The research arm of the Ministry of Industry and Information Technology in China <a href="https://www.scmp.com/tech/china-tech/article/2098948/china-plans-28-trillion-yuan-capital-expenditure-create-worlds?utm_source=Triggermail&amp;utm_medium=email&amp;utm_campaign=Post%20Blast%20%28bii-apps-and-platforms%29:%20Google%20open%20sources%20object">estimates</a> that 5G connectivity could account for 3.2% of China’s entire GDP in 2025 as well as create nearly 8 million jobs. It should be noted that since these are just 5G trials, the network isn’t fully operational. But it does cover the entire area using 228 5G base stations. But once it officially up and running for everyone, subscribers will be able to take advantage of the same without having to upgrade their SIM cards. Although, they will have to ensure they have phones will 5G capability which, as of now, aren’t very cheap. The Chinese government has plans to have 10,000 5G base stations ready to go by the end of 2019 in Shanghai and by 2021, they expect to cross 30,000 stations.  Aside from speed, the low latency of 5G networks is especially helpful for applications of the internet of things. At the launch ceremony of the 5G trial network, the vice mayor of Shanghai, Wu Qing, made the network’s first 5G video call on an Huawei Mate X, which was the first phone to launch with 5G capabilities. The US, on the other hand, has been pressuring countries to cut ties with Huawei and their <keyword id="1671941" type="TECHNOLOGY" weightage="20" keywordseo="5G-technology">5G technology</keyword>. According to an article in the Washington Post, “Huawei is constructing a global network of undersea Internet cables and next-generation mobile networks that could give China effective control of the digital commanding heights.” While Huawei is reportedly denying any links to Chinese government, it’s a bold move on China’s part to posture itself as a world leader in technology, ahead of its competitors. The world’s first 5G network trials go live in Shanghai

 Last year, Airtel was <a href="https://economictimes.indiatimes.com/industry/telecom/telecom-news/airtel-may-stay-away-from-early-5g-spectrum-sale/articleshow/66701543.cms">reportedly</a> not going to participate in the 5G auction altogether because the company felt as though ultra-fast wireless technology was still three to four years away for India — and also because the company has been having cash flow problems. It was already treading troubled waters in the Indian market with the onslaught of Reliance Jio’s price-war when <a href="https://www.businessinsider.in/searchresult.cms?query=moody%27s&amp;sortorder=effectivedate">Moody’s</a> investor services downgraded <a href="https://www.businessinsider.in/searchresult.cms?query=%22bharti+airtel%22&amp;sortorder=effectivedate">Bharti Airtel</a> to ‘junk’ status. The credit rating company justified that this was because Airtel had been facing negative cash flows over the past three quarters that ultimately hit a <a href="https://www.theindianwire.com/business/airtel-hits-15-year-low-graded-junk-status-moodys-99303/">15-year low</a>. The India opportunity Bharti Airtel, like other telecom operators in India, has been struggling to hold onto its subscribers since Jio’s onslaught of low-priced data offerings. But preparing themselves for the 5G race gives the company the opportunity to capitalise on India’s potential of over 1.1 billion subscribers. The Bharti Mittal enterprise already offers the highest speeds in India on 4G according to a <a href="https://timesofindia.indiatimes.com/gadgets-news/airtel-offers-fastest-4g-network-speed-in-india-claims-report/articleshow/68077518.cms">report</a> by Tutela, a mobile quality measurement company. But, that claim has been contested before. An <a href="https://myspeed.trai.gov.in/">official report</a> by the Telecom Regulatory Authority of India (TRAI) put Reliance Jio’s average speed at almost double of what Airtel is able to provide. And while Airtel’s plan may be ambitious, there’s been a lot of disgruntlement over the spectrum trial period being restricted to 90 days. The Cellular Operators Association of India (COAI) has <a href="https://www.coai.com/5g_india_forum">stated</a> that it’s just too short to serve the desired purpose. Instead, COAI recommends that the trial period should be for 12 months in order to fully test the network requirements. Airtel isn’t the only company in Cisco’s portfolio. India’s singular 4G-only telecom operator, Reliance Jio, also runs on Cisco’s network architecture. Airtel and Cisco are teaming up to build India’s largest 5G-ready network — spectrum auction pending

