However, the Israeli security official said damage to Iran's missile production facilities is so significant that its ability to produce new ballistic missiles has been delayed for at least a few years. Analysts have said the delay may be shorter, possibly weeks to months, maybe a year at most. There are a number of unknowns in this space.The official said that limits on missile production mean Iran's ballistic missile arsenal is capped at its current levels, although they cautioned that the country still has a powerful collection of munitions. <ul class="summary-list"><li>Russian missile and drone strikes are becoming more intense, a new study found.</li><li>Russia has ramped up its strikes recently and degraded Ukraine's electricity production.</li></ul>To grasp the amount of firepower that Russia has unleashed on Ukraine, consider these numbers:An average of 23 missiles and attack drones per day have pummeled Ukraine between September 2022 and September 2024. These attacks comprised 36 different models of missiles and drones, including Iskander ballistic missiles, Kh-59 cruise missiles and Iranian-made Shahed kamikaze drones. The figures don't include the numerous attacks by small drones. These weapons are by no means limited to military targets, either. Among the shattered buildings far from the frontlines are <a target="_blank" href="https://apnews.com/article/russia-ukraine-war-kyiv-attack-33aecd50cf252ff6184c0c14f90588b5">hospitals</a>, apartment complexes and a <a target="_blank" href="https://www.npr.org/2024/09/04/nx-s1-5099126/russian-strike-on-ukrainian-military-academy-kills-dozens">military academy</a> filled with cadets.Russian strikes have become more ferocious since Russia invaded in February 2022, according to the <a target="_blank" href="https://www.csis.org/analysis/assessing-russian-firepower-strikes-ukraine">study</a> by the Center for Strategic and International Studies, a Washington-based think tank. In April 2023, 117 missiles were fired at Ukraine. In August 2024, that number soared by a factor of 10 to 1,110 rockets.Utilizing open-source data, including a Ukrainian analyst who compiled a <a target="_blank" href="https://www.kaggle.com/datasets/piterfm/massive-missile-attacks-on-ukraine/data">database</a> of Russian attacks, CSIS focused on Russian "firepower strikes," an emerging concept in the Russian, Chinese and US militaries in which multiple types of missiles and drones are combined for maximum effect. In addition to saturating Ukraine's <a target="_blank" href="https://www.businessinsider.com/ukraine-kills-russian-missiles-us-air-defenses-retired-decades-ago-2024-7">air defense network</a>, Russia launched these weapons from multiple locations and directions to confuse the defenders.This relentless bombardment hasn't enabled Russia to defeat Ukraine, nor has it terrorized the Ukrainian public into submission as Russia's leader has sought. But it has inflicted heavy damage. Strikes against Ukraine's <a target="_blank" href="https://www.politico.eu/article/ukraine-shortage-energy-russia-missile-attack-nuclear-infrastructure-research/">energy infrastructure</a> has knocked out two-thirds of the country's electric power generation capacity, crimping manufacturing and leaving many Ukrainians shivering in the winter cold.Estimates of Russian missile strikes, and Ukrainian interceptions, should be treated with caution. "These are Ukraine's officially reported numbers," Yasir Atalan, a researcher at CSIS's Futures Lab, told Business Insider. "So, any inference should be based on this."Nonetheless, there is a wide variation in the intensity of Russian strikes that seems to shift according to Moscow's priorities. April 2023 saw an average of just 10 missiles per day. In August 2024, that number soared to 35 per day. "There were 17 days during the study period when missile launches exceeded 82 missiles in a single day," CSIS said. "These high-intensity launch days correspond to specific military operations, strategic offensives, or responses to critical developments on the battlefield, reflecting moments of heightened conflict intensity."From October 2022 to December 2022, daily missile attacks rose from an average of 22 per day to 33. "While high, the levels are likely smaller than what Israel's aerial strikes on Gaza and Iranian salvos targeting Israel imply about modern firepower strikes," CSIS said. "Moscow either was trying to preserve Ukrainian infrastructure it thought it could seize intact or was thwarted by covert action — or bad logistics and targeting — from unleashing its