Aadhaar Hackathon 2021 – how to participate, prize money, rules and more

New Delhi, Dec 28 () CSC e-Governance Services India Ltd, a special purpose vehicle under Meity, on Friday restarted Aadhaar registration and other related works which it plans to expand across the country next week.
 CSC SPV has signed an agreement with Aadhaar custodian, Unique Identification Authority of India (UIDAI), to roll out Aadhaar enrolment, make corrections and changes in the profile of the unique ID holders within its premises.
 "We have restarted Aadhaar registration work from our headquarters in Okhla, Delhi. Soon, this facility will be started in CSCs in 27 state capitals and gradually this facility will be started in all district headquarters across India.
 "We have received permission to offer this service within our premises. I thank Telecom, IT and Law Minister Ravi Shankar Prasad for reposing faith in CSCs and ensuring that we get Aadhaar registration work back," CSC SPV CEO Dinesh Tyagi told .
 Aadhaar enrolment work at CSCs in rural areas was stopped around two years back following complaints of data leakage and non compliance with security standards set by the UIDAI.
 There are around 3.6 lakh CSCs in the country that provide government services online to people in rural areas and small towns.
 The restart of unique ID registration work coincides with Aadhaar project crossing the 125-crore mark. This means that over 1.25 billion Indians have the 12-digit unique identity number.
 Aadhaar is now being used as the primary identity document. According to official data, Aadhaar-based authentication services have been used close to 37,000 crore times since inception and at present UIDAI receives about 3 crore authentication requests every day.

CSC e-Governance India restarts Aadhaar registration work

<ul><li><keyword id="6355629" type="General" weightage="20" keywordseo="google" source="Orion">Google</keyword> will start showing app’s data privacy information in the Play Store from February 2022.</li><li>Developers can now submit these details about their apps for review.</li><li>Google will display information like the data that the app collects, whether the data is required to use the app and whether the data is encrypted.</li></ul>Google has started letting developers fill out details for the new data privacy section in the Play Store. Similar to Apple’s privacy labels in the App Store, Google will start showing details about apps in the Play Store. Google plans to launch this feature in February 2022. Developers can find the ‘Data safety form’ under ‘App Content’ in the Google Play Console. The idea behind this new practice is to monitor the information that apps collect or share, and also to identify the safety details that are in place. It will also include information on whether data collection is optional or required to use the app. Google is giving developers time until April next year to finish submitting the relevant information and also receive approval for the same. Apps that are updated will start showing the data and privacy details from February onwards. As for those developers that fail to do so, Google may reject new app submissions and app updates as well. Google starts starts testing new safety section for apps, feature to go live in February 2022

A digital signature certificate based application will allow companies to get PAN or TAN registration within a day, said the <keyword id="65338" type="ORGANIZATION" weightage="100" keywordseo="Income-Tax-Department">Income Tax department</keyword>. The portals that will provide these services are NSDL eGov and UTIITSL. 
 
"Under the new process PAN and TAN will be allotted within one day after completion of valid on-line application," a tax department statement said. 
 
For individuals, a new PAN number can be obtained through Aadhaar-based e-signature facility, thus reducing the effective time that the procedure takes. 
 
"Introduction of Aadhaar based e-Signature through NSDL eGov in PAN application not only ensures paperless hassle free PAN application process but also seeding of Aadhaar in PAN which will curb the problem of duplicate PAN to a great extent," said the statement.

