 "The idea is to explain Modi's development agenda and its benefits to villagers," says entrepreneur Naveen James. Like him, hundreds of Modi supporters from across the country, and outside — from <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword>, Nagaland, Gujarat, Gurgaon and Kenya — especially Namo's young admirers are planning to descend on the city to seek support from locals for their PM nominee. At the same time, thousands of people who do not want Modi to be PM are also on their way — many AAP supporters from places such as Odisha and Maharashtra, who campaigned for Kejriwal during the Delhi assembly polls, are among them. 
 Santosh Tiwari, who runs an ice cream business in Mombasa, Kenya, has planned a one-month sabbatical from his business to come down to Varanasi. Also on his agenda is a trip to south India. "A few of us plan to backpack and hitchhike through the constituency and in south India for a month, spreading the message to choose the right candidate," says Tiwari, who also doubles up as an international steel trader. These volunteers will join a barrage of party workers, sociologists and journalists who would be part of the stellar battle between a PM aspirant and a possible giant killer, who defeated the incumbent chief minister of Delhi <keyword id="5267" type="PERSON" weightage="40" keywordseo="Sheila-Dikshit">Sheila Dikshit</keyword> during the assembly elections in December. 
 
These 'political tourists' are good for the city and Varanasi's hoteliers and local businesses are already excited by this sudden influx. At the end of the tourist season, this is extended business for them. "Business will grow 100%. Modi's supporters will come in large numbers and they would need space to stay. It will be like an extended tourist season," says the manager at Pratap Palace, a hotel at the town-centre. He didn't want to be named. 
 
Taxi operators are too are enthused by the big business they are likely to get when the Modi and Kejriwal bandwagons descend on to the city in the next few days. Pratik Singh of Ganges Travels says he is expecting business to boom in the days ahead as the election campaign picks up. "Hordes of party workers and volunteers of BJP and supporters of Arvind Kejriwal are expected to start arriving in the next two-three days. There will be huge demand for taxis and we have geared up to cater to their needs," he says. So far, Team Modi has a definitive head-start. 
 
Sandeep Srivastava, who works with an MNC in Gurgaon, has been working with his friends on voter registration for the past two months. He has managed to spare 10-15 days after the elections in Delhi are over (since he has a vote in Delhi) for a trip to the holy city where he wants to go door-to-door. 
 
Outside of Varanasi city as well, there are there are volunteers who are spreading the Modi message in villages. A group of volunteers, organised under the hashtag #TeamKashi, is visiting villages and going to doorsteps. Temsutala Imsong from Mokokchung, Nagaland, took a break from her job at an MNC and has been talking to women in villages in the constituency. "There is a lot of fervor. They want to vote for Modi," she says. 
 Shiv Mishra, who runs an agro-commodities business in <keyword id="6354925" type="COMPANY" weightage="40" keywordseo="Kolkata">Kolkata</keyword> but is originally from Varanasi, spends three days a week in the constituency. "My advantage is that I can converse with villagers around here in their dialect. I tell them about the infrastructure that I have seen in Gujarat and how it has made lives and businesses better," says Mishra. 
 
A hotelier in Varanasi says he heard a rumour that 400 vans are to travel from Gujarat to Varanasi packed with Modi supporters. While it is good for business, what they can't understand is how the old city's roads will manage them. "If all of them really come into the city, it will be difficult to move here. There will be massive traffic jams," says the hotelier. 
 
AAP's Kejriwal is holding a rally in the city on March 25 and that too will add to both business and chaos in the city, says locals. AAP's eastern UP secretary Anshul Srivastava, based out of Varanasi, says, "Our team members will start arriving from tomorrow (Wednesday). But obviously, the focus is on reaching out to people of Varanasi."