full arsenal."December 2023 through March 2024 saw between 26 and 29 missiles per day. "These sustained high levels correspond to a drive by Russia to destroy <a target="_blank" href="https://theconversation.com/crippling-civilian-infrastructure-has-long-been-part-of-russian-generals-playbook-putin-is-merely-expanding-that-approach-192226">Ukrainian critical infrastructure</a> as a means of pressuring Kyiv to end the conflict," said CSIS.August 2024 was the most active month in the study, with an average 36 per day for a total of 1,110 missiles. However, September 2024 only had 12 missiles per day, "indicating a temporary lull in missile activities linked to either low stockpiles or Ukrainian long-range strikes."If there is any good news here, it is that Ukraine has achieved surprising success in stopping Russian missile and drone attacks when it has been well stocked with <a target="_blank" href="https://www.businessinsider.com/countries-are-giving-ukraine-air-defenses-for-russian-missiles-drones-2022-11">Western air defenses</a> like <a target="_blank" href="https://www.businessinsider.com/us-giving-ukraine-second-patriot-missile-system-fight-russia-reports-2024-6">Patriot</a> and <a target="_blank" href="https://www.businessinsider.com/air-defense-systems-guard-washington-dc-arrive-ukraine-russia-attacks-2022-11">NASAMS</a>. The average daily intercept rate is almost 84%, though Atalan emphasized that this number includes drones as well as missiles.These figures suggest several key factors, CSIS concluded. One is the importance of Russia's allies in replenishing its missile and drone arsenals. "Maintaining an average of over 23 missiles launched daily over nearly two years demonstrates a high level of sustained military capability in Moscow and logistical support from countries like Iran, North Korea, and China. The United States and its partners need to do more to curb the ability of these regimes to replenish Russia's arsenal."Ukraine's success in intercepting Russian missiles suggests that its mix of Western-supplied and Russian-designed air defense systems are able to provide an effective missile defense capability. "Keeping this intercept rate high will require continued Western support for Ukraine," CSIS said.Because missile strikes ramp when Russian ground troops launch major <a target="_blank" href="https://www.businessinsider.com/ukraine-facing-powerful-russian-offensive-in-east-grim-outlook-2024-11">offensives</a>, early warning of Russian offensive preparations is crucial. And the fact that Russian strikes are launched from multiple sites, and use a mix of weapons, suggests the solution is to boost Ukraine's own long-range bombardment capability. Simple," wrote <a target="_blank" class="" href="https://x.com/irgarner/status/1848607427249226105">analyst Ian Garner on X.</a>Though the plants do produce alcohol, Business Insider could find no suggestion that it was for consumption.Andrii Kovalenko, head of the Center for Countering Disinformation at the National Security and Defense Council of Ukraine, on Telegram, had a more sober explanation.He said that the distilleries attacked Tuesday were being used for producing explosives and fuel for Russia's war effort."These are all military objects, despite being disguised as something else," Kovalenko wrote, per the <a target="_blank" class="" href="https://ukranews.com/en/news/1042806-they-produced-not-only-alcohol-ccd-explains-why-afu-attack-three-distilleries-on-russian-territory">Ukrainian news site UN.</a>According to Biokhim's website, it makes ethyl alcohol and products of "strategic importance to the [Russian] state," <a target="_blank" class="" href="https://www.reuters.com/world/europe/ukraine-drone-attack-damages-distilleries-russias-tula-region-governor-says-2024-10-22/">reported Reuters.</a>The strikes come after Ukraine, in a drone attack on Saturday, struck industrial sites linked to Russia's military in Dzerzhinsk in Russia's Nizhny Novgorod.

The deal likely offers the state leverage to ask for advanced Russian weapons systems or their designs.The partnership brings another advantage for North Korea: much-needed live combat experience and technical know-how.North Korean troops have not seen significant combat since the 1950s."It's a win-win situation," Joseph S. Bermudez Jr., a North Korea defense expert at the Center for Strategic and International Studies, told BI last month.Kim is getting access to foreign technology, he said, and also "access to real-world combat information to improve his defensive and offensive capabilities."

