The Hyperloop is a super-fast, environmentally friendly transportation system Musk dreamt up.

He calls it a fifth method of transportation, and described it as a "cross between a Concorde, a railgun and an air hockey table."

He's not going to build it. He's too busy with SpaceX and Tesla. He's going to open source the design and hope that others build it.
