10 things you need to know before European markets open

The U.S. is expanding its VW probe. The Environmental Protection Agency is expanding the investigation to its Porsche, Audi and other cars from model years 2014 to 2016.

Standard Chartered is raising capital. The bank said it will cut 15,000 jobs and raise 3.3 billion pounds ($5.1 billion) after posting a surprise loss as loan impairments in India soared.

George Soros pulled a huge amount of money from Bill Gross's fund. Soros Fund Management, which Soros chairs, pulled its roughly $500 million (£300 million) from an account run by bond-investing legend Gross at Janus Capital Group Inc.

U.S. construction is booming. Construction spending rose 0.6 percent in September to the highest level since March 2008, pushed up by a surge in apartment building. The Commerce Department said spending rose to a seasonally adjusted annual rate of $1.09 trillion (£650 billion).

Germany's political problems are growing. Vice Chancellor Sigmar Gabriel rejected the idea of setting up transit zones on Germany's borders to filter out migrants who have little chance of gaining asylum, deepening a rift within Chancellor Angela Merkel's ruling coalition.

Clash of the Clans is Finland's biggest export. Mobile gaming company Supercell is now reportedly Finland's biggest money-maker, with a revenues nearly 10 times that of Nokia. The company behind strategy game Clash of Clans last year had pre-tax income of €871 million (£621 million).

Cartier's CEO is ill. Stanislas de Quercize, chief executive of jeweller and watch-maker Cartier, has been off for several weeks due to health problems. Bernard Fornas, co-chief executive of parent group Richemont , has been running the brand in the interim.

Spanish unemployment figures are coming. At 8 a.m. UK time (3 a.m. ET) the Spanish authorities give an update on employment data in October. The consensus is for a 70,000-strong boost to the employment rate.

Saudi Arabia is raising its water price. The country will raise the price of water for non-residential consumers, local media reported, a sign the government is cutting back an expensive system of subsidies as low oil prices strain its finances. The rate will more than double to 9 riyals ($2.40) per cubic meter from 4 riyals now.

The UK's construction PMI data is coming. The data is published at 9:30 a.m. UK time (4:30 a.m. ET) and shows business conditions in the construction industry. The consensus figure is 58.8, with anything over 50 considered bullish.
