Rajasthan government releases Lockdown 4.0 guidelines — allows within state travel with a compulsory face mask

The Rajasthan government in line with the Ministry of Home Affairs on Monday (May 19) released guidelines for the next phase of lockdown to which netizens are calling Lockdown 4.0.

The government said the following restriction should continue to apply in the entire state until May 31, irrespective of Red, Orange and Green zones.

Under Section 144 of the Criminal Procedure Code (CrPC), the new guidelines bar the movement of individuals for non-essential work between 7 pm to 7 am. It further prohibited the gathering of over five people anywhere in the state.

Also, shopping malls, schools, educational and religious places, gymnasiums, swimming pools, theatres, bars, auditoriums etc. will remain closed. Similarly, sale and consumption of pan, gutkha and tobacco will remain banned, according to the order. However, salons and beauty parlours are allowed to open but with conditions of complete precautions and sanitisation after serving each customer.


Persons above 65, children under ten and people with co-morbidity shall stay indoors except for health and essential services.

Offices and factories will have to be closed before 6 pm so that employees can reach home before 7 pm, said the guidelines.

Sports complexes, stadia, golf courses and polo grounds etc. can be opened but without any audience.

Similarly, sweet shops and restaurants will also be opened but for home delivery and takeaway only.

The guideline further allowed 50 people to attend a wedding ceremony, but a prior written application to the SDM concerned is mandatory.

Social distancing during the ceremony will have to be maintained, and those flouting it will have to pay the penalty.

Only 20 people are allowed in a funeral, and social distancing shall be must to follow as per the guidelines.

Curfew shall continue in the containment zone, and there shall be zero mobility in this area. Only essential items will be supplied.

In red zones, 50% of employees can attend offices except in the essential departments. Rest of the employees will work from home. Similarly, in private offices, 50% of staff is permitted to work.

Buses, autos, taxis, rickshaws etc. are currently not allowed in the red zone. However, they are allowed in the orange and green zones.

In orange zones, up to two-thirds of staff can attend all offices.

In green zones, all activities are permitted except a few such as no movement from 7 pm to 7 am, restriction of gathering over five people at one place amongst others.

A person can travel within the state from one district to another without a pass. However, wearing a face mask is compulsory.
