Terming the state budget as "revolutionary," Maharashtra Chief Minister Eknath <keyword id="20040955" type="General" weightage="20" keywordseo="shinde" source="keywords">Shinde</keyword> said that this budget in a true sense empowers women, youth, and farmers through various schemes worth Rs 1 lakh crore. He said that this budget is revolutionary and would make the future of weaker sections, farmers, and youth bright. Stating that the budget was a resolve to give a new direction to Maharashtra, <keyword id="20062947" type="General" weightage="20" keywordseo="CM-Shinde" source="keywords">CM Shinde</keyword> said that this budget has an "unending chant of the <keyword id="22227448" type="General" weightage="20" keywordseo="development-of-Maharashtra" source="keywords">development of Maharashtra</keyword>". Deputy Chief Minister and Finance Minister <keyword id="19941791" type="General" weightage="20" keywordseo="Ajit-Pawar" source="keywords">Ajit Pawar</keyword> on Saturday presented the additional budget for the year 2024-25 in the state assembly. The Finance Minister had presented the interim budget in February. Stating that the budget has important provisions to help women and unemployed youth to stand on their own feet, the Chief Minister said that "Chief Minister Majhi Laadki Baheen scheme, free vocational education to girl students, Chief Minister Annapoorna scheme which gives 3 cylinders per year to eligible families, project worth Rs 15 thousand crores for providing free electricity to farmers during day time, Chief Minister Baliraja electricity concession scheme which provides free power to farmers using agricultural pumps, training to 50 thousand youth every year to convey government schemes to masses and resolve to remove poverty of the weaker sections of the society have made this budget special." He said that provisions like free education to girl students for engineering, pharmacy, and medical education along with degree and diploma courses along with Rs. 1500 per month to every woman prove that the government has expressed its responsibility towards women of the state. Stating that the budget proves that it stands behind the farmers, Chief Minister Shinde said that the issue of food-grain storage would be resolved through schemes like Godown per village. He said that the lives of farmers would be transformed through various provisions in the budget which include financial assistance to cotton and soybean growers, special campaigns to complete irrigation projects, and solar pumps on demand. Pointing out that the decision to celebrate the coronation of <keyword id="19966480" type="General" weightage="20" keywordseo="Chhatrapati-Shivaji-Maharaj" source="keywords">Chhatrapati Shivaji Maharaj</keyword> through a ceremony every year at Fort Raigad is important, the Chief Minister said that other decisions include recommending the annual Pandharpur pilgrimage for the UNESCO World Heritage along with the rock sculptures in Konkan, Dahi Handi celebration are efforts towards the preservation of history and culture of the state. He said that the budget provides Rs 20,000 to every Dindi (the troops participating in the annual Pandharpur pilgrimage) and it has made the announcement of making arrangements for medical treatment of pilgrims through the Chief minister's medical relief cell and provision for Nirmal Waari show commitment towards the annual pilgrim and Warkari sect. He said that a separate Warkari Mahamandal or separate Corporation for the annual pilgrims would be set up. Stating that massive investment would be made in priority sectors and the <keyword id="21313056" type="General" weightage="20" keywordseo="green-hydrogen-sector" source="keywords">green hydrogen sector</keyword>, he said that it would generate employment in a big way. He said that the chief minister's youth training scheme would impart training to ten lakh youngsters every year and a centre of excellence would be established in ITI's which would benefit the youngsters. Stating that the Sanjay Gandhi Niradhar scheme and Shrawan Bal seva state pension scheme assistance would be raised are strong steps CM Shinde said that providing for housing of various sections of society, Anand Dighe housing scheme for differently abled amply proves that the state government is taking strong steps towards removing the poverty in the state. The chief minister said that Metro routes worth 449 Kms in Mumbai, Pune, and Nagpur along with 23 thousand kilometer road stretch works under Chief Minister Gram Sadak scheme, construction of buildings of village Panchayats under Balasaheb Thackeray memorial Matoshree Gram Panchayat scheme, PM e-bus scheme in municipal corporation areas and other infrastructure works would be undertaken in a big way which would result in speedy development of the state. The monsoon session of the Maharashtra Assembly began on Thursday (June 28) and will go on till July 12. This is the last legislative session before the state assembly polls, in the next four months.

