The government will extend tailor-made benefits to mega and strategic projects on a case to case basis. Investment of more than ₹200 crore in plant and machinery or providing employment to more than 1,000 people shall be categorised as megaproject. "Telangana has come out with an extremely comprehensive policy. We also ensured that energy story policy is clubbed in with the EV policy because these two are tight-knit ideas which need to work cohesively...we have taken a pragmatic approach while designing this policy and consulted industry leaders," Rama Rao after unveiling the policy. Telangana launches ‘electric vehicle and energy storage policy’ — first 2 lakh electric two-wheelers exempted from road tax

<ul><li>Millions of government employees across multiple state-owned companies are either anxious, ready to protest and have even taken to roads — to make sure they get their due. </li><li>Thousands of employees have taken to roads, protesting over delays. </li><li>As many as 25,000 home guards in Uttar Pradesh police department lost their jobs overnight. </li><li><keyword id="86569" type="COMPANY" weightage="20" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL) also dismissed the employees' demand for higher wage revision saying that "workmen cannot be at par with officers on salaries and perks.”</li></ul>During bad times, there is nothing like a secure job — even when you are employed with the government. As many as two millions government employees across multiple state-owned companies are either anxious, ready to protest and have even taken to roads — to make sure they get their due. This is extra pain on the Indian economy as millions of blue collar jobs have already been lost in the last few months — across auto, textile and diamond polishing sectors. Delayed salaries and job cuts The worst-affected of all government employees are the 176,000 at telecom operator BSNL. In the last few months, the debt-ridden company has been paying salaries two weeks late. While the government is still mulling a bailout package, the employees are left in doldrums. Another 20,000 employees of <keyword id="2573" type="COMPANY" weightage="20" keywordseo="Air-India">Air India</keyword> are just as angry and anxious about their future. And, the government has already decided their fate — which is a sell-off. The pilots union has already told the government that they will go for mass resignations if the national carrier lands in the hands of a private entity — which is sure to downsize. Wage revisions are too little, too late As many wonder about the state of their employment, others are annoyed with delayed wage revisions. As many as 20,000 workers and a few officers of Bangalore-headquartered Hindustan Aeronautics (HAL) are protesting against low salary hikes. The company dismissed their demand for higher wage revision saying, "workmen cannot be at par with officers on salaries and perks.” “We hope this realization will percolate to the employees sooner to make them call off their indefinite strike," HAL Chief Financial Officer C B Ananthakrishnan told IANS. Employees of public sector banks — which employs nearly 800,000 people — also seem to be unhappy with the<a href="https://www.businessinsider.in/careers/news/salary-hikes-at-government-banks-ahead-of-diwali/articleshow/71473853.cms"> wage revision</a> as the bankers association decided to offer one month extra salary without reaching a consensus with the bank unions. They are expected to go on a strike on October 22. Interestingly, the wage revision was due since 2017 in both cases. State government employees lose jobs and hope The employees of state governments have their own set of problems. Over 49,000 <keyword id="2981720" type="COMPANY" weightage="20" keywordseo="Telangana-State-Road-Transport-Corporation">Telangana State Road Transport Corporation</keyword> (TSRTC) employees have been on a 12-day long protest, demanding salaries for September. But, not just delayed payments, job loss is hurting the most vulnerable of employees. As many as 25,000 home guards in Uttar Pradesh police department <a href="https://www.businesstoday.in/current/economy-politics/yogi-adityanath-govt-terminates-25000-up-police-home-guards-on-diwali-uttar-pradesh/story/384879.html">lost jobs</a> as the government could not afford to pay the salaries at par. And, the administration called it a ‘resource constraint.’ Abiding by the Supreme Court verdict, the department was liable to pay the increased salaries at ₹672 per day to the home guards — who are paid ₹500 as of now. But, it slashed the workforce to 65,000, in order to compensate for the hike. Over 2 million government employees are angry, anxious and dejected over salaries, hikes and job security