<ul class="summary-list"><li>Israel and Ukraine have weathered repeated ballistic missile attacks.</li><li>Ballistic missiles can strike with little to no warning time.</li></ul>The fireworks were impressive. Explosions, flames, and fiery streaks across the sky.But after launching <a target="_blank" class="" href="https://www.businessinsider.com/irans-missile-strike-israel-just-fraction-what-china-could-do-2024-10">hundreds</a> of ballistic missiles at Israel in two separate barrages, what has Iran to show for it? In the April attack — which comprised 300 missiles and drones — most were intercepted by forces from the US, Israel, Britain and Jordan. The October strike by 180 ballistic missiles saw a higher percentage of rockets penetrate defenses. Nonetheless, those that got through appear to have inflicted relatively <a target="_blank" href="https://rusi.org/explore-our-research/publications/commentary/irans-missile-attack-challenge-israel-cant-ignore">minor damage</a>: some craters, a partly collapsed <a target="_blank" href="https://www.timesofisrael.com/liveblog_entry/school-in-gedera-severely-damaged-by-iranian-missile-impact/">school building</a>, and multiple strikes on an <a target="_blank" href="https://www.youtube.com/watch?v=meHjp7iYV98">Israeli Air Force base</a> that is still operational.Despite all the threats from Iran, Israel's military, infrastructure, and public morale remain intact. This resilience has similarities with Ukraine, whose population has endured two years of <a target="_blank" class="" href="https://www.businessinsider.com/russia-kinzhal-missiles-beaten-by-patriots-slip-past-ukraine-defenses-2024-3">Russian missile attacks</a> but continues to fight on.All of which raises a question: is the danger of ballistic missiles overhyped? The issue has become more important than ever. Fifty years ago, the US and the Soviet Union owned most of the world's missile arsenal. Today, there are <a target="_blank" href="https://www.armscontrol.org/factsheets/worldwide-ballistic-missile-inventories">31 nations</a> that have ballistic missiles, plus non-state groups such as Hezbollah. With that much rocketry in the world, they are likely to be used in future wars.The threat of ballistic missiles — which follow a ballistic trajectory, rising to the edge of the atmosphere or into space, and then falling like a cannon ball — dates back 80 years, to just before the dawn of the Space Age. In 1944, Nazi Germany unleashed the <a target="_blank" href="https://airandspace.si.edu/collection-objects/missile-surface-surface-v-2-4/nasm_A19600342000">V-2</a>, considered the world's first guided ballistic missile. Nearly 3,000 V-2s were launched at targets in Western Europe, with about half aimed at Britain. The British public was no stranger to death from the air: they had already endured the bomber raids of the Blitz, and the V-1 buzz bombs that were the forerunner of today's cruise missiles. But at least those weapons could be detected, giving time for people to take cover or air defenses to shoot them down. The V-2 was something different: ascending 60 miles to the edge of outer space, it slammed into its target without warning.Hitler promised the German people that the "wunderwaffe" (wonder weapons) would bring victory. Instead, the V-2 consumed considerable resources yet neither damaged the enemy's warmaking potential nor broke the population's support for the war. One problem was accuracy. The Germans estimated that the circular error probable — a standard measurement of how close 50% of munitions land to a target — was almost <a target="_blank" href="http://www.astronautix.com/v/v-2.html">three miles</a> for the V-2. By 1945, US B-17 bombers had a CEP of a quarter-mile.But the real problem was the payload. The V-2's warhead was just one ton of high explosive, delivered by a weapon that could only be used once. A B-17 Flying Fortress carried four tons of bombs, a British Lancaster could drop seven tons — and these planes could fly dozens of missions. Granted that there was