According to a recent survey conducted by ProEves — a gender consulting firm — the number of women employees at corporate India has stood at, on average, just 20% over the past five years, Economic Times <a href="https://economictimes.indiatimes.com/news/company/corporate-trends/companies-gender-diversity-drive-yet-to-bear-fruit/articleshow/67031727.cms">reported</a>. ProEves surveyed over 50 prominent companies across sectors and different industry verticals including companies such as Walt Disney, Viacom18, Flipkart, Whirlpool and Philips. While at the junior level, women shared about 22% of the total workforce, the share dropped down to 17% at the intermediate levels, further decreasing to 14% at senior management, according to the report. The US has nearly double the women at its companies compared to India, it noted. According to the gender diversity survey evaluation, women in ‘talent’ programmes including mentoring, development and leadership programmes is even less than 20% in the majority of the companies. The numbers show that companies in India have a long way to go to increase women hiring, retention, and promotion. The inequality should be addressed at all levels—including internships and elementary levels—offering equal opportunities to women as to men, Forbes <a href="https://www.forbes.com/sites/noelsharkey/2018/12/08/gender-diversity-is-urgently-needed-say-prominent-women-in-technology/#6324e0dd52e5">highlighted</a> in a report. Analysing the key reasons for women leaving corporates, the survey found that over one-third of it was due to maternity. Gender Balance India <a href="https://www.proeves.com/blog/index.php/2016/10/13/gender-balance-india-2016-survey-largest-database-of-gender-diversity-practices-in-india/">Survey</a> in 2016 showed that more than half of women workforce quits due to childcare while nearly 75% women yearn to have childcare support at workplace. Earlier in 2015, IBM <a href="https://www-03.ibm.com/press/us/en/pressrelease/52090.wss">reportedly</a> launched its ‘Elevate’ program to ensure women to develop leadership skills and gain experience. Yes, we're talking about the <keyword id="19923279" type="General" weightage="20" keywordseo="lok-sabha-elections" source="keywords">Lok Sabha Elections</keyword> in India. And we have the dates now for the grand finale: June 4! The Election Commission of India on Saturday announced the dates for the general elections to be held from April 19 to June 1 in seven phases. Chief Election Commissioner <keyword id="20110344" type="General" weightage="20" keywordseo="rajiv-kumar" source="keywords">Rajiv Kumar</keyword> announced today that the results will be announced on June 4. Phase 1 voting will be held on April 19, Phase 2 on April 26, Phase 3 on May 7, Phase 4 on May 13, Phase 5 on May 20, Phase 6 on May 25, and Phase 7 on June 1. “We will take democracy to every corner of the country. It is our promise to deliver a national election in a manner that we... remain a beacon for democracy around the world,” said the Chief Election Commissioner. <div type="image" title="Polling schedule" agency="ANI" msid="108550459" hostid="261" sizebytes="17144" caption="&amp;lt;p&amp;gt;Polling schedule (ANI)&amp;lt;/p&amp;gt;"></div> The tenure of the present <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> ends on June 16 and a new House will have to be constituted before that. As the tenure of Andhra Pradesh, Sikkim, Arunachal Pradesh, and Odisha assemblies will also end in June, these states will get an early taste of the ‘one nation, one election’ process, wherein voters will be casting votes for both Lok Sabha and assembly elections. <cmsannotation type="cmsannotation" annotationid="subhead" text="Model code of conduct kicks in">Model code of conduct kicks in</cmsannotation> With the announcement of election dates, the model code of conduct comes into immediate effect. Chief Election Commissioner Rajiv Kumar asked all political parties and their leaders to strictly adhere to the poll code. The Model Code of Conduct (MCC) mandates that no party or candidate shall indulge in any activity which may aggravate existing differences, create mutual hatred or cause tension between different castes and communities, religious or linguistic, according to the set of guidelines issued by the EC. It lists out the dos and don'ts regarding general conduct, meetings, processions, conduct of parties and their candidates on polling day, polling booth, observers, party in power and guidelines