Hyderabad, Mar 14 () Private budget carrier SpiceJet has signed an initial pact with GMR Hyderabad Airport alongwith Ras-Al-Khaimah International Airport for a dedicated freight corridor, which is expected to be operational from next month onwards. In a release issued Saturday, the airline said the proposed freighter corridor aims at promoting agro-products export from India to the UAE and neighbouring countries via Hyderabad. The partnership was signed in the presence of Minister of State for Civil Aviation Hardeep Singh Puri, Telangana Minister KT Rama Rao, SpiceJet Chairman and Managing Director, Ajay Singh, Chairman of Ras-Al-Khaimah International Airport Salem Bin Sultan Al Qasimi and Hyderabad Airport Ltd (GHIAL) CEO, SGK Kishore, among others at the 2020 edition of India aviation show here. The proposed freight corridor is in line with the Civil Aviation Ministry's Krishi Udaan scheme for farmers, announced in the 2020-21 Union Budget, the airline said. "This partnership will immensely help boost our farmer's income by providing them ready access to international markets, strengthen the government's 'Krishi Udaan Scheme' and promote export of agro products from India," Singh said. SpiceJet also said its dedicated freighter aircraft will be used for transportation of goods. The agreement will leverage the agro and farming sector potential from centrally located Telangana and neighbouring region, it said. The pact aims at promoting export of agro products such as mango, okra, chillies, curry leaf, herbs, other fruits and vegetables, spices, floriculture, livestock, animal husbandry, dairy, marine and seafood products from India to United Arab Emirates and neighbouring countries via Hyderabad, the airline added. "GMR Hyderabad International Airport is proud to partner with SpiceJet and Ras-Al-Khaimah International Airport to boost the export of Agro Products from India to United Arab Emirates and its neighbouring countries through Hyderabad," Kishore said. Through this endeavor, we are also collaborating with farmer associations towards enabling a perennial supply of farm products through a dedicated freighter corridor, he said adding this agreement will also create a robust advocacy platform to harness our agricultural markets and help create an entire ecosystem for exporting perishable agro products from Hyderabad. The association will target key UAE markets such as Dubai, Abu Dhabi, Sharjah and Bahrain while entailing extension of support to the agro trade by achieving operational efficiencies, on-time uplift/delivery and networking, as per the release. According to the airline, a specially-designed equipment will be used for transportation of goods through the dedicated freighter aircraft of SpiceJet while Ras-Al-Khaimah International Airport would provide infrastructural and local support for the goods and facilitate the onward connection to the Middle-east Countries. <keyword id="6355311" type="COUNTRY" weightage="100" keywordseo="Japan">Japan</keyword> and <keyword id="3658" type="COUNTRY" weightage="100" keywordseo="India">India</keyword> are taking their friendship to a different level. The two <keyword id="763249" type="UNKNOWN" weightage="100" keywordseo="Democracies">democracies</keyword> share a lot in common and Japan is the pivot around which the Indian policy of ‘<keyword id="1931034" type="ORGANIZATION" weightage="100" keywordseo="Looking-East">Looking East</keyword>’ is built. And in China, both have a shared threat perception. 
 The fields of co-operation between the two nations are many. For one, the powerful navies of India and Japan are working closely with each other on the high seas. The aircraft carrier and nuclear submarine capacity of India complements Japan’s missile destroyer-dominated navy that has recently added a giant helicopter carrier. Japan is also helping transform India’s <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">economy</keyword> with aid and <keyword id="6362476" type="ORGANIZATION" weightage="80" keywordseo="investments">investments</keyword> on very generous terms. From the <keyword id="896717" type="UNKNOWN" weightage="100" keywordseo="Delhi-Mumbai-Freight-Corridor">Delhi-Mumbai freight corridor</keyword> to the possibility of bullet trains, from investment in manufacturing to intelligence sharing – <keyword id="4741" type="COMPANY" weightage="100" keywordseo="Tokyo">Tokyo</keyword> and New Delhi are locked in a real tango. 
 Japan is looking strategically at India for some time now and enhancing its role as a reliable partner. Over the years, India has received $36 billion of Japanese assistance. In fact, India has been the largest recipient of <keyword id="1931024" type="UNKNOWN" weightage="100" keywordseo="Overseas-Japanese-aid">overseas Japanese aid</keyword> since 1994. 
 Moreover, both countries face an assertive Chinese posture in territorial claims. Japan faces these on the sea while India has a land controversy. This mutual threat perception has acted as additional ‘glue’ for this bilateral relationship. Together, they have the most powerful navies in Asia. Also, both have an additional interest in expanding the permanent membership of the <keyword id="159214" type="ORGANIZATION" weightage="60" keywordseo="Security-Council">Security Council</keyword> at the UN. 
 
