What do 21 parameters of new NPR entail?

Amid opposition by political leaders and, state of West Bengal and Kerala, the Home Ministry drafted the guidelines for The National Population Register (NPR).

‘No papers will be asked’

A ministry official said that no papers will be asked while filing the NPR form. NPR, which will now have 21 questions, will include parameters like the date and place of birth of parents, last place of residence and mother tongue.

The NPR exercise held in 2010 collected details on the basis of 14 parameters.

The members will have to give their voter ID number, driving license number to fill in the form. However, the ministry has removed PAN (Permanent Account Number) details and Aadhar is optional this year.

One of the major differences is that the NPR exercise this year will exclude biometrics of all households.

"After a particular date in 2016, the biometric details were not collected by the RGI. There will be no biometric and no paper will be sought during the NPR exercise this time,” IANS reported.

As per the government officials, over 80% of people shared their Aadhaar details during the NPR ‘pretest’ exercise.

The form will have to be attested by every household. However, if any false information is added to the form, they will have to pay a penalty of ₹1,000. The pretest form is ready but there can be an addition or subtraction of questions in the form before finalising and starting the process," Home ministry officials told ANI.

The census exercise will take place from April to September 2020 across states and union territories except Assam — because of an NRC exercise which is currently underway in the state.