Commercial 5G network is going to transform businesses by  improving operations, customer experience, employee efficiency and much more

<ul><li>By 2025, 5G networks will carry half of the world’s mobile data traffic — just not in India. </li><li><keyword id="1671940" type="PERSON" weightage="20" keywordseo="5G-network">5G network</keyword> penetration in India will be at 11% while more developed parts of the world will exceed 50%. </li><li>It’s only in 2019 that the number of 4G subscriptions are expected to exceed 2G subscriptions in India. </li></ul>India’s data usage is growing by the day and for the first time, in 2019, 4G mobile subscriptions as expected to exceed 2G subscriptions. But, the breakthrough comes at a time when 5G networks around the world are going live and India is yet to begin the auction of its airwaves. <div type="image" title="mobilesubs_edited" msid="72226070" hostid="261" caption="&amp;lt;p&amp;gt;Mobile subscriptions in India&amp;lt;/p&amp;gt;"></div>

 More than half of North East Asia, Western Europe and North America will be on 5G by 2025, according to Ericsson’s latest Mobility Report. But in India, 5G will only account for 11% of total mobile subscriptions. The Indian region — which also includes Nepal and Bhutan — will be the slowest to adopt 5G, second only to the Middle East and Africa, where 5G penetration forecasted to be at 7%. "The mass-market adoption of advanced use cases fueled by 5G is expected later in India than in other regions," noted the report. Finally on the 4G bandwagon India’s 4G subscriptions are set to increase by 150 million during 2019 and surpass 2G technology. This means that the 4G network will now account for 57% of the mobile subscriptions by the end of the year, hitting the half-way mark for the first time. "As the transformation toward more advanced technologies continues in India, LTE is forecast to represent 80 percent of mobile subscriptions by the end of 2025," noted Ericsson’s report. It’s also a milestone for smartphones. Being more affordable has increased their usage from 48% to 54% over the past year. And, more are anticipated. "A total of 500 million additional smartphone users are expected in India by 2025," according to Ericsson. More smartphone users means more data consumption. Right now, India leads the region when it comes to usage per smartphone. By 2025, Ericsson forecasts are the traffic will triple. "Even if the traffic per existing smartphone user continues to grow significantly over time, the increase in the average traffic per smartphone is expected to moderate as more consumers in India acquire smartphones," noted the report. 5G’s many delays One of the primary reasons for the delay has been the pricing of the spectrum. Vodafone Idea, Airtel and Jio have been locked in a price war, bulking under debt and just got hit with outstanding licence fees — they claim that they can’t afford to buy 5G airwaves at the base price that the government has fixed for auctioning them. According to the Cellular Operators Association of India (COAI), India’s prices for the 5G spectrum are much higher than the international average. It’s not just that the airwaves are expensive. Telecom operators claim that revenue generation from 5G will be slow until use cases become more prevalent. The Indian Space Research Organisation (ISRO) also threw a new wrench in the government’s plans. The agency announced that it needs the premium 26 GHz band — which is ideal for the 5G network — for their own weather satellites. Broken promises Ravi Shankar Prasad, India’s IT minister, announced that the government would auction the 5G spectrum within the next 100 days when the Bharatiya Janata Party (BJP) won the 2019 general election. This was back in June. Months passed by and now, the commercial launch of 5G services is pegged to happen in 2020. Nonetheless, Prasad has assured stakeholders that the 5G auction will happen in the current financial year.