Japan has walked the friendship talk for over a generation now, first with the Maruti and now with the Metro rail. The Indian middle class got their first affordable car in Maruti, which was from the Japanese firm <keyword id="6911" type="CITY" weightage="60" keywordseo="suzuki">Suzuki</keyword>. And it transformed India’s urban outlook. Similarly, anyone who has taken a ride on the <keyword id="6366797" type="CITY" weightage="100" keywordseo="Delhi-Metro">Delhi Metro</keyword> knows what a radical change it is for urban commuting. Here again, a Japanese soft loan of $3 billion was helpful. Japan also provides the technical expertise, which has made smooth construction of the Metro possible. 
 
Japan is helping construct the <keyword id="67342" type="UNKNOWN" weightage="100" keywordseo="Delhi-Mumbai-Industrial-Corridor">Delhi-Mumbai Industrial Corridor</keyword> (<keyword id="64010" type="COMPANY" weightage="100" keywordseo="DMIC">DMIC</keyword>), which is set to turbo-charge the <keyword id="6356076" type="UNKNOWN" weightage="80" keywordseo="indian-economy">Indian economy</keyword> and boost manufacturing. 
The DMIC is going to transform not just India’s creaky infrastructure but potentially the entire Indian economy. This is a mega project costing over $90 billion. Japan has provided an initial loan of $4.5 billion for this project. DMIC is a 1,483 km long dedicated freight train corridor across six states and two Union Territories. On both sides of the corridor, an area of 150-200 km will be developed as industrial townships. 
 
In sheer scale, the DMIC is awesome. It aims at doubling the employment potential in 7 years while industrial output is projected to go up three times in 9 years. Exports from the project and its periphery are likely to quadruple in 8 years. As the Japanese expertise and money are combined with Indian capabilities for this project, the key impact will be in terms of industrial townships that will be developed around the corridor. Gujarat and Rajasthan will gain the maximum as 70% of the infrastructure will be developed in these two states. But the project will really boost India’s <keyword id="6395867" type="UNKNOWN" weightage="80" keywordseo="manufacturing-sector">manufacturing sector</keyword> as it will open many possibilities along the route. 
 
Japan has also signalled that it is keen to bring its famous <keyword id="490067" type="ENTERTAINMENT" weightage="100" keywordseo="Bullet-train">bullet train</keyword> to India. 
In a way, bullet trains symbolise Japan’s burgeoning ecosystem. They are also extremely expensive and require the kind of technology that India does not have. An investment of $10 billion will be required to introduce these trains here. As of now, India is looking at speeds of up to 350 km an hour while the government had admitted in the Parliament that Indian trains run on an average of 40 km/hour. The first bullet train will be connecting Mumbai and Ahmedabad, reducing the travel time to about 2.5 hours, instead of the current 6.5 hours. With both countries moving forward on this proposal, India’s outdated train system will soon get a swanky new avatar. 
 