In yet another case of food contamination, five samples from five different outlets of US fast food retail giant <keyword id="6376241" type="CITY" weightage="100" keywordseo="KFC">KFC</keyword> have been found to contain harmful <keyword id="52657" type="UNKNOWN" weightage="80" keywordseo="pathogens">pathogens</keyword>, <keyword id="396235" type="UNKNOWN" weightage="80" keywordseo="salmonella">salmonella</keyword> and <keyword id="101875" type="UNKNOWN" weightage="80" keywordseo="E-coli">E Coli</keyword> bacteria, reported TOI. The <keyword id="2920393" type="UNKNOWN" weightage="80" keywordseo="Telangana-State-Food-Laboratory">Telangana State Food Laboratory</keyword> (SFL), which conducted the test on the request of NGO Balala Hakula Sangham, called the samples "unsafe". The US fast food giant, however, rejected the findings and denied any knowledge of the samples being collected from its outlets. The SFL is a part of the Hyderabad-based <keyword id="177658" type="ORGANIZATION" weightage="60" keywordseo="Institute-of-Preventive-Medicine">Institute of Preventive Medicine</keyword>. The report, dated June 24, filed by SFL food analyst AV <keyword id="346457" type="PERSON" weightage="60" keywordseo="Krishna-Kumari">Krishna Kumari</keyword> said: "I am of the opinion that the samples contain E.Coli and salmonella, which are pathogens and injurious to health. It is, therefore, unsafe." 

	"We took the samples from Himayatnagar, Vidyanagar, Chikkadpally, Nacharam and ECIL X Road on June 18 and sent it to the state food laboratory the same day in packed and sealed condition in the original KFC snack box," Anuradha Rao, president of the NGO, told TOI. 
 

	KFC in turn questioned the conditions under which the samples were taken for the test. KFC further said it did not receive any intimation from any authority over the issue. 
 

	It said in a statement: "This alleged report is a case of false allegation. We have no knowledge of the sample being collected from any of our stores and in what condition it has been transported for this alleged test. This is a perishable food item meant for immediate consumption." 
 On Thursday, the NGO at a press conference quoted the report where <keyword id="2920392" type="UNKNOWN" weightage="80" keywordseo="FSL-food-analyst">FSL food analyst</keyword> AV Krishna Kumari specifically sought to clear doubts of any tampering by stating: "Sample received in sealed and labeled card box kept in brown colour paper." While the NGO sought an immediate ban on KFC products, K Balaji Raju, the designated food safety officer (DFSO) in charge of central zone of <keyword id="75378" type="COMPANY" weightage="80" keywordseo="Greater-Hyderabad-Municipal-Corporation">Greater Hyderabad Municipal Corporation</keyword> (GHMC) clarified that his department cannot take action if food samples are tested independently by an NGO. 

	"Only when the food samples lifted by our department turns out to be positive in food safety lab for any contamination, it can result in an action against the defaulter from our side," he said.

