The <keyword id="6356740" type="UNKNOWN" weightage="20" keywordseo="RAILWAY">Railway</keyword>s said that around 2.4 crore candidtates have applied for 1.4 lakh vacancies in Indian Railways for various categories of staff to be hired by the Railway Recruitment Boards (RRBs). A statement issued by <keyword id="9255929" type="COMPANY" weightage="20" keywordseo="the-ministry-of-railways">the Ministry of Railways</keyword> said, "It may be noted that RRBs had issued three centralised employment notifications for NTPC categories, isolated and ministerial categories and Level-1 categories for a total of about 1.4 lakh vacancies for various categories of staff." "Against these employment notifications, more than 2.4 crore candidates have applied," it said, adding that the national transporter has made requisite preparations for smooth conduct of computer based tests (CBTs) which is scheduled from December 15 onwards. It said that the details of schedule of the CBTs will be uploaded on the websites of RRBs in due course. It said that the railways had notified three types of vacancies -- 35,208 for NTPC (non-technical popular categories like guards, office clerks, commercial clerks etc.), 1,663 for Isolated and Ministerial categories (steno and teaches etc.) and 1,03,769 for Level-1 vacancies (track maintainers, pointsman etc). A Right-to-Information (RTI) query has shown that the Indian Railways had 2.66 lakh vacant jobs in Group C and Group D posts as of November 2018, according to a <a href="https://economictimes.indiatimes.com/industry/transportation/railways/railways-fails-on-job-front-reveals-an-rti-reply/articleshow/67610421.cms">report</a>. But the most recent recruitment drive by the government is looking to hire less than half of the existing vacancies. Group C employees at the Indian railways hold posts that include senior section engineers, locomotive pilots, ticket booking clerks, train ticket examiners, station masters etc. Group D positions include that of helper, gangman, trackman, welder, fitter and porter among others. Over the last 10 years, not only has the employee strength shrunk, but the reduction in lower level jobs has been jaw-dropping. While the total number of jobs at the Indian Railways went down 5% between 2008-09 and 2016-17, the number of Group D jobs were reduced to a sixth of their level nine years ago.

 Indian Railways is among the world’s largest employers. However, the pressure is always more on the incumbent government to improve the state of the economy and to create jobs. Modi opponents have been strengthened by the lack of jobs in the Indian economy. To shut his rivals, the Indian prime minister has brought in reservations in government jobs for the poor, over and above the existing caste-based quotas for those in the margins of the Indian society. While the politics took centre stage, the government has missed the available opportunities to serve both the poor and the socially oppressed sections of the society. Aside from the deep cuts in Group D jobs and the piling up vacancies in the railways, the central government departments including state-owned companies had 28,713 unfilled positions reserved for scheduled castes, scheduled tribes and other backward castes as of January 2017, according to a <a href="https://www.ndtv.com/india-news/ministries-told-to-fill-up-backlog-reserved-vacancies-through-special-drive-1961756">report</a>. "For this biggest RPF recruitment drive, we received over 82 lakh applications, including 14.25 lakh for the post of sub-inspectors against 1,120 vacancies, and 59 lakh for the posts of constables. Empowering women, Indian Railways hires over 4,500 women personnel in an aggressive recruitment drive

The <keyword id="519815" type="ORGANIZATION" weightage="20" keywordseo="North-Central-Railways">North Central Railways</keyword> (NCR) recruitment drive is being conducted for 1664 vacancies for training in designated trades under Apprentice Act, 1961 in the Uttar Pradesh division of the Indian Railways. No plan to privatise Indian Railways as it belongs to people:

