Economists forecast that housing starts rose by 10.4% at a seasonally adjusted annual rate of 1.156 million, according to Bloomberg. They estimate that building permits fell 2.7% at a rate of 1.193 million.
Monthly housing data tend to be volatile and subject to revision.
Housing experts will be paying attention to the single-family segment of the market, where construction has not kept up with demand for homes.
"Building permit data suggest that October housing starts will have more than reversed September's decline," said Matthew Pointon, a property economist at Capital Economics. "That said, Hurricane Matthew is likely to have hit building activity in the South, so we are penciling in a relatively small rise in October to 1.15m annualized."