As the rest of the world flies high on 5G, most of India will still be on a 4G network in 2025

<ul><li>India is waiting for 5G connectivity but there are challenges that need to be addressed.</li><li>Preeti Nagaraj from Ericsson spoke to Business Insider on the sidelines of the India Mobile Congress (IMC) 2019 to highlight some of these challenges.</li><li>Aside from the pending 5G spectrum auction, there are also site acquisition and cost concerns.</li></ul>The time is right for 5G network in India. Not only have telecom companies in the US and South Korea already offering these services, Indian telcos are also starting to try and test the technology. Vodafone Idea is already using 5G technology to improve its 4G offerings. India is also awaiting the auction of 5G spectrum, and its use cases and applications are buzzing at India Mobile Congress (IMC) 2019 in New Delhi. At this event, Business Insider India caught up with <keyword id="8222657" type="UNKNOWN" weightage="20" keywordseo="preeti-nagarajan">Preeti Nagarajan</keyword>, Head of Strategy for Business Area Networks at Ericsson. She highlights the challenges that India will have to overcome before the dream of 5G becomes a reality. 1. The need for a spectrum The rest of world may already by rolling out 5G connectivity to its users but, in India, 5G spectrum is yet to be allocated. This means full-fledged trials are still pending which is needed for telecom operators to test their technology. "India needs spectrum, let’s start there. It was very promising to hear that, before the end of the financial year, we should have the 5G spectrum auction in India. That needs to happen," said Nagarajan. 2. Spectrum is too expensive One of the reasons that the 5G spectrum auction has been delayed in India is because its too expensive for telecom companies. India’s debt-ridden operators are still reeling under the pressure to keep 4G costs low. But, there may be hope on the horizon. "They will come up with innovative policy solutions for pricing the spectrum. This helps our customers, the operators, to start bringing 5G in," stated Nagarajan. The Indian government announced that it is looking into new ways to price the spectrum to accommodate the requests of the telecom companies at IMC. 3. Finding space for the spectrum The biggest challenge when deploying 5G is acquisition of sites, according to Nagarajan. "Now we’re talking about Massive MIMO equipment, which are huge pieces of equipment out there. And, for every piece of spectrum out there, there’s equipment already at the site," she explained. As network connectivity expands, more towers and more antennas will be required. The And ownership of site will also have a greater role to play. "It’s extremely important that we own the site. And we help and enable our customers to own their sites in a good way," said Nagarajan. 4. <keyword id="8222656" type="UNKNOWN" weightage="20" keywordseo="affordable-5g-devices">Affordable 5G devices</keyword> On the consumer front, even if 5G network connectivity comes in, affordable 5G phones are yet to make into the market. "So, I think it’s in the roadmap. The technology is there for it," said Nagarajan. Earlier at IMC, Qualcomm announced that they have partners working on affordable 5G devices but it’s yet to be seen when they will make their way to India. Here are the biggest challenges for India as it rolls out its 5G network, according to a strategy expert

China's Ministry of Industry and Information Technology (MIIT) on Thursday granted commercial 5G licences to the country's three telecommunications network operators and the nation's cable network giant, signalling major new investments in the world's largest mobile market amid a raging tech war with the United States. Hong Kong-listed carriers <keyword id="133270" type="CITY" weightage="20" keywordseo="China-Mobile">China Mobile</keyword>, China Unicom and <keyword id="154965" type="COMPANY" weightage="20" keywordseo="China-Telecom">China Telecom</keyword>, as well as China Broadcasting Network, were each awarded a licence to run commercial 5G services, according to MIIT. Beijing had granted licences at the end of 2018 to China's three state-owned carriers to conduct 5G trials but this is the first time it has given the go-ahead for full commercial deployment. The announcement has come amid speculation that the three network operators would be <a href="https://www.scmp.com/tech/enterprises/article/3012935/huawei-trade-ban-test-chinas-5g-roll-out-beijing-set-issue" target="_self">hard-pressed in pushing a large-scale 5G buildout</a> after the US government put telecoms gear provider Huawei Technologies on a trade blacklist. The US action has severed the access of Huawei, which has up to a 50 per cent share of China's telecoms equipment market, to American hi-tech suppliers, including semiconductor firms <keyword