New guidelines for international arrivals: Here’s what you need to do before boarding the flight to India

In the wake of mounting coronavirus cases in Europe, the Indian Ministry of Health and Family Welfare has issued a revised set of guidelines for international arrivals on November 5. Under the new guidelines, travellers seeking exemption from institutional quarantine can submit a negative RT-PCR report 72 hours before undertaking the journey. These revised guidelines will supersede the earlier guidelines issued on the subject on August 2.
Here’s all you need to know before planning your journey to India, according to the new international arrival guidelines:
- All arriving passengers will have to submit a self-declaration form on the New Delhi Airport website at least 72 hours before the scheduled travel — irrespective of whichever airport you are arriving at. You can also physically submit a self-declaration after arrival at the respective health counters of the airports.
- You will also have to give an undertaking to abide by the decision of the appropriate government authority to undergo facility/home quarantine/ self-monitoring of their health for 14 days through concerned airlines before you are allowed to undertake the journey. And, home quarantine may be permitted for 14 days in compelling cases.
- For seeking exemption from quarantine, you would need to apply on the online portal (www.newdelhiairport.in) at least 72 hours before boarding the flight to India. The decision taken by the government, as communicated on the online portal, will be final. Travellers may also seek exemption from institutional quarantine by submitting a negative RT-PCR test report. This test should have been conducted within 72 hrs prior to undertaking the journey.
- International passengers arriving without an RT-PCR negative certificate and wishing to seek exemption from institutional quarantine may also avail of the facility available at the airports to undergo RT-PCR testing (where such provisions exist)
- The remaining passengers shall be taken to suitable institutional quarantine facilities, to be arranged by the respective State/UT Governments to undergo mandatory seven days’ institutional quarantine and seven days’ home quarantine, it said.
- Only asymptomatic travellers will be allowed to board the flights after the thermal screening. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports, the guidelines said.
- Travellers who have not filled in the self-declaration form on the portal shall fill the same in duplicate in the flight, and a copy of the same will be given to Health and Immigration officials present at the airport.
