(Eds: With K'taka leaders' reax) New Delhi, Mar 8 () Former Union law minister and Congress veteran <keyword id="71054" type="PERSON" weightage="20" keywordseo="Hansraj-Bhardwaj">Hansraj Bhardwaj</keyword> died after a cardiac arrest at a hospital here on Sunday evening. He was 83. Bhardwaj breathed his last around 6.30 pm at Max Hospital, Saket, where he was admitted since Wednesday due to kidney-related ailments, his family told . The cremation will take place at <keyword id="8885939" type="LOCATION" weightage="20" keywordseo="nighambodh">Nighambodh</keyword> Ghat on Monday at 4 pm, his son Arun Bhardwaj said. He is survived by his wife, a son and two daughters. Bhardwaj celebrated his 60th wedding anniversary on February 29. Prime Minister Narendra Modi, BJP leader and Law Minister Ravi Shankar Prasad and CPI(M) general secretary Sitaram Yechury condoled Bhardwaj's death. "Anguished by the passing away of former minister Shri Hans Raj Bhardwaj," the Prime Minister's Office tweeted quoting Modi. "My thoughts are with his family and well-wishers in this hour of grief. Om Shanti," the tweet said. Prasad recalled his association with Bhardwaj in Parliament. "Deeply condole the sad demise of Shri Hansraj Bhardwaj who for long years served as the Law Minister of India. We were together in the Parliament. May his soul Rest In Peace," Prasad posted on Twitter. CPI(M) general secretary Sitaram Yechury remembered the leader as an "encyclopedia" on the Indian judicial system. "Sad news about Shri Hans Raj Bhardwaj ji's demise. Worked with him as an MP when he was a minister &amp; shared the urge to safeguard our constitutional values. He was an encyclopedia on the Indian judicial system. Will miss him," Yechury said in a tweet. Born in Garhi Sampla village in Rohtak district of Haryana, Bhardwaj was a Rajya Sabha member for five terms from April 1982 to June 2009. He was the law minister for 14 years and served under the prime ministership of Rajiv Gandhi, Narasimha Rao and <keyword id="6359397" type="PERSON" weightage="20" keywordseo="manmohan-singh">Manmohan Singh</keyword>. During his stint as the governor of Karnataka between 2009 and 2014, he sternly dealt with the mining mafia active in the state. It was during Bhardwaj's tenure as law minister that Bofors-accused <keyword id="54989" type="PERSON" weightage="20" keywordseo="Ottavio-Quattrocchi">Ottavio Quattrocchi</keyword> was given a clean chit by then UPA government in 2009. Sources said he fell out with Congress party leadership after he became the governor and criticised it. Karnataka Chief Minister B S Yediyurappa, former prime minister H D Deve Gowda and opposition leader in the assembly Siddaramaiah also mourned the demise of Bhardwaj. "In his death we lost a good legal expert and administrator. May his soul rest in peace and may God give strength to his family to bear the loss," Yediyurappa said in a condolence message. A tussle between Bhardwaj and Yediyurappa over mining and land scams drew everyone's attention during his second stint as chief minister. Gowda said Bhardwaj will always be remembered for his exceptional service to the nation, while Siddaramaiah recalled him as as a tough man against immoral practices during power struggle. Bihar might be on the cusp of a major generational shift in politics as it braced for Tuesday's counting of votes for the assembly election, with most pollsters predicting a landslide for the five-party Grand Alliance led by the young RJD leader Tejashwi Yadav. Counting will be taken up at 55 centres across 38 districts where the outcome will decide the fate of the Nitish Kumar government that has helmed the state for a decade and half. Most exit polls have predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (Mahagathbandhan) led by RJD's 31-year-old chief ministerial candidate Tejashwi Yadav, who has thrown down the gauntlet at redoubtable Nitish Kumar, the battle-scarred veteran more than twice his age. The Election Commission is making sure that the winds of potential change cause no disruption in the counting process. According to Chief Electoral Officer H R Srinavasa, central armed police forces have been deployed at the strong rooms, where the EVMs have been stored since the completion of voting, and the halls where these will be unsealed Tuesday morning after counting of postal ballots gets over. The state has 243 assembly constituencies and the most keenly watched will obviously be Raghopur in Vaishali district from where Tejashwi Yadav is seeking re-election. Kumar is a member of the legislative council and has not contested the assembly election. Raghopur has been in the past represented by his parents Lalu Prasad and Rabri Devi both former chief ministers. Two of the most notorious criminal-turned-politicians- Anant Singh (Mokama) and Reetlal Yadav (Danapur)- are contesting on RJD tickets. A