit funds. Moving towards implementation of the Aadhaar requirement under the companies law, the <keyword id="69310" type="ORGANIZATION" weightage="20" keywordseo="Corporate-Affairs-Ministry">Corporate Affairs Ministry</keyword> has already asked individual stakeholders to obtain Aadhaar at the earliest for "integrating their details with MCA21". MCA21 is the portal through which filings required under the Companies Act are submitted to the <keyword id="48413" type="COMPANY" weightage="20" keywordseo="Ministry">Ministry</keyword>. A source said the Ministry has started work for implementing a framework to make quoting of Aadhaar compulsory in the filings made under the companies law. "We will roll it out pretty fast. It will be done in a phased manner," the source said. The idea is to have a system in place which would help in identifying the stakeholders whose name come up in the filings made through MCA21. The move also assumes significance against the backdrop of instances where authorities have found discrepancies in personal details provided by individuals in the regulatory filings. According to the source, having Aadhaar number along with the filings would help ascertain the authenticity of the individuals. With respect to foreign entities, a separate system would be worked out by the Ministry. There are more than 16 lakh registered companies. While asking individual stakeholders to obtain Aadhaar at the earliest, the Ministry had emphasised that information in Aadhaar should be in harmony with PAN (Permanent Account Number). "When implemented, all MCA21 services shall be available based on Aadhaar-based authentication only," the notice, issued earlier this month, said.

Aadhar number to become compulsory for filings under the Companies Act

<keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword>, the Unique Identification Authority of India, has assured that its biometrics data are completely secure. The announcement was made after some rumours cropped up last week about a possible breach in the biometric security of the <a href="http://www.businessinsider.in/Aadhaar-beats-even-the-FBIsdata-base-fair-and-square-becoming-the-worlds-largest-biometric-database/articleshow/47068353.cms">Aadhaar database</a>. 
 
The authority has said the reported breach was a one-off incident, in which an employee working with a bank's business correspondent's company made an attempt to misuse his own biometrics. The breach was detected by UIDAI internal security system and appropriate action was taken. 
 A police complaint has been filed against Axis Bank, business correspondent Suvidhaa Infoserve and e-sign provider <keyword id="1662229" type="UNKNOWN" weightage="100" keywordseo="eMudhra">eMudhra</keyword> for attempted unauthorised authentication and impersonation by illegally storing <keyword id="144117" type="ORGANIZATION" weightage="100" keywordseo="AADHAAR">Aadhaar</keyword> biometric data, said a release by UIDAI. 
 
 "Any unauthorised capture of iris or fingerprints or storage or replay of biometrics or their misuse is a criminal offence under the <a href="http://www.businessinsider.in/Centre-to-link-Aadhaar-with-NPR-chalks-out-a-budget-of-Rs-951-crore/articleshow/47877985.cms">Aadhaar</a> Act," it said.

Database completely secure, UIDAI assures

<a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra Modi</a> has been stressing on <a href="http://www.businessinsider.in/searchresult.cms?query=aadhar&amp;sortorder=effectivedate">Aadhar </a>programme and this has impressed the <a href="http://www.businessinsider.in/searchresult.cms?query=world+bank&amp;sortorder=effectivedate">World Bank</a> and how. 
 
The biometric unique identification card, or ‘Aadhar card’, is slowly becoming mandatory for most of the online transactions. 
 India’s push for <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword>, even as it is being questioned for its security, is widely appreciated by the <keyword id="6354424" type="ORGANIZATION" weightage="100" keywordseo="World-Bank">World Bank</keyword> as it's best to develop one standardized system so people can carry their IDs wherever they go in the world. 
 
Paul Romer, chief economist at the World Bank, told <a href="https://www.bloomberg.com/politics/articles/2017-03-15/india-id-program-wins-world-bank-praise-amid-big-brother-fears">Bloomberg</a>, “The system in India is the most sophisticated that I've seen. It's the basis for all kinds of connections that involve things like financial transactions. It could be good for the world if this became widely adopted." 
 
From healthcare services to booking a railway ticket, Aadhar is crucial for these services. Aadhar has also given legal identities to Indians who can't prove who they are. 
 
The United Nation's Sustainable Development Goals aim to provide legal IDs to all by 2030, triggering the creation of a range of platforms that offer basic rights to citizens of poorer countries while allowing those in the advanced world granular control over their digital data, such as school or medical records, and streamlining immigration. 
 “Other governments are already interested in its potential. Countries such as Tanzania, Afghanistan and Bangladesh have visited India to talk about the system,” <keyword id="44604" type="PERSON" weightage="20" keywordseo="Nandan-Nilekani">Nandan Nilekani</keyword>, billionaire co-founder of the technology company Infosys Ltd. and former chairman of the Unique Identification Authority of India, who created Aadhaar, told Bloomberg. 
 
Russia, Morocco, Algeria and Tunisia have also indicated their interest in Aadhaar, R.S. Sharma, chairman of the telecom regulatory authority of India, told the Mint newspaper in July 2016. 
 