on election manifestos. According to the guidelines, all parties and candidates shall avoid scrupulously all activities which are "corrupt practices" and offences under the election law, such as bribing of voters, intimidation of voters, impersonation of voters, canvassing within 100 meters of polling stations, holding public meetings during the period of 48 hours ending with the hour fixed for the close of the poll, and the transport and conveyance of voters to and from the polling station. Political parties and candidates shall ensure that their supporters do not create obstructions in or break up meetings and processions organized by other parties. As soon as the poll code comes into effect, the party in power be it at the Centre or in the State or states concerned, shall ensure that no cause is given for any complaint that it has used its official position for the purposes of its election campaign. <cmsannotation type="cmsannotation" annotationid="subhead" text="Major players and issues">Major players and issues</cmsannotation> Undoubtedly, the scale and magnitude of a nationwide election in a country like India involve numerous complex considerations. However, the major political parties are hoping to narrow down the voter’s priorities to a few major foundational aspirations on which powerful campaigns can be built. Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword>, and his party <keyword id="19931558" type="General" weightage="20" keywordseo="bharatiya-janata-party" source="keywords">Bharatiya Janata Party</keyword> (BJP), are confident of reelection for a third consecutive term. They have pitched 'Modi Ki Guarantee' as the main theme of his campaign. PM's website describes it as a guarantee for the development of youth, empowerment of women, welfare of farmers, and all those marginalised and vulnerable who have been ignored for decades. In a letter to the citizens of India on March 15, the Prime Minister noted, “The trust and support of 140 crore Indians inspires and motivates me. The transformation that has taken place in the lives of the people is the biggest achievement of our government over the last 10 years. These transformative outcomes are the result of the sincere efforts made by a determined government to improve the quality of life for the poor, farmers, youth and women.” BJP is building its campaign by highlighting the welfare schemes of the government, infrastructural development across the country, and the rejuvenation of the country’s cultural heritage. The major opposition party <keyword id="19895371" type="General" weightage="20" keywordseo="congress" source="keywords">Congress</keyword>, on the other hand, is banking on its <keyword id="20366194" type="General" weightage="20" keywordseo="nyay" source="keywords">Nyay</keyword> guarantees to woo voters. The grand old party saw some success in the state elections of Himachal Pradesh, Karnataka and Telangana when it pitched such 'Nyay' guarantees to the people. For the Lok Sabha polls, the party has put forward its 5 guarantees aimed at ensuring justice for youth, farmers, women, labourers, and participatory justice. The INDIA bloc, including the Congress, has been raising the issue of unemployment and rising prices of essential commodities. They have stated repeatedly that the lack of jobs is the single biggest issue and sought to corner the government over the issue. The BJP has hit back citing job growth and a fast-growing economy. Other major poll issues include electoral bonds, abrogation of Article 370, <keyword id="19963301" type="General" weightage="20" keywordseo="caa" source="keywords">CAA</keyword>, Uniform Civil Code, Ayodhya Ram Mandir, farmer protests for legal guarantee of MSP, and the Viksit Bharat vision of the government. For people who don't know what The Boulevard is, it's a street where people socialize, cruise, and hang out.The Boulevard was literally my backyard. It was a social site, but also a target. It wasn't safe. There was always this push-and-pull energy, but there was also beauty in that eerie energy.Growing up in East LA was beautiful and complicated. For women, especially, there was beauty and celebration, but also violence and grief.I started collecting photos and ephemera to share my grief and my celebrations and to revisit those memories. Like, this could just be a damn payphone. But what does it mean? What does it remind you of?Back in the 1980s and 1990s, these payphones had numbers, so people could call us any time of day or night. For my siblings and I, the payphone across the street from us became our phone. We would always hang out by that payphone, which also meant that we became targets.My sister told me a story about when she went to the payphone and a guy walked up to her and put a gun on her. She stayed calm and used the payphone as a weapon, hitting him until he ran away.Another time, my brother was near that payphone and a rival gang drove up to him. He was able to run away, but he said he could still hear bullets going past and hitting the wall.