Polls closed at 8 p.m. local time in Oklahoma, where first-term Democratic Rep. Kendra Horn matches up against State Senator Stephanie Bice in the state's 5th Congressional District. Bice defeated businesswoman Terry Neese in a runoff election for the Republican primary seat in August.

The candidates

Horn, the former manager of communications and media relations for the Space Foundation, is a founding member of Women Lead Oklahoma, a nonprofit aimed at engaging women voters and getting more women involved in civic life.

Horn defeated Republican then-incumbent Steve Russell by just over one percent in a major upset victory in the 2018 midterms. In her re-election campaign, she's emphasizing protecting and improving healthcare, education, and women's empowerment.

In January 2020, Horn joined the Blue Dog Coalition, a group of centrist Democrats focused on fiscal responsibility and enacting bipartisan legislation. She also serves on the House Armed Services Committee and the Science, Space, and Technology Committee.

Bice currently represents the state's 22nd District in the Oklahoma State Senate. In that chamber, she serves as Chair of the Senate Finance Committee and touts overhauling and modernizing Oklahoma's liquor laws as one of her biggest accomplishments in the job on her campaign website. Her campaign platform emphasizes supporting gun rights, opposing abortion, and improving Oklahoma's infrastructure and education system.

Bice defeated Neese, a businesswoman, and the former national co-chair of President Trump's small business advisory council, despite the conservative Club For Growth PAC spending heavily for her opponent in the runoff.

An internal Democratic poll conducted for the Democratic Congressional Campaign Committee and released the day of Bice's runoff win showed Horn leading Bice by five points, 51% to 46%, in the district. No Republican internal polls of the race have been released as of yet.

The district

Oklahoma's 5th Congressional District is located in the center of the state and includes Oklahoma City, Edmond, Shawnee, and Seminole. The district is also home to nearly all of Oklahoma County and all of Pottawatomie and Seminole counties.

Oklahoma's 5th District is one of the most traditionally Republican to currently be held by a Democrat in Congress. In 2012, Republican nominee Mitt Romney carried by the district by 18 points that year, and President Donald Trump carried the district by 13.4 percentage points in the 2016 election, according to the Daily Kos.

The money race

The long and drawn-out primary runoff between Bice and Neese allowed Horn to amass a considerable cash advantage over Bice. According to the Center for Responsive Politics and Federal Election Commission filings, Horn has raised nearly $5.5 million, spent $4.3 million, and has $1 million in cash on hand compared to $3.1 million raised, $2.7 million spent, and a little over $342,000 in cash on hand for Bice.

What some of the experts say

The race between Horn and Bice is rated as a "toss-up" by Inside Elections and The Cook Political Report and "leans Democratic" by Sabato's Crystal Ball at the University of Virginia Center for Politics.
