Thanks to the lengthy government procedure to take decisions! The <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+Coast+Guard">Indian Coast Guard</a>, which raised the demand for its own fleet of medium lift choppers after 26/11 Mumbai attacks, is finally close to getting it.<br />

The Mumbai attacks in 2008 exposed chinks in the <a href="http://www.businessinsider.in/searchresult.cms?query=surveillance+and+interception+capabilities+">surveillance and interception capabilities</a> of the force, so the demand was raised to cover larger areas faster with the new fleet.<br />

The coast guard currently operates ageing Chetaks as well as indigenous <a href="http://www.businessinsider.in/searchresult.cms?query=defence">Advanced Light Choppers (ALH) for patrolling</a>, search and rescue and casualty evacuation.<br />
<br /> According to sources, <keyword id="6356166" type="COMPANY" weightage="60" keywordseo="Airbus">Airbus</keyword> as emerged as the lead bidder for Rs 2,000 crore contract to procure 14 helicopters. The EC 725 is learnt to have beat its competitor, Sikorsky's S 92 after commercial bids were opened earlier this month.<br />

While initially, three competitors were bidding for the contract, Italian firm <a href="http://www.businessinsider.in/searchresult.cms?query=Finmeccanica+">Finmeccanica</a> was dropped in 2014 after it came under a corruption taint following the VVIP chopper deal scandal.<br />

Both the EC 725 and S 92 managed to meet all the technical requirements of the coast guard after two years of extensive trials, the Airbus machine turned out to be cheaper, said senior officials.<br />

The contract will also lead to the pumping in of over Rs 600 crores into the <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+defence+and+aerospace+manufacturing+sector+">Indian defence and aerospace manufacturing sector</a> as it carries an offset obligation of at least 30% for the winner. However, the conclusion of the contract would take a few more months after price negotiations with Airbus.<br />
<br /> "We are in touch with the Indian MoD regarding the tender for 14 shore-based helicopters for the <keyword id="6375985" type="ORGANIZATION" weightage="100" keywordseo="Indian-Coast-Guard">Indian Coast Guard</keyword> and will be honoured to progress our discussions with them," an Airbus spokesperson said. <br />

Coast Guard to get its own fleet of choppers, demands for which were raised post 26/11 Mumbai attacks!

Bengaluru, The <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> has received three "made in <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>" <keyword id="6706498" type="ORGANIZATION" weightage="20" keywordseo="Advanced-Light-Helicopters">advanced light helicopters</keyword>, customised for coastal security, from the <keyword id="86569" type="COMPANY" weightage="20" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL) on Friday. The Mark-III Advanced Light Helicopter (ALH) is meant for coastal security.<br /><br />Out of the 16 Mk-III helicopters, HAL delivered three to Indian <keyword id="42407" type="COMPANY" weightage="20" keywordseo="Navy">Navy</keyword> Chief Admiral Karambir Singh at Aero India. <br /><br />The helicopters are fully loaded multi mission helicopter is fitted with an array of advanced sensors. This will augment the Navy's responsibility for coastal security placed on it by the government after 26/11 Mumbai terror attacks that claimed the lives of 166 people and left 300 others injured.<br /><br />The helicopter features a full glass cockpit with HAL's Integrated Architecture Display System (IADS), more powerful "Shakti" (Safran Ardiden 1H1) <keyword id="240487" type="DOMAIN" weightage="20" keywordseo="engines">engines</keyword>, and a host of new systems.<br /><br />The Indian Navy had ordered 16 Mk-III to supplement its ageing and depleting fleet of Alouettes (Chetaks) - from HAL.<br /><br />These helicopters have come up with latest-generation avionics and role equipment. Indian Navy receives three Advanced Light Helicopters from Hindustan Aeronautics Limited