The government has sought data on vacancies from all public sector undertakings (PSUs) and asked them to prepare a roadmap to fill those with an aim to reducing unemployment in the country. Information has been sought by the government regarding vacancies at the entry-level as well as at the senior level, a senior official of a PSU told PTI. The move comes against the backdrop of opposition parties raising concerns over rising unemployment in the country. As per the direction, identified entry-level vacancies till December this year are required to be filled by August-September next year, the official said. Filling vacancies in government institutions takes time as appointments are made in a transparent manner by following specified guidelines, the official said, adding tests and interviews are conducted based on the advertisement that specifies eligibility criteria. Each stage consumes time as aspirants across the country participate in the process, the official said.As per the official data, there were 255 Central Public Sector Enterprises (CPSEs) operating in the country at the end of FY21. Out of the 255 CPSEs, 177 are profit-making and have generated a profit of Rs 1.89 lakh crore during FY21. Last month, the finance ministry convened a meeting with heads of public sector banks and financial institutions to take stock of the employment situation in these entities and their monthly recruitment plan. The total employee strength of public sector banks peaked at 8.86 lakh during 2012-13. It declined to 7.80 lakh during 2020-21.Banks have started issuing advertisements for recruitment. A recent advertisement for 14 job posts for sanitation workers put out by the Tamil Nadu Assembly Secretariat received a large chunk of <a href="https://www.hindustantimes.com/education/over-4000-applicants-including-mtech-and-mba-apply-for-14-sanitary-workers-posts-in-tamil-nadu/story-vZSe3csNzzx5h3ZnsHk3gO.html?utm_campaign=fullarticle&amp;utm_medium=referral&amp;utm_source=inshorts">applications</a> from engineering graduates, MBAs and Diploma holders, according to media reports. Of the total 4,607 applications, more than 150 applicants were highly qualified, with 66 applications from engineering graduates. These posts were open to candidates from general as well as reserved categories, and offered a fixed salary of ₹17,000. The jobs also prioritized physical fitness for eligibility. However, there were no mandatory educational qualifications cited. The advertisement is of concern as it shows the job security offered by government jobs in India trumps other opportunities, even if the positions are unskilled, <a href="https://timesofindia.indiatimes.com/city/chennai/engineers-pg-holders-apply-for-sanitary-workers-job-in-secretariat/articleshow/67858473.cms">reported</a> Times of India citing a senior official from the secretariat. Last week, a leaked report by India’s NSSO showed that that India witnessed it highest unemployment rate in 45 years at 6.1% for 2017-18, reflecting a serious job crisis, and a mismatch of qualified talent and available employment opportunities. Last year, Indian Railways recorded 2.66 lakh vacant jobs, shows an Right To Information (RTI) query cited in a latest <a href="https://www.businessinsider.in/seats-available-in-indian-railways-group-c-and-group-d-jobs-are-down-the-most/articleshow/67619669.cms">report</a>. <ul><li>India’s Union Cabinet has given the nod to set up a <keyword id="8276571" type="UNKNOWN" weightage="20" keywordseo="National-Recruitment-Agency">National Recruitment Agency</keyword> (NRA), which will spearhead the initiative to set up a <keyword id="1121108" type="PERSON" weightage="20" keywordseo="common-eligibility-test">Common Eligibility Test</keyword> (<keyword id="55410" type="ORGANIZATION" weightage="20" keywordseo="CET">CET</keyword>) that will cover all <keyword id="839945" type="PERSON" weightage="20" keywordseo="Central-Government-Jobs">central government jobs</keyword> and public sector bank positions.</li><li>A common score will be given to determine a candidate’s eligibility for a particular post.</li><li>Setting up the NRA will cost the <keyword id="44734" type="ORGANIZATION" weightage="20" keywordseo="Indian-Government">Indian government</keyword> ₹ 1,517.57 crore but it hopes the new process will save it up to ₹600 crore each year. </li></ul>The Indian government has given the newly formed National Recruitment Agency (NRA) the nod to set up a Common Eligibility Test (CET). Instead of applying to each individual branch of the government or different public sector banks, there will now be one single test to standardise the process. <div type="Article" hostid="261" msid="73889491" title="Government job applicants can save on time and fee with one common entrance test" mstype="2" mssubtype="0"></div> "There are more than 20 recruitment agencies in the Central government. Right now, we are bringing 3 agencies under the National Recruitment Agency and will eventually bring all of them under it," said Department of Personnel and Training (DoPT) Secretary C. The central government may also share the CET merit list with states for state government jobs on a cost-sharing basis. The NRA will be a society registered under the Societies Registration Act, 1860 and government will be doling out ₹1,517.57 crore to set it up. However, it estimates that it will be able to save around ₹600 crore per annum under the new system — breaking even in around three years. How will CET work? The CET serves as an entrance exam. It’s a first level test to shortlist candidates for a particular post. The scores of the test will remain valid for three years and can be used to apply for jobs across the government spectrum. Each person will have two additional chances to improve their scores, and only the best of all scores will be taken into final consideration. "There are 1.25 lakh vacancies every year in Group B and C for Railways, banks and SSC for which 2.5 crore to 3 crore people apply," said Chandramouli. What will CET achieve? According to the Indian government, the CET is aimed at solving problems for the candidates. From the varying schedules of different exams to their different application processes, the CET will simplify the entire ecosystem. By bringing all the exams under one umbrella, It will also address the infrastructure shortage that creates scope for malpractice, said Chandramouli. One exam will also mean just a one-time payment of exams fees instead of shelling out separate payments. Chandramouli pointed out that the CET will also enable job opportunities to reach rural areas for those candidates for whom travelling to testing centres, located mostly in urban centres, may not be possible or affordable. To remain accessible, the CET will also be available in multiple languages. For institutions, CET will standardise the process that could solve for the delay that occurs from time to time in the finalisation of results. The government asserts that the central test will shorten the overall cycle time of recruitment from the current 12 to 18 months.