id="104695" type="COMPANY" weightage="20" keywordseo="Qualcomm">Qualcomm</keyword> and Intel as well as software providers Google and Microsoft. The award of commercial 5G licences is "more a posture by China to make a statement that 5G will not be delayed just because of the US export ban on Huawei, giving it more bargaining power and creating stronger internal political support" according to Jefferies equity analyst Edison Lee. He said that MIIT's announcement may push the country's three telecoms network operators to accelerate their 5G mobile network roll-out plans. That move would enable China to move ahead in the global race to deploy telecoms infrastructure that will help power <a href="https://www.scmp.com/tech/big-tech/article/3006582/power-change-world-heres-why-us-and-china-are-fighting-over-our-5g" target="_self">the industrial internet, autonomous driving and smart cities</a>, among a range of advanced mobile applications. While South Korea, the US, Australia and the UK have launched initial commercial 5G services in the second quarter, the scale of China's market is likely to dwarf the combined size of those economies, negating any first-mover advantage. China awards 5G licences to country's major telecoms network operators and cable network giant

And, while industry leaders have been pushing more investment into the exploring what 5G is capable of, 5G’s new capabilities are still unknown, aside from improving on what 4G can already do. No 5G impact — let alone 6G Trump’s call for quicker 5G deployment is unlikely to have much of an impact in the market. Mobile operators in the US already have <a href="https://www.tomsguide.com/us/5g-release-date,review-5063.html">plans in place</a> on how 5G networks are going to be deployment and the amount of time it’s going to take. Even if 6G was on the cards, deploying an entirely new generation of technology doesn’t happen overnight but take years to bring into play. As of now, 6G planning is in most <a href="https://www.irjet.net/archives/V4/i9/IRJET-V4I9196.pdf">embryonic stages</a> where it’s mostly just theory. Even the Huawei chief scientist, Richard Li, has said that 6G simply hasn’t been defined yet at the IEEE Spectrum event in August last year. (Eds: Adding details) New Delhi, Apr 28 () Finnish telecom gear maker firm <keyword id="6354716" type="DEFINITION" weightage="20" keywordseo="Nokia">Nokia</keyword> has bagged a Rs 7,500 crore <keyword id="30336" type="ORGANIZATION" weightage="20" keywordseo="Deal">deal</keyword> from Bharti <keyword id="15491" type="COMPANY" weightage="20" keywordseo="Airtel">Airtel</keyword> to deploy <keyword id="764355" type="PERSON" weightage="20" keywordseo="5G">5G</keyword> ready network across nine service areas in the country. Under the deal, Nokia will deploy 3 lakh base stations for 4G services which can be upgraded to <keyword id="1671940" type="PERSON" weightage="20" keywordseo="5G-network">5G network</keyword> once the spectrum is available for the next generation service, according to the announcement made by Bharti Airtel on Tuesday. Bharti Airtel announced a multi-year agreement to deploy Nokia's Single Radio Access Network (SRAN) solution across nine circles in India, helping the telcos to enhance the network capacity of its networks, in particular 4G, and improve customer experience. According to sources the deal size is around Rs 7,500 crore. "The rollout, which will also lay the foundation for providing 5G connectivity in the future, will see approximately 3,00,000 radio units deployed across several spectrum bands, including 900 Mhz, 1800 Mhz, 2100 Mhz and 2300 Mhz, and is expected to be completed by 2022," Bharti Airtel said in a statement. This is the first network expansion deal of the year and during the lockdown period, when demand for high speed data has increased by about 20 per cent at pan-India level. "We are committed to continuously invest in emerging network technologies to provide a best-in-class experience to our customers. This initiative with Nokia is a major step in this direction. "We have been working with Nokia for more than a decade now and are delighted to use Nokia's SRAN products in further improving the capacity and coverage of our network as we prepare for the 5G era," Gopal Vittal, MD &amp; CEO (India and South Asia) at Bharti Airtel, said. The deal includes network expansion in Gujarat, Maharashtra, Mumbai, Madhya Pradesh, Kerala, Odisha, West Bengal, Bihar and UP East. These circles jointly account for more than half of Bharti Airtel subscribers and the deal consolidates Nokia as lead network vendor for the Sunil Bharti Mittal led firm. "This is an important agreement for the future of connectivity in one of the world's largest telecom markets and solidifies our position in India. We have worked closely with Bharti Airtel for many years and are delighted to extend this long-standing partnership further. "This project will enhance their current networks and deliver best-in-class connectivity to Airtel customers but also lay the foundations for 5G services in the future," Rajeev Suri, President and Chief Executive Officer at Nokia said. According to global telecom body GSMA, India is the second largest telecom market in the world and is expected to reach 92 crore unique mobile customers by 2025, which will also include 8.8 crore 5G connections. Nokia's MBiT Index 2020 found a massive increase in demand for data services with traffic increasing by 47 per cent in 2019 alone. Nokia bags Rs 7,500 cr deal from Airtel to deploy 5G network