<div type="image" title="The Boulevard in East LA taken by Guadalupe Rosales" height="7162" width="10630" msid="104444355" hostid="261"></div>There are these stories of violence in East LA, but at the same time there are also beautiful stories of teenagers in love. There was a sexual energy that existed at the time that we felt so good about.I remember stepping out of the house with friends, walking up and down the street just to see what would happen. Boys in cars would turn around and want to talk to us. We'd come back home with our pockets full of little pieces of paper with telephone numbers. Things like that were really beautiful.<div type="image" title="Guadalupe Rosales' sister and her boyfriend kissing" height="1325" width="1893" msid="104444356" hostid="261"></div><h2>Reframing and celebrating our pasts</h2>When I started my photo archival project <a href="https://www.instagram.com/veteranas_and_rucas/?hl=en" target="_blank" rel="noopener">"Veteranas and Rucas"</a> dedicated to the women of East LA, I was living in New York. I'd left LA in 2000, feeling a lot of rage, disappointment, losing people that I loved. I'd begun noticing the darkness of living in East LA.But in New York, I also started to miss home. I wanted to have a new conversation about growing up in East LA by asking questions. People weren't talking about their youth because many of them felt so much shame around it, especially women. Women would hear things like, "I can't believe you used to dress like that," "I can't believe you used to hang out at these sites," or "I can't believe you partied like that." Culturally, a lot of Latino families don't talk about these things or they sometimes shame women because of them.I wanted to own that story and make it about beauty and empowerment, instead. I felt like I had so much to say, and I was sure that there were thousands of other women who felt the same way. <h2>Collecting memories</h2>I started the archive with my own images, and then I opened it up to become a community-generated project where other women could share their own photos and stories. It became a chain reaction where one woman would post a story and then another person would respond, "Oh my god, that story reminds me of my own story."That's why it blew up — we were all sharing something personal that we had kept to ourselves for so long. I also started collecting physical materials, like clothes and flyers. Sometimes people I would meet up with would say, "You can have these, I don't care what you do with them." But I've also had experiences where people wanted to sit down and talk about the ephemera and share their stories with me.That's always stood out to me — how these materials can be so meaningful, but can also be something people are so ready to let go of.When I take these boxes of ephemera from someone, sometimes I can still smell the perfume or cologne that's been sitting on these materials. For me, that's the shit right here. It's not just a document. It's a reflection of someone literally embodied in there. My other archival project, <a href="https://www.instagram.com/map_pointz/?hl=en" target="_blank" rel="noopener">"Map Pointz"</a> captures the music and the rave culture among Chicano youth in the 1990s. When people think of raves, they often think of white people, but in reality, it was very mixed. I remember going to raves and sometimes I didn't see a single white person there.Organizing is also an art form, and I often think about the people organizing all these parties. Who was designing these flyers I've collected? They were teenagers, and they were people of color using whatever resources they had at the time. Politically speaking, youth have also always led the way for change. Even in the 1960s, the Chicano movement — there were high school and college students organizing.This work isn't just about speaking about the past, but it's also about reminding people that the youth is always putting in the work, even now.