New Delhi, Feb 24 () On the first anniversary of launch of the government's ambitious PM-Kisan scheme, Agriculture Minister Narendra Singh Tomar on Monday launched a mobile app to broaden the reach of the programme that aims to provide annually Rs 6,000 to each eligible farmer. The Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) was launched on February 24, 2019 in Uttar Pradesh and all states are implementing the scheme, except for West Bengal. So far, 9.74 crore farmers are registered under the scheme against the target of 14 crore farmers. Of which, the payment has been made to 8.45 crore farmers so far after the data has been verified by the state governments, as per the official data. Launching the mobile app, the Minister said this has been developed to broaden the reach of the scheme, which is playing an important role in achieving the target of doubling farmers income by 2022. Using the mobile app, farmers can know the payment status, correct name as per Aadhaar, know registration status and scheme eligibility besides helpline numbers and self registration features, he said. The mobile app has been developed and designed by the National Informatics Centre, Ministry of Electronics and Information Technology. Already, a portal on PM-Kisan is in place for registration under the scheme. It provided end-to-end technology solution for transferring the benefits directly into the accounts of registered farmers. There is a farmers' corner on the portal where they can themselves or with the help of common service centres can file their request online and check the status of their application or make correction in name as per Aadhaar etc. LUX DRR

Govt launches mobile app to broaden reach of PM-Kisan

In case you are eligible to obtain an <keyword id="144117" type="ORGANIZATION" weightage="100" keywordseo="AADHAAR">Aadhaar</keyword> number, you would need to quote your Aadhaar number when you apply for a permanent account number (PAN) and in your <keyword id="104359" type="UNKNOWN" weightage="100" keywordseo="income-tax-return">income tax return</keyword> from July onwards. As per the government, Aadhaar-enabled biometric identification will ensure that nobody can obtain multiple PANs; it would also help the government in keeping an eye on tax evaders. Even if your income is below the tax limit and you are not required to file returns, you would need to link your PAN and Aadhaar number. In case that’s not done, your PAN will be liable to become invalid from a date that the government would soon announce, as per section 139AA of the Act. However, the recent order from <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> is a relief for people who possess a PAN but do not have an Aadhaar and have not even applied for one. In order to ease the process of linking PAN and Aadhaar, the IT department has announced the process on its e-filing portal. You can visit the income tax e-filing portal at https://incometaxindiaefiling.gov.in/ and enter your user id and password so that you can access your profile. If you don’t have a profile there, you can register on the portal by entering basic registration details such as PAN, name and date of birth. After logging in, go to the "Profile Settings" tab and click on ‘Link Aadhaar’ in the drop down menu. This would open a new form where you’d need to enter your name, date of birth, gender as per PAN records, your Aadhaar number and your name as per Aadhaar records. After submitting these details and entering the text in the captcha code, a success message would be displayed confirming the linking of Aadhaar with PAN. You would also receive a confirmation email on your registered ID. The recommendation has come from the Committee on Comprehensive <keyword id="2006821" type="UNKNOWN" weightage="100" keywordseo="Financial-Services-for-Small-Business">Financial Services for Small Business</keyword> and Low-Income Households, which is headed by <keyword id="311391" type="PERSON" weightage="100" keywordseo="Nachiket-Mor">Nachiket Mor</keyword>, an <keyword id="2006825" type="UNKNOWN" weightage="100" keywordseo="RBI-board-member">RBI board member</keyword> and former <keyword id="6653" type="CITY" weightage="100" keywordseo="ICICI-bank">ICICI Bank</keyword> executive.