New Delhi, Dec 5 () The defence ministry on Thursday said it has signed more than 180 contracts worth over Rs 1.96 lakh crore with the Indian industry since 2014.
<p> In a statement, the ministry also released some details of a number of major defence contracts signed in the last five years.
</p><p> The statement by the ministry came in the wake of criticism that 'Make in India' in defence sector has not been successful as envisaged by the government.
</p><p> The ministry said a contract worth Rs 45,000 crore was signed in 2015 with Mazagon Dockyards Limited (MDL) to manufacture frigates for the Indian Navy under Project P-17A.
</p><p> Another project to build two frigates at a cost of Rs 14,100 crore was finalised with Goa Shipyard Limited (GSL) in October 2018.
</p><p> It said contracts for manufacture of 41 advanced light helicopters (ALH) for Indian Air Force and 32 ALH for Indian Navy have been signed with Hindustan Aeronautics Limited (HAL) in 2017 at a combined value of Rs 14,100 crore.
</p><p> "This is in addition to procurement of 14 Dornier 228 aircraft from HAL at a cost Rs 1,100 crore under a contract signed in February 2015," the ministry said.
</p><p> It said seven squadrons of Akash Missile system are being procured from Bharat Electronics Limited (BEL) at a cost of Rs 6,300 crore. Separately, an Integrated Advanced Command and Control System is being procured under a Rs 7,900-crore contract.
</p><p> The ministry said the Ordnance Factory Board has been tasked with supplying 464 T-90S/SK tanks worth Rs 19,100 crore for which indent has been placed last month.
</p><p> "Also 100 155x52mm calibre self-propelled guns are being procured under the 'Make in India' initiative from Ms/ L&amp;T at a cost of Rs 4,300 crore," the ministry said.
</p><p> It said the three services have also placed a number of contracts with the private sector vendors.
</p><p> The ministry said 44 projects have been given approval.

Not giving much details about the survivors the Air Force tweeted that efforts are on to find those affected by the tragedy. The aircraft, which has 13 people onboard, had taken off from Assam on Monday. However, the ground authorities were not able to make contact with the plane after 1 pm on Monday.<br /><br />Come Tuesday, IAF launched C-130J, AN-32 and Mi-17 of IAF and Indian Army ALH helicopter to locate the missing aircraft.<br /><br />In efforts to locate the aircraft, a search operation using Indian Navy's Long Range Maritime Reconnaissance aircraft P8i and ISRO satellite — CARTOSAT and RISAT — was put into action for capturing images from the dense forest cover in Assam screening all possible crash sites.<br /><br />"There is no sign of the aircraft. Search and rescue operation is on full swing," IAF spokesman Wing Commander Ratnakar Singh told IANS in Shillong. <br /><br />The latest incident comes after the IAF lost an AN-32 in Bay of Bengal when the flight from Chennai to Port Blair went missing with 29 onboard was never found. An Indian fighter jet has been missing for over four days now

New Delhi, The <keyword id="43909" type="General" weightage="20" keywordseo="defence-Ministry" source="Orion">Defence Ministry</keyword> on Friday cleared procurement of various weapons systems and platforms including Dhruvastra short range air-to-surface missile and 12 <keyword id="18793242" type="General" weightage="20" keywordseo="Su-30-MKI-fighter" source="Orion">Su-30 MKI fighter</keyword> jets at a cost of around Rs 45,000 crore. A total of nine procurement proposals were approved by the Defence Acquisition Council (DAC) headed by Defence Minister Rajnath Singh, officials said. <br /><br />"All these procurements will be made from Indian vendors under Buy (Indian-Indigenously Designed Developed and Manufactured (IDMM)/Buy (Indian) category which will give substantial boost to the Indian defence Industry towards achieving the goal of 'Aatmanirbhar Bharat'," the defence ministry said. <br /><br />To enhance protection, mobility, attack capability and increase survivability of mechanised forces, the DAC accorded the approval for procurement of Light Armoured Multipurpose Vehicles (LAMV) and Integrated Surveillance and Targeting System (ISAT-S), the ministry said in a statement. <br /><br />The DAC cleared also cleared the procurement of High Mobility Vehicle (HMV) Gun Towing Vehicles for swift mobilisation and deployment of artillery guns and radars. <br /><br />The DAC further approved procurement of next generation survey vessels for the Indian Navy, the ministry said. <br /><br />It said a proposal of the Indian Air Force to ensure avionic upgrade of Dornier aircraft to improve the accuracy and reliability for operations was also given Acceptance of Necessity (AoN).  <br /><br />The AoN is the initial approval. <br /><br />"The procurement of Dhruvastra Short Range Air-to-Surface Missile as a potent Indigenous Precision Guided Weapon for indigenously built ALH Mk-IV Helicopters has been cleared by the DAC," the ministry said. <br /><br />"The AoN for procurement of 12 Su-30 MKI Aircraft with associated equipment from Hindustan Aeronautics Limited (HAL) was also accorded," it said.

