Here Comes Obama's Speech On The End Of The Government Shutdown

President Barack Obama is delivering a statement on the end of the Washington budget battles at 10:35 a.m. this morning from the State Dining Room in the White House.

Obama's remarks come at the end of a 16-day federal government shutdown, the third longest in history. And they come as Congress voted to extend the nation's borrowing authority, preventing a possible default on obligations.

In a very brief , three-minute statement Wednesday night, Obama urged Congress to "stop governing by crisis."

At the end of his statement, a reporter shouted at Obama, "Isn't this going to happen all over again in a few months?"

"No," Obama said, laughing.