Other key members of the panel include former <keyword id="44473" type="CITY" weightage="80" keywordseo="Citigroup">Citigroup</keyword> CEO <keyword id="25396" type="PERSON" weightage="100" keywordseo="Vikram-Pandit">Vikram Pandit</keyword> and <keyword id="2006826" type="UNKNOWN" weightage="100" keywordseo="Axis-Bank-CMD">Axis Bank CMD</keyword> <keyword id="6356453" type="PERSON" weightage="100" keywordseo="Shikha-Sharma">Shikha Sharma</keyword>. 
 According to the report, every Indian resident over 18 years of age should be automatically issued a “universal <keyword id="2006829" type="UNKNOWN" weightage="100" keywordseo="Electronic-bank-account">electronic bank account</keyword> at the time of receiving his/her <keyword id="485058" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-number">Aadhaar number</keyword>.” One can choose his/her <keyword id="2006832" type="COMPANY" weightage="100" keywordseo="Preferred-bank">preferred bank</keyword> from the empanelled ones and need not pay any fee for opening an account. However, the bank can levy <keyword id="162862" type="UNKNOWN" weightage="100" keywordseo="transaction-charges">transaction charges</keyword>, the committee says. It also recommends setting up of a ‘unified’ redressal agency under the <keyword id="47209" type="ORGANIZATION" weightage="100" keywordseo="Finance-Ministry">finance ministry</keyword> to deal with <keyword id="786199" type="UNKNOWN" weightage="100" keywordseo="customer-complaints">customer complaints</keyword>. 
 About 90% of small businesses have no links to a <keyword id="154831" type="ORGANIZATION" weightage="100" keywordseo="financial-institution">financial institution</keyword> and 60% of Indians do not have bank accounts, the report states. “Aadhaar is the key piece of infrastructure to enable a customer to be identified and authenticated so that repudiation and fraud risks are minimised and therefore, should become the universal basis for authentication,” it adds. 
 The panel has also suggested that a special type of <keyword id="6368751" type="PERSON" weightage="100" keywordseo="Banks">banks</keyword> should be introduced to provide payment services and deposit products to small businesses and low-income households. Such banks could be categorised as <keyword id="2006841" type="UNKNOWN" weightage="100" keywordseo="Payments-banks">payments banks</keyword> and “they will be restricted to holding a <keyword id="2006842" type="UNKNOWN" weightage="100" keywordseo="Maximum-balance">maximum balance</keyword> of Rs 50,000 per customer,” the report says. Even <keyword id="2006844" type="UNKNOWN" weightage="100" keywordseo="Existing-lenders">existing lenders</keyword> can set up these payments banks as <keyword id="4128451" type="UNKNOWN" weightage="100" keywordseo="subsidiaries">subsidiaries</keyword>. The report also recommends setting up another category of wholesale banks that will provide funds to other banks and financial institutions that directly lend to low-income households. 
 On the face of it, the recommendations to introduce a multi-layered <keyword id="6354778" type="ORGANIZATION" weightage="100" keywordseo="Banking">banking</keyword> system make sound sense as these ‘proposed’ entities will be serving the <keyword id="2006855" type="UNKNOWN" weightage="100" keywordseo="Financially-weak">financially weak</keyword> segment of the country and overall, the inclusion plan for 2013-2016 looks good. 
 