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Thaier al-Sudani/Reuters</span></p><p class="caption">Iraqi Shi'ite Muslim men from the Iranian-backed group Kataib Hezbollah wave the party's flags while marching in a parade.</p></div><p></p></div></div>The US is continuing to operate in a potentially dark new reality in Iraq. </p><p>US military advisers in Iraq's Anbar Province, which has largely been overrun by the Islamic State (aka ISIS, ISIL, and Daesh), are sharing a military base with an Iranian-backed Shiite militia, The New York Times <a href="http://www.nytimes.com/2015/09/14/world/middleeast/us-and-iran-both-conflict-and-converge.html?ref=world&amp;_r=0">reports</a>.</p><p>The militia, known as Kataib Hezbollah, was previously responsible for the death of more than one thousand US soldiers during the invasion and occupation of Iraq.</p><p>But now, due to the general collapse of the Iraqi Security Forces, the US and Kataib Hezbollah are forced to awkwardly work together and coordinate their actions against ISIS through an Iraqi military official. According to The Times, this includes logistical coordination such as assuring that US airstrikes do not accidentally hit members of the militia while in the field against ISIS. </p><p>This coordination, which is entirely a marriage of convenience, may have the unintended consequence of ultimately enshrining Iranian rule and control in Iraq. Already, the Iranian-backed militias operate with little-to-no oversight from Baghdad and instead follow Iran's commands. </p><p><span>"There's no real command and control from the central [Iraqi] government," a senior administration official </span><a href="http://www.bloombergview.com/articles/2015-06-22/iran-s-forces-and-u-s-share-a-base-in-iraq">told</a><span> Bloomberg. "Even if these [Iran-backed militias] don't attack us … Iran is ushering in a new Hezbollah era in Iraq, and we will have aided and abetted it."</span></p><p>This policy may ultimately end with an Iraq that does not have a single political entity aligned with US interests. Shiite militias that have received US air support have <a href="http://www.businessinsider.com/the-us-air-war-in-iraq-now-has-a-unsavory-stain-2015-3">engaged in atrocities</a> against Sunni civilians, such as burning down houses, which further deepen the divide between the sects in Iraq. These actions also further the pervasive idea among Iraq's Sunni population that the US is not interested in their well being. </p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="http://www.understandingwar.org/sites/default/files/ISIS%20Sanctuary%2070812-01.pdf">ISW</a></span></p></div><p></p></div></div></p><p>On the other side, many Shiite militias also continue to view the US in an antagonistic light. The spokesman for the Iranian-backed Asaib Alh al-Haq militia <a href="http://www.nytimes.com/2015/09/14/world/middleeast/us-and-iran-both-conflict-and-converge.html?ref=world&amp;_r=0">told</a> The Times that he believes the US created ISIS and is only paying lip service toward defeating it. </p><p>The difficulties the US faces in Iraq against ISIS are also compounded by what's happening over the border in Syria. Any effort at ultimately defeating the militants will require a political solution in Damascus that would appeal to Syria's majority Sunni population. This is unlikely to happen in the near future, however, as Russia and Iran have doubled down on supporting the regime of Syrian President Bashar al-Assad, a member of the prominent religious minority Alawite group that is a Shia offshoot. </p><p>Russia appears to be <a href="http://www.businessinsider.com/russia-is-expanding-its-presence-in-the-middle-east-2015-9">sending supplies</a> for at least 1,000 people into Syria. It has also taken over Damascus' main airport and is supplying arms and transporting soldiers directly into Syria. This bolstering of Assad's regime is intended to help the regime hold onto the territory it currently controls. </p><p>The new developments will only prolong any conflict within Syria, as battle lines become static. Some are even feeling a rush of inspiration.