People going to offices from Delhi to Noida faced bumper-to-bumper traffic as final preparations for <a href="http://www.businessinsider.in/searchresult.cms?query=sri+sri+ravi+shankar">Sri Sri Ravi Shankar’s</a> <a href="http://www.businessinsider.in/searchresult.cms?query=art+of+living">Art of Living</a> event, at banks of River Yamuna, led to traffic jam. 
 The matter is going to get worse in the evening when the <keyword id="3626730" type="UNKNOWN" weightage="20" keywordseo="World-Culture-festival">World Culture Festival</keyword> will kickstart and so will the 20, 000 weddings in the city. 
 
The police have issued advisory and asked people to avoid major roads, including the Ring Road stretch in south Delhi, the highway, the Noida Link Road, areas near the Akshardham temple and Mayur Vihar in east Delhi. 
 
People have also been advised to take public transport and avoid going out between 12 noon and 11 pm. 
 
Meanwhile, nearly 1,700 personnel will be regulating traffic for World Culture Festival.

To track the Covid-19 virus amid rising cases in the national capital, <keyword id="2835665" type="COMPANY" weightage="20" keywordseo="The-Ministry-of-Home-Affairs">the Ministry of Home Affairs</keyword> (MHA) in coordination with Delhi government has planned to conduct house to house surveys beginning this weekend. The planning for the survey in Delhi is in advanced stage and it is expected to begin by the weekend and completed by November 25, said the MHA. The move comes three days after Union Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword>, in a meeting with Delhi Chief Minister <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword>, took stock of the Covid-19 situation in the city and issued orders to curb the menace. In another step directed by Shah, the Ministry said, <keyword id="6364555" type="COMPANY" weightage="20" keywordseo="Indian-Council-of-Medical-Research">Indian Council of Medical Research</keyword> (ICMR) and Delhi government are working together to enhance the RT-PCR testing capacity to 60,000 tests by end November. "Testing capacity already enhanced by 10,000 tests per day on November 17." To bring testing closer to Delhi residents as directed by the Home Minister, the Ministry said, the ICMR is to help the Delhi government in deploying 10 mobile testing labs for Covid with total capacity of 20,000 tests in a phased manner beginning next week. ICMR is also to help in augmenting capacity by 2,000 tests of existing Delhi labs by deploying more manpower, increasing number of shifts and placing more equipment and through engagement with private sector labs. "The aim is to reach testing level of 60,000 RT-PCR tests per day by November end. Five RT-PCR labs including at AIIMS, Delhi have already started functioning round the clock," the Ministry said. These moves are being taken after the Home Minister in a meeting with Kejriwal assured to provide 750 ICU beds at the DRDO Covid-19 centre. Covid-19 cases in Delhi started to rise after October 20. In the week ending November 14, Delhi recorded previously unseen levels of new cases, and daily fatalities have hovered close to 100 a day. Following the inputs being received from Delhi, Union Home Minister held a meeting with Delhi Chief Minister and reviewed the situation arising due to the spike in Covid-19 cases, ensuring to provide 750 ICU beds to Delhi and many more steps. Meanwhile, Delhi has reported 4,95,598 positive cases so far. Of the total, 4,45,782 patients have recovered and 7,812 have lost their lives due to the virus. As per latest 24-hours data, a total of 6,396 Covid patients were found positive in Delhi till Tuesday. House to house Covid survey in Delhi likely from this weekend

A <keyword id="9204925" type="UNKNOWN" weightage="20" keywordseo="sero-survey">sero survey</keyword> conducted in <keyword id="6354495" type="LOCATION" weightage="20" keywordseo="kashmir">Kashmir</keyword> has found that two out of every five people in the valley have developed <keyword id="102007" type="TECHNOLOGY" weightage="20" keywordseo="Antibodies">antibodies</keyword> against the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>. The survey carried out in October found the highest prevalence of antibodies in Pulwama at 43.1 per cent and the lowest in Kulgam at 28.5 per cent. "We conducted a sero survey in all 10 districts of Kashmir which has revealed that nearly 39 per cent of the 6,200 persons tested negative but had developed antibodies," said Dr Muhammad Salim Khan, head of community medicine at <keyword id="65635" type="COMPANY" weightage="20" keywordseo="Government-Medical-College">Government Medical College</keyword> here. He said the survey was carried out in October on the heels of an exercise in Srinagar which had thrown up almost identical results. While nearly 2,400 people were randomly tested in Srinagar, 400 people each were tested in the rest of the nine districts as part of the survey, he added. Giving the district-wise break up of the results, Khan said Pulwama recorded the highest prevalence of antibodies in 43.1 per cent of the survey population, followed by 43 per cent in Budgam, 42.3 per cent in Kupwara, 40.7 per cent in Srinagar, 39.8 per cent in Bandipora and 39.0 per cent in Ganderbal. "Anantnag (35.2 per cent), Baramulla (34.6 per cent), Shopian (31.9 per cent) and Kulgam (28.5 per cent) recorded lower than average prevalence of antibodies among the surveyed population," he said. The first step survey was conducted in Srinagar in June. It showed the presence of antibodies in 3.8 per cent of the population. "The trend has been encouraging but it does not mean that (SARS-2) COVID will be defeated at a certain level of the population developing the antibodies. The scientific community is also wary of using the term herd immunity in the absence of a vaccine," Khan cautioned. The Kashmir valley has recorded 62,520 COVID-19 cases so far including 1,063 deaths. While 57,532 people have recovered, there are 3,925 active cases. Srinagar is the worst affected district in <keyword id="17605" type="PERSON" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> with nearly 20,000 people infected and 399 deaths due to the pandemic. Sero survey reveals that 39% of Kashmir's population has Covid antibodies

