Legal disputes and in-house litigation are affecting the functioning of ministries. To bring an end to it, the government has decided to provide a legal expert in every Department/ministry.As per a news report by The Economic Times, Only 'sensitive matters' will be sent to the law ministry for opinion, hereafter. Often petty litigations are pursued by ministries and departments. All ministries/departments have been informed to assess their requirements of ILS officers. The government is also considering a web portal to make centralised data available where each ministry/department will be required to upload details of cases pending in various courts/tribunals and their status.
The news report further reads that only big issues would go to the main secretariat of Department of Legal Affairs.
The financial daily reports, the Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice has opined that posting of ILS officers in the various Ministries/Department itself would be productive.
However, it added that the move would be productive, "provided an accountability mechanism is built in to the scheme so that ILS officers posted in the ministry is made responsible for legal viability of decisions taken by that ministry."
