In a boost to Elon Musk's <keyword id="20034452" type="General" weightage="20" keywordseo="starlink" source="keywords">Starlink</keyword>, Communications Minister Scindia has said the spectrum for satellite broadband will be allocated and not auctioned as sought by Indian billionaires Mukesh Ambani and Sunil Mittal. The satellite broadband spectrum will however be not given free and sector regulator Trai will fix a price for the resource, he told PTI in a text and video interview. "Every country has to follow the <keyword id="20848482" type="General" weightage="20" keywordseo="international-telecommunications-union" source="keywords">International Telecommunications Union</keyword> (ITU), which is the organisation that lays out the policy for spectrum in space or satellites, and the ITU has been very clear in terms of the spectrum being given out on an assignment basis. In addition, if you look across the world today, I cannot think of a single country that auctions spectrum for satellite," Scindia said. India is a member of the International Telecommunication Union (ITU), a UN agency for digital technology. Musk's Starlink and global peers like Amazon's Project Kuiper back an administrative allocation. While Ambani's Reliance Jio has been vocal about the need to allocate such spectrum through an auction to provide a level playing field to legacy operators who buy airwaves and set up infrastructure like telecom towers, Mittal last month at an industry event where Prime Minister Narendra Modi was also present articulated the need to use bidding for such allocation. Jio and Mittal's Bharti Airtel - India's largest and second-largest operators, respectively - feel that giving away the satellite broadband airwaves at a pre-decided price by the government will create an uneven playing field since they had to compete in an auction to get spectrum for their terrestrial wireless phone networks. The two are vying for a piece of the satellite broadband segment as well. Musk-led Starlink is demanding administrative allotment of licences in line with the global trend as it looks to tap into the world's fastest-growing mobile telephony and internet market. Scindia said the Telecom Act of 2023 passed in December has put the matter in 'Schedule 1', which means that the Satcom spectrum will be allocated administratively. Such an allocation will be at a government-decided price, and allow foreign firms like Starlink to offer voice and data services. If the spectrum were to be auctioned, it would have made it costlier for Starlink to roll out services. Starlink has applied for a licence to start operations in the country. Scindia, however, offered no clues on the fate of his application. The minister said that the regulatory process is very clear and transparent. The new Telecom Act has been passed, and the Satellite spectrum is very clearly a part of that in schedule one, he pointed out. "...and therefore, we are open to looking at the application of any entity that wants to invest in India at this point in time. I think only one or two licenses have been given out. And whoever else wants to participate, India is surely going to welcome that," the minister said. Last month, Musk, in a post on X, termed the demand made by Jio for shunning sector regulator Trai's consultation paper on satellite broadband being allocated and not auctioned as "unprecedented", and when Mittal made the pitch in the presence of the Prime Minister, he asked if it was "too much trouble" to allow Starlink to provide internet services in India. This was perhaps the first time that Musk, whose networth of USD 241 billion is more than the combined wealth of Ambani, Mittal and Gautam Adani, had spoken directly against demands for a level playing field made by the Indian firms. The ministry stated that discussions in the meeting revolved around current regulatory provisions and the seamless adoption and facilitation of the <keyword id="22125599" type="General" weightage="20" keywordseo="right-of-way" source="keywords">Right of Way</keyword> (RoW) for a digitally connected India. This initiative is critical in engaging industry leaders in expanding and shaping the future of India's <keyword id="22639384" type="General" weightage="20" keywordseo="telecommunications-ecosystem" source="keywords">telecommunications ecosystem</keyword>. "Department of Telecommunications (DoT) under the leadership of Minister of Communications and Development of North Eastern Region Jyotiraditya Scindia along with Dr Chandra Sekhar Pemmasani, Minister of State for Communications, started the second round of meetings with the recently constituted SACs, and met with SACs on Satellite Communication and Internet Service Providers &amp; Infrastructure Providers," said Ministry of Communications. The ministry added that the committee commended the recent progress in RoW processes but emphasized the ongoing need for integrated governance and enhanced cooperation from state governments and local municipal bodies. The Secretary (Telecom) also assured that the new rules under the New Telecom Act are designed to address many of the issues raised in the meeting. The Minister also encouraged industry stakeholders to actively participate by providing their feedback on the RoW rules. The Advisory Committee on Satellite Communication presented their views on Indian space policy, spectrum allocation, and SUC and suggested various measures for advancing India's position as a global hub for satellite communication. The committee also commended the Ministry for including key provisions in the New Telecom Act, which are set to modernize India's telecommunications framework by enabling more flexible, liberalized, and technologically neutral spectrum utilization. These changes will greatly benefit the advancement and efficiency of satellite communication services. Union Minister Jyotiraditya Scindia, to facilitate a consistent two-way dialogue with the government on matters related to the telecommunications sector, constituted six distinct SACs to provide valuable insights to the Department of Telecommunications (DoT) on various matters. The six advisory committees include members such as top CEOs, academicians, researchers, entrepreneurs, and industry thought leaders from the following sectors: Telecom Service Providers, Internet Service Providers &amp; Infrastructure Providers, Telecom Sector Original Equipment Manufacturers (OEMs), Telecom Electronics Ecosystem, Satellite Communication Ecosystem, and Academicians and R &amp; D in the Telecommunications sector. Telecom minister holds meeting with stakeholders on right of way for satellite communications

