The Union Cabinet on Wednesday approved health coverage to all persons aged 70 years and above under the <keyword id="6199405" type="General" weightage="100" keywordseo="ayushman-bharat" source="Orion">Ayushman Bharat</keyword> Pradhan Mantri Jan Arogya Yojana irrespective of their income, benefiting around six crore <keyword id="20566" type="General" weightage="20" keywordseo="Senior-Citizens" source="Orion">senior citizens</keyword>, Union Minister Ashwini Vaishnaw said. The Rs 5 lakh free health insurance cover would benefit senior citizens of around 4.5 crore families. Eligible beneficiaries would be issued a new distinct card under the scheme, the government said. "Senior citizens of the age 70 years and above belonging to families already covered under <keyword id="12026516" type="General" weightage="20" keywordseo="AB-PM-JAY" source="Orion">AB PM-JAY</keyword> will get an additional top-up cover up to Rs 5 lakh per year for themselves, which they do not have to share with the other members of the family who are below the age of 70 years. "All other senior citizens of the age 70 years and above will get a cover up to Rs 5 lakh per year on a family basis," an official statement said. Senior citizens of 70 years and above who are under private health insurance policies or Employees' State Insurance scheme will be eligible to avail benefits under the the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY). However, those already availing benefits of other public health insurance schemes such as the Central Government Health Scheme (CGHS), Ex-Servicemen Contributory Health Scheme (ECHS) and Ayushman Central Armed Police Force (CAPF) will have a choice. They may either choose their existing scheme or opt for AB PM-JAY, the statement said. According to the government, AB PM-JAY is the world's largest publicly funded health assurance scheme which provides health cover of Rs 5 lakh per family annually for secondary and tertiary care hospitalization to 55 crore individuals corresponding to 12.34 crore families. All members of the eligible families irrespective of age are covered under the scheme. The scheme has covered 7.37 crore hospital admissions, including 49% women beneficiaries. The public has benefited to the extent of over Rs 1 Lakh crore under the scheme. AB PM-JAY scheme has witnessed continuous expansion of the beneficiary base, it said, adding that initially, 10.74 crore poor and vulnerable families comprising the bottom 40% of India's population were covered under the scheme. In January 2022, the <keyword id="6362177" type="General" weightage="20" keywordseo="union-government" source="Orion">Union government</keyword> revised the beneficiary base from 10.74 crore to 12 crore families considering India's decadal population growth of 11.7% over the 2011 population. "Taking the mission ahead, AB PM-JAY would now provide free healthcare coverage of Rs 5 lakh to all citizens of the age group of 70 years and above across the country," the statement said.

New Delhi, Jun 23 () There was a 51 per cent decline in the average weekly claims under the Ayushman Bharat health insurance scheme during the coronavirus-triggered lockdown, according to an analysis done by a group of researchers. Also, there was a steeper decline in utilisation of services in public hospitals than private hospitals during the lockdown, from March 25 to June 2, stated the National Health Authority (NHA) publication titled 'PM-JAY Under Lockdown: Evidence on Utilization Trends PM-JAY'. The NHA is the apex body responsible for the implementation of health insurance scheme -- Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojna (AB PM-JAY). Among procedures, planned surgeries such as cataract operations and joint replacements suffered a decline of over 90 per cent, while hemodialysis declined by only 6 per cent. There was also a sharp fall in cardiovascular surgeries. Of particular concern are significant decline in admissions for child delivery and oncology, the report stated. Overall, claims per week on an average for surgical procedures fell down to 27,167 during the lockdown from 62,630 being recorded before the lockdown started, registering 57 per cent decline. There was a larger decline in utilisation of surgical procedures (57 per cent) than medical cases (46 per cent) . This is to be expected, since surgeries are more commonly planned in advance, whereas medical cases are not, the researchers said. Another area where the trend in claim volumes raise some concerns is child delivery. Across PMJAY, there was a 26 per cent decline in child deliveries during the lockdown and this applied almost equally to both normal deliveries and caesarian sections and was also quite consistent across both public and private hospitals, the report stated. Among demographic groups, women, younger and older populations (under 20 and over 60) reduced their utilisation more than men, young adults or the middle-aged. According to the report, the weekly nationwide