Except for the Aadhaar part. 
 But before we go ahead, let us have a look at Aadhaar and what all it offers. Launched by the <keyword id="86474" type="ORGANIZATION" weightage="100" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (<keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword>), the <keyword id="804646" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-scheme">Aadhaar scheme</keyword> was initially introduced to ‘promote inclusion and benefits of the <keyword id="1389586" type="UNKNOWN" weightage="100" keywordseo="marginalised-sections">marginalised sections</keyword> of the society that has no <keyword id="2006861" type="UNKNOWN" weightage="100" keywordseo="Formal-identity-proof">formal identity proof</keyword>.’ Even today, Aadhaar-enabled services are essentially linked to various <keyword id="580043" type="UNKNOWN" weightage="100" keywordseo="government-welfare-schemes">government welfare schemes</keyword> – so that its beneficiaries can access the same in a hassle-free manner. 
 However, the ‘<keyword id="2006816" type="UNKNOWN" weightage="100" keywordseo="Banking-for-all">banking for all</keyword>’ initiative in its ‘suggested’ format cannot be a marginalised movement, aimed to serve only the under-banked/unbanked regions or the weaker section or those below the <keyword id="141042" type="ORGANIZATION" weightage="100" keywordseo="poverty-line">poverty line</keyword>. It has to have a <keyword id="2006866" type="UNKNOWN" weightage="100" keywordseo="Unified-structure">unified structure</keyword> across the country – involving every Indian citizen. In other words, it will be much like the ‘<keyword id="49358" type="UNKNOWN" weightage="100" keywordseo="voter-card">voter card</keyword>’ mechanism we have in place right now. At the age of 18, an Indian is entitled to get a voter card irrespective of the <keyword id="2006868" type="UNKNOWN" weightage="100" keywordseo="Financial-divides">financial divides</keyword>. Going forward, if the central bank intends to follow the same principle and wants to bring the entire population of the country under its <keyword id="2006870" type="UNKNOWN" weightage="100" keywordseo="Inclusion-umbrella">inclusion umbrella</keyword> (after all, one cannot leave one section of the citizens out of a <keyword id="2006871" type="UNKNOWN" weightage="100" keywordseo="Mass-initiative">mass initiative</keyword> just because they are financially more stable), opening an account at the stipulated age should become mandatory and that means a mandatory <keyword id="1953676" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-validation">Aadhaar validation</keyword>. 
 And that brings us back to the basic question – what is the legal status of Aadhaar in India? Is it just a <keyword id="107911" type="ORGANIZATION" weightage="100" keywordseo="Financial-inclusion">financial inclusion</keyword> tool for the economically weak or do the government agencies intend to turn it into an ‘all-inclusive’ tool required for every social and <keyword id="672932" type="ORGANIZATION" weightage="100" keywordseo="economic-activity">economic activity</keyword> – right from <keyword id="427269" type="UNKNOWN" weightage="100" keywordseo="Marriage-registration">marriage registration</keyword> to <keyword id="854003" type="UNKNOWN" weightage="100" keywordseo="land-registration">land registration</keyword>, from banking to <keyword id="6368952" type="ORGANIZATION" weightage="100" keywordseo="shopping">shopping</keyword> and more? 
 The RBI has already asked banks to ensure <keyword id="1953683" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-authentication">Aadhaar authentication</keyword> for <a href="http://www.businessinsider.in/Now-RBI-Wants-Aadhaar-Validation-For-Card-based-Transactions/articleshow/26473660.cms">card transactions</a> at merchant locations. “All new card present infrastructure has to be enabled for both <keyword id="1953693" type="UNKNOWN" weightage="100" keywordseo="EMV-chip-and-PIN">EMV chip and PIN</keyword> and Aadhaar (<keyword id="1953679" type="UNKNOWN" weightage="100" keywordseo="Biometric-validation">biometric validation</keyword>) acceptance,” the central bank stated in a notification on November 26 last year. 
 Although the <keyword id="6354977" type="ORGANIZATION" weightage="80" keywordseo="Supreme-Court">Supreme Court</keyword> has ruled that the <keyword id="6356006" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-card">Aadhaar Card</keyword> is not mandatory to get <keyword id="1739662" type="UNKNOWN" weightage="100" keywordseo="government-benefits">government benefits</keyword> and services, and the <keyword id="1878758" type="UNKNOWN" weightage="100" keywordseo="National-Identity-Authority-of-India-Bill">National Identity Authority of India Bill</keyword> is yet to get Parliamentary nod, Aadhaar seems to be enjoying a more hallowed status and getting its teeth deep into every key financial transaction one can think of. That might not be quite desirable at this stage as divulging <keyword id="441301" type="UNKNOWN" weightage="100" keywordseo="biometric-data">biometric data</keyword> (required for Aadhaar Card) is still considered voluntary and <keyword id="2006881" type="UNKNOWN" weightage="100" keywordseo="Secure-storage">secure storage</keyword> of the same cannot be guaranteed even now. 
 The rest of the recommendations by the committee dwell on the structure and requirements of the <keyword id="2006882" type="UNKNOWN" weightage="100" keywordseo="Proposed-banks">proposed banks</keyword>, <keyword id="6597293" type="UNKNOWN" weightage="100" keywordseo="priority-sector-lending">priority sector lending</keyword> and deposits, and classification of non-banking financial companies (NBFCs). 
 Interestingly, the payment banks will be required to meet the standard <keyword id="35038" type="ORGANIZATION" weightage="80" keywordseo="crr">CRR</keyword> terms and must also deposit the balance proceeds in approved <keyword id="838337" type="UNKNOWN" weightage="100" keywordseo="SLR-securities">SLR securities</keyword> with duration of no more than three months. As they won’t be permitted to assume any kind of <keyword id="854662" type="UNKNOWN" weightage="100" keywordseo="Credit-risk">credit risk</keyword>, which literally rules out any risk of default, the <keyword id="2006891" type="UNKNOWN" weightage="100" keywordseo="Minimum-entry-capital">minimum entry capital</keyword> for them will be Rs 50 crore instead of the Rs 500 crore required for full-service commercial banks in the country. Also, the wholesale banks cannot accept deposits bigger than Rs 5 crore from a single depositor. 
 The RBI had launched a three-year financial <keyword id="2006853" type="UNKNOWN" weightage="100" keywordseo="Inclusion-programme">inclusion programme</keyword> in April 2010, which prompted banks to open outlets in 200,000 villages. The current recommendations seek to deepen such access and experts even feel that the new banking licences, to be announced soon, can be categorised accordingly. But both the government and the RBI should ensure that the programme becomes ‘inclusive’ in the true sense of the term and validation issues should not throw a spanner in the works.