New Delhi, May 3 () Babita Rai, a 35-year-old domestic help from Zamrudpur in south Delhi, has been without work for over 40 days now. With her depleted savings and an additional loan of Rs 20,000 coming to an end, Babita and her husband are uncertain about their future even as the country readies to get some relaxation from the ongoing lockdown. The Ministry of Home Affairs (MHA) had issued new guidelines on Friday to ease some of the restrictions on essential and non-essential services during the third phase of the lockdown, which starts from Monday.While the ministry asked the resident welfare associations (RWAs) to take a call regarding allowing the movement of outsiders, several house helps were either told to not come or are not aware about the RWAs' decisions."No one has asked me to come back for work. I am without any work for over 40 days now. I did call them to check whether we can resume our work, while most denied one family, who are putting up on rent, said the owners of the house are not allowing them," Rai told .Before the lockdown came into effect on March 24, Babita was working in three houses in Greater Kailash, earning anything between Rs 6,000 - 10,000 per month.Another worker, Rekha from Vasundhara, Ghaziabad, is afraid to step out fearing the police may reprimand her and has not heard about any RWA decision in this regard."There is no work and whatever money I had saved is almost gone. I do not know if societies may allow us to work from tomorrow. I do not know how we will survive if we do not go back to work," she said.Rekha had returned to Ghaziabad from her daughter's wedding in Bihar just in time before the lockdown restricted inter-state movement.Not just domestic helps, but home-makers are also in the dark as they await to hear from their RWA secretaries."We were told that there will be an RWA meeting today about allowing maids to come in, but we have not heard anything so far. While it would be of great help if they are allowed, we will still have to be careful," said Aniket Sharma, a resident of a gated society in Ghaziabad.The movement restriction has hit the lower income class groups hard as another domestic worker Pinky from Noida sector 39 rued that the lockdown has rendered her jobless and her family hungry."All my employers had told me that they would call when they wanted me to come to work, but I have not heard from anyone yet. Running the household has become extremely difficult. We are eating one meal a day because I have not got my salary for the last two months," Pinky said.The confusion over permission to domestic workers has not spared the RWAs either.Nivedita Upadhyay, a home-maker from Greater Noida, was told by the Resident Welfare Association of her area that they are awaiting instructions from the state government."The RWA has told us that they are awaiting guidelines from the state regarding the relaxation. Our society had restricted the entry of maids, drivers, newspaper vendors etc from March 25 itself. Besides, allowing maids to work here is risky since most of the domestic help comes from Aicher village, which of late has recorded a lot of COVID-19 positive cases," she said.On the other side, Anindyo Sengupta, a homeowner from Gurgaon, was relieved to know that her domestic help can resume work, but only after briefing her on all precautionary measures."I am actually quite relieved that she will be returning. My husband and I had shared the workload, but it was getting very difficult to manage the household without her. "Since my mother lives with us, I have briefed her on all precautionary measures like keeping her nose and mouth covered, and washing hands and feet before getting started," Sengupta said. It is the first week of January, 2017 and the deadline to deposit old notes of Rs 500 and Rs 1000 has gone long past. But the queues outside RBI offices across the country show no sign of clearing up. Towards the end of December, the Narendra Modi government also came out with an ordinance that made possession or transaction of old currency illegal. The 50-day period from November 8 to December 30 saw frequent changes in rules and regulations, withdrawal and deposit limits. Even the relaxation to exchange invalid notes given to Non Resident Indians (NRIs) and Indians who were abroad came at the last minute after a lot of confusion. 
 
Initially, Prime Minister Modi in his November 8 speech had promised the citizens that they will be given adequate options even post December 30. 
 
