Caitlyn Jenner says she wants to create a commission to determine which transgender girls can compete in girls' sports

Caitlyn Jenner on Thursday said she wanted to create a commission that would decide which transgender girls could compete in girls' school sports teams.

Speaking on Fox News, Jenner, who is running as a Republican in California's recall election, said she wanted to draw a distinction between what she called "truly trans" girls and "some guy."

"Trans women who are truly trans, who at a very young age, started proper medical treatment, they've grown up as girls, they should be able to compete in girls' sports," she said.

"But yeah - some guy, who hasn't done any therapy, who hasn't done anything - there has to be review board, and I'd be the first governor to put together a review board to review each case."

Scientific consensus does not define transgender as being based on whether someone has had physical interventions - according to the American Psychological Society, a transgender person is someone whose gender expression or identity does not correspond to that assigned to them at birth.

Jenner said there were "no guide rules, there's no rules and regulations," for trans girls in high-school sports, compared with those competing at the Olympics and in the NCAA.

The International Olympic Committee's guidelines - currently under review - permit a specific maximum testosterone level for female trans athletes in women's sport, according to Pink News.

Jenner, who publicly came out as transgender in 2015 after rising to prominence as an Olympian in the men's decathlon in the 1970s, has been widely criticized for her recent comments on trans people competing in girls' and women's sporting events.

Earlier this month, she told TMZ it "isn't fair" that "biological boys who are trans" compete in girls' school sports, for which she received widespread backlash.

Asked by Fox News on Thursday whether she had shifted her position since earlier in the month, she said: "You notice I did not say in that statement [to TMZ] 'trans women.' I said 'biological boys,'" appearing to refer to transgender girls who had not yet received gender-affirming care.

Jenner also said that for her the subject was not a major issue, and she spent much of the interview discussing homelessness and her goals to cut taxes and regulations in California.

"First of all I'm not running as a trans activist," she said. "I'm running as a California citizen that has lived there for 48 years, and I want to fix the system."

She later added that it's "such a small issue."

"It's like a nonissue that's out there," she said. "And I would be surprised if there's 30 trans athletes in the entire state."

GOP lawmakers have been preoccupied with the question, however, among other questions of trans rights.

As of March, at least 36 bills and a new law were targeting transgender athletes' rights, as Insider's Madison Hall and Kayla Epstein reported.