However, many sections have criticized it, saying it violated national security and kept citizens under a constant watch. Before storming to power, Modi had opposed Aadhaar. Now he counts it as a key part of his push to move India towards cashless transactions and save money on the payment of social security benefits. 
 
"Centralized databases, even if the information contained therein on any one individual is kept to a minimum, pose a risk," Dakota Gruener, executive director at ID2020, a public-private partnership that aims to create digital IDs for refugees, told Bloomberg. 
 
There has been no incident of misuse of Aadhaar biometrics leading to identity theft and financial loss during the last five years, the issuing authority said in a statement on March 5, in response to a spate of news reports about breaches. 
However in a briefing it said it had shut 12 private websites and 12 mobile applications and was on the verge of closing 26 more for illegally obtaining Aadhaar numbers or enrollment details. 
 
Aadhaar is designed on the principle of "optimal ignorance," said Nilekani. While Aadhaar knows you're using the system to identify yourself on Skype, for example, it's never privy to the details of the call. Microsoft says it deletes all Aadhaar data once the call has been disconnected. 
 
The problem is not so much with Aadhaar, said Romer, who founded a technology company in 2000, but with the many private firms collecting large amounts of data about people. 
 
"It should be part of the policy of the government to give individuals some control over the data that the private firms collect and some control over how that data is used," he said. 
 
 
Here’s how Aadhar works: 
1. A unique 12-digit number is assigned to Indian residents and their details are stored in a central database. 
2. If you want to open a bank account or buy a mobile SIM card, you have to provide your Aadhaar number and place their finger on a scanner. This action permits the bank or utility to ask the Aadhaar database to verify their credentials. This eliminates providing documents for proof of identification.

World Bank is impressed with Aadhaar programme; says beneficial for the world if widely adopted

New Delhi, Mar 19 () Biometric identifier Aadhaar has been issued to over 90 per cent of the population as of February-end, Parliament was informed on Thursday. In a written reply in the Rajya Sabha, Minister of State for Electronics and IT Sanjay Dhotre said the UIDAI does not maintain urban/rural bifurcation of the Aadhaar holders, and hence information in this regard is not available. "As on 29 February 2020, Aadhaar has been issued to 90.1 per cent of the population," Dhotre said. The UIDAI also does not collect information about financial position of residents. "In accordance with provision contained in...Aadhaar Act 2016, Unique Identification Authority of India (UIDAI) does not collect information regarding financial status of the resident. Hence, such information is not available," he said. To another question on whether there are instances of states sharing Aadhaar data with private companies for identification of beneficiaries under various welfare schemes, Dhotre said, "No such instance has come to the notice of UIDAI." "Unique Identification Authority of India (UIDAI) data is fully secured/ encrypted at all times that is at rest, in transit and in storage. UIDAI has a well-designed, multi-layer robust security system in place and the same is being constantly upgraded to maintain highest level of data security and integrity," he said. The architecture of Aadhaar ecosystem is geared to ensure security and privacy, which is an integral part of the system from the initial design to the final stage, he said. "Comprehensive Information Security Policy and Procedures are in place which are reviewed and updated regularly, ensuring appropriate monitoring and control on movement of people, material and data in and out of UIDAI premises, particularly the data centres," he said. Security audits are conducted on regular basis, he said, adding that security assurance of Aadhaar ecosystem has been strengthened with Aadhaar and Other Laws (Amendment) Act, 2019, which includes stringent penalties and punishment for offenders. Aadhaar issued to over 90 pc of population: Dhotre

The UIDAI has blacklisted or suspended around 1,000 operators while FIRs have been filed against 20 individuals in the last three months for malpractices such as charging for Aadhaar enrolment, according to news report by PTI. 
 
The Unique Identification Authority of India (UIDAI) has also slapped a penalty of Rs 10,000 each on these erring operators besides removing them from its system. 
 
"We have received certain complaints...we have a zero tolerance policy on overcharging. We have identified about 1,000 such operators since December 2016...in the last three months, these operators have been removed from our system and we are also imposing a penalty of Rs 10,000 each on them," UIDAI CEO Ajay Bhushan Pandey told PTI. 
 
Removal of these operators from the system implies they would not be able to conduct enrolment for Aadhaar from anywhere in the country. 
 
UIDAI is the nodal body responsible for rolling out Aadhaar, the 12-digit unique identification number that identifies residents based on biometrics. 
 
The authority swung into action after it received certain complaints about some of these operators charging money for enrolments -- a service that is free of charge. 
 
Some other instances relate to overcharging for updation of Aadhaar details, for which UIDAI has prescribed a rate of Rs 25, while some pertained to operators departing from the sprocedures. 
 
"We got certain complaints where people were being inconvenienced and sometimes they were being asked for money...So we have appealed that they (operators) should stick to the prescribed rates," he said. 
 
In more severe cases, FIRs have been filed. 
 