KFC food samples contain harmful bacteria: Govt. report

New Delhi, June 29 (IANS) The COVID-19 onslaught has accelerated the pace of IT modernisation and digital transformation via Cloud-driven solutions in the vast public sector in India and various state governments are fast embracing the Cloud technology to reduce the infection rate while efficiently managing the lockdown, a top global Amazon Web Services (AWS) executive has stressed. According to Teresa Carlson, Vice President, Worldwide Public Sector, AWS (the Cloud arm of e-commerce giant Amazon with over $40 billion annual run rate), as COVID-19 continues to spread, the global health emergency will only be resolved by governments, businesses, academia and individuals working together to better understand this virus and ultimately find a cure. "Research institutes, scientists and organisations working on diagnostics need reliable, scalable compute power, which AWS can deliver to them along with industry-leading services like analytics and machine learning, so they can process and analyse large data sets and iterate quickly," Carlson told IANS. Today, from state governments to startups, India is fast harnessing AWS Cloud technology for scale, speed and agility and above all, data security. Quantela, a provider of smart urban infrastructure automation, has developed CoVER (COVID-19 emergency response) platform in India. "CoVER is used by government authorities across 10 cities in India to monitor, manage, track, diagnose, communicate, collaborate and prevent the impact of COVID-19. In one of the large cities in southern India that has so far reported far fewer COVID-19 cases, they used CoVER to track about 120 hospitals, 600 ambulances, and 400 isolation beds, and monitor people in quarantine," informed Carlson. The officials attributed real-time access to data and quick decision-making as among the key measures that helped the city contain the spread of COVID-19 even in densely-populated areas, and significantly helping reduce the infection rate in the city. The India eGovernments Foundation collaborated with AWS to develop the National COVID-19 e-Pass solution within 72 hours to provide a digital pass management system that supports multiple state governments, to manage the lockdown while ensuring smooth movement of the essential service providers across and within states. "Since its launch, more than 50,000 organizations have been evaluated, and more than 6,00,000 daily passes have been issued on the platform. It has been deployed in Haryana, Punjab, Delhi, Telangana, Puducherry, Odisha and Karnataka," the AWS executive noted. TruFactor is a platform that provides mobile-first consumer data and insights. The company has a patented platform that ingests, filters, and processes over 100TB of data anonymously, using AI to produce graphs that combine digital signals, physical people movement data, and demographics to help tackle spread of COVID-19. TruFactor has listed datasets on AWS Data Exchange, a service that makes it easy for millions of AWS customers worldwide to securely find, subscribe, and use third-party data in the cloud. Innovaccer, a San Francisco-based healthcare technology company, with offices in India and Asia, launched a COVID-19 Management System that can conduct early community-based triage of COVID-19 patients through automated assessments in minutes. The multi-platform system is currently in use by the governments in Goa and Puducherry in India. Within three days of launch, more than 25,000 citizens in Goa had already used the app to assess their vulnerability to COVID-19. Mumbai-based Qure.ai, a healthcare startup built on AWS, has developed a machine learning-powered solution called 'qXR' which uses X-rays to classify patients as high, medium, or low risk for COVID-19 in less than a minute. Built on data from more than 2.5 million radiology scans, qXR is capable of detecting problem areas and abnormalities that are indicative of COVID-19. Since its deployment in over 40 sites across South Asia, Europe and North America, it is identifying approximately 5,000 suspected cases on a weekly basis. Qure.ai is currently in talks with the state governments to use its solution in government hospitals, large clinics and healthcare centres across the country. AWS announced the Diagnostic Development Initiative (DDI) in March this year. "This is a programme to support customers who are working to bring better, more accurate, diagnostics solutions to market faster, and promote better collaboration across organizations that are working on similar problems," Carlson told IANS. This includes an initial investment of $20 million to accelerate diagnostic research, innovation, and development to speed collective understanding and detection of COVID-19 and other innovative diagnostic solutions to mitigate future infectious disease outbreaks. State govts, firms harnessing Cloud to fight COVID-19 in India: AWS