This includes the proposed construction of a 100-metre statue of Lord Ram in Ayodhya for 330 crores. </li><li>The funds are better spent elsewhere. <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> lags behind the rest of the country on a number of important <keyword id="6355210" type="UNKNOWN" weightage="20" keywordseo="development">development</keyword> indicators. </li></ul> India’s most populous state, Uttar Pradesh, falls short on a number of important development indicators. According to <a href="http://rchiips.org/NFHS/pdf/NFHS4/UP_FactSheet.pdf">data</a> from the Ministry of Health and Family Welfare, only 43% of households in the state have electricity, 45% of the women are literate, 23% of babies are immunised and 30% of the men have knowledge of HIV/AIDS. Furthermore, 4 of the 10 least developed districts in India are in the state, as per a <a href="http://niti.gov.in/writereaddata/files/AspirationalDistrictsBaselineRankingMarch2018.pdf">baseline ranking</a> by Niti Aayog. And yet, the UP government’s main priority seems to be the appeasement of its Hindu vote bank. The Yogi Adityanath-led administration is seeking funds for 86 religious tourism projects under <a href="http://www.mca.gov.in/SearchableActs/Section135.htm">Section 135</a> of the 2013 Companies Act, which orders companies of a certain size to allocate 2% of their average net profit for three years to corporate social responsibility (CSR) activities. The projects require an investment of 2,725 crores, according to an investment prospectus prepared by the state government with Ernst and Young. A key project is the construction of a 100-metre tall statue of Lord Ram in Ayodhya, which is expected to cost 330 crores. This is nearly triple the amount of funds that the government allocated to providing books and uniforms to school kids in its <a href="http://budget.up.nic.in/budgetbhashan/budgetbhashan2018_2019.pdf">budget for 2018-19</a>. The project, which was <a href="http://indianexpress.com/article/india/yogi-adityanath-government-proposes-grand-statue-of-ram-at-ayodhya-river-banks-in-uttar-pradesh-4882631/">first announced </a>in October last year, brings to mind the spending spree of Mayawati, the former chief minister of UP, whose investments in parks and statues cost the state an estimated <a href="http://archive.indianexpress.com/news/mayawati-memorials-cost-rs-5919-cr-says-lda/951755/">5,919 crores.</a> Other projects in the prospectus include the 100-crore redevelopment of a pilgrimage route in Varanasi and 45-crore additions to the Gorakhpur Temple, where Adityanath is the head priest. When <a href="http://finance.bih.nic.in/documents/csr-policy.pdf">the CSR policy</a> was drawn up, it was envisioned as a way to get corporate India to contribute to social causes and improve development outcomes. Under a prescriptive (but not exhaustive) list, the major CSR activities recognised were eradicating hunger, promoting education, encouraging gender equality, improving the quality and accessibility of healthcare, protecting the environment and skill development. However, the act has consistently been used to divert funds to unnecessary ends, even at the behest of the government in some cases. In October last year, four public sector oil companies - ONGC, HPCL, Indian Oil Corp and Oil India Ltd- spent a combined total of <a href="https://www.livemint.com/Companies/X0jTp5bYxHuPWGvmsJVvHP/PSUs-devote-over-Rs121-crore-of-CSR-funds-towards-Statue-of.html">121 crores</a> on the construction of a statue of Sardar Vallabhbhai Patel in Gujarat. The funds that the UP government is asking for are better spent elsewhere. Perhaps in <a href="https://www.hindustantimes.com/lucknow/with-shoes-worth-rs-266-cr-in-tatters-up-kids-walk-barefoot-to-schools/story-STKRcOIz7MhufYXVBWIUbP.html">providing better footwear </a>for schoolchildren or effectively implementing <a href="https://thewire.in/labour/mnrega-continues-to-fail-common-man-rural-up">work guarantee schemes</a> in villages or providing <a href="http://indianexpress.com/article/india/uttar-pradesh-physically-challenged-son-takes-man-on-cart-to-health-centre-ferries-body-back-5113823/">community health centres with vans.</a> However, this is the same administration that has allocated 98.5 crores to cow shelters and 1,500 crores to Kumbh Mela festivities in its budget for next year. It clearly needs to get its priorities straight.

Aam Aadmi Party (AAP) chief <keyword id="260213" type="PERSON" weightage="100" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> had spent about half-a-crore rupees during his election campaign against <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>, even though he claimed that his party was cash-strapped. 
 
According to the details submitted to the district administration, Congress candidate Ajay Rai spent Rs 54.45 lakh, Arvind Kejriwal spent Rs 50.10 lakh and Narendra Modi spent Rs 37.62 lakh. 
 
Varanasi’s Chief Treasury Officer Ramamurthy Dwivedi said that Samajwadi Party’s (SP) Kailash Chaurasiya spent Rs 24.54 lakh while Indira Tiwari of Trinamool Congress spent Rs 14.58 lakh. 
 
According to Varanasi officials, the BJP spent the most (Rs 9.41 lakh) on publicity material, such as handbills, pamphlets, posters, CDs and cassettes. 
 
Samajwadi Party put in Rs 13.20 lakh on publicity while Congress topped the publicity expenditure list, spending a whopping Rs 24.92 lakh on digital media channels, such as SMS, cable network, the Internet and social media. 
 