In the quarter ending September 2022, for the very first time, those between the ages of 18-30 accounted for the largest proportion of inquiries – a measure of consumers applying for new credit cards, said the report named Credit Market Indicator (<keyword id="271053" type="General" weightage="80" keywordseo="cmi" source="Orion">CMI</keyword>). “The fact that 43% of retail credit inquiries were made by consumers in the 18-30 year-old age group, compared to 38% in the same quarter in 2021, and 33% in the year before, indicates a major milestone in the evolution of India’s credit market, which now has stronger participation of younger consumers in the credit ecosystem,” says <keyword id="2793" type="General" weightage="80" keywordseo="rajesh-kumar" source="Orion">Rajesh Kumar</keyword>, managing director and CEO of TransUnion <keyword id="6380215" type="General" weightage="20" keywordseo="CIBIL" source="Orion">CIBIL</keyword>. Kumar added that increased access to credit is directly related to quality of life and financial empowerment of India’s youth – who he says are drivers of the country’s economic engine. In the second quarter of FY23, credit demand remained robust, with a corresponding increase in originations as lenders continued to provide credit opportunities for millions of consumers across India, the report said. Most of this is fuelled by consumption-led lending. Positive lender sentiment and consistent improvement in credit performance year-over-year also helped. Where is the credit? The most in-demand credit products during the quarter were personal loans, followed by credit cards. Inquiry volumes for personal loans increased by 109% YoY, while inquiry volumes for credit cards increased by 102% YoY. A continued feature of the retail credit evolution has been increased credit penetration. Between September 2019 and September 2022, credit penetration has improved across age groups. Consumers in the 18-30 years age group who availed at least one credit product increased from 14% to 19%. In the 31-45 year age group, it increased from 26% to 35%. And among the 46+ year cohort, it rose from 23% to 32% The number of inquiries emanating from rural areas has increased by one percentage point each year, from 20% in September 2020 to 22% of all inquiries in September 2022. Inquiries from urban and semi-urban areas have remained consistent at 21% and 26% respectively over the last three years. Analysis of the latest CMI also shows a marked improvement in borrower profiles, with nearly one-third (32%) of consumers holding a prime credit score, up four percentage points from the same period in 2021. Over the same time, 38% of near-prime consumers improved their status to prime in the September quarter. Credit cards, personal loans & more – India’s youngest adults lead in credit inquiries

China's economy is turning into a big black blob.This transformation means that while the country's economy will still be significant to global business, it will no longer be the lodestar for growth. It will still advance, but much more slowly. And while those on the outside will still be able to observe the economy, it will become increasingly difficult to truly understand what's going on within.The reality of China's blob era pushed its way to the center of the global news cycle earlier this month when the Chinese government announced that it would no longer publish the unemployment rate for young people as part of its monthly jobs report. The final release for the data series — July's number — came in <a href="https://www.businessinsider.com/chinese-young-adults-gdp-graduates-university-economy-rate-unemployment-2023-8?op=1">at a record high of 20.5%.</a> The number had become a global shorthand for China's inability to reignite its economy since President Xi Jinping ended the country's draconian COVID-19 lockdowns. So now it's gone.The sudden disappearance of the youth-unemployment report generated headlines, but it's not a shock for longtime China watchers. Data has been disappearing from all over the country for years now. Reports detailing everything from exports to cement production — which are arguably more crucial for understanding the country's structural malaise than youth unemployment — have vanished or become corrupted to the point that they're no longer useful. This is not happening just because the economy is slowing; plenty of countries continue publishing data even though it's no longer rosy. This is happening because <a href="https://www.businessinsider.com/china-xi-jinping-covid-lockdown-protests-economy-recession-crisis-2022-11">Xi's China is one that puts ideology</a> before economic growth.For decades, the Chinese Communist Party's primary focus was to develop the economy, and more recently, to turn the Chinese consumer into a dynamic force of global demand. That transition required major reforms in how China operated its economy — slowly opening it up and giving it a more bottom-up structure in which individuals make more choices about their livelihoods. But after <a href="https://www.businessinsider.com/china-xi-jiinping-future-tech-global-economy-semiconductors-military-failing-2022-9">years of fueling China's rise</a>, these efforts have been stopped