Japan’s PM <keyword id="590894" type="PERSON" weightage="100" keywordseo="Shinzo-Abe">Shinzo Abe</keyword> has a personal commitment to India. The Japanese <keyword id="71" type="POSITION" weightage="40" keywordseo="Prime-Minister">Prime Minister</keyword> is an old friend of India. In his book Utsukushii Kuni E (Towards a Beautiful Country), he has elaborated his vision, saying that the <keyword id="713964" type="UNKNOWN" weightage="100" keywordseo="Indo-Japanese-Relations">Indo-Japanese relations</keyword> could be as important as the Sino-Japanese relations. When Abe addressed the <keyword id="145182" type="ORGANIZATION" weightage="60" keywordseo="Indian-Parliament">Indian Parliament</keyword> way back in 2007, he termed this friendship as “…the confluence of the two seas.” He went further, saying India and Japan could be as important as Japan and the US. Thus <keyword id="1931031" type="UNKNOWN" weightage="100" keywordseo="Japans-leadership">Japan’s leadership</keyword> has invested serious <keyword id="254055" type="COMPANY" weightage="100" keywordseo="Political-Capital">political capital</keyword> in the future of its friendship with India. 
 
Japan and India are coming very close in international security relations. India and Japan are beefing up their security co-operation and coming closer in the field of defence. This is because both are faced with common threats and both nurture the common values of democracy. The countries also signed a path-breaking <keyword id="1931029" type="UNKNOWN" weightage="100" keywordseo="joint-declaration-on-security">joint declaration on security</keyword> back in 2008. The security co-operation has deepened over time and included joint exercises between the two navies on the high seas. Last year, 4 ships and 1,400 sailors from the Indian side took part in it but next year, it is set to get bigger. Japan is also entering the <keyword id="401458" type="UNKNOWN" weightage="80" keywordseo="Indian-defence-market">Indian defence market</keyword> and has offered its multi-capability <keyword id="1931028" type="UNKNOWN" weightage="80" keywordseo="US-2-amphibious-aircraft">US-2 amphibious aircraft</keyword> to India. 
 
India and Japan share a lot of soft power. Japan appreciates the fact that the Indian <keyword id="18182" type="POSITION" weightage="80" keywordseo="Judge">judge</keyword>, Justice <keyword id="1931018" type="UNKNOWN" weightage="100" keywordseo="Radhagobind-Pal">Radhagobind Pal</keyword>, dissented from the verdict that sentenced Japanese leaders as war criminals in the 1946 trial after Japan’s defeat in WWII. Interestingly, his was the sole dissent in this case. Both countries have a common heritage in <keyword id="30326" type="COMPANY" weightage="80" keywordseo="Buddhism">Buddhism</keyword> and Japan has funded many Buddhist sites in India in terms of conservation and infrastructure development. On the <keyword id="4578" type="COMPANY" weightage="60" keywordseo="entertainment">entertainment</keyword> front, Indian kids love Japanese characters such as <keyword id="487119" type="UNKNOWN" weightage="80" keywordseo="Doremon">Doremon</keyword>, <keyword id="1931035" type="UNKNOWN" weightage="80" keywordseo="Shinchen">Shinchen</keyword> and <keyword id="882162" type="UNKNOWN" weightage="80" keywordseo="Ninja-Hattori">Ninja Hattori</keyword>, which are by far the most popular cartoons here in India. Finally, you cannot miss Japanese food at any party thrown by the Indian elite. Indians have a yen for <keyword id="62494" type="UNKNOWN" weightage="80" keywordseo="sushi">sushi</keyword>. 
 
This relationship is likely to grow. It won’t be wrong to assume that <keyword id="880872" type="UNKNOWN" weightage="100" keywordseo="India-Japan-relations">India-Japan relations</keyword> are entering a new era. For long, Japan took a cue from the US in its foreign policy. But this is changing fast and Japan is now far more assertive in its foreign affairs. The natural complements of the powerful maritime forces and a commitment to democracy are propelling the two countries on a new trajectory directly and not just via <keyword id="6354998" type="COMPANY" weightage="80" keywordseo="Washington">Washington</keyword>. Both counties are seeing billions of dollars of new investments and trade between them. And both have much to gain by coming strategically together as China remains a common threat to Tokyo and New Delhi. India will do well to nurture this relationship carefully.