PMJAY claim volume during the first week of the lockdown was 64 per cent lower than just two weeks earlier, the analysis showed. "The decline in average weekly claim volume was 51 per cent if the 10-week lockdown period (March 25 to June 2) is compared to the 12 weeks that preceded lockdown (January 1 to March 24)," the report said. "There was a steeper decline in utilisation of public hospitals (67 perccent from week 11 to 13) than private hospitals (58 perccent), resulting in a shift in the private share of total volumes from 47 per cent before the lockdown to 51 per cent after the lockdown," it stated. This trend, which became even stronger late in the lockdown, may reflect several factors, researchers stated. First, beneficiaries might be avoiding public hospitals due to a perception that they are becoming 'COVID hospitals', since government facilities have been the focus of preparedness efforts for a potentially increasing COVID-19 caseload. Secondly, government hospitals might be too busy with these preparations to carry out tasks related to pre-authorisation and claim submission as required by PM-JAY. Third, the shift towards private hospitals might reflect their case mix -- in particular, hemodialysis care accounts for a large share of PM-JAY claims and is predominantly provided in the private sector, and the decline in claim volumes for these packages was far lower than for other types of care, the report stated. Also, there was wide variation in claim volume trends across states, with the steepest declines (over 75 per cent) in Assam, Maharashtra and Bihar, while much smaller declines (about 25 per cent or less) were observed in Uttarakhand, Punjab and Kerala. New Delhi, Jun 12 () The National Health Authority, the apex body which implements the national health insurance scheme, has started empanelling ICMR-registered laboratories directly, officials said. The step comes after the body included testing and treatment for COVID-19 in its packages for Ayushman Bharat beneficiaries in view of the coronavirus pandemic. The National Health Authority (NHA) on Friday released guidelines on the process of empanelment, according to which, the primary eligibility criteria for laboratory empanelment is "ICMR registration" and it will be applicable for all private laboratories. The agency had been empanelling only hospitals till now under the Ayushman Bharat- Pradhan Mantri Jan Arogya Yojna (AB -PMJAY) and whatever services were required for providing care to patients, were provided by hospitals either in-house or through outsourcing. Citizens eligible under the health insurance scheme are availing free-of-cost testing through private labs and treatment for COVID-19 in empanelled hospitals since April. With the advent of COVID-19 pandemic, a need was felt to expand the testing capacity for the benefit of AB PM-JAY beneficiaries, hence, the packages for COVID-19 testing were notified by NHA, officials said. "However, private laboratories urged the NHA that they want to get directly empanelled with the body so that there is no delay in bill payments," an official said. "Following requests from the industry, it was decided to start empanelling the ICMR registered labs directly. So far one such lab has been empanelled while 13 others have applied and awaiting nod," he said. According to the guidelines, the NHA shall be approving the empanelment of laboratories in those states which are not implementing AB-PMJAY at present namely, Telangana, West Bengal, Delhi and Odisha. Modules for empanelment of the labs have been developed and at present, NHA has decided to empanel only the ICMR registered labs, as only they are authorised to conduct COVID-19 tests, the guidelines said. Considering the ground situation and to minimise the time for processing applications, states and Union territories may request for empanelment with minimum details and documents, they said. To speed up the process of empanelment, the approval may be given by CEO, NHA or officer authorised by CEO, after verification of ICMR registration of the lab. "In case CEO, SHA has approved the empanelment, the process of scrutiny at the district level may be done post facto as per the instructions of state health authority (SHA)," they said. After the empanelment request by a laboratory is filed, the application shall be scrutinised by NHA within four days. If the application is rejected, the laboratory will be intimated of the reasons based on which it was not accepted and the lab can approach the Grievance Redressal Mechanism for remedy. In case the laboratory chooses to withdraw from the health insurance scheme, it will only be permitted to re-enter/ get re-empanelled under AB-PMJAY after a period of six months. If a laboratory is blacklisted for a defined period due to fraud/abuse, after following due process, it can be permitted to re-apply after cessation of the blacklisting period or revocation of the blacklisting order, whichever is earlier, the guidelines added.