in their tracks. Not because the reforms weren't working, but because the China they were creating is not the one Xi wants to see."I don't even know that it is possible to move to a private, domestic, demand-driven economy in China, given how it directly conflicts with the top-down manner in which the party typically manages the economy," Charlene Chu, the managing Director and senior analyst at Autonomous Research, told me. "It would take a sea change in thinking."Even as the <a href="https://www.businessinsider.com/china-debt-economy-implode-stock-market-wall-street-xi-jinping-2023-6">main drivers of China's economy stumble</a>, there will be no direct support to help households power through this fragile period. Xi has been telling his people to prepare for a "struggle," to be ready to put geopolitical concerns over economic ones for the foreseeable future. This is bad news for multinational corporations — companies like Nike and Starbucks — that banked on a growing, opening China. And it's bad news for investors who've been waiting for China's growth to return to something like it was before the pandemic. The economy has been showing signs of a structural slowdown for a long time, but the strain on the system has become so great that the market can no longer ignore it. The struggles that China faces are real — economic pain, foreign-investor concerns, crumbling demographics — but in the face of these challenges, it's clear that <a href="https://www.businessinsider.com/president-xi-jinping-china-economy-society-history-mao-world-chaos-2021-11">Xi will not bend on his vision</a> for the sake of the country. He'd rather shut out the world.<h2>Known unknowns</h2>Transparency in China's economic data has always moved the same cycles as its politics. Now that <a href="https://www.businessinsider.com/china-xi-jinping-growing-threat-world-economy-stock-market-crash-2022-10">Xi and the CCP are openly embracing</a> some of the hardline practices of the past, data is disappearing in kind. The most worrying example of this growing secrecy comes from the real-estate sector. China's property market makes up about 30% of the country's GDP, making it the cornerstone of the economy. It's also a sector where crucial data has been vanishing since the end of last year."The National Bureau of Statistics stopped disclosing data on land sales by area after December and consumer confidence after March," Chu wrote in a recent report for clients. "It also changed how it calculates property sales and investment growth starting in March." The changes, Chu and Zhang wrote, have caused eyebrow-raising gaps between the official numbers and estimates based on an aggregate of secondary indicators. It's not just real estate: Exports make up about 18% to 24% of China's annual GDP, but Chu wrote that the Chinese Custom Bureau's official data has begun to diverge noticeably from import data from the country's trading partners. Based on the discrepancy, it's becoming clear that China is overstating how much stuff it's shipping abroad. Chu said she now uses a blend of the two datasets, and based on that average she estimates that China's 2023 exports will fall 8% compared to 2022.Over at China Beige Book, a private surveyor of the Chinese economy, analysts wrote that official numbers on assets firms use to make income — from buildings to bulldozers — "now border on useless" because of the government's constant tweaking of the calculations. J Capital Research, a China-focused investment firm, wrote in a note to clients recently that key proxies for investment, such as the amount of cement, glass, and tile being produced, have disappeared as well. These are numbers investors used to figure out the growth and scale of China's construction and industrial production. Not anymore."Withholding/recalculating data may help manage confidence issues domestically, but in our experience it can undermine it with foreign investors," Chu wrote. "So this path isn't costless, particularly with foreign investor and multinational corporation confidence also low."Foreign investors have been taking the hint, selling Chinese domestic stocks and bonds at a <a href="https://markets.businessinsider.com/news/stocks/china-economy-foreign-investors-capital-flows-chinese-stocks-bonds-yuan-2023-8">rapid rate for the past few weeks</a>. But Beijing's policymakers have seen these same investors get the jitters before, only to come back with dollars in their fists ready to pounce on the next wave of growth. What makes this time different is that without accurate data, there's no way to tell when the next wave is coming — so there's no reason to get back in the water at all. <h2>Unknown Knowns</h2>Sometime in the past few months, <a href="https://www.businessinsider.com/wall-street-2023-predictions-wrong-recession-inflation-stocks-europe-china-2023-1">Wall Street went from expecting that China</a> would experience a glorious bounce back from COVID to panicking about an all-out economic collapse. The consensus from those calling for catastrophe is that Xi should do what Western governments did during the pandemic: send checks to China's households to spur consumption and grease the wheels of the economy. That's not going to happen, even though <a href="https://www.businessinsider.com/china-economy-post-covid-rebound-big-bang-stimulus-xi-jinping-2023-8">leading Chinese economists</a> have called for it. Partially, this is about politics. Xi's unwillingness to send out stimulus checks to households is a sign of his government's disinclination to let go of that control. He fundamentally does not believe average people should direct the economy that much. A recent essay in the Study Times, a journal explaining Communist Party thought, argued that sending direct aid to families would not only be expensive but also result in a misallocation of investment.