Paralympics 2024 Day 1 highlights and schedule for Day 3 and 4

<keyword id="19896255" type="General" weightage="100" keywordseo="kashmir" source="keywords">Kashmir</keyword> is likely to receive light snow and rain next week, bringing an end to the prolonged dry spell in the valley, the weather office said on Friday. It said dry weather is likely to continue till January 24 with generally cloudy weather on Saturday evening. <br /><br />There is a possibility of light snow at isolated places in the higher reaches of Jammu and Kashmir on January 25, an official of the <keyword id="19938289" type="General" weightage="20" keywordseo="met-department" source="keywords">MeT Department</keyword> said. <br /><br />He said from January 26-28, light rain or snow is likely over scattered places in J-K. <br /><br />"From January 29-31, as per the indications of different models, the possibility of light to moderate rain/snow at many places is very likely, the official said. <br /><br />A dry and largely snowless winter in Kashmir has resulted in freezing nights and warmer than usual days. <br /><br />Kashmir is currently under the grip of "Chilla-i-Kalan", a 40-day harsh winter period when a cold wave sweeps the region and temperatures drop considerably leading to the freezing of water bodies as well as water in pipes. <br /><br />The chances of snowfall are the highest during this period and most areas, particularly the higher reaches, receive heavy snowfall. <br /><br />However, Kashmir has been going through a prolonged dry spell and a 79 per cent deficit in rainfall was recorded for December while there has been no precipitation in most parts of the valley in the first fortnight of January. <br /><br />'Chilla-i-Kalan' will end on January 31. However, the cold conditions will continue after that with a 20-day 'Chilla-i-Khurd' (small cold) and a 10-day 'Chilla-i-Bachha' (baby cold). <br /><br /><keyword id="19910854" type="General" weightage="20" keywordseo="srinagar" source="keywords">Srinagar</keyword> city recorded a minimum temperature of minus 4.9 degrees Celsius on Thursday night, dropping slightly from the previous night's minus 4.6 degrees Celsius, the officials said. <br /><br />Qazigund recorded a low of minus 5 degrees while in the ski resort of Gulmarg in north Kashmir it was minus 3.6 degrees Celsius, they said. <br /><br />Pahalgam in south Kashmir's Anantnag district, which serves as one of the base camps for the annual Amarnath Yatra, recorded a minimum temperature of minus 6.3 degrees Celsius. <br /><br />The minimum temperature in Kokernag town settled at minus 1.4 degrees Celsius and in Kupwara at minus 5 degrees Celsius.

Kashmir's dry spell likely to end next week

As <keyword id="764355" type="General" weightage="100" keywordseo="5G" source="Orion">5G</keyword> roll-out picks up speed, the median download speeds across <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> increased by a massive 115 per cent since the launch of 5G on October 1 last year, a report showed on Wednesday.<br /><br />The median download speed increased from 13.87 <keyword id="134176" type="General" weightage="80" keywordseo="mbps" source="Orion">Mbps</keyword> in September to 29.85 Mbps in January 2023, according to <keyword id="2431974" type="General" weightage="50" keywordseo="ookla" source="Orion">Ookla</keyword>, the global leader in network intelligence and connectivity insights.<br /><br />As a result, India's position on the Speedtest Global Index improved by 49 places from 118th in September 2022 to 69th in January.<br /><br />The data shows improvement in LTE speeds for both <keyword id="2003276" type="General" weightage="50" keywordseo="jio" source="Orion">Jio</keyword> and Airtel since the launch of 5G services, as all their investments into network modernisation are paying off.<br /><br />"When 5G was first launched in October 2022, there was a wide disparity in the early 5G network performance users were experiencing on 5G-capable devices," the report noted.<br /><br />The median 5G download speeds then oscillated between 512.57 Mbps (Gujarat) and 19.23 Mbps (Uttar Pradesh West) as the 5G networks build out started.<br /><br />In fact, in nine telecom circles: Andhra Pradesh, Kolkata, North East, Haryana, Rajasthan, Bihar, Punjab, Kerala and Uttar Pradesh West, the median 5G download speed was below 100 Mbps because networks were very much at the testing stage.<br /><br />"Four months on, in January 2023, 5G median download speeds had greatly increased across all of the telecom circles a" exceeding 200 Mbps everywhere except <keyword id="6357972" type="General" weightage="50" keywordseo="jammu" source="Orion">Jammu</keyword> and Kashmir, with Kolkata clocking speeds over 500 Mbps," the report noted.<br /><br />Moreover, 5G investments made by the operators has also propelled an increase in 4G LTE speeds thanks to the modernization of the underlying infrastructure.<br /><br />For instance, median 5G download speed is 25 times that of 4G LTE (338.12 Mbps vs. 13.30 Mbps), and median 5G upload speed is 4.5 times 4G LTE (19.65 Mbps vs 3.55 Mbps).<br /><br />"This must be caveated by the fact that these are still early days for 5G in India, and 5G performance will most likely decrease once those networks are commercially available," said the report.