According to the survey tabled in Parliament by Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword>, in the financial year 2019-2020, the capital expenditure was 1.48 lakh crore which was increased to ₹2.62 lakh crore in 2023-24. "<keyword id="19909154" type="General" weightage="20" keywordseo="Indian-Railways" source="keywords" meta.keywordsubtype="org" meta.entityname="Indian Railways" meta.hostid="346" meta.entityid="Indian Railways">Indian Railways</keyword>, with over 68,584 route km (as of March 31, 2024) and 12.54 lakh employees (as of April 1, 2024), is the fourth largest network in the world under single management," the survey said. Highlighting the initiatives taken by the Railway Ministry for the enhancement of operations and services, the survey mentioned Amrit Bharat Station Scheme, Mumbai-Ahmedabad High Speed Rail (MAHSR) project and Dedicated Freight Corridors (DFCs) with the progress made in these respective <keyword id="19900581" type="General" weightage="20" keywordseo="projects" source="keywords">projects</keyword>. According to the survey, Amrit Bharat Station Scheme, launched in August 2023 for development of stations on a continuous basis, involves preparation of master plans and its phased implementation to improve amenities, building improvements, multimodal integration, and sustainability. It said that 1,324 stations have been identified for upgradation so far. Talking about another initiative, Mumbai-Ahmedabad High Speed Rail (MAHSR) project, the survey said that under this 508-km project, executed with cooperation from the government of Japan, land acquisition and civil conduct award have been completed. "Overall physical progress of 41.7 per cent has been achieved and financial expenditure of ₹59,291 crore was incurred until 31st March, 2024," the survey said. "Two DFCs are under implementation namely the eastern DFC with route length of 1,337 kilometre and the western DFC with route length of 1,506 kilometre," it added. It further stated that by the end of FY24, 96.1 per cent of the total DFC route length has been completed. Highlighting other major achievements, the survey said that the Railways achieved its highest-ever production for both locomotives and wagons in FY24. "Fifty one pairs of <keyword id="19922877" type="General" weightage="20" keywordseo="vande-bharat" source="keywords">Vande Bharat</keyword> have been introduced until March 2024. The fast pace of infrastructure augmentation has been the result of a substantial increase in financial allocation along with close project monitoring and regular follow-up with stakeholders for expeditious land acquisition and clearances," the survey said. It added, "High-speed, long-distance Vande sleeper trainset coaches having features like quick acceleration, diffused lighting, automatic doors and global positioning system-based passenger information system are under development." According to the survey, the Railways is also planning to introduce Vande metro trainset coaches with features such as sealed wider gangways, centrally controlled automatic sliding doors, CCTVs for safety and surveillance, route map indicator, passenger information and infotainment system, fire detection system and aerosol-based fire suppression system. "The first lot is expected to be turned out in FY25," it said. "Railways has taken several initiatives for providing a clean environment in and around railway stations and trains, such as replacement of conventional toilets with bio-toilets on coaches leading to clean tracks, segregation of bio-degradable/non bio-degradable waste, solid waste management and discouraging use of single use plastic," the survey added.

