The probability of a Fed rate hike by the September FOMC meeting is just 39%

From Deutsche Bank's Torsten Slok:

"Looking at the one month forward OIS curves the market currently sees a 39% chance that the Fed will have hiked rates by the September FOMC meeting, see chart below."
