Mark Pych, who graduated last week with a degree in finance, went out to celebrate New Year's Eve with friends around 9 p.m., according to the Daily News. His family said he was probably at the Sand Bar, just a few blocks from the water.

The car plowed through a steel barrier and plunged into the water around 3:30 a.m.

"The car came so fast," a witness told the Daily News. "I see him come so fast I came out to try and stop him. By the time I stepped out, the car was already in the water."
