Economists predict that permits fell to 990,000 at an annualized rate, down from 1.034 million in October.
Housing starts, economists believe, will come in at 955,000.
"Relatively weak home sales likely have tempered the momentum of new construction," wrote Wells Fargo's John Silvia.
