A newly released video of a man driving through the Portland Rose Festival's Grand Floral parade route shows him screaming expletives moments before he crashed through parade barriers, sending pedestrians running for their lives.

Prosecutors submitted the video as evidence during a preventive detention hearing, in which a judge decides if a defendant will remain in jail before their trial, according to KGW8.

According to the rules of Multnomah County's Pretrial Services Program — under which the driver, Sidney Mecham of Portland, Oregon, is being held in custody — judges complete risk assessments to determine the risk of the charged individual committing other crimes and the likelihood that they will appear in court, per the county website.

County Judge Judith Matarazzo ultimately approved a state motion to keep Mecham, 42, behind bars before his trial.

Mecham has since pled not guilty to 38 counts related to the incident, per the Multnomah County Sheriff's Office. He was also driving with a suspended license and had no insurance, per KGW8.

The dashcam video shows multiple angles from inside Mecham's car as he grows increasingly frustrated when stuck in traffic caused by the parade.

"They got it all blocked off," he screams. He suddenly starts yelling at roadside workers, "F*** you," while holding up his middle finger and slamming on his horn.

Shortly after, the dashcam video shows Mecham's car speeding through a blocked exit, clipping signs warning of the parade ahead, and driving onto the grassy shoulder of the road to move past city vehicles in his way.

The video shows him driving directly onto the crowded parade route as attendees screamed and ran away from his speeding car.

When a police officer attempted to pull him over, Mecham drove away, yelling that he was "trying to get out." He then appeared to lose the officer and continued to drive normally. He did not stop at any point during the incident, even though he almost hit multiple people, including children.

The episode isn't Mecham's first serious offense: He is a registered sex offender — in 1999, he was convicted for attempted first-degree rape and attempted first-degree sodomy, according to the Oregon State Police sex offender registry. In 2016, he was convicted of third-degree sodomy and third-degree sexual abuse, per the registry.

Mecham is being held in Multnomah County Inverness Jail. No trial date has been set for the road rage incident, per KGW8. According to records from the Oregon Judicial Department, Mecham is awaiting new counsel.
