COVID-19: Hry to give conditional relaxations in select sectors from Monday
"To deal with the adverse impact on economic activities caused by COVID-induced situation, Haryana government has finalised a system for starting the uninterrupted operation of industries and other establishments in the state beginning from April 20, as per consolidated revised guidelines issued by the government of India," a state government spokesperson said.
Haryana Chief Secretary Keshni Anand Arora said that starting April 20 some industries, which do not come under containment zones, will resume operation while following the guidelines issued by the Centre.
She further said owners of industries and factories will have to get permission to operate from the government through the SARAL portal and only then will passes be issued to labourers and other employees working there.
Presiding over a meeting here on Sunday, Arora said that three types of 'colored passes' will be issued, in which green 'ordinary pass' will be issued to industries and business organisations, a red 'special pass' will be issued to those providing essential services in containment zones while a blue pass will be issued to those involved in construction work.
The chief secretary also directed the deputy commissioners and superintendents of police in the meeting held through video conferencing that in consultation with the representatives of the industries in their respective regions, they can take a decision on the shifts and timetable of the industries, keeping in mind the guidelines of the Ministry of Home Affairs to prevent the spread of COVID-19 and to ensure that social distancing is strictly followed.
Additional Chief Secretary Revenue and Disaster Management and Consolidation Department Dhanpat Singh said that registration of land, house etc. will be resumed from April 20.
For this, the person who has to register will have to seek online appointment in advance. He directed the DCs to ensure that registration fees is not accepted in cash and will only be deposited online.
As wheat procurement is set to begin across 1,800 centres from April 20, additional chief secretary of food, civil supplies consumer affairs department, P K Das said only those farmers who have received an SMS on their mobiles will come to the mandis to sell their produce.
He further said that if any procurement centre is in a containment zone, then the procurement will be done only after the area is declared a non-containment zone.
Additional chief secretary, agriculture, Sanjeev Kaushal said that more than 12,600 employees of the government procurement agencies have been deployed at procurement centres.
Kaushal said that masks, thermal scanners and sanitisers will be utilised for the protection of farmers and social distancing will be ensured.
In a major relaxation of the existing guidelines, he said that all conditions of the quantity restrictions for the wheat produce brought to 'mandi' by the farmer have been waived.
Meanwhile, the government spokesperson said that for carrying out the operations of industries and other establishments, the committees will be constituted at block, town and city levels to scrutinise and approve the application received on the portal. The spokesman in a release said that opening of shops/ dhabas on highways/ will be strictly governed by home ministry guidelines.
He said that in view of approaching summer season and new academic session, distribution of books to school and college students and sale of air conditioners, air coolers, fans and their repair shops may be treated as essential goods/services and allowed to remain open and operate outside containment zones.
Registration of instruments pertaining to transfer of property and delivery of copies of revenue records, registration deeds, entries and attestation of mutations, attestation of affidavits etc. will start from April 20. SUN VSD RHL