The Department of Telecommunications (DoT) has permitted telecom service providers (TSPs), including Bharti Airtel, Reliance Jio Infocomm, Vodafone Idea, and MTNL, to conduct 5G trials. As largely anticipated, Chinese tech majors such as Huawei and ZTE have not been allowed to participate in the trials. An official statement said that the TSPs have tied up with original equipment manufacturers and technology providers -- Ericsson, Nokia, Samsung and C-DOT. In addition, Reliance Jio Infocomm will also be conducting trials using its own indigenous technology. The permissions have been given by the DoT as per the priorities and technology partners identified by TSPs themselves. The experimental spectrum is being given in various bands which include the mid-band (3.2 GHz to 3.67 GHz), millimetre wave band (24.25 GHz to 28.5 GHz) and in sub-Gigahertz band (700 GHz). The TSPs will also be permitted to use their existing spectrum (800 MHz, 900 MHz, 1800 MHz and 2500 MHz) for conduct of 5G trials. The duration of the trials is for a period of six months. This includes a time period of two months for procurement and setting up of the equipment. The permission letters specify that each TSP will have to conduct trials in rural and semi-urban settings also, in addition to urban settings so that the benefit of 5G technology proliferates across the country and is not confined only to urban areas. The TSPs are encouraged to conduct trials using 5Gi technology in addition to the already known 5G technology. The International Telecommunications Union (ITU) has also approved the 5Gi technology, which was advocated by India, as it facilitates much larger reach of the 5G towers and radio networks. The 5Gi technology has been developed by the IIT Madras' Centre of Excellence in Wireless Technology (CEWiT), and the IIT Hyderabad. The Communications Ministry statement said that the objectives of conducting 5G trials include testing 5G spectrum propagation characteristics, especially in the Indian context, model tuning and evaluation of chosen equipment and vendors, testing of indigenous technology, testing of applications, and to test 5G phones and devices. 5G technology is expected to deliver improved user experience in terms of data download rates (expected to be 10 times that of 4G), up to three times greater spectrum efficiency, and ultra-low latency to enable Industry 4.0, it said. Applications are across a wide range of sectors such as agriculture, education, health, transport, traffic management, smart cities, smart homes, and multiple applications of IoT (Internet of Things). DoT has specified that the trials will be isolated and not connected with the existing networks of TSPs. Trials will be on non-commercial basis and the data generated during the trials shall be stored in India. TSPs are also expected to facilitate the testing of the indigenously-developed use cases and equipment as part of the trials. One hundred applications or use cases selected by DoT after conducting the recent hackathon on 5G applications can also be facilitated in these trials, it said. Commenting on the development, a Nokia spokesperson said: "Nokia India welcomes the government's decision to conduct trials including rural and semi-urban areas, aligned with the long-term vision of a Digital India." "We are confident of our readiness to support our customers in implementing 5G strategy with the advantage of our technology leadership, our experience in serving customers globally, and our initiatives in India including 5G manufacturing in Chennai." Cellular Operators Association of India (COAI) Director General S.P. Kochhar said the move it will stimulate local R&amp;D ecosystem to develop innovative applications tailored to commercial needs. "We welcome the government's decision to start exhaustive 5G trials in different categories of locations across India. Indian government gives the nod for 5G trials, Chinese companies kept out for now