the expense — and the risk — to the crew. But the US and Britain were flying raids of a thousand bombers each: even if accuracy was far from perfect, the sheer number of bombs devastated cities and, towards the war's end, hampered critical infrastructure such as oil refineries. Even this massive operation, however, <a target="_blank" href="https://www.businessinsider.com/what-is-israel-trying-to-achieve-in-gaza-bombing-2023-12">failed</a> to break German morale.In the 1980s came the <a target="_blank" href="https://www.cia.gov/readingroom/docs/CIA-RDP88T00096R000100120003-6.pdf">"War of the Cities,"</a> when Iraq and Iran fired hundreds of ballistic missiles against each other's urban areas. Despite tens of thousands of civilian casualties, morale in neither nation collapsed, and the Iran-Iraq War dragged on for eight years. In 2015, Iranian-backed <a target="_blank" href="https://www.csis.org/analysis/iranian-and-houthi-war-against-saudi-arabia">Houthi</a> rebels in Yemen began a bombardment campaign against Saudi Arabia that included ballistic missiles. Though inflicting some damage on oil facilities, this was intended as political coercion against Saudi intervention in Yemen rather than an all-out attack on the kingdom.<div type="image" title="Missiles launched from Iran are seen in the sky over Tel Aviv." height="1333" width="2000" msid="114169750" hostid="261" sizebytes="151262"></div>It is not that conventional ballistic missiles aren't lethal, especially the modern versions. The early gyroscopic guidance systems on the V-2 have been replaced by more accurate <a target="_blank" href="https://www.advancednavigation.com/tech-articles/inertial-guidance-a-brief-history-and-overview/">inertial guidance</a>: a <a target="_blank" href="https://missilethreat.csis.org/missile/minuteman-iii/">Minuteman</a> ICBM has a reported CEP of about 130 feet, which is fine for a nuclear warhead but not for a precision strike on a small target. For advanced missile powers such as America and Russia, inertial guidance can be supplemented by other systems, such as GPS, and onboard radar linked to a map of the terrain. US-made ATACMS GPS-guided missiles, for example, have proven quite accurate in Ukraine.Ironically, this can lead to what one expert has called the <a target="_blank" href="https://www.businessinsider.com/us-military-confidence-smart-bombs-may-have-a-fatal-flaw-2024-6">"precision paradox."</a> Accuracy doesn't always equal effectiveness: if a smart bomb misses its target, then follow-on strikes to accomplish the mission can actually cause as much collateral damage as unguided weapons.And therein lies the <a target="_blank" class="" href="https://www.businessinsider.com/why-iran-relies-on-ballistic-missiles-to-threaten-its-adversaries-2024-10">appeal of ballistic missiles</a> for less technologically advanced nations and militant groups. Even if they're not accurate, the mere threat of long-range missile bombardment might coerce or deter an adversary. With an estimated 3,000 ballistic missiles, Iran fields a <a target="_blank" href="https://www.iranwatch.org/our-publications/weapon-program-background-report/table-irans-missile-arsenal">variety of designs</a> of varying accuracy, some based on the Soviet Scud or North Korea's Nodong. Tehran claims its <a target="_blank" href="https://www.reuters.com/world/middle-east/iranian-missile-strike-israel-shows-capability-greater-scale-complexity-2024-10-02/">latest missiles</a> have a CEP of around 65 feet, a suspect claim given the <a target="_blank" href="https://www.businessinsider.com/iran-ballistic-missiles-to-russia-questionable-accuracy-2024-9">observed inaccuracy</a> of some missiles in the April attack. A CEP of under 100 feet may be enough for damaging sprawling facilities such as airbases, ports and oil refineries. Against a pinpoint target such as a specific building, that might not be sufficient. And to get to that target, these weapons must get past increasingly capable air defense systems like <a