</p><p>In February, OpenAI <a target="_blank" href="https://www.businessinsider.com/sam-altman-openai-video-text-model-creator-sora-leading-google-2024-2">introduced a text-to-video model called Sora</a> to "understand and simulate the physical world in motion." Sora was touted for generating videos up to a minute long from text, and its <a target="_blank" href="https://www.businessinsider.com/openai-sora-stunning-ai-videos-examples-sam-altman-2024-2">proof-of-concept videos</a> stunned the internet with their image quality.</p><p>But some in Hollywood saw it as a threat.</p><p>Veteran filmmaker Tyler Perry was so impressed — and intimidated — by demonstrations of Sora that he <a target="_blank" href="https://www.businessinsider.com/tyler-perry-ai-studio-productions-movies-2024-2">put his plans for an $800 million studio expansion on pause</a>. He even called for Hollywood workers to organize under a single union to protect jobs from the threat of AI.</p><p>The tool hasn't officially been released to the public, but workers in creative fields have already begun experimenting with it. They say it makes their jobs easier without making them feel replaceable. Sora can help them communicate abstract concepts more clearly, they say, push them to visualize ideas in new ways, and cut production costs. But, for now, it still needs human oversight.</p><h2><strong>Know when to pick your battles.</strong></h2><p>Brand advertising consultant Charlotte Bunyan put Sora to the test by creating a campaign for a "well-known high street supermarket" and <a target="_blank" href="https://www.ft.com/content/ab70695f-584a-49bf-a635-38175be0718f">told the Financial Times</a> that she could "potentially" use the video it made as a "taster of something we could bring to life in a virtual experience."</p><p>Bunyan participated in a comparison organized by the Financial Times between Sora and its <a target="_blank" href="https://www.businessinsider.com/ai-platform-runway-lets-users-transform-images-videos-with-words-2023-5">competitors Runway</a> and Pika — both of which claim to create AI-powered videos with just a few words.</p><p>Bunyan wrote a prompt fed directly into Pika and Runway, while OpenAI gave Sora a revised version. Sora rendered the elements of the prompt more "faithfully" than the other tools, Bunyan said, but all three can "speed up the way we communicate creative ideas and make them more tangible." Regardless of the tool, though, she said there probably still needs to be a "human layer" added to any content they generate through editing tools.</p><p>Others say Sora isn't always consistent, which can bring about new creative opportunities.</p><p>Indie artist Washed Out's new music video, "The Hardest Part," is the longest video made with Sora, <a target="_blank" href="https://www.latimes.com/entertainment-arts/business/story/2024-05-02/first-major-music-artist-uses-openai-sora-to-create-music-video">according to the Los Angeles Times</a>.</p><p>The video's director, Paul Trillo, said he "leaned into the hallucinations, the strange details, the dream-like logic of movement, the distorted mirror of memories, the surreal qualities unique to Sora / AI," in a <a target="_blank" href="https://twitter.com/paultrillo/status/1786425157915234776">post</a> on X.</p> <p>The Times reported that the video was made by stitching 55 clips Sora generated based on detailed prompts. But the clips weren't always consistent. The appearance of the couple in the video and their child varies from clip to clip. Trillo said he overlooked the discrepancies, and in some sense, they enhance the dream-like nature of the video. He believes Sora can complement the creative process, but it shouldn't be the main tool.</p><p>"You have to know where to pick your battles with it," Trillo told the Times. "You kind of have to relinquish a bit of your free will in working with this thing and you kind of have to accept the nature of how chaotic it is."</p>

The MAHLI camera on Curiosity's robotic arm took dozens of component images for this selfie on Aug. 5, 2015.</p></div><p></p></div></div>If humankind successfully lands people on the surface of Mars, we could discover an important clue about the origins of life on Earth - one of the greatest scientific mysteries in human history. </p><p>A theory called panspermia, which dates back to the 5th century BC, posits that certain life forms can hop between planets, and even star systems, to fertilize them with life. </p><p>Following this theory, <a href="http://news.nationalgeographic.com/news/2013/09/130905-mars-origin-of-life-earth-panspermia-astrobiology/">some scientists</a> suspect that the first life on Earth never formed on our planet at all, but instead, hitched a ride inside planetary fragments from Mars that were flung into space after a powerful impact and eventually fell to Earth.</p><p>While some write the theory off as outrageous, others think it could harbor some potential. If true, it could deeply impact how we identify ourselves as a species. </p><p>By studying the planet's <a href="http://www.businessinsider.com/hirise-photos-of-mars-2015-3">geography</a>, <a href="http://www.businessinsider.com/nasa-maven-announcement-about-mars-atmosphere-2015-11">atmosphere</a>, and <a href="http://www.businessinsider.com/where-is-the-water-on-mars-2015-10">soil composition</a>, planetary scientists know that billions of years ago, Mars was once a warm, wet world with <a href="http://www.businessinsider.com/nasa-big-announcement-about-mars-2015-9">conditions ideal for life</a>.</p><h2>Why a manned mission to Mars is necessary</h2><p>None of the landers or satellites we've sent to the Red Planet thus far have uncovered evidence of past or present life of any kind. </p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>20th Century Fox</span></p><p class="caption">Scene from the sci-fi film "The Martian."</p></div><p></p></div></div>It's possible that a robot simply cannot dig deep enough or collect enough of the right kind of sample. In the end, it might take a human to explore what robotic rovers cannot.</p><p>Plus, what it takes NASA's best Mars rovers a week to do, a well-equipped human could complete in 15 minutes, according to mechanical engineer and popular <keyword id="41551" type="ENTERTAINMENT" weightage="100" keywordseo="science">science</keyword> communicator Bill Nye in his latest book "<a href="http://www.amazon.com/Unstoppable-Harnessing-Science-Change-World-ebook/dp/B00XU114R4?tag=bisafetynet-20">Unstoppable: Harnessing Science to Change the World</a>."</p><p>"If we found microbes on Mars that are clearly related to those on Earth, such a discovery would change the course of human history ... everyone everywhere would soon come to feel differently about what it means to be a living thing in the cosmos," Nye writes. </p><h2>It won't be a surprise</h2><p>This kind of discovery, however, won't come suddenly, according to Linda Billings, the consultant to NASA's Astrobiology and Near Earth Object Programs. </p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Courtesy of Heritage Auctions </span></p><p class="caption">This Mars meteorite, which weighs 0.75 pounds (327 grams), landed in July 2011 as part of a shower in the vicinity of Tissint, Morocco, the location that gives the meteorite its name.</p></div><p></p></div></div>"As is the case with most scientific discoveries, the discovery of extraterrestrial life will likely be a prolonged process," Billings told Business Insider. "Claims of evidence of extraterrestrial life will be subjected to peer review, and other scientists will continue to look for further evidence."</p><p>One example of this prolonged process took place in the mid-90's when a team of scientists announced that they found convincing evidence for extraterrestrial life inside of a Martian meteorite - a rock that formed on Mars, were ejected into space after a powerful impact by an asteroid or comet, and eventually landed on Earth. </p><p>To date, scientists have identified 132 Martian meteorites.