<br /><ul><li><keyword id="382594" type="PERSON" weightage="20" keywordseo="internet-access">Internet access</keyword> in <keyword id="17605" type="PERSON" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> continues to be throttled at 2G speeds despite demands of better speeds in order to access education and healthcare services during the coronavirus lockdown.<br /></li><li>Lawyers told Business Insider that the issue of internet access in India’s troubled state is not about the ‘right to freedom’, but about the ‘right to life’.<br /></li><li>The argument that 4G speeds in Jammu and Kashmir would facilitate terrorism implies that access to faster internet can’t be restored until terrorism is completely eradicated.<br /></li></ul>Access to 4G internet in Jammu and Kashmir was shot down by the Supreme Court on Monday. Instead, they passed on the responsibility of restoring fast-speed internet access onto a committee that will determine the balance between ‘national security’ and ‘human rights’. <br /><br /><div type="Article" hostid="261" msid="75670549" title="India's Supreme Court won't allow 4G in Jammu and Kashmir⁠— despite petitioners' plea that it's essential for healthcare, education and business during the coronavirus lockdown" mstype="2" mssubtype="0"></div><br />Jammu and Kashmir had the face the longest internet shutdown in India’s history lasting 7 months — between 4 August 2019 to 4 March 2020 — after the <a href="https://www.businessinsider.in/jammu-and-kashmir-and-ladakh-will-now-be-two-separate-union-territories/articleshow/70531866.cms">Article 370 of the Constitution was abrogated</a> by the Indian government. Internet services have since been restored in a phased manner, however only at 2G speeds. <br /><br />“While the Supreme Court’s judgment appears to be based on the principle that no ‘fundamental freedom’ is absolute, this is a case of ‘right to life’,” Padmaja Kaul, a partner at IndusLaw, told Business Insider. <br /><br /><div type="image" title="kashmir3_edited" msid="75708345" hostid="261" caption="&amp;lt;p&amp;gt;Due to constant blockade of mobile phones and internet, landline or fixed line phones are of great demand. Many temporary landline phone booths have been set up in many parts of the valley especially in Srinagar city&amp;lt;/p&amp;gt;"></div><br />“It is unlikely that we have seen the last of this legal tussle and with each passing day, it seems more imperative that the Supreme Court will need to step in and play a greater role in safeguarding the fundamental rights of its citizens,” said Kaul.<br /><br /><strong>The coronavirus pandemic is only making things worse<br /></strong>The petitioners argued that 2G internet services aren’t enough to fulfil the requirements that have now come up due to the coronavirus lockdown. Essential services — like education and medical consultation — now have to be conducted online, and slow internet speeds are subpar to meet those demands. <br /><br /><div type="image" title="kashmir6_edited" msid="75708450" hostid="261" caption="&amp;lt;p&amp;gt;Around 985 Jammu and Kashmir students studying in various colleges across Karnataka were ferried in BMTC buses from Byappanhalli to Chikbanawara railway station&amp;lt;/p&amp;gt;"></div><br />“The issue, essentially, boils down to whether the denial of access to the most efficient, convenient and potentially cheap mode of accessing healthcare services or education — that is through the use of 4G internet — is violative of the constitution. This, during a pandemic, must be a resounding yes,” Kaul explained.<br /><br />The counter-argument presented was that there is no report of anyone dying of COVID-19 due to internet restrictions, which according to Kaul, is akin to an ostrich hiding its head under the ground. “The Supreme Court, in innumerable decisions, has held that the right to health is a part of the right to life and that there is a constitutional duty on the State to ensure timely healthcare services,” she said.<br /><br /><div type="image" title="kashmir4_edited" msid="75708371" hostid="261" caption="&amp;lt;p&amp;gt;User access social media after authorities lifted ban allowing the people of Jammu and Kashmir to access it on 2G mobile internet till March 17. This is the first time in seven months that access has been given to social media platforms after central government scraped Article 370 in August last year, which grants special status to Jammu and Kashmir.&amp;lt;/p&amp;gt;"></div><br /><strong>Terrorism can’t be the justification to curtail access to internet<br /></strong>The official narrative in court pushed on the fact that access to faster internet speeds could be the means to facilitate terrorism. Petitioners argued that there was “no rational relation” between the two. Senior Advocate Huzefa Ahmadi even pointed out that in most cases of terrorism in the state, they were conducted in areas where there was no internet access, to begin with. <br /><br />“The court has refused to take a view if faster internet can be restored in J&amp;K in view of pandemic and held on to its view that the national security considerations prevail over other fundamental rights in view of the security circumstances of J&amp;K,” said Siddharth Mahajan, a partner at Athena Legal.<br /><br /><div type="image" title="kashmir5_edited" msid="75708402" hostid="261" caption="&amp;lt;p&amp;gt;Many Kashmiris residing in Bengaluru along with activists and volunteers gathered at Town Hall to protest against the shut down in Kashmir following scrapping of Article 370 and demanded that internet and mobile phne connections to be restored immediately in August 2019&amp;lt;/p&amp;gt;"></div><br />Data from the <a href="https://www.satp.org/datasheet-terrorist-attack/india/Jammu-and-Kashmir-fatalities-1998-2019">South Asia Terrorism Portal</a> shows that the incidence of terrorism was much higher before 2006 when the internet was slower and, even non-existent, in certain areas. “The logical extension of the government’s stand of curtailing 4G while terrorism is prevalent may lead to the absurd result that J&amp;K may never have access to 4G until and unless terrorism is completely eradicated from the valley,” added Kaul.<br /><br /><strong>The question of fundamental rights<br /></strong>The Freedom on the Net <a href="https://freedomhouse.org/sites/default/files/2019-11/11042019_Report_FH_FOTN_2019_final_Public_Download.pdf">report</a> highlights that India is the second worst violator of internet user rights calling access to internet only ‘partly free’ in the country. “The nature of the fundamental rights in our Constitution is very interesting. Most rights — including the right to life and the freedom of speech, expression, etc. — are couched in negative terminology. That is, the state cannot deprive persons of such rights unless there are constitutionally permitted exceptions,” said Kaul.<br /><br />The opposition in court argued that there are aren’t any restriction on fixed-line connections, so eduction and healthcare services should not be hampered.