target="_blank" class="" href="https://www.businessinsider.com/us-giving-ukraine-second-patriot-missile-system-fight-russia-reports-2024-6">Patriot</a>, Aegis, Arrow and Iron Dome.Even then, the question remains: Can ballistic missiles win a war? This echoes a debate from World War II, when Allied bomber chiefs argued that bombing German cities would win the war without the need for boots on the ground. Yet even after the Allies dropped <a target="_blank" href="https://repository.lsu.edu/cgi/viewcontent.cgi?article=4267&amp;context=gradschool_theses">2.7 million tons</a> of bombs in Europe, the Third Reich didn't surrender until Allied tanks were in the streets of Berlin. Nor did over 7.5 million tons of ordnance compel North Vietnam to cease its war against South Vietnam.Iranian missiles have not deterred Israel from pursuing its campaigns in <a target="_blank" class="" href="https://www.businessinsider.com/israel-attack-lebanon-hezbollah-past-invasion-2024-10">Lebanon</a> and Gaza, nor are they likely to. Iran's 3,000 missiles sound quite impressive. But even if they were all launched at Israel simultaneously, some would malfunction on launch, some would be intercepted, and still others — how many can only be guessed at — would miss their target. In the end, the amount of high-explosive landing on Israeli soil would be less than a single Allied bomber raid in World War II.The proliferation of ballistic missiles is a danger. Given accurate guidance systems, they can damage vital targets. Given less accuracy, they can serve as terror weapons against cities. <ul class="summary-list"><li>Russia launched a "massive" overnight attack on Ukraine, Ukrainian President Volodymyr Zelenskyy said.</li><li>The attack involved around 120 missiles and 90 drones, he added.</li></ul>Ukrainian President <a target="_blank" class="" href="https://www.businessinsider.com/zelenskyy-make-russia-small-again-t-shirt-annoyed-the-kremlin-2024-10">Volodymyr Zelenskyy</a> said Russia launched a "massive combined attack" on Ukraine overnight, targeting energy infrastructure across the country.Writing on <a target="_blank" class="" href="https://x.com/ZelenskyyUa/status/1858059178859778326">X</a>, Zelenskyy said that Russia fired around 120 missiles and 90 drones at Ukraine from Saturday night to Sunday morning."Unfortunately, some facilities sustained damage from direct hits and falling debris," he wrote, adding that some areas had lost power.The Ukrainian air force said that Russia carried out the attack using Tu-160, Tu-95MS, and Tu-22M3 strategic bombers, as well as fighter jets and other aircraft.It said the missiles fired in the attack included Kalibr cruise missiles, Kinzhal ballistic missiles, and a Zircon hypersonic missile, among others.More than 140 aerial targets were taken out by Ukraine's air defenses overnight, the air force said.While the final death toll is unclear, Zelenskyy said two people were killed and six were injured in a drone attack on Mykolaiv, southern Ukraine.The rate of Russian missile <a target="_blank" class="" href="https://www.businessinsider.com/russia-ukraine-daily-attacks-missiles-drones-2024-11">attacks on Ukraine</a> has seen some significant monthly fluctuations since Russia launched its full-scale invasion in February 2022.In August, Russia fired 1,110 missiles at Ukraine, but that figure dropped to 12 in September, according to a recent <a target="_blank" rel=" nofollow" href="https://www.csis.org/analysis/assessing-russian-firepower-strikes-ukraine">study</a> by the Center for Strategic and International Studies (CSIS), a Washington-based think tank.The report said that Russia fired a daily average of 23.2 missiles at Ukraine from September 28, 2022, to September 1, 2024, suggesting "a high level of sustained military capability in Moscow and logistical support from countries like Iran, North Korea, and China."Representatives for the Kremlin and the Armed Forces of Ukraine did not immediately respond to a request for comment from Business Insider, which was sent outside of regular business hours.