</p><p>In 1996, the NASA-led team published a paper in the prestigious journal Science that they'd identified grooves and organic compounds in the "ALH8400" Martian meteorite, discovered in Antarctica, that could be fossilized evidence for extraterrestrial nanobacteria.</p><p>"The astrobiology community spent months into years investigating those claims," Billings said. "Eventually a consensus emerged in the science community that the original claim of fossil evidence of martian life did not stand up to scrutiny."</p><p>If astrobiologists do eventually discover that life came from Mars, NASA will be ready for what happens next. </p><h2>NASA explores the repercussions </h2><p>In 2011, NASA and the Library of Congress established the <a href="http://www.loc.gov/loc/kluge/fellowships/NASA-astrobiology.html">Baruch S. Blumberg NASA/Library of Congress Astrobiology Program,</a> which explores the philosophical, religious, ethical, legal, and cultural impact related to the possible discovery of extraterrestrial life.</p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>REUTERS/Sucheta Das</span></p></div><p></p></div></div>The <a href="http://www.loc.gov/loc/kluge/fellowships/NASA-astrobiology.html">current chair of the program</a>, Nathani Comfort, who is also a scientific historian and professor at the Institute of the History of Medicine at The Johns Hopkins University, shared his thoughts with Business Insider about what the notion that we all have a little Martian in us might mean:</p><p>"It wouldn't alter the views of those who hold literal interpretations of Scripture. And the rest of evolution would follow as before," Comfort said. "The tabloids would have a field day of course. But once the headlines faded and the conferences ended, I think life would continue on much as before."</p><p>As for the people who dedicate their lives to the scientific process, Comfort said:</p><p>"Academics would debate questions of human identity afresh  ... in short, it might throw an existential monkey wrench into the works, but the principles of moral behavior would remain the same."</p><h2>The probability of panspermia </h2><p>The idea that life came from Mars is a highly-debated topic. "The logic and data I find most persuasive dismisses the idea of life coming from a 'seed' at all, whether terrestrial or not."</p><p>Yet, other scientists, like Steven Benner - who's a chemist and one of the world's leading experts on the origins of life - <a href="http://www.nytimes.com/2013/09/12/science/space/a-far-flung-possibility-for-the-origin-of-life.html?_r=0">argue otherwise</a>. </p><p>In 2013, Benner said during a talk at the Goldschmidt conference for geochemists that Mars might have been a better place for life to begin than Earth. </p><p>That's because ancient Martian meteorites contain more boron and molybdenum - important precursors to the formation of RNA - than early Earth. </p><p>Moreover, Christopher Adcock and Elizabeth Hausrath, both researchers at the University of Nevada in 2013, discovered that phosphates - another important chemical in the formation of RNA, DNA, and essential proteins - in Martian meteorites are more water-soluble than those on early Earth.</p><p>And since life is suspected to have begun in the presence of water, <a href="http://www.nature.com/articles/ngeo1923.epdf?referrer_access_token=97vMd1JId0G0zdxREm8ctdRgN0jAjWel9jnR3ZoTv0M5lr5n55_fP-M03_cDrjVkjHhD8TATVf5jepxWUTzMyBf0Y665-sMTu8WF98wjuS13DMd1zDkMtQpUc7vHht1Ry0zcLgzDDXiipw6UCKurmMXSAbA8YOCJZlX-a2yCVq0PFfeTkoMZmPlQpAb4JXuqKe_g5ZQbLtXx7589CnsfWgpwN9TQyBWcNE5D3uDvd_yy_cQcvoyOCBFIky8OvRms&amp;tracking_referrer=news.nationalgeographic.com">their research</a> suggests that Mars could have formed life more readily than Earth.</p><p>However, studying Martian meteorites for signs of life has been ongoing for over two decades without success.