Speaking at a fintech event on Wednesday, the minister said employment in the electronics manufacturing sector will increase from about 10 lakh at present to 25 lakh in the coming days. He said that 10 years ago India imported 98 per cent of mobile phones and at present 99 per cent of the devices are made in India. "(Mobile phones worth) USD 11 billion were exported last year. In the coming days, you will see exports to the tune of USD 50-60 billion. 10 lakh people work in electronics manufacturing. In the coming days, 25 lakh people will work in electronics manufacturing," <keyword id="19935038" type="General" weightage="20" keywordseo="vaishnaw" source="keywords">Vaishnaw</keyword> said while sharing a presentation on India's growth story. He said India will become the third largest economy by 2027 while it was ranked 11th in 2014. A report published by Jefferies Equity Research last month said that India would become the third-largest economy by 2027 and expected to achieve a market capitalization of USD 10 trillion by 2030. He said that when the country is in 5th spot in terms of economy it has created huge infrastructure in terms of railways, highways, airports etc. The minister said that the government added 5,200 kilometres of railway line last year, which is equivalent to the size of the entire Switzerland railway network.. "Already 4,972 kilometres have been completed. The entire month of March is left. We will add 5500 kilometres (railway lines) this year," Vaishnaw said. He said airports in the country have doubled in the last 10 years. "In 2013, every global discourse was negative about India. Everyone used to say it is a fragile economy. There was uncertainty around it. Today, when you see India anywhere, everyone says it is among the top 5, a bright spot, growing at a steady pace. India has become the growth engine of the entire world," the minister said. Vaishnaw also displayed a video of Congress leader P Chidambaram in which he had questioned the government's digital payments plan. The minister said earlier regimes were riddled with scams but after 2014 things changed across all parameters -- GDP growth, forex reserve, foreign investment etc. "We have increased IITs 10 times, AIIMS have been doubled, and universities have increased three times. Imagine economic muscle power when we will be the third largest. Our own supercomputing chip, our own semiconductor fab, AI models," Vaishnaw said. He also consults airlines on a case-by-case basis on work including more transparent rewards and improved passenger communication. Fliers like Ott have plenty of reasons to be frustrated, with global <a href="https://www.insider.com/aviation-experts-why-its-a-nightmare-to-fly-2023-9">airline delays and cancellations rising</a> for years without hope of a turnaround. "People waste so much time and energy with airlines, all for it to be read by AI and instantly denied until you send it seven more times."Instead, Ott recommended reaching out to the airline via email and copying an executive, like a CEO."You want to make sure it gets to somebody who will read it," he added. "A CEO's email address will generally be monitored by several different people, and they will each be able to act as a liaison on behalf of leadership."Ott said nearly every airline issue he's had resolved was sent to an executive-level email address. "These issues were not tied to my blogging career — just as a Joe Schmo who flew in your airline," he said. <h2>Skip the sob story</h2>When you're drafting your email, Ott said to focus on the facts about what went wrong and less on the emotions."It's one thing to say, 'I was going to my wedding, and you ruined my wedding.' But that's one line," he explained. "We don't have to go into, 'The bridesmaids showed up, and I wasn't there,' or 'The cake was there, and I wasn't there,' or 'The hotel that I was supposed to go to charged me for a night.'"Ott said these details don't help. Instead, explain what happened, provide proof, and then very quickly state how it impacted you, according to Ott."Say, 'I would like to understand how you're going to make this right. Otherwise, I don't plan to fly again,'" he added. <h2>Get proof</h2>When an airline is responsible for compensating you, providing proof is key to getting your money back."The more you can share or ensure that you're right, the better," Ott told Insider. "That's where documentation comes in."For example, if your flight is canceled while you're at the gate, ask a gate agent to write up the incident, he suggested. They'll likely say no, but it's worth trying."I don't blame them. Most of them are contract employees and really don't feel like they deserve to hear from people the way they do," Ott said. He also suggested documenting the flights that did take off that day by using free online tools like <a href="https://www.flightaware.com/" target="_blank" rel="noopener">Flight Aware</a>. This documentation will be helpful if the airline tries to claim that the <a href="https://www.insider.com/delayed-flight-night-mistakes-cebu-pacific-airlines-philippines-2023-8">cancellation or delay</a> is due to extraordinary circumstances. For example, if the airline claims the flight didn't take off due to weather at the arriving airport, proof that other flights to the same destination did depart could help your case. <h2>Keep pushing</h2>Even with an executive email and proof of the issue, Ott said it can be challenging to get <a href="https://www.insider.com/couple-says-united-lufthansa-failed-rebook-canceled-flight-multiple-times-2023-8">compensation from an airline</a> unless you follow up multiple times. When Ott contacted the budget airline that delayed his flight to London five years ago, emailing once with proof wasn't enough — his claim was initially denied, he said. After several emails, Ott told the airline that he would reach out to <a href="https://www.insider.com/best-airlines-in-the-world-2018-ranked-2018-6">AirHelp</a>, a service that legally represents passengers all the way to court for a fee or a cut of the earnings. He said the threat was enough for them to approve his claim. "Don't just take their advice of being ineligible, because most of the time it's just an automated lie designed to flick fleas," Ott advised. "The more people an airline can convince that they aren't due compensation, the more money the airline saves."So if an airline denies your claim, let them know that you intend to pursue it as far as you have to, even if that means complaining to the Department of Transportation or taking the company to court."It's amazing how quickly things work out once you do that," he added.

The spokesperson also said there have been "no findings of health issues, air issues, or safety issues" in the office."Cognizant supports its employees' right to choose whether to be represented by a union," a Cognizant spokesperson said in a statement to Insider after publication. "We do not believe that union representation is in the best interests of our employees and their families, and we do not believe it is needed given how we work to ensure their voices are heard. It is important to us that our employees have the information necessary to make this important choice, and we are leveraging standard office communications channels to help ensure information is readily available.