win for the RJD-led coalition will bring a redemption of sorts for Tejashwi Yadav whose leadership abilities were called into question after his party failed to win a single seat in the Lok Sabha elections last year. The NDA had won 39 of the 40 seats and one had gone to the Congress, an RJD ally. It may also revive the fortunes of the three Left parties--The CPI, CPI-M and CPI-ML--which were consigned to near oblivion over the past two decades. The five-party 'Mahagathbandhan' also comprises these three Left parties, which were a force to reckon with in the past. Election officials and district administrations face the daunting task of restraining supporters of political parties from crowding the counting centres amid the COVID-19 outbreak. Prohibitory orders will be be place outside the counting centres to prevent people from gathering in large numbers, officials said. According to Srinivasa, while 19 companies of the central armed police forces will be deployed at strong rooms and the halls where counting will take place, another 59 have been entrusted with maintaining law and order. Each company comprises roughly 100 personnel. Additional Director General of Police (Headquarters) Jitendra Kumar said Bihar Military Police and local police will also chip in while senior officials will keep a watch through display screens connected to CCTV cameras installed at the counting centres. Bihar readies for D-day as polls forecast JDU-BJP win

The opposition Congress-led <keyword id="204591" type="ORGANIZATION" weightage="20" keywordseo="United-Democratic-Front">United Democratic Front</keyword> (UDF) Monday moved a no-confidence motion against the Pinarayi Vijayan-led Left government in Kerala, raising a slew of allegations including the <keyword id="1888344" type="PERSON" weightage="20" keywordseo="gold-smuggling-case">gold smuggling case</keyword>. Congress legislator V D Satheeshan moved the motion, saying the Chief Minister's office was "hijacked" by the gold smuggling gang. "While the Chief Minister was attending the press conference and saying that everything was fine with the government and was ready to face any probe, his former principal secretary was being questioned by investigating agenciesfor hours," Satheeshan said. He said the ministers and the chief minister were trying to "put all the blame in the gold smuggling matter on the shoulders of suspended senior IAS officer and former IT Secretary M Sivashankar". The state government has been facing severe criticism from the opposition Congress and the BJP, who alleged links of the gold smuggling case accused with the Chief Minister's Office. The state government had earlier suspended Sivashankar, for his alleged links with Swapna Suresh, a key accused in the gold smuggling case involving diplomatic baggage addressed to the UAE consulate here. The Speaker P Sreeramakrishnan has allotted five hours for the discussion on the no-confidence motion, the first against the four-year-old <keyword id="6356705" type="UNKNOWN" weightage="20" keywordseo="pinarayi-vijayan">Pinarayi Vijayan</keyword> government. Adhering to strict COVID-19 protocols, the Kerala Assembly convened for a day on Monday and passed the Finance Bill 2020-21, which could not be passed after the state budget in February as the House was adjourned sine die on March 13 due to the coronavirus scare. The opposition has been attacking the government on various issues, including the gold smuggling case and Life Mission housing project for the poor since the past few days. In the 140-member house, LDF has 91 members and UDF 45. A no-confidence motion against the government is being brought after 15 years. In 2005, then CPI(M) MLA Kodiyeri Balakrishnan had moved a motion alleging corruption against the Oommen Chandy government. However, the UDF, is in aquagmire as the Jose K Mani faction of its ally Kerala Congress has decided to stay away from the motion owing to a factional feud. The Kerala Congress party has five members, three belonging to party chairman P J Joseph and two of Jose Mani faction. P C George, an independent member, has said he will vote for the motion. BJP has one member-- O Rajagopal. The by-election to the Rajya Sabha seat which fell vacant after the death of sitting member 83-year-old M P Veerendra Kumar, a media baron and veteran socialist, on May 28, is progressing in the Assembly today. The session was to have been held on July 27, but was postponed due to the COVID-19 situation. A medical team conducted rapid antigen tests on the members early in the morning and social distancing in seating arrangements have also been ensured. However, visitors were not allowed for the session. Each member will have a separate seat for the session, and provided with a sanitiser, mask and a pair of gloves and those entering the assembly complex were subjected to thermal scanning.
