Kyiv Mayor Vitali Klitschko said Wednesday that more than 1,000 heating points will be set up around the city as Russia continues to target Ukraine's energy.
"Due to the aggressor's missile attacks on critical infrastructure facilities, we are considering various scenarios of the development of events," Klitschko said in a Telegram message.
"The worst one is where there will be no electric power, water, or district heating at all," he added. "For that case, we are preparing over 1,000 heating points in our city,"
Klitschko said the stations will not only have generators but will also have other necessities so that people can "warm up, drink tea, recharge your phones, and get the necessary help."
Ukraine is facing an extreme shortage of electricity, water, and heat after Russian forces launched a series of airstrikes on power stations and gas and water supplies in the last week weeks.
Officials said nearly 40% of Ukraine's energy infrastructure has been damaged, according to The Associated Press.
Last week, Ukrainian President Volodymyr Zelensky gave his nightly video address in darkness, saying: "We are not afraid of the dark. The darkest times for us are not without light, but without freedom."
A Ukrainian minister also said last week that those who fled the country after Russia's invasion should remain abroad so that everyone can "survive the winter," Al Jazeera reported.
Targeting Ukraine's energy infrastructure has become a new focus of Russia's invasion in the last few weeks.
They attacks represent a different type of warfare from Russia, which has been losing on the battlefield to Ukraine, and are being done far from the front lines in the east of Ukraine, reaching far across the country to close to Ukraine's western border with other European countries.
The mayor of the western city of Lviv said Russia's tactics are to use the cold as a weapon against Ukrainians as the harsh winter months draw closer.