Cities like Vijayawada, Chennai, Nagpur, Bengaluru, Surat, Hyderabad and Gauhati are selected among others. It really has added an incredible amount of cost to Ukrainian grain,'' said Joseph Glauber, senior research fellow at the International Food Policy Research Institute in Washington.Ukraine has only been able to export 1.5 million to 2 million tons of grain a month since the war, down from more than 6 million tons, said Glauber, a former chief economist at the U.S. Department of Agriculture.Russian grain isn't getting out, either. Moscow argues that Western sanctions on its banking and shipping industries make it impossible for Russia to export food and fertilizer and are scaring off foreign shipping companies from carrying it. Russian officials insist sanctions be lifted to get grain to global markets.European Commission President Ursula von der Leyen and other Western leaders say, however, that sanctions don't touch food.<h2>What are the sides saying?</h2>Ukraine has accused Russia of shelling agricultural infrastructure, burning fields, stealing grain and trying to sell it to Syria after Lebanon and Egypt refused to buy it. Satellite images taken in late May by Maxar Technologies show Russian-flagged ships in a port in Crimea being loaded with grain and then days later docked in Syria with their hatches open.Ukrainian President Volodymyr Zelenskyy says Russia has provoked a global food crisis. The West agrees, with officials like European Council President Charles Michel and U.S. Secretary of State Antony Blinken saying Russia is weaponizing food.Russia says exports can resume once Ukraine removes mines in the Black Sea and arriving ships can be checked for weapons.Russian Foreign Minister Sergey Lavrov promised that Moscow would not "abuse" its naval advantage and would "take all necessary steps to ensure that the ships can leave there freely."Ukrainian and Western officials doubt the pledge. Turkish Foreign Minister Mevlut Cavusoglu said this week that it may be possible to create secure corridors without the need to clear sea mines because the location of the explosive devices are known.But other questions would still remain, such as whether insurers would provide coverage for ships. Dmytrasevych told the EU agriculture ministers this week that the only solution is defeating Russia and unblocking ports: "No other temporary measures, such as humanitarian corridors, will address the issue."<h2>How did we get here?</h2>Food prices were rising before the invasion, stemming from factors including bad weather and poor harvests cutting supplies, while global demand rebounded strongly from the COVID-19 pandemic.Glauber cited poor wheat harvests last year in the United States and Canada and a drought that hurt soybean yields in Brazil. A moderately prosperous country like Egypt, the world's top wheat importer, can afford to absorb higher food costs, he said."For poor countries like Yemen or countries in the Horn of Africa — they're really going to need humanitarian aid," he said.Starvation and famine are stalking that part of Africa. Prices for staples like wheat and cooking oil in some cases are more than doubling, while millions of livestock that families use for milk and meat have died. In Sudan and Yemen, the Russia-Ukraine conflict came on top of years of domestic crises.UNICEF warned about an "explosion of child deaths" if the world focuses only on the war in Ukraine and doesn't act. U.N. agencies estimated that more than 200,000 people in Somalia face "catastrophic hunger and starvation," roughly 18 million Sudanese could experience acute hunger by September and 19 million Yemenis face food insecurity this year.Wheat prices have risen in some of those countries by as much as 750%."Generally, everything has become expensive. Be it water, be it food, it's almost becoming quite impossible," Justus Liku, a food security adviser with the aid group CARE, said after visiting Somalia recently. Liku said a vendor selling cooked food had "no vegetables or animal products. No milk, no meat. The shopkeeper was telling us she's just there for the sake of being there." In Lebanon, bakeries that used to have many types of flat bread now only sell basic white pita bread to conserve flour.<h2>What's being done? </h2>For weeks, U.N. Secretary-General Antonio Guterres has been trying to secure an agreement to unblock Russian exports of grain and fertilizer and allow Ukraine to ship commodities from the key port of Odesa. But progress has been slow.A vast amount of grain is stuck in Ukrainian silos or on farms in the meantime. And there's more coming — Ukraine's harvest of winter wheat is getting underway soon, putting more stress on storage facilities even as some fields are likely to go unharvested and because of the fighting.Serhiy Hrebtsov can't sell the mountain of grain at his farm in the Donbas region because transport links have been cut off. Scarce buyers mean prices are so low that farming is unsustainable. "There are some options to sell, but it is like just throwing it away," he said.U.S. President Joe Biden says he's working with European partners on a plan to build temporary silos on Ukraine's borders, including with Poland, a solution that would also address the different rail gauges between Ukraine and Europe.The idea is that grain can be transferred into the silos, and then "into cars in Europe and get it out to the ocean and get it across the world. But it's taking time," he said in a speech Tuesday. Dmytrasevych said Ukraine's grain storage capacity has been reduced by 15 million to 60 million tons after Russian troops destroyed silos or occupied sites in the south and east.<h2>What's costing more?</h2>World production of wheat, rice and other grains is expected to reach 2.78 billion tons in 2022, down 16 million tons from the previous year — the first decline in four years, the U.N.
