Seventh central pay commission, the report of which has been submitted to the finance minister, is all set to benefit 52 lakh pensioners. This would be done under the much-in-news one-rank, one-pension (OROP) principle. Having lesser liabilities than other beneficiaries, these pensioners are more likely to spend the money they get than save it. This would increase the demand for consumer goods and services as well as for recreation and travel. 
 
As per the proposal by the pay commission, past pensioners and current retirees would be at complete parity with each other, owing to which, the amount paid to both these sections would be comparable. 
 
"The rate of growth is relatively higher for pensions because of the recommendation to adjust scales of pensioners, akin to OROP," ICRA senior economist Aditi Nayar told ET. 
 
For serving employees, the pay increase is 16%, while pensioners would get 24% increase in benefits. However, the allowances given to serving employees would also see a boost, making the benefits equaling 23.6%. 
 
However, if reports are to be believed, a pressure on fiscal deficit might induce some delay in the increase of allowances. If this happens, pensioners stand to benefit the most from the pay commission award, starting January 1, 2016. 
 
For computing the pension benefits, there have been two methods proposed. The pensioner will get the higher of the two sums, based on parity with current retirees and the uniform 2.57 fitment allowed to everyone. This is the factor, as determined by the pay commission, by which the old number will be multiplied to arrive at the new sum for beneficiaries. Accordingly, for those who retire now, the minimum monthly pension is set to increase to Rs 9,000, which previously was Rs 3,500. On an estimate, a pensioner will on average get Rs 65,000 more a year now. 
 
"Assuming that the revision is rolled out as scheduled and there are no lump sum arrears that need to be released, we expect the lower ticket sized consumer durable segment to receive a spending boost, from new as well as replacement demand," said Nayar. This obviously depends on the financial positions of the pensioners, including a house and other liabilities that they might not have to pay for, as opposed to the serving employees.

52 Lakh pensioners to be benefitted by Seventh Central Pay Commission

All thanks to the <keyword id="1003616" type="ORGANIZATION" weightage="20" keywordseo="7th-Pay-Commission">7th Pay Commission</keyword> recommendations that the central government employees are getting a 23 per cent hike and even the minimum basic pay is increasing to Rs 18,000. 
 But as the <keyword id="6359327" type="ORGANIZATION" weightage="20" keywordseo="Home-Ministry">Home Ministry</keyword> is working out the details and re-working salaries, it turns out that the Cabinet Secretary, the top most bureaucrat of India, will be taking home more salary than President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>. 
 
Currently, the President receives Rs 1.50 lakh per month, the Vice-President Rs 1.25 lakh and governor of a state Rs 1.10 lakh. 
 
However, after the 7th pay commission's revision, the cabinet secretary will take home Rs 2.5 lakh per month and a secretary in the Union government will receive Rs 2.25 lakh per month. 
 
The ministry is working on this anomaly and may raise the emoluments of the President, Vice-President as well as governors of states. 
Official sources told ET the home ministry proposal may be submitted for the Union Cabinet's approval next week. After the Cabinet gives its nod, bills to this effect will be tabled in Parliament. 
 
The last salary hike that the President, Vice-President and governors got was in 2008. Till 2008, the President's salary was Rs 50,000, the Vice-President's Rs 40,000 and a governor's Rs 36,000.

Experts say the <a href="http://www.businessinsider.in/searchresult.cms?query=job+market">job market</a> would definitely be better in 2016 than 2015. With promises of a better investment climate and the government push to manufacturing industry, 2016 is expected to be a fruitful year. 
 
Executive search firm GlobalHunt MD Sunil Goel said, "Though there is lot of back-end work happening to bring the 'good days', it is still reflected at sentiment level only. It may start reflecting on ground level in year 2016." 
 
The average pay hike would be around 12-14%. The key performers can expect a hefty 25-30%.

Since the 7th Pay Commission proposed a 23.55% salary hike for central government employees, it seems private sector employees are at unease. 
 
As per a survey conducted by TimesJobs.com, over 70% employees expressed regret working in the private sector after the proposal. 
 
