Mumbai’s Lockdown 4.0 guidelines remain as strict as before as COVID-19 cases continue to mount

• Mumbai’s civic body clarified that the restrictions for Lockdown 4.0 would remain same as the previous guidelines.
• The suburban railway, local or metro will remain suspended till May 31, as per the orders.
• The government has allowed home delivery of liquor, but no liquor shops will be open.

The Maharashtra government in line with the Ministry of Home Affairs on Monday (May 19) said the lockdown measures would remain intact for Mumbai in the next phase of lockdown to which netizens are calling Lockdown 4.0.


The Mumbai’s civic body clarified that the restrictions for Lockdown 4.0 would remain same as the previous guidelines, until May 31, irrespective of Red, Orange and Green zones.


Here is a list of what is not allowed

The suburban railway, local or metro will remain suspended till May 31, as per the orders. It also bars any kind of domestic or international air travel, except for security and medical reasons.

Also, shopping malls, schools, educational and religious places, gymnasiums, swimming pools, theatres, bars, auditoriums etc. will remain closed. Similarly, sale and consumption of pan, gutkha and tobacco will remain banned, according to the order. However, salons and beauty parlours are allowed to open but with conditions of complete precautions and sanitisation after serving each customer.

The guidelines do not allow cab operators such as Ola and Uber to operate in Mumbai as it is still under the red zone. All containment zones within the city will have access to essential services, and the areas are completely sealed barring entry and exit of people.

A person can travel within the city but must produce permits for non-essential travel.

Here is what is allowed

A relief in curfew will be provided to people for essential activities from 7 am and 7 pm.

The Maharashtra government has yet not given guidelines for inter and intrastate travel. However, travel of goods and cargo vehicles has been permitted.

The government has allowed home delivery of liquor, but no liquor shops will be open. The Brihanmumbai Municipal Corporation (BMC) earlier this month closed all liquor shops due to the violation of social distancing norms.

The government has urged offices to practice staggered working hours, work from home, and regular sanitisation procedures to contain the virus. As per the orders only five non-essential shops in one lane will be allowed to operate during the day. However, these restrictions will not be applicable for shops selling essential items such as pharma and grocery.

Customers must maintain a minimum distance of 6 feet from each other, and e-commerce delivery of goods is allowed, including non-essential ones.