AAP’s Purvanchal zone convenor Sanjeev Singh claimed that the BJP’s actual expenditure was much higher. “They distributed lakhs of T-shirts and saffron gamchhas (towels) throughout Varanasi. There was unaccounted publicity material funded by corporate houses and then there was publicity material in disguise. The best examples are, perhaps, the huge hoardings for Gujarat Tourism in Varanasi,” he said.

Modi Spent Less Than Ajai Rai, Arvind Kejriwal In Varanasi Poll Campaign

<keyword id="6354814" type="UNKNOWN" weightage="80" keywordseo="prime-minister-Narendra-Modi">Prime Minister Narendra Modi</keyword> is keen on bolstering water infrastructure to boost tourism for which he is planning to develop 1,000 islands and 300 lighthouses across India. 
 Addressing a national conference on Inland Waterways organised by FICCI, Road Transport and Highways Minister <keyword id="26680" type="PERSON" weightage="80" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> said that the Indian Government will seek Parliament nod on a bill for converting 101 rivers into waterways on which Rs 50,000 crore will be spent in next two to three years. 
 
Gadkari informed that Modi had asked the ministry to include the proposal to develop 300 light houses and 1,100 islands in a Cabinet not. 
 
This move could lead to augmentation of water infrastructure in the country. 
 
“A pact between India and Bangladesh is also likely on transportation of goods through waterways between both nations during the PM's visit to the country,” said Gadkari in New Delhi. 
 
On waterways, Gadkari said the government will seek PPP model. 
 
"The government is planning to develop these waterways through the public-private partnership (PPP) mode, which is picking up after a slump," added Gadkari. 
 
He informed that out of 101 rivers to be converted into waterways, detailed project reports (DPRs) for 16 were likely to be completed this month itself. 
Government is setting up four multimodal hubs at Varanasi, Haldia, Sahebganj and Kolkata of the 1,620-km Varanasi to Haldia stretch. 
 
Shipbuilding yards and repair hubs in Assam, Andaman &amp; Nicobar and Kandla in Gujarat are also on the list.

The <keyword id="6354977" type="ORGANIZATION" weightage="80" keywordseo="Supreme-Court">Supreme Court</keyword> today struck down the hugely controversial Section 66 A of the <keyword id="6354751" type="COMPANY" weightage="80" keywordseo="Income-Tax">Income Tax</keyword> Act, stating that the Act was not only ‘vague’ in the way it was worded, but it was also ‘unconstitutional’. So what does <keyword id="823722" type="UNKNOWN" weightage="80" keywordseo="the-section">the Section</keyword> say that created such a huge backlash from the public in general? Since the Section came to power, several petitions were filed at various courts challenging the section on the basis of what constituted ‘grossly offensive or menacing character’? The main contention has been that who is it that will decide what action or ‘post’ or ‘comment’ constituted ‘offensive’ enough to be put behind bars. Many an individual and political party has on several occasions used or rather misused the provisions within the section to jail individuals who aired their opinion on social media websites such as <keyword id="6354576" type="CITY" weightage="80" keywordseo="Facebook">Facebook</keyword> and <keyword id="6354616" type="CITY" weightage="80" keywordseo="Twitter">Twitter</keyword>.

Khan belonging to the ruling <keyword id="6354265" type="ORGANIZATION" weightage="80" keywordseo="samajwadi-party">Samajwadi Party</keyword> ensured he was behind bars in no time. · In UP again, a Varanasi <keyword id="299752" type="POSITION" weightage="80" keywordseo="tourism-officer">tourism officer</keyword> was arrested for uploading “objectionable” pictures of Mulayam Singh Yadav, <keyword id="6355031" type="PERSON" weightage="80" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword>, and Azam Khan on Facebook. 
 So what exactly does Section 66 A of the <keyword id="6379296" type="UNKNOWN" weightage="80" keywordseo="IT-Act">IT Act</keyword> say? 
 The Information Technology Act, 2000 was amended in 2008. The amended Act which received the assent of the <keyword id="2540" type="POSITION" weightage="80" keywordseo="President">President</keyword> on February 5, 2009, contains section 66A. 
 
66A-Punishment for sending offensive messages through communication service, etc. 
 
Any person who sends, by means of a computer resource or a communication device,— 
(a) any information that is grossly offensive or has menacing character; or 
(b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device, 
(c) any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or recipient about the origin of such messages, shall be punishable with imprisonment for a term which may extend to three years and with fine. 
 
For the purpose of this section, terms “electronic mail” and “electronic mail message” means a message or information created or transmitted or received on a computer, computer system, computer resource or communication device including attachments in text, images, audio, video and any other electronic record, which may be transmitted with the message.