This survey, which covered over 700 professionals working in the private sector from across the country, who earn their increments based on their individual performance and contributions to the business, revealed that 68% respondents felt that Pay Commission’s proposal was unfair. 
 
Meanwhile, 47% respondents said there was no link to employee performance while 30% feel the massive hike will eventually widen the public and private sector income disparity. 
 
Another 23% respondents felt that since the private sector is a bigger employment generator, granting such a hike to central employees is unfair to them, revealed the survey. 
 
"This considerable hike is going to put a lot more discretionary income in the hands of central government employees and will definitely lead to increased spending. But the discontent caused in the private sector by this performance-indiscriminate hike to central government employees is palpable. And India Inc. employers are having to face the brunt of this dissatisfaction with lowered motivation and performance levels,” said Vivek Madhukar, COO, TimesJobs.com. 
 
Around 90% respondents were from manufacturing, automobile and retail sectors. Nearly 75% middle and senior-level employees also shared similar sentiments.

The Seventh Central Pay Commission has suggested a 23.55% hike in the salaries and pensions of over 45 lakh government employees and 52 lakh people who have retired. 
 Panel headed by Justice AK Mathur submitted the recommendations to <keyword id="6391015" type="UNKNOWN" weightage="20" keywordseo="Finance-Minister-Arun-Jaitley">Finance Minister Arun Jaitley</keyword>. A pay commission is constituted every decade to revise the salary scales of government employees. 
 
The salaries are adjusted for inflation every year through Dearness Allowance and the pay and pension components are hauled once in a decade. 
In the report, the panel has suggested an increase of 16% in pay, 63% in allowances and 24% in pensions. This adds up to Rs 1.02 lakh crore in FY16, which will have a financial impact of Rs 73,650 crore on Union Budget and Rs 28,450 crore on Railway Budget. 
 
Experts point out that the 7th Pay Panel’s recommendations will have an effect on fiscal consolidation plans. The forecast of Indian economy’s growth is 7.5% in the current year. 
 
The Pay Panel has recommended that minimum pay for government workers should be Rs 18,000 per month, an increase of 14.33% and maximum pay in the apex scale, drawn by secretaries, should be fixed at Rs 2.25 lakh per month and that for the cabinet secretary at Rs 2.5 lakh. 
 Meanwhile, the <keyword id="1482858" type="ORGANIZATION" weightage="20" keywordseo="Seventh-Pay-Commission">seventh pay commission</keyword> also suggested a revised pension formulation for non-military personnel including the Central Armed Police Forces as well as for defence staff who retire before January 1, 2016.

What is the salary of an IAS in India

The <keyword id="6355512" type="ORGANIZATION" weightage="20" keywordseo="Union-Cabinet">Union Cabinet</keyword> today approved 2% hike in Dearness Allowance/Dearness Relief for government employees and pensioners from January 1, 2017. 
 
As per an agreed upon formula, the Centre hikes the allowance taking 12¬month average of retail inflation. The government does not consider the price rise rate beyond a decimal point for deciding the rate of the dearness allowance. The dearness allowance is paid as proportion of the basic pay of the central government employees. Earlier last year, the government hiked DA by 6 per cent to 125 per cent of basic pay. The DA was later merged into the basic pay following the implementation of the 7th Pay Commission award. 
 
Dearness allowance and dearness relief are provided to employees and pensioners to neutralise the impact of inflation on their earnings.

Cabinet approves 2% hike in DA for government employees and pensioners

The Indian government has said that it is "not appropriate" at people’s part to compare the increase in minimum pay as suggested by the seventh Central Pay Commission with that of the previous commissions applied in the country. 
 
As per the 7th Pay Commission that gets effective from January 1st, the real increase given in minimum pay in years 1996 and 2006 was 31% and 51%, respectively, compared to which the commission has recommended an increase of 14.29%. 
 
"The 7th Central Pay Commission has worked out its recommendations on pay based on all relevant factors having a bearing on the prevailing circumstances and, therefore, viewing the increase on this occasion in the light of the circumstances obtaining 10 and 20 years ago is not appropriate," Minister of State for Finance Arjun Ram Meghwal replied to a query in Rajya Sabha. 
 
He added that the ratio between the minimum pay of Rs 18,000 per month and top pay of Rs 2,25,000 per month is 1:12.5. 
 