This explains why many say they feel cheated as they relied on the Prime Minister’s assurances that genuine cases will be considered even after the deadline. But why they chose to not use the 50-day period remains often unanswered. 
 
A lady who got frustrated after failed attempts to exchange Rs 5,000 at RBI’s Delhi office for the past three days, protested by stripping in front of the bank. 
 
Our rounds at the RBI headquarters in Mumbai showed the situation was not any different as people were tensed and frustrated. Around 50 – 60 people had gathered near the entrance. Most were not aware of the change in rule that only NRIs could exchange the invalid currency at RBI branches post December 30th. They were also angry over not being able to communicate with the RBI officials for proper information. 
The officials appeared once in a while on the other side of the entrance and let the NRIs in while the rest were barred by the security personnel. Some were also under the impression that people with a passport can exchange currencies and not aware of the clause of ‘NRIs’ and ‘Indians who were abroad during the 50 days’. One shouted in anger, “Khali foreigner logon keliye, Indian keheke fayada kya hain?” 
 
But as much as one feels empathy for those who are left with invalid notes, some of the reasons given for not exchanging the notes are quite strange. However, the fact that they came to exchange small amounts does show that most of them are genuine cases. 
 
1. Cow offering: A person from Powai came with Rs. 2,500 with the money he collected from ‘gaay ka dabba’ or the offerings given to cows which are considered sacred. 
 
2. Money found inside a folded saree: A beautician from Bandra found Rs. 20,000 kept inside a folded saree in her cupboard while cleaning her house on New Year. 
 
3. Piggy bank treasure: An architecture student from Saboo Siddik College, Byculla said she found Rs 2,500 from her piggy bank when she opened it to gather money for her college picnic. When she approached Punjab National bank, they asked her to go to RBI. 
 
4. Saved it from alcoholic son: Vijaya a housewife from Thane had come to deposit the pension amount of her mother –in – law. The latter had hid an amount of Rs. 7,000 in the demonetised notes from her alcoholic son, but could not find it until recently. 
 
5. Forgotten wedding gift: A couple from Marine Lines found an envelope with Rs. 3,000 which was a blessing cover they received on their wedding in December 2015. 
 
6. Senior citizen’s memory failed her: A 78 year old lady from Vapi came with her daughter to RBI Mumbai. Her daughter said that she was losing memory and had forgotten about Rs. 5,000 pension amount kept in the cupboard. Upon finding it, she travelled all the way from Vapi, Gujarat to her daughter’s place in central Mumbai. 
 
7. Money found under the bed: A senior citizen from Kurla had brought an amount of Rs 5,500 which he found from under the bed of his wife who is bedridden. He said he did not know that only NRIs can deposit money after December 30. 
 
There were also people like two sisters who had come to exchange Rs 1,000 which they found recently, but were relaxed even if it could not be exchanged. However, the majority of the people we met were those who could not bear the loss of their hard earned money. 
 
Demonetising 86% of the notes in circulation was never going to be an easy job. And, in a country of 1.2 bn people, there will always be late comers. But considering that such a massive exercise was pushed to be completed within 50-days, maybe the government should consider some leniency and a fresh window with exchange limits for those who were left out in the process. After all, this was an exercise to flush out black money hoarders and not the economically deprived.

ZopNow has spent over a million dollars to set up each warehouse, while $15,000 to $20,000 are required to start delivery operations in a city. Market watchers are of the opinion that the time is ripe enough to invest in delivery based services. "From a company perspective, this is much more capital efficient," Mukesh Singh, co-founder of ZopNow has told the ET. 
 <keyword id="2047523" type="UNKNOWN" weightage="60" keywordseo="LocalBanya">LocalBanya</keyword>, an <keyword id="2789983" type="UNKNOWN" weightage="60" keywordseo="online-store-operative">online store operative</keyword> in Pune, Mumbai and Hyderabad, too does over 1,000 orders a day and plans to launch delivery services in 12 cities this year. "Over the last 15 years, modern trade and other unorganised players have pumped in 90% of their investment into first-mile supply chain and inventory-based warehouses, whereas nobody had really been able to crack the last-mile distribution and delivery to the customer. Instead of competing, we'd rather partner with them and focus on innovating in the areas that need attention in the industry," said Karan Mehrotra, co-founder and CEO of LocalBanya told ET. 
 While the inventory based models take years to get established, this market place model however just takes around 3 months. On demand delivery startup, <keyword id="2789985" type="UNKNOWN" weightage="60" keywordseo="Gofers">Gofers</keyword>, which had raised Rs 63 crores from Tiger Global last month, had already grown well in Delhi NCR, Mumbai and Bengaluru.