(Eds: Combining related stories) New Delhi, Apr 29 () With lakhs of migrant workers and students stranded at various places for over a month due to the nationwide lockdown, the government on Wednesday announced plans to allow their movement to help them reach their homes, including by crossing state borders. The COVID-19 tally, in the meantime, rose further and fresh indications emerged about the lockdown continuing beyond May 3, at least in some form and in some parts of the country. In its evening update, the Union Health Ministry said the COVID-19 death toll has risen to 1,008, with a record jump of 71 in the last 24 hours, while the number of confirmed infections has climbed to 31,787 in the country with more than 1,800 cases getting detected since Tuesday evening. Close to 7,800 people have recovered too. Punjab, which has reported 375 cases and 19 deaths, announced extension of the lockdown in the state by two weeks after May 3, though some relaxations have been given in areas that do not fall under the containment or red zones. However, containment zones will continue to remain under total lockdown, Punjab Chief Minister Amarinder Singh said. In West Bengal, Chief Minister Mamata Banerjee said experts and doctors are of the opinion that the restrictions imposed to check the spread of COVID-19 should continue in the state till the end of May. She, however, also announced some relaxations, including opening of standalone shops in green zones and non-containment zones with all precautionary and social distancing measures. Telangana Chief Minister K Chandrasekhar Rao has already announced extension of the lockdown in his state till May 7 without any relaxation. During his last interaction with chief ministers on Monday, Prime Minister Narendra Modi had told them that the economy would need to be given importance too while fighting the COVID-19 pandemic. Ever since its emergence in China last December, more than 31 lakh have tested positive for the deadly virus infection worldwide while the death toll has topped 2 lakh. Some countries have, however, begun easing the lockdown. The US, which is among the worst hit globally, reported that its economy shrank at a 4.8 per cent annual rate in the last quarter, triggering a recession that will end the country's longest ever expansion period. Following guidelines from the Centre, some states in India have also allowed opening of standalone shops in non-containment zones, while several state governments have been demanding steps to allow movement of migrant workers to help them reach their respective homes. Some states including Uttar Pradesh have already undertaken special initiatives to bring back migrant workers and students. To help these people who have been stuck in various cities for over a month, many of whom have been left jobless and homeless due to the lockdown, the Union Home Ministry has now passed an order to allow their inter-state movement to reach their respective destinations, subject to certain conditions. This will also apply to pilgrims, tourists, students and other people stranded at different places. In the order, Union Home Secretary Ajay Bhalla said buses shall be used for transport of such groups of stranded people and these vehicles will be sanitised and will have to follow safe social distancing norms in seating. Listing the conditions, the ministry said all states and union territories should designate nodal authorities and develop standard protocols for receiving and sending such stranded persons. In case of movement beyond states or UTs, the sending and receiving states will need to consult each other and mutually agree to the movement by road. These people would be screened and only those found asymptomatic would be allowed to proceed. On arrival at their destination, they would be assessed by local health authorities and kept in home or institutional quarantine, as required by the assessment, the order said. In Maharashtra, Home Minister Anil Deshmukh said his government is in talks with chief ministers of other states over facilitating return of migrant workers to their native places in a planned manner. Delhi Chief Minister Arvind Kejriwal said he is in touch with other state governments on the Home Ministry order and told migrant workers to stay put till he informs them about the final decision in one or two days. Mumbai and Delhi are among major urban centres where a large number of workers from other states are stranded and have been demanding transport arrangements be made for them to go back to their native places. Some states are said to be reluctant in allowing return of their natives from other places due to fears of the infection. The University Grants Commission (UGC), in the meantime, said the new academic session for freshers will begin in universities from September and for already enrolled students in August. Of the total 1,008 deaths, as per the Ministry figures, Maharashtra tops the tally while it also has the highest number of confirmed cases in the country. In Maharashtra, Mumbai's Dharavi area reported 14 new coronavirus cases on Wednesday, taking the overall tally to 344. Dharavi, considered as the biggest slum in Asia, has so far reported 18 deaths. In the national capital, the new confirmed cases included 11 family members of an LNJP Hospital dietician, who had earlier tested positive. However, none of the hospital employees, who came in contact with the dietician, have tested positive. Tamil Nadu Chief Minister K Palaniswami said the spread of COVID-19 in the state is largely under control, but the contagion is "easily" spreading in Chennai due to its large population. New Delhi, May 1 () The railways will charge state governments for ferrying people stranded due to the coronavirus-triggered lockdown in its 'Shramik Special' trains, according to an order issued on Friday. The fare would include cost of sleeper class ticket, superfast charge of Rs 30 and Rs 20 for meals and water per passenger. After more than a month of suspension of services, the railways on Friday, which is also International Labour Day, announced six "Shramik Special" trains for migrant workers, students and others who were stranded due to the lockdown. The first such service was run with 1,200 passengers from Hyderabad to Jharkhand at 4:50 am on Friday. The other five which are scheduled to run include -- Nasik to Lucknow (at 9:30 pm), Aluva to Bhubaneswar (6 pm), Nasik to Bhopal (8 pm), Jaipur to Patna and Kota to Hatia (9 pm). Each train is expected to carry 1,000-1,200 passengers. "Passengers need not buy anything from the railways. State governments will coordinate and pay on their behalf," the railways said. Thousands of migrants were stranded in places across the country since the lockdown was enforced on March 25, many even attempting to walk home hundreds of kilometres away. On Friday, the Ministry of Home Affairs gave permission to the railways to run special trains for migrants and those stranded in different parts of the country. States like Rajasthan, Jharkhand, Bihar, Kerala, Maharashtra, Odisha, Uttar Pradesh, Punjab and Telangana have requested special trains to ferry migrant workers back to their home states. "As per the guidelines issued by the Ministry of Home Affairs, it has been decided to run 'Shramik Special' trains from 'Labour Day' today to move migrant workers, pilgrims, tourists, students and other persons stranded at different places due to the lockdown. "These special trains will be run from point to point on the request of both the state governments concerned as per the standard protocols for sending and receiving such stranded persons. The railways and state governments shall appoint senior officials as nodal officers for coordination and a smooth operation of these 'Shramik Specials'," the national transporter said. Officials said that a list of hundreds of such services have been planned by zonal railways over the coming days. The railways also clarified that that these are special trains planned for nominated people identified and registered by state governments. "No one under any circumstance should come to Railway station looking for trains. We will not issue any tickets to any individual or entertain any request from any group or individual. We will allow only those passengers to board whom state govt officials will bring to Railway Stations.