"In order to enhance the income of other categories of workers, both central and state governments are required to fix, review and revise the minimum wages of the workers employed in scheduled employment under their respective jurisdictions at an interval not exceeding five years." 
 
"The minimum rates of wages are also applicable for the workers engaged on contract basis," he added.

Last month saw a 9.62% jump in <keyword id="47168" type="UNKNOWN" weightage="100" keywordseo="Car-sales">car sales</keyword> in the country, with overall passenger vehicles sales growing by 16.78%. The rise could mainly be a result of an increase in the sales of utility vehicles including Maruti Suzuki's Vitara Brezza and Hyundai's Creta. 
 As per data from the Society of Indian Automobile Manufacturers (<keyword id="108827" type="CITY" weightage="100" keywordseo="SIAM">SIAM</keyword>), sales of domestic passenger vehicle (PV) stood at 2,59,685 units in July, as compared to 2,22,368 units in July 2015. 
 
"The new models in the UV segment have created a lot of excitement in the market. Also the sentiment is positive due to better rains and coming of the 7th Pay Commission. All these factors put together are responsible for the off take which is happening," SIAM Deputy Secretary General Sugato Sen was quoted saying. 
 
Talking of the rise in overall PV sales, UVs remained the main driving force here, with a rise of 41.85% to reach 64,105 units, as compared to last July’s 45,191 units. 
 
India’s biggest carmaker Maruti Suzuki has seen a rise in the sales of domestic cars by 2.21% in July to 93,634 units from 91,602 units a year ago. The sales of its UV jumped 151% and reached 17,382 units from 6,916 units. 
 
Maruti Suzuki’s Hyundai Motor India Ltd (HMIL) also saw a rise in the number of cars by 12.15% in July 2016 as compared to July 2015. Talking of UVs, sales rose 15.93% from July last year.

Car sales rose by nearly 10% last month, overall passenger vehicles sales up by 17%

The Centre is likely to announce a hike of 2-4 per cent in dearness allowance for its about 50 lakh employees and 58 lakh pensioners later this month, according to the PTI. 
 
Dearness allowance and dearness relief are provided to employees and pensioners to neutralise the impact of inflation on their earnings. The labour unions, however, are not happy with the proposed hike saying it would not be able to offset the real impact of price rise. 
 
"The dearness allowance as per the agreed formula by the Centre works out to be 2 per cent which would be effected from January 1, 2017," Confederation of Central Government Employees' president K K N Kutty told PTI. 
 
However, Kutty expressed dissatisfaction over such a "meagre" hike saying that the consumer price index for industrial workers (CPI-IW) which is an agreed benchmark for increasing dearness allowance is far from reality. 
 
He said that there is difference between the quantum of price rise of commodities ascertained by the labour bureau and the ministry of agriculture. 
 
CPI-IW is an imaginary number due to poor quality of data collection by labour bureau and it is far from reality, he claimed. 
 
The average CPI-IW to be taken into account for raising DA is 4.95 per cent from January 1 to December 31, 2017. Since the government has already hiked the dearness allowance by 2 per cent in October last year from July 1, 2016, it will now raise it further by 2 per cent. 
 
As per an agreed upon formula, the Centre hikes the allowance taking 12-month average of retail inflation. The government does not consider the price rise rate beyond a decimal point for deciding the rate of the dearness allowance. 
 
Therefore, despite the fact that the hike works out to be 2.95 per cent, the government will ignore the rate of price rise beyond decimal point and increase the DA by 2 per cent. 
 
The dearness allowance is paid as proportion of the basic pay of the central government employees. 
 
Kutty said that the federation in the next meeting of the national council would make a case for considering the fractions while fixing DA. 
 
The national council is an apex forum functioning under the Department of Personnel and Training where unionists and senior official discuss issues concerning central employees. 
 
Earlier last year, the government hiked DA by 6 per cent to 125 per cent of basic pay. The DA was later merged into the basic pay following the implementation of the 7th Pay Commission award. 
 
At present the Central government employees and pensioners are entitled to 2 per cent dearness allowance, which was effected from July 1, 2016