<ul><li>India's former telecom regulator Pradip Baijal has explained how India has had trouble managing its spectrum roll out for next-gen communications technology over the last few decades.</li><li>The latest in this telecom - 5G - is also facing similar hurdles in India, with the government yet to finalise guidelines and announce auction of airwaves.</li><li>He also explained how different use-cases of 5G are relevant and important to India - from the point of view of consumers as well as the industry.</li></ul>India always had problems in dealing with spectrum. We wasted valuable wireless spectrum for fixed line services in 1995, unlike any other country, after the erroneous decision that expensive mobile phones were not for the poor Indians. The decision was reversed in 2004, but led to a lot of inspired criticism by mobile incumbents. Earlier, the government approved a Convergence Bill in 2001, for more efficient use of spectrum, but was not approved. The government/regulator, therefore, approved a Unified Access License in 2004, reduction in interconnect charges and tariff forbearance. But, it took inefficiently long to bring in these changes (it had to be done in stages, by many regulatory efforts). Unified License reduced tariffs 50 times, but increased government revenues. Mobile numbers growth immediately increased 10 times, and gradually 200 times, three times ever the leader, China. 3G spectrum auctions were efficient later, though delayed, and showed the huge loss in 2G allocation and crony capitalism involved, the basis of the CAG report. The allocations led to litigation and differing and controversial judgments by the Supreme Court/CBI Court, the issue still remaining open, but this was one of the issues on which the UPA lost heavily to NDA, in the ultimate court of elections in 2014. 4G auctions were conducted efficiently, even though they were delayed, and now we have come to 5G auction issues, with an ET news item commenting, "India is set to miss the '5G bus' following the lack of preparedness, unavailability of sufficient spectrum, absence of encouraging use cases, and uncertainty around radio waves sale for the next generation of telecom services." This is despite India appointing A.J. Paulraj (winner of the Marconi Prize) Committee to give the recommendations to the steps required. They gave the report in mid-2018, and despite giving the schedule, we have not moved fast. In the past, Prime Minister Modi-led government maintained that it "won't afford to miss 5G bus" like in the case of 2G, 3G, and 4G technologies that were deployed in India way later than many countries, thus losing the many early user advantages. 5G and India Before we discuss, let us understand the nature of use of 5G. For a layman, 5G is just next generation wireless infrastructure which will provide them voice and data services. However, it will impact much more due to its bit-level intelligence characteristics. 5G will provide an array of network intelligence which will get translated into precise and demand-led resource allocation. 1G came in 1980s and provided basic voice services, 2G in 1990s and enabled voice and SMS services due to its digital standards, 3G came in 2000s and introduced data services along with voice and SMS that enabled multimedia services. 4G pure IP network, came in 2010s, and enabled the application services and partially merged the telecom and information technology which gave boom to platform services. The architecture of 5G is designed to handle the connection of billions of devices including industrial machines with seamlessness and reliable data transfer with much faster speed. 5G is not only about high speed boost but it is about the intelligence at the bit level and low latency which will make it the foundational tech for multiple new tech., including self-driven cars, AR &amp; VR, telemedicine, robotic surgery, powering future smart cities, IoT, m2m, AI and manufacturing. 5G will change the future war fighting too due to increased situational awareness to increase the command and control of the battlefield. Once these networks come, 2G and 3G networks can be abolished, like in other countries for better overall spectrum utilization. We have not started. Industrial revolutions and change It has been shown that industrial revolutions change the world. Hirschman had said that these revolutions occur every 70 years. This was proved in IR 1.0, 2.0 and 3.0. The US and the West's GDP went up five to six times in IR 1.0 &amp; 2.0, while India and China went down 10 times (colonial loot was also the reason). Growth reversal with IR 3.0 But IR 3.0 changed the world with the technology being on a connected net and with globalization, available to the Third World (right from the beginning). Of course, the US helped China a lot post 1980, in technology dispersal, and helping China with accelerated WTO membership in 2001. This led to China growing eight times and India 2.5 times in a few years. IR 4.0 and 5.0 The world is now moving to the fourth and the fifth industrial revolutions in quick succession. Providentially, these revolutions are also happening on the same wire or wireless lines as in IR 3.0, and we have bright Indian minds working in the digital sector like Nadella, Pichai, Arvind Kuar, Banga, Tata, Kohli, Nilekani, Narayana Murthy, Patni, Soota, Premji, and millions of others located in Silicon Valleys around the world. The most exciting additions to the list are Mukesh Ambani, Sunil Mittal and Kumar Mangalam Birla. They have kept the mobile sector alive despite crony capitalism, and given the appropriate ambience, should do very well now. Through them, and despite Covid, the world has shown confidence in the Indian economy. China should do well because of enormous investment, past technology thefts, uninhibited US support till 2015, and R&amp;D. The fifth IR will happen with IT getting connected to human minds (AI and beyond). IR 5.0 having reached the human mind, perhaps cannot move beyond, and the 6th IR has to be in another area, maybe the planets, as visualized by Jeff Bezos. Again, India is well-placed. Creating an appropriate environment is the key. Role of private sector It may also be recalled that the 2G rollout had created strong private sector companies and from 10 per cent private network, it had gone to 80 per cent (though the public sector had grown too). Later, despite crony capitalism, they had survived, and are today, India's main hope to take us forward. With 5G networks being more powerful, they will surely impact GDP growth much more than the earlier generation networks and move the country towards Namo's $5 trillion economy in 2024. Fiscal pressure on the government - we can ill-afford to ignore: We are today also hit by Covid, huge bank NPAs, financial crisis, fiscal deficits and fall in investments. 5G rollout is an opportunity for huge network (and downstream) investments by existing private sector companies and their networks all over the country, without putting any fiscal deficit pressure on the government. I had, therefore, anticipated in my China book and articles, that the present is 'providence' for India, like it was 'providence' for China in the 80s with an imaginary 'cold war'. Pricing issues A word about pricing here - our entire 2G revolution came after tariff forbearance, and liberal availability, connectivity and regulatory reforms. Obviously, once 5G revolutions get moving, the disruptions would be higher. Indian economy/GDP did well during IR 3.0, its DNA being more IT-centric, demonstrated by high growth in these sectors during some periods of IR 3.0, when regulations were right (2004 to 2010), particularly vis-a-vis China, and also the Indian minds being more IT-centric, demonstrated by the success of IT (software) and mobile revolutions. World digital economy In 2019, the world celebrated the first full year when more than half of the world (51.2 per cent, or 3.9 billion people) had begun to participate in the global digital economy by logging onto the internet, from almost zero a couple of years back. The world is turning fully digital, and networks converging very fast. China has touched 840 million subscriber base and will be 1 billion at the end of 2020, with superior speed, whereas India has only touched 600 million broadband subscribers. The world will thus transform itself to a form that during IR 4.0 and 5.0 the versatile 4 and 5G networks will be more valuable than all other infrastructure, like roads, rail and air transportation systems etc. Looking at the future, China has created companies which are leading in 5G, AI, quantum computing and other digital products and shaping up the digital behaviour of the people because they are deploying networks faster and learning by doing it. China is also leading in the standardization and patents of the digital ecosystem, manufacture of equipment etc. In contrast, the Indian 5G process is yet to commence (allocation of spectrum and installation of 5G equipment), though we have done extremely well despite late start in the past. India can grow in IR 4.0 given its human capital pool, the start in the use of algorithm prowess and an established IT hub, only if we install 4G and 5G systems adequately. But expensive and presently unviable (for India, since IR 4.0 and 5.0 industries and services have not started) 5G systems are likely to come in slow. Also, the spectrum and equipment prices are anticipated to be high. Unless both spectrum and equipment prices are low and heavily backloaded, I do not see India coming out of the jigsaw puzzle, and not falling back severely in the digital war. And if we miss India's turnaround moment, India's vast market and trained manpower will be used by advanced countries to develop 5G / IR4.0 and 5.0 networks fast. The Paulraj Committee recommended that 5G will mature between 2019 and 2024. India should take lead and become an innovator in 5G applications. India's former telecom regulator shows how much India is lagging behind in the 5G pursuit

The auction of over 72 GHz of the spectrum will be held by July-end, said an official statement detailing the decision taken by the Union Cabinet headed by Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword>, at its meeting held on June 14. The spectrum auction will commence on July 26, 2022. Sources told PTI that the Cabinet has approved 5G auctions at reserve prices recommended by the sector regulator Telecom Regulatory Authority of India (TRAI). TRAI had earlier recommended about a 39 per cent reduction in the reserve or floor price for the sale of 5G spectrum for mobile services. While the 5G spectrum in nine frequency bands will be auctioned to telecom operators like Bharti Airtel and Reliance Jio, the Notice Inviting Applications -- bid-related document issued by DoT -- said big tech firms for the time being will be allowed to take the 5G spectrum for their captive non-public network, on lease from the telecom companies. The Notice Inviting Offer said direct allocation to the big tech companies will follow a demand study and sector regulator TRAI's recommendation on aspects such as pricing and modalities of such allocation. Big tech companies like Google have been seeking direct allocation of spectrum for applications such as machine-to-machine communications, IoT and AI, while telecom companies have been opposing direct allocation of 5G spectrum to them saying it will distort the level playing field and rob the government of revenues. "Enterprises setting up Captive Non-Public Network may obtain the spectrum on lease from TSPs (telecom service providers) having Access Service Authorization and establish their own isolated network. Required Licensing terms and conditions and Spectrum Leasing guidelines shall be issued by DoT," the Notice Inviting Applications said. As per the document, the government from time to time will publish required provisions and guidelines and licensing terms and conditions for enabling the setting up of Captive Non-Public Network (CNPN). According to the document, the auction is slated to start on July 26, 2022. Among other key dates to watch-out for is the pre-bid conference scheduled for June 20, 2022, submission of applications with a deadline of July 8, and pre-qualification of bidders on July 18. Mock auctions will be held on July 22 and 23, 2022. A total of 72097.85 MHz of spectrum with a validity period of 20 years will be put to auction to be held by the end of July, 2022. "The Union Cabinet chaired by Prime Minister Narendra Modi has approved a proposal of the Department of Telecommunications to conduct spectrum auction through which spectrum will be assigned to the successful bidders for providing 5G services to public and enterprises," the official release said. The auction will be held for spectrum in various Low (600 MHz, 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz), Mid (3300 MHz) and High (26 GHz) frequency bands. Overall, the payment terms have been eased for bidders in the upcoming auction. Continuing the pace of telecom sector reforms, the Cabinet announced various progressive options with regard to the spectrum auction, for facilitating ease of doing business. "For the first time ever, there is no mandatory requirement to make upfront payment by the successful bidders. Payments for spectrum can be made in 20 equal annual instalments to be paid in advance at the beginning of each year," it said, adding this is expected to significantly ease cash flow requirements and lower the cost of doing business in this sector. The bidders would be given an option to surrender the spectrum after 10 years with no future liabilities with respect to balance instalments. No SUC (spectrum usage charges) will be charged for spectrum acquired in this auction. "The availability of sufficient backhaul spectrum is also necessary to enable the roll-out of 5G services. To meet the backhaul demand, the Cabinet has decided to provisionally allot 2 carriers of 250 MHz each in E-band to the Telecom Service Providers," the official statement said. The Cabinet also decided to double the number of traditional Microwave backhaul carriers in the existing frequency bands of 13, 15, 18 and 21 GHz bands, the release informed. The India market is gearing up 5G services, that will usher in ultra high speeds and spawn new-age services and business models, and the mega-auctions will pave the way for roll out of next generation services by telcos, in 2022-23. Indian govt approves 5G spectrum auctions, but telcos might not be happy

Rajan Mathews, the director general of the Cellular Operators Association of India (COAI), stated, “The majority of our members believe the present pricing of the 5G spectrum is unaffordable and above even global discovered prices.” 5G is the fifth-generation of cellular network technology that is expected to boost connectivity speeds 20 times faster than 4G connections and reduce latency — the speed at which data gets from one point to the next — to as little as one millisecond.