Leading fintech platform PhonePe on Wednesday announced it has enabled <keyword id="6358921" type="General" weightage="100" keywordseo="upi" source="Orion">UPI</keyword> activation using Aadhaar-based OTP authentication. PhonePe is the first UPI Third Party Application Provider (TPAP) App to roll out the Aadhaar-based UPI onboarding flow that will now enable several crore Indians to become a part of the UPI ecosystem, seamlessly and securely for the first time, the company said in a statement. Under the previous UPI onboarding flow, a valid debit card was mandatory to set up a user's <keyword id="4760578" type="General" weightage="50" keywordseo="upi-pin" source="Orion">UPI PIN</keyword> during the UPI registration process, restricting access for a large number of Indian bank account holders who didn't have a debit card handy. The addition of <keyword id="144117" type="General" weightage="80" keywordseo="aadhaar" source="Orion">Aadhaar</keyword> onboarding for UPI will do away with this restriction, and allow previously under-served populations to experience the convenience and benefits of digital payments. "We are excited to be the first fintech platform to offer Aadhaar-based authentication for our users, making the UPI onboarding flows even more simple and inclusive. We believe this is a very progressive move by <keyword id="30067" type="General" weightage="50" keywordseo="rbi" source="Orion">RBI</keyword>, NPCI and UIDAI and is a great example of the digital financial inclusion that UIDAI's Aadhaar program has been able to drive," said <keyword id="12805030" type="General" weightage="50" keywordseo="deep-agrawal" source="Orion">Deep Agrawal</keyword>, Head of Payments at PhonePe. In the new flow, the Aadhaar e-KYC flow will be made part of the UPI onboarding journey on the PhonePe App. Users choosing this option will only need to enter the last 6 digits of their Aadhaar number to initiate the onboarding process. They will then receive an OTP from UIDAI, and their respective bank to complete the authentication process. Post this, customers will be able to access all UPI features such as payments and balance checks on the PhonePe App. "This will help expand the overall UPI ecosystem, and also onboard new customers to the digital payments fold. UPI has become a global exemplar, and countries across the world are looking to implement it. Going forward, we are closely working with NPCI to take UPI international," said Agrawal. With 41.5 crore registered users, one in four Indians is now on PhonePe. The company has also successfully digitised 3.3 crores, of offline merchants, covering 99 per cent of pin codes in the country. PhonePe first player to enable UPI activation with Aadhaar

People belonging to minority communities of <keyword id="3001" type="COUNTRY" weightage="100" keywordseo="Pakistan">Pakistan</keyword>, staying in India on a Long Term Visa, will soon be allowed to buy property, open bank accounts and get PAN and Aadhaar cards, with the <keyword id="6360789" type="ORGANIZATION" weightage="100" keywordseo="Modi-Government">Modi government</keyword> planning to roll out special facilities for them. 
 
Among other concessions the BJP-led government is all set to offer them include reduction in fees for registration as citizens of India from Rs 15,000 to as low as Rs 100. 
 
