@J_tsar appears to have been first mentioned today by Bro Bible. Adrian Chen of Gawker has a good post that puts forward a lot of evidence linking the account to Dzhokhar — for example, he was said to go by Jahar as his name was too hard to pronounce.
Perhaps the most convincing evidence is a cached profile picture that looks very similar to Dzhokhar. There are also old tweets that reference being from Chechnya and living in America for a decade — both of which fit into the known timeline of Dzhokhar's life.
Buzzfeed spoke to one person who has confirmed the account is real. Andrew Sullivan has also heard from someone confirming the account is Dzhokhar's.
This account tweeted multiple times after the bombings, sometimes in reaction to stories about the bombings.