<div type="image" title="Xi Jinping" height="919" width="1838" msid="103170261" hostid="261"></div>"If 1000 yuan were distributed to each person, it would require about 1.4 trillion yuan, but how much could this really stimulate consumption? This would not only create a huge fiscal burden, but residents' consumption habits, structures, and willingness are also limiting its effectiveness," the essay said, according to a translation in the China-focused newsletter <a href="https://sinocism.com/" target="_blank" rel="noopener">Sinocism</a>. "Especially since the pandemic has to some extent strengthened residents' precautionary motives, making consumption more conservative, this would inevitably lead to inefficient use of valuable fiscal resources."Reaching high-income status has been the Communist Party's raison d'être for decades. It's why the government joined the World Trade Organization in 2001 and why it began welcoming more and more foreign investment in the 2000s. It's why the CCP pushed the debt-to-GDP ratio to almost 280% to fight the 2009 global recession. And it is why the<a href="https://www.businessinsider.com/china-august-economic-data-trends-down-2017-9">government has continually opened the credit spigots</a> every time there has been an inkling of economic weakness. During those fracturable moments, state banks loaned money mostly to state-owned enterprises and the government could direct the process. That process led to an inefficient allocation of capital that kept nonperforming debt in the financial system. Victor Shih, an associate professor and the director of the 21st Century China Center at University of California San Diego, told me that it would take payments totaling 10% to 20% of China's GDP to spur the kind of consumption necessary to pull China out of the doldrums the state steered it into.This is in stark contrast to the philosophy of consumer empowerment practiced in open economies, where individuals, households, and private businesses control capital. If money is power, then handing out "helicopter money" is one version of power to the people. Xi believes power belongs in the hands of the state. Even if stimulus is the best way to push China's economy forward, the CCP is making it clear that maintaining its power is a higher priority.You needn't pour over Communist Party doctrine to see this shift from an economy-focused government to a power- and security-focused one. The signs are everywhere: in the crackdown on private-sector businesses, in the all-too-normal <a href="https://www.wired.com/story/jack-ma-isnt-back/" target="_blank" rel="noopener">disappearances of high-profile billionaires</a>, and in Beijing's new anti-espionage law that some analysts worry will turn <a href="https://foreignpolicy.com/2023/08/17/china-foreign-business-risks-political-prisoners/" target="_blank" rel="noopener">regular financial due diligence</a> into a crime. Over the past year, foreign consulting firms have been raided by the authorities, and the Ministry of State Security — once a shadowy organization — has developed a presence on WeChat where citizens are encouraged to report any behavior that could be deemed anti-party. In this environment, the risk for foreigners isn't just that they break a law, it's that they don't know that they're breaking a law while they're breaking it.<h2>Unknown Unknowns</h2>By keeping everyone in the dark about the economy, Beijing may think that it is reclaiming power and mitigating social instability. What it's really doing is showing its hand. State mouthpieces can continue to give lip service to opening and reform, but Beijing's actions show that the Chinese Communist Party's priorities have shifted from economic development to maintaining a closed society where it is absolutely dominant. "Basically, the authorities are so afraid of any sign of instability," Shih said. "They believe the financial system to be so fragile, they fear any shock could cause a crisis."In part because of that fear, policymakers handle economic problems piecemeal — in order of most glaring first — without allowing for an overall correction in sectors that are failing, such as property. Over time, this only exacerbates debt problems and adds volatility to the system. While Beijing plays financial meltdown whack-a-mole, investors need to calculate risk. Without data, it's hard to know where the Chinese economy is going, but through the blur, investors can see a trajectory led by the CCP's ideological framework and weighed down by debt. In this scenario, it ultimately becomes harder, not easier, to know what's going on.