"We have filed FIRs against 20 persons," Pandey said, hoping that the action by the UIDAI would be a deterrent for others trying to overcharge or not following proper processes. 
 
The suspension period varies from 6 months to 10 years depending on the severity of the offence, he added. 
 
So far, he pointed out, action has been taken against 34,000 operators since the beginning of the Aadhaar program. The Aadhaar ecosystem has four lakh certified operators and at any point of time about 40,000 such people enrol residents across the country. 
 
As per the latest update, more than 113 crore Aadhaar IDs have been generated in the country and Aadhaar authentications have crossed the 500 crore mark, while 100 crore e-KYCs have been done on the platform.

<ul><li><keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>’s 12-digit unique identity system will now require face recognition as a part of the two-factor security authentication.</li><li>The measure is mandatory for all Authentication User Agencies to adopt, or else face penalties. </li><li>Non-compliance will be treated as a criminal offence under Section 42 and 43 of the Aadhaar Act. </li></ul>The newest mandate by the Unique Identification Authority of India (<keyword id="6355252" type="DEFINITION" weightage="20" keywordseo="uidai">UIDAI</keyword>) makes <a href="https://timesofindia.indiatimes.com/india/face-recognition-to-be-must-for-all-aadhaar-authentications/articleshow/65522828.cms?from=mdr">on-the-spot live pictures</a> mandatory for any and every Aadhaar authentication. This will make the process a two-factor authentication system with a <keyword id="91912" type="PERSON" weightage="20" keywordseo="Fingerprint">fingerprint</keyword> or iris scan being the first layer of security, and facial recognition the second. Aadhaar authentication is commonly used services in banks, <keyword id="89442" type="ORGANIZATION" weightage="20" keywordseo="Public-distribution-system">public distribution system</keyword>, attendance at government offices and lastly, telecom service providers for issuing a new SIM card. The latter has already been instructed to start implementing facial recognition starting September 15, 2018. The roll-out will happen in a phased manner to all the Authentication User Agencies (AUAs) over the rest of the year. And, non-compliance will be treated as a criminal offence under Section 42 and 43 of the Aadhaar Act that threatens imprisonment and a fine. The telecom operators, first in line to implement this measure, have been directed to perform at least 10% of their total authentication using facial recognition in the span of one month. Any shortfall will result in a 20 paise fine per transaction. Facial recognition feature was a long time coming with reports of Aadhaar authentication failure in the case of senior citizens or people with physical disabilities. A step towards <keyword id="107911" type="ORGANIZATION" weightage="20" keywordseo="Financial-inclusion">financial inclusion</keyword>, facial identification would solve the problem of keeping people from what they are rightfully entitled to like their pensions and provident funds.

The I-T department has developed a mobile app for paying taxes and tracking refunds and is considering issuing PANs on real time basis using Aadhaar biometric. 
 "Income Tax department is considering issuing of Permanent Account Number (PAN) on a real time basis using Aadhaar's e-KYC facility. The proposal is at an initial stage of consideration," Minister of State for <keyword id="25455" type="ORGANIZATION" weightage="20" keywordseo="finance">Finance</keyword> <keyword id="258592" type="PERSON" weightage="20" keywordseo="Santosh-Kumar-Gangwar">Santosh Kumar Gangwar</keyword> said in a written reply to the <keyword id="6355187" type="ORGANIZATION" weightage="20" keywordseo="Lok-Sabha">Lok Sabha</keyword> today. 
 
Besides, he said a mobile app "for paying taxes online has been developed. The mobile application has the functionality to pay taxes and track refunds".

 He said the PAN allotment system of the I-T department is integrated with the <keyword id="6376435" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-corporate-affairs">Ministry of Corporate Affairs</keyword>' portal for allotment at the time of incorporation of a company. 
 "A turn-around-time of 4 hours is prescribed for allotment of PAN after receipt of PAN application from <keyword id="6355225" type="COMPANY" weightage="20" keywordseo="MCA">MCA</keyword> portal to PAN service provider <keyword id="77072" type="ORGANIZATION" weightage="20" keywordseo="NSDL">NSDL</keyword> eGov portal," he said.

 Besides, the tax department has started online PAN application facility using digital signature certification or Aadhaar based e-signature. "Also, online paperless PAN application facility using Aadhaar based e-KYC and e-signature is available through the websites of PAN services providers NSDL eGov and UTIITSL. In this facility, Aadhaar data is used for allotment of PAN and there is no need to upload scanned copies of any document," <keyword id="388942" type="PERSON" weightage="20" keywordseo="gangwar">Gangwar</keyword> said. 
 
The aadhaar-based e-KYC facility would allow individuals or entities wanting to apply for PAN to verify details such as date of birth or address by way of biometric identification using thumb impressions.

So far, more than 111 crore Aadhar numbers have been issued. The unique identification number is being used for getting a new SIM card, for opening bank accounts, transfer of subsidies and also for biometric-based digital payments under Aadhaar Enabled Payment System. 
 
As per the government estimate, every year 2.5 crore people across the country apply for PAN cards.