Though the exact number of minority refugees from Pakistan, Bangladesh and Afghanistan living in India is not known, according to rough official estimates there are around two lakh such people, mostly Hindus and Sikhs. 
 
There are around 400 Pakistani Hindu refugee settlements in cities like Jodhpur, Jaisalmer, Jaipur, Raipur, Ahmedabad, Rajkot, Kutch, Bhopal, Indore, Mumbai, Nagpur, Pune, Delhi and Lucknow. 
 
"The central government has been constantly reviewing the hardships being faced by the minority communities in Pakistan staying in India on LTV. To ease some of their difficulties, it is proposed to provide the facilities," a notification issued by the Home Ministry says. 
 
The facilities include permitting opening of bank accounts without prior approval of the Reserve Bank of India subject to certain conditions, permission for purchase of dwelling unit for self-occupation and suitable accommodation for carrying out self-employment without prior approval of RBI subject to fulfilment of certain conditions. 
 
Issue of driving licence, PAN and Aadhaar cards, permission to take up self-employment or for doing business which is considered safe from security point of view, dispensing with the requirement of personal appearance before the Foreigners Registration Officer for registration are a few other facilities being planned. 
 
Allowing free movement within the State/ UT where they are staying instead of their movement within the place of stay, allowing free movement to those living in the National Capital Region (NCR), simplifying the procedure for visit to a place in any other State/ UT are being proposed. 
 
Permission for transfer of LTV papers from one State/ UT to another State/ UT, waiver of penalty on non-extension of short term visa/ LTV on time, permission to apply for LTV at the place of present residence in cases where the applicants have moved to the present place of residence without prior permission are some of the other highlights. 
 
It has also been proposed to simplify the procedure for grant of Indian citizenship to such nationals belonging to minority communities in Pakistan. 
 
Collector, Deputy Commissioner or the District Magistrate will be empowered to authorise, in his absence, in writing an officer not below the rank of Sub-Divisional Magistrate for administering the oath of allegiance to the applicant. 
 
Powers will be given to the Collectors or the District Magistrates of a few select districts in Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra, Delhi, Rajasthan and Uttar Pradesh for a period of two years for registration of such Pakistani nationals as citizens of India.

A wearable tech startup is attempting to fix a problem the US could face as early as 2020

New Delhi, Jan 20 () An India-Africa conference on e-governance is being planned here in March to ensure that benefits of digital platforms are made available for the empowerment of African citizens, a senior official said on Monday.
 The conference 'Digital Africa: Empowered Citizens' will witness participation of policy makers and government officials from India and 54 African countries.
 "The Ministry of External Affairs-led initiative in collaboration with the Department of Administrative Reforms and Public Grievances (DARPG) and National Centre for Good Governance envisages convening an Indian Technical and Economic Cooperation (ITEC) India-Africa e-governance with focus on enhanced south-south cooperation for sharing the benefits of e-governance for improved service delivery," DARPG Additional Secretary V Srinivas said. 
 He said discussions have been held with African ambassadors in Delhi and the preparations have commenced.
 "Dates for the conference in March 2020 are expected to be announced shortly," Srinivas told .
 The objective of the conference is to ensure the benefits of digital platforms are made available for empowerment of the African citizens, another official said.
 India has a number of success stories on how technology is used to provide efficient services while improving the quality of life of the citizen, he said.
 "An innovative feature of the ITEC India-Africa e-governance conference is that it provides a forum for government, business and academia from India and Africa while also seeking to crowdsource ideas on strengthening the collaboration through hackathon," the officer said.
 The conference will have eight sessions to cover an array of subjects including e-governance, fintech and capacity building, while also exploring business partnerships and identifying a roadmap forward, he said.
 India's several successful initiatives like BharatNet (a programme on providing broadband connectivity to all households), DigiLocker (platform for issuance and verification of documents and certificates), BHIM (unified payment interface) and Aadhaar enabled payment services, and its benefits would be highlighted during the event, the officer added.