Four soldiers were killed following the attack, Iran's military said, according to the IRNA state news agency.The strikes, which came almost four weeks after Iran launched around <a target="_blank" rel="" class="" href="https://www.businessinsider.com/iran-attacks-israel-with-missiles-after-hezbollah-leader-killing-2024-10">180 ballistic missiles</a> at Israel in response to the killings of Hamas and Hezbollah leaders, appear not to have been as deadly as some had predicted; experts <a target="_blank" class="" href="https://www.businessinsider.com/israel-potential-counterattack-iran-options-assasinations-oil-nuclear-military-bases-2024-10">previously said</a> that Israel may have considered assassination attempts or targeted Iran's nuclear sites or oil facilities.Yaniv Voller, a senior lecturer in Middle East Politics at the University of Kent, told Business Insider that a larger-scale attack would have given Iran "no choice but to escalate" the conflict.He added that pressure from the US likely drove Israel to pursue a more restrained strategy.Speaking at a press conference on Saturday, a senior US administration official said the US was not involved with the planning or execution of Israel's retaliatory operation.However, they added that President Joe Biden and his national security team encouraged Israel "to conduct a response that was targeted and proportional with low risk of civilian harm."Questions are now being raised over how Iran will proceed.<h2 id="db90c4ab-9763-4969-8584-6e126fdc6d1b">Iran could look for an 'off-ramp' or launch a 'small-scale' retaliation</h2>Iran's supreme leader, Ayatollah Ali Khamenei, said on Sunday that Iranian officials should decide how to respond to the attacks, adding that they "should neither be magnified nor downplayed."Iran's Foreign Ministry wrote on <a target="_blank" class="" href="https://x.com/IRIMFA_EN/status/1850144788290674718?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet">X </a>that Iran considered itself "entitled and obliged to defend against acts of external aggression."But Iran has also seemingly sought to downplay the impact of the strikes, saying it successfully intercepted the attacks while sustaining only "limited damage."Jonathan Panikoff, the director of the Atlantic Council's Scowcroft Middle East Security Initiative, <a target="_blank" class="" href="https://www.atlanticcouncil.org/blogs/new-atlanticist/experts-react-israel-has-hit-back-at-iran-with-airstrikes-is-this-the-road-to-war-or-an-off-ramp/?utm_campaign=read&amp;utm_content=20241026&amp;utm_medium=organic_social&amp;utm_source=twitter&amp;utm_term=AtlanticCouncil#panikoff">said</a> that could be a sign that Tehran "is looking for an off-ramp, even if it claims otherwise.""Iran may be frustrated that its deterrence against Israel has waned, but it's unlikely to be temerarious in trying to restore it," he said.Speaking to <a target="_blank" class="" href="https://www.nytimes.com/2024/10/26/world/middleeast/israel-iran-attack-war.html?smid=tw-nytimesworld&amp;smtyp=cur">The New York Times</a>, Yoel Guzansky, a senior researcher at the Institute for National Security Studies, a Tel Aviv-based think tank, said: "The music that I hear from Iran is basically saying, 'Oh, this is nothing,'" but he added that it still marked the "beginning of a new phase, a dangerous one, with many more sensitivities.""It is possible for the two sides to close this round at least, and that we will not see an Iranian retaliation — or if we'll see it, it will be small in scale," he added.Voller said that should Iran choose to respond, it could turn to its proxies to defend its nuclear program."We must remember that Israel's end goal is to bring the Iranian nuclear program to an end, and any Iranian retaliation will provide Israel with the opportunity to continue pursuing this goal," he added.<div type="image" title="Ali Khamenei" height="2071" width="3000" msid="114663076" hostid="261" sizebytes="247336"></div><h2 id="fda12d17-0f2c-4f4f-994c-14dce3f2ec0d">Israel could strike again</h2>Voller said Iran may be deterred from launching a direct counterattack because of Israel's track record and "proven capability of reaching Iranian sensitive targets."He added that Israel's targeting of Iran's military sites, including its air defense system, would allow it to launch further air attacks if Iran were to escalate the conflict.Israel is also one of the world's top military spenders as a share of GDP, and it receives large amounts of military aid from the US to maintain what it calls a "qualitative military edge" over neighboring countries.And recent events will likely have reinforced to Iran's leaders that the country is "overmatched militarily," Panikoff said, "which, for a regime that prioritizes stability above all else, makes entering into a full-scale war an illogical choice."The Israeli military has said it would be "obligated to respond" if Iran attacked again.Ellie Geranmayeh, the deputy head of the Middle East and North Africa program at the European Council on Foreign Relations, told The Times that further attacks from Israel shouldn't be ruled out, especially after the US election in November."There will be a sigh of relief across Iran and the region that the US managed to restrain Netanyahu for now," Geranmayeh said, referencing Israeli Prime Minister Benjamin Netanyahu."But the fear is that this is a temporary restraint leading up to the US elections. The 'lame duck' phase ahead could be a moment where we see renewed Israeli attacks inside Iran — as a perceived golden window to further deplete Iranian capabilities